DUSHANBE, 5 August 2016 – Twenty officers  of the Tajik Border Troops, ranked between warrant officer and major, mainly coming from border detachments  on the Afghan and Tajik border, successfully completed a four-week course today on patrolling and leadership at the Gissar Training Centre in Dushanbe.

The course, organized by the OSCE Office in Tajikistan, focused on enhancing participants’ knowledge of conducting observation missions using topographical maps, satellite imagery and other tools. They also learned about reporting and analysis, repelling methods, communications and tactical movement.

Uniforms and common tactical equipment were given to each participant. Separate medical lessons were delivered by trainers from the United States Embassy in Tajikistan. The sessions on gender mainstreaming and demining awareness were delivered by experts of the OSCE Office. Two officers of the Tajik Border Troops, who previously passed the course, also supported the OSCE in delivering the lessons.

OSCE Office in Tajikistan Counter-terrorism and Police issues Adviser Wolfgang Nikolaus, congratulated the officers on completing the course and said: “The OSCE continues supporting efforts to enhance the capacity of Tajik Border Troops Staff by providing such high-quality training courses."

The course is the eighth to be held under the third phase of the Patrol Programming and Leadership Project. The Project aims to increase the capacities of Tajik border staff in detection and interdiction of illegal cross-border movements.

Jerusalem — Israel suffered one of the deadliest days of its ground offensive against Hezbollah in Lebanon on Wednesday when six of its soldiers were killed in combat near the border.  The soldiers "fell during combat in southern Lebanon," the army said in a statement. Their deaths brought to 47 the number of Israeli troops who have been killed in combat with Hezbollah since September 30, when Israel sent ground forces into Lebanon.  The army's announcement came after Israel Katz, Israel's new defense minister, said there would be no easing up in the war against Hezbollah.  Israeli Prime Minister Benjamin Netanyahu on X shared an image of the "Golani" Brigade symbol, the unit the soldiers who were killed belonged to, a green olive tree against a yellow background, with a broken heart emoji.  Since September 23, Israel has stepped up its bombing campaign in Lebanon, mainly targeting Hezbollah strongholds in south Beirut and in the east and south of the country. On September 30, it sent in ground troops.  The offensive came after nearly a year of cross-border exchanges of fire, launched by Hezbollah in support of its Palestinian ally Hamas following its October 7, 2023, attack on Israel that triggered the Gaza war.  Strike at Aramoun Earlier on Wednesday, an Israeli strike hit Aramoun, a densely packed area south of Beirut that is outside Hezbollah's traditional strongholds. The health ministry said the strike killed six people.  Lebanese state media on the same day reported a third wave of Israeli raids on Hezbollah's south Beirut bastion in 24 hours.  The Israeli army, meanwhile, said it had intercepted some of the "five projectiles" that had crossed from Lebanon into Israeli territory.  Katz told senior military commanders on his first visit to the border region since his appointment last week that Israel would "make no cease-fires, we will not take our foot off the pedal, and we will not allow any arrangement that does not include the achievement of our war objectives."  Katz added: "We will continue to strike Hezbollah everywhere."   Israel's objectives include disarming Hezbollah and pushing the militants beyond the Litani River, which flows across southern Lebanon.  After Katz's address, another airstrike hit a Beirut suburb Wednesday evening after a warning by Israel's military for residents to evacuate.  Hezbollah said on Wednesday it had fired ballistic missiles at the Israeli army's headquarters in the commercial hub of Tel Aviv, which also houses the defense ministry.  Contacted by AFP, the Israeli army spokesperson's unit said it would "not to react to Hezbollah's allegations."  Lebanese authorities say more than 3,360 people have been killed since October 8, 2023, when Hezbollah and Israel began engaging in cross-border clashes.  Rocket fire from Lebanon on Tuesday killed two residents of the northern Israeli city of Nahariya. The deaths brought to 45 the number of civilians killed in northern Israel as a result of rocket fire from Lebanon.  Israeli hostage The Palestinian Islamic Jihad militant group, an ally of Hamas, released a video earlier on Wednesday of an Israeli hostage held in Gaza, identifying himself as Sasha Trupanov.  Trupanov's mother, Lena, in a statement published by the Hostage and Missing Families Forum campaign group, urged the hostages' immediate release.  When Hamas militants staged their October 7, 2023, attack, they killed about 1,200 people and about 250 hostages into the Gaza Strip. Of those, about 100 remain held hostage, while about a third of them are confirmed dead. Their bodies remain in Gaza.  In the more than 13 months of war, Israel’s offensive has killed nearly 44,000 people, the health ministry in Hamas-run Gaza said Wednesday. The health ministry does not distinguish between civilians and combatants but says more than half of those killed were women and children. 

