OSCE Centre in Bishkek enhances police investigators’ skills in crime investigation techniques

BISHKEK, 20 July 2016 - A series of three-day training courses for police investigators on investigating murders which were committed with the use of explosives, firearms and cold arms are being held from 14 July until 6 August 2016 in Bishkek, Balykchy and Osh cities by the OSCE Centre in Bishkek, Kyrgyzstan’s Interior Ministry and the Kyrgyz State Judicial Academy.

Some 150 officers will be trained during the courses, which will see them acquire knowledge and skills on techniques for crime scene screening, searches, questioning of suspects and witnesses, and other methods of investigation. Forensic expertise will also be covered.

“Investigative authorities have important law enforcement functions. The outcome of their work forms the basis for the consideration of criminal cases in court, the imposition of just punishments, and the fair administration of justice,” said Pavel Khalashnyuk, acting Head of the OSCE Centre’s Police Matters Programme. “The investigation of serious crimes requires high professionalism and the guarantee of mandatory enforcement.”

The courses are being organized as part of the OSCE Centre’s project on combating organized crime.

Known as Erasmus of Rotterdam, was a Dutch Renaissance humanist, Catholic priest, social critic, teacher, early proponent of religious toleration, and theologian. Erasmus was a classical scholar who wrote in a pure Latin style and enjoyed the sobriquet "Prince of the Humanists." He has been called "the crowning glory of the Christian humanists." Using humanist techniques for working on texts, he prepared important new Latin and Greek editions of the New Testament. These raised questions that would be influential in the Protestant Reformation and Catholic Counter-Reformation. He also wrote The Praise of Folly, Handbook of a Christian Knight, On Civility in Children, Copia: Foundations of the Abundant Style, Julius Exclusus, and many other works. Erasmus lived through the Reformation period, but while he was critical of the Church, he could not bring himself to join the cause of the Reformers. In relation to clerical abuses in the Church, Erasmus remained committed to reforming the Church from within. He also held to Catholic doctrines such as that of free will, which some Reformers rejected in favor of the doctrine of predestination. His middle road approach disappointed and even angered scholars in both camps. He died in Basel in 1536 and was buried in the formerly Catholic cathedral there, which had been converted to a Reformed church in 1529. Erasmus was his baptismal name, given after St. Erasmus of Formiae. Desiderius was a self-adopted additional name, which he used from 1496. The Roterodamus in his scholarly name is the Latinized adjectival form for the city of Rotterdam. -- Biography: Desiderius Erasmus was born in Holland on October 28th. The exact year of his birth is debated but some evidence confirming 1466 can be found in Erasmus's own words. Of twenty-three statements Erasmus made about his age, all but one of the first fifteen indicate 1466. He was christened "Erasmus" after the saint of that name. Although associated closely with Rotterdam, he lived there for only four years, never to return. Information on his family and early life comes mainly from vague references in his writings. His parents almost certainly were not legally married. His father, named Roger Gerard, later became a priest and afterwards curate in Gouda. Little is known of his mother other than that her name was Margaret and she was the daughter of a physician. Although he was born out of wedlock, Erasmus was cared for by his parents until their early deaths from the plague in 1483. He was then given the very best education available to a young man of his day, in a series of monastic or semi-monastic schools, most notably a Latin school in Deventer run by the Brethren of the Common Life (inspired by Geert Groote). During his stay here the curriculum was renewed by the principal of the school, Alexander Hegius. For the first time ever Greek was taught at a lower level than a university in Europe, and this is where he began learning it. He also gleaned there the importance of a personal relationship with God but eschewed the harsh rules and strict methods of the religious brothers and educators.

Johannes Gutenberg was born into a noble family of the city of Mainz, Germany. His early training was in goldsmithing. In 1428, he moved to Strasbourg for political reasons, where he remained for over 20 years. It was in Strasbourg that he probably made his first experiments with moveable type. -- Gutenberg had the idea of utilizing techniques of metalworking, such as casting, punch-cutting, and stamping, for the mass production of books. European books at this time were hand written by scribes in a gothic script with many flourishes and ligatures (interconnected letter pairs). To reproduce this "look" Gutenberg fashioned a font of over 300 characters, far larger than the fonts of today. To make this possible, he invented the variable-width mold, and perfected the blend of lead, antimony, and tin used by type foundries up to the present century. -- Many years of Gutenberg's life are lost to history, but by 1450 he was back in Mainz at work on a printing press. Between 1450 and 1455, while preparing to produce a large folio Latin Bible, Gutenberg is thought to have printed a number of smaller books, a calendar, and a papal Letter of Indulgence. The Bible of 42 lines, the oldest surviving printed book in the western world, was completed by August 15, 1456, and while it is now credited to Gutenberg, he appears to have been relieved of his supervisory position, and his press, before the time of its publication. In fact, no printed material was ever credited to Gutenberg during his lifetime. -- Gutenberg is also believed to have worked on the Catholicon of Johannes de Janua, an enormous encyclopedia: 748 pages in two columns of 66 lines each. In later years, he received a position as a courtier to the archbishop of Mainz, and was buried in the town's Franciscan church.