The Centre has rushed 20 additional Central Armed Police Forces (CAPF) companies comprising about 2,000 personnel to Manipur in the wake of fresh attacks and law and order issues in the state, official sources said Wednesday.

Russia attacked the Ukrainian capital Kyiv with a sophisticated combination of missiles and drones for the first time in 73 days on Wednesday, authorities reported, as the Pentagon said most of the North Korean troops sent to help Moscow's war effort are fighting to drive Ukraine's army off Russian soil in the Kursk border region.

Oleksandr Syrsky, the Commander-in-Chief of the Armed Forces of Ukraine (AFU) wants to withdraw troops from the Kursk region of Russia, but is unable to do so, military correspondent Marat Khairullin believes. In addition, the AFU is covering up its desire to retreat from the Kursk region with Donald Trump's victory in the US presidential election, although in fact, Ukrainian troops are forced to retreat because they are losing, the correspondent noted. According to him, the Armed Forces of Ukraine have found themselves in an extremely deplorable situation in the Kursk region of Russia. In this regard, they are looking for at least some justification to leave, Khairullin said.

The Pentagon is pulling 1,100 troops from the U.S.-Mexico border that it had deployed in response to a surge in migrant crossings. A defense official, on the condition of anonymity, told the Associated Press on Tuesday the details ahead of an announcement. The active duty troops were sent to the border in May amid fears that the end of COVID-19 immigration restrictions was going to result in a crush of migrants attempting to cross into the United States. But immediately after Title 42 expired, the number of encounters dropped sharply, and have stayed low, according to Customs and Border Protection data.

The U.S. military is considering putting armed personnel on commercial ships traveling through the Strait of Hormuz, in what would be an unheard of action aimed at stopping Iran from seizing and harassing civilian vessels. That's what five American officials told The Associated Press on Thursday. If implemented, it would be an extraordinary step by the Pentagon as it grapples with a renewed effort by Iran to harass and seize ships traveling in the strait, through which 20% of all the world’s crude oil passes. DUBAI, United Arab Emirates — A soldier for Yemen's exiled government opened fire on Saudi troops as they exercised in eastern Yemen, killing two of them and wounding another in a rare insider attack during the kingdom's nearly decadelong war there, officials said Saturday. The assault in eastern Hadramawt province comes as a yearslong cease-fire between Saudi Arabia and Yemen's Houthi rebels largely has held despite the militants' ongoing attacks against shipping in the Red Sea corridor. While the Houthis did not claim the attack, at least one Houthi official praised it as being "the beginning and an indication of a harsh future awaiting the invaders." Meanwhile, U.S. warplanes carried out new strikes targeting Houthi positions that lasted into early Sunday morning, the American military said. The strikes come after the militants likely shot down yet-another American reconnaissance drone over the country. The attack on the Saudi troops took place Friday night in Seiyun, a city some 500 kilometers east of Sanaa. As troops worked out at a Saudi-led base there, the soldier opened fire, killing an officer and a noncommissioned officer, the state-run Saudi Press Agency said, citing a military statement. "The Joint Forces Command underscores that this 'Lone Wolf' cowardly attack does not represent the honorable members of the Yemeni Ministry of Defense," the statement added. The dead and the other wounded Saudi solider have been brought back to the kingdom, it added. Aidarous al-Zubaidi, the leader of Yemen's successionist Southern Transitional Council, identified the soldier who carried out the attack as belonging to the First Military Region, which is based out of Seiyun. Police in the area published pictures of the soldier, saying there was a 30-million-Yemeni-rial reward for information leading to the soldier's arrest. That's worth around $15,000 on the black market. Authorities offered no motive for the attack. Al-Qaida in the Arabian Peninsula, the militant group's Yemen branch, long has operated around Hadramawt. However, the group did not immediately claim the attack. A recent United Nations expert report has said that the al-Qaida group and the Houthis have begun to "coordinate operations directly with each other." The Houthis meanwhile did not claim the attack either. However, Houthi official Hamid Rizq praised the attack in a message on the social platform X, claiming it came from "the feeling of oppression" over Saudi troops being stationed in the area. "The heroic operation is the beginning and an indication of a harsh future awaiting the invaders," Rizq wrote. Yemen has been mired in a decadelong war since the Houthis swept into Sanaa from their northern strongholds in September 2014. A Saudi-led coalition entered the war on behalf of Yemen's exiled government in 2015. The war further internationalized, with Iran backing the Houthis with weapons and support that cemented the conflict into a yearslong stalemate. The war has killed more than 150,000 people, including fighters and civilians, and created one of the world's worst humanitarian disasters, killing tens of thousands more. A cease-fire that expired in October 2022 largely has held in the time since, however, even as the Houthis have seized on the Israel-Hamas war in the Gaza Strip and Israel's invasion of Lebanon. On Saturday night, Houthi-run media reported U.S. airstrikes targeting areas around Sanaa. The airstrikes continued into Sunday morning and also included sites in Amran province just outside of the capital, the Houthis said. The rebels offered no immediate damage assessment from the strikes. The U.S. military later told The Associated Press on Sunday it conducted airstrikes "on numerous Iran-backed Houthi weapons storage facilities within Houthi-controlled areas of Yemen." It described the sites as housing advanced conventional weapons used to target military and civilian ships in the Red Sea corridor but offered no other immediate details. The U.S. military has targeted radar stations, military bases and drone and missile launch sites since beginning its ongoing airstrike campaign against the Houthis in January. 

While Ukraine was on high alert for air attacks on Monday, the country’s top military commander said tens of thousands of Russian troops were ready to advance on the Kursk region. "Following the order of their military leadership, they are trying to dislodge our troops and advance deep into the territory we control," Ukraine’s General Oleksandr Syrskyi wrote on the Telegram messaging app. Ukraine launched an incursion into Kursk in August, taking control of a number of towns and villages in the border region. Meanwhile, at least six people were killed in air attacks in southern Ukraine – five in Mykolaiv and one in Zaporizhzhia, where a residential building was destroyed, regional governors reported. At least a dozen people were injured in Zaporizhzhia, including five children between the ages of 4 and 17. Earlier, the Ukrainian air force put the nation on high alert for a large-scale missile attack, reporting that a large number of bombers were taking off from Russia and heading to Ukraine. "The air alert is related to the launch of cruise missiles from Tu-95MS strategic bombers," the air force said on its Telegram channels. Power was cut to prevent further damage from attacks, and people were encouraged to seek shelter – including in Kyiv’s metro stations. But by 0630 GMT the missiles had not arrived. According to some Ukrainian military bloggers, the Russian bombers performed flights imitating the launch of missiles, Reuters reported. Report: Trump urges Putin not to escalate The Washington Post and Reuters reported that U.S. President-elect Donald Trump spoke to Russian leader Vladimir Putin and urged him not to escalate the war in Ukraine. Trump, calling from his Mar-a-Lago estate in Florida on Thursday, reminded Putin of America's sizable military presence in Europe, the Washington Post reported. Sources familiar with the call told the newspaper Trump expressed an interest in further conversations to discuss "the resolution of Ukraine's war soon." Steven Cheung, Trump's communications director, did not confirm the exchange, saying in a written statement to AFP that "we do not comment on private calls between President Trump and other world leaders." The Kremlin on Monday denied that the conversation took place, and said Putin had no concrete plans to speak to Trump. "This is completely untrue. This is pure fiction, it's just false information," Reuters reported Kremlin spokesman Dmitry Peskov said. "There was no conversation." North Korea troops have begun fighting alongside Russians, a U.S. State Department spokesman said during a briefing on Tuesday. "Over 10,000 DPRK (North Korean) soldiers have been sent to eastern Russia, and most of them have moved to the far western Kursk Oblast, where they have begun engaging in combat operations with Russian forces," spokesperson Vedant Patel told reporters. A day earlier, Ukrainian President Volodymyr Zelenskyy said Ukrainian troops were facing 50,000 troops, including 11,000 North Korean troops deployed by Russia to its Kursk region, although Moscow will neither confirm nor deny their involvement. U.S. Defense Secretary Lloyd Austin spoke Tuesday with his Ukrainian counterpart Rustem Umerov “to discuss battlefield dynamics and provide an update on U.S. security assistance” for the Eastern European country, according to Pentagon press secretary Major General Pat Ryder. Ryder said, "the secretary reaffirmed President [Joe] Biden's commitment to surge security assistance to Ukraine." The Pentagon also clarified the amount of money that remains available for Ukraine's military assistance. There is about $7.1 billion left in the Presidential Drawdown Authority, which includes $4.3 billion approved by Congress in April, plus $2.8 billion that became available after recalculations. Additionally, there is about $2.2 billion available under the Ukraine Security Assistance Initiative program. Ryder again underscored that the U.S. would rush aid to Ukraine and use all available funds. Ryder said the two defense leaders also talked about the implications of the thousands of North Korean troops now assessed to be mostly in western Kursk Oblast. Airstrike kills mother, children A Russia airstrike on Ukrainian President Zelenskyy’s hometown killed a mother and her three children and left 14 people wounded, officials said Tuesday. Interior Minister Igor Klymenko said rescue and recovery operations were complete after the residential building in Kryvyi Rig was hit a day earlier. The office of the prosecutor general said a 32-year-old woman and children who were 10 years, 2 years and 2 months old were killed. In Russia’s Belgorod region, a Ukrainian drone attack started a fire at an oil depot, regional governor Vyacheslav Gladkov posted on the Telegram messaging app. He said a tank caught fire and 10 fire crews responded in the Starkooskolsky District near the Ukrainian border. The Russian defense ministry also said 13 Ukrainian drones were destroyed overnight, all in regions bordering Ukraine. Ukraine’s air force said it shot down 46 Russian drones overnight. In addition, Ukrainian’s military was “holding back a fairly large grouping of Russian troops – 50,000 of the occupier’s army personnel,” in the Kursk region, Zelenskyy said in his address to the nation Monday. “Our forces' strikes on Russian arsenals have reduced the amount of artillery used by the occupier, and this is noticeable at the front. That is why we need decisions from our partners – America, Britain, Germany – on long-range capabilities,” Zelenskyy said. “This is vital. The further our missiles and drones can hit, the less real combat capability Russia will have.” North Korea defense pact The forces in Kursk include 11,000 North Korean troops deployed by Russia to Kursk, Zelenskyy has said, although Moscow will neither confirm nor deny their involvement. State media in North Korea reported that country ratified a defense agreement with Russia on Tuesday, formalizing months of deepening security ties. The deal "was ratified as a decree" of leader Kim Jong Un, the Korean Central News Agency (KCNA) said Tuesday. The notice comes after Russian lawmakers voted unanimously last week to ratify the deal, which President Vladimir Putin later signed. "The treaty will take effect from the day when both sides exchanged the ratification instruments," KCNA said. Putin and Kim signed the strategic pact in June, during Putin’s visit to North Korea. WASHINGTON — For U.S. presidents, meeting the families of military personnel killed in war is about as wrenching as the presidency gets. President Donald Trump’s suggestion Monday that his predecessors fell short in that duty brought a visceral reaction from those who witnessed those grieving encounters.

“He’s a deranged animal,” Alyssa Mastromonaco, a former deputy chief of staff to President Barack Obama, tweeted about Trump. With an expletive, she called Trump’s statement in the Rose Garden a lie.

Trump said in a news conference he had written letters to the families of four soldiers killed in an Oct. 4 ambush in Niger and planned to call them, crediting himself with taking extra steps in honoring the dead properly. “Most of them didn’t make calls,” he said of his predecessors. He said it’s possible that Obama “did sometimes” but “other presidents did not call.”

The record is plain that presidents reached out to families of the dead and to the wounded, often with their presence as well as by letter and phone. The path to Walter Reed and other military hospitals, as well as to the Dover, Delaware, Air Force Base where the remains of fallen soldiers are often brought, is a familiar one to Obama, George W. Bush and others.

Bush, even at the height of two wars, “wrote all the families of the fallen,” said Freddy Ford, spokesman for the ex-president. Ford said Bush also called or met “hundreds, if not thousands” of family members of the war dead.

Obama’s official photographer, Pete Souza, tweeted that he photographed Obama “meeting with hundreds of wounded soldiers, and family members of those killed in action.” Others recalled his frequent visits with Gold Star families, and travels to Walter Reed, Dover and other venues with families of the dead and with the wounded.

Retired Gen. Martin E. Dempsey, the former chairman of the Joint Chiefs of Staff, confirmed these contacts, tweeting: “POTUS 43 & 44 and first ladies cared deeply, worked tirelessly for the serving, the fallen, and their families. Not politics. Sacred Trust.”

Trump addressed the matter when asked why he had not spoken about the four soldiers killed in Niger. They died when militants thought to be affiliated with the Islamic State group ambushed them while they were patrolling in unarmored trucks with Nigerien troops.

“I actually wrote letters individually to the soldiers we’re talking about, and they’re going to be going out either today or tomorrow,” he said, meaning he wrote to the families of the fallen soldiers. He did not explain why letters had not been sent yet, more than a week after the attack.

“If you look at President Obama and other presidents, most of them didn’t make calls,” Trump said.

Pressed on that statement later, he said of Obama: “I was told that he didn’t often, and a lot of presidents don’t. They write letters.” He went on: “President Obama, I think, probably did sometimes, and maybe sometimes he didn’t. I don’t know. That’s what I was told. … Some presidents didn’t do anything.”

Press Secretary Sarah Huckabee Sanders said later that Trump “wasn’t criticizing predecessors, but stating a fact.” She argued that presidents didn’t always call families of those killed in battle: “Sometimes they call, sometimes they send a letter, other times they have the opportunity to meet family members in person.”

She said anyone claiming a former president had called every family was “mistaken.”

Bush’s commitment to writing to all military families of the dead and to reaching out by phone or meeting with many others came despite the enormity of the task. In the Iraq war alone, U.S. combat deaths were highest during his presidency, exceeding 800 each year from 2004 through 2007. The number fell to 313 in Bush’s last year in office as the insurgency faded. Bush once said he felt the appropriate way to show his respect was to meet family members in private.

Obama declared an end to combat operations in Iraq in August 2010 and the last U.S. troops were withdrawn in December 2011. As Obama wound down that war, he sent tens of thousands more troops into Afghanistan in 2009 and 2010, and the death count mounted. From a total of 155 Americans killed in Afghanistan in 2008, which was Bush’s last full year in office, the number jumped to 311 in 2009 and peaked the next year at 498. In all, more than 1,700 died in Afghanistan on Obama’s watch.

Among other rituals honoring military families, the Obamas had a “Gold Star” Christmas tree in the White House decorated with hundreds of photos and notes from people who had lost loved ones in war. Gold Star families visited during the holidays, bringing ornaments.

Trump visited Dover early in his presidency, going in February with his daughter Ivanka for the return of the remains of a U.S. Navy SEAL killed during a raid in Yemen, William “Ryan” Owens.

Trump’s relations with Gold Star families have not always been smooth, dating from his belittlement of the parents of slain U.S. soldier Humayun Khan, who was Muslim. Trump was angered when the soldier’s father, Khizr Khan, was given a platform to criticize him at the Democratic National Convention.

Owens’ grieving father said he didn’t want to talk with Trump at Dover. But the sailor’s widow, Carryn, attended Trump’s address to Congress and wept as he thanked her.