When deciding which of these things should be the focus of a podcast, you need to consider topics that you will never get tired of talking about. Cover art for your podcast needs to be an exact square, sized at least 1,400 pixels by 1,400 pixels and 3,000 pixels by 3,000 pixels at the most. Remember that people will be viewing it on a small screen, so use large text for your show name and relevant artwork.

Predicting Suitable Areas for Growing Cassava Using Remote Sensing and Machine Learning Techniques: A Study in Nakhon-Phanom Thailand

Aim/Purpose: Although cassava is one of the crops that can be grown during the dry season in Northeastern Thailand, most farmers in the region do not know whether the crop can grow in their specific areas because the available agriculture planning guideline provides only a generic list of dry-season crops that can be grown in the whole region. The purpose of this research is to develop a predictive model that can be used to predict suitable areas for growing cassava in Northeastern Thailand during the dry season. Background: This paper develops a decision support system that can be used by farmers to assist them determine if cassava can be successfully grown in their specific areas. Methodology: This study uses satellite imagery and data on land characteristics to develop a machine learning model for predicting suitable areas for growing cassava in Thailand’s Nakhon-Phanom province. Contribution: This research contributes to the body of knowledge by developing a novel model for predicting suitable areas for growing cassava. Findings: This study identified elevation and Ferric Acrisols (Af) soil as the two most important features for predicting the best-suited areas for growing cassava in Nakhon-Phanom province, Thailand. The two-class boosted decision tree algorithm performs best when compared with other algorithms. The model achieved an accuracy of .886, and .746 F1-score. Recommendations for Practitioners: Farmers and agricultural extension agents will use the decision support system developed in this study to identify specific areas that are suitable for growing cassava in Nakhon-Phanom province, Thailand Recommendation for Researchers: To improve the predictive accuracy of the model developed in this study, more land and crop characteristics data should be incorporated during model development. The ground truth data for areas growing cassava should also be collected for a longer period to provide a more accurate sample of the areas that are suitable for cassava growing. Impact on Society: The use of machine learning for the development of new farming systems will enable farmers to produce more food throughout the year to feed the world’s growing population. Future Research: Further studies should be carried out to map other suitable areas for growing dry-season crops and to develop decision support systems for those crops.

Aim/Purpose: The aim of this paper is to analyze various text classification techniques employed in practice, their strengths and weaknesses, to provide an improved awareness regarding various knowledge extraction possibilities in the field of data mining. Background: Artificial Intelligence is reshaping text classification techniques to better acquire knowledge. However, in spite of the growth and spread of AI in all fields of research, its role with respect to text mining is not well understood yet. Methodology: For this study, various articles written between 2010 and 2017 on “text classification techniques in AI”, selected from leading journals of computer science, were analyzed. Each article was completely read. The research problems related to text classification techniques in the field of AI were identified and techniques were grouped according to the algorithms involved. These algorithms were divided based on the learning procedure used. Finally, the findings were plotted as a tree structure for visualizing the relationship between learning procedures and algorithms. Contribution: This paper identifies the strengths, limitations, and current research trends in text classification in an advanced field like AI. This knowledge is crucial for data scientists. They could utilize the findings of this study to devise customized data models. It also helps the industry to understand the operational efficiency of text mining techniques. It further contributes to reducing the cost of the projects and supports effective decision making. Findings: It has been found more important to study and understand the nature of data before proceeding into mining. The automation of text classification process is required, with the increasing amount of data and need for accuracy. Another interesting research opportunity lies in building intricate text data models with deep learning systems. It has the ability to execute complex Natural Language Processing (NLP) tasks with semantic requirements. Recommendations for Practitioners: Frame analysis, deception detection, narrative science where data expresses a story, healthcare applications to diagnose illnesses and conversation analysis are some of the recommendations suggested for practitioners. Recommendation for Researchers: Developing simpler algorithms in terms of coding and implementation, better approaches for knowledge distillation, multilingual text refining, domain knowledge integration, subjectivity detection, and contrastive viewpoint summarization are some of the areas that could be explored by researchers. Impact on Society: Text classification forms the base of data analytics and acts as the engine behind knowledge discovery. It supports state-of-the-art decision making, for example, predicting an event before it actually occurs, classifying a transaction as ‘Fraudulent’ etc. The results of this study could be used for developing applications dedicated to assisting decision making processes. These informed decisions will help to optimize resources and maximize benefits to the mankind. Spexwavepy: an open-source Python package for X-ray wavefront sensing using speckle-based techniques

In situ wavefront sensing plays a critical role in the delivery of high-quality beams for X-ray experiments. X-ray speckle-based techniques stand out among other in situ techniques for their easy experimental setup and various data acquisition modes. Although X-ray speckle-based techniques have been under development for more than a decade, there are still no user-friendly software packages for new researchers to begin with. Here, we present an open-source Python package, spexwavepy, for X-ray wavefront sensing using speckle-based techniques. This Python package covers a variety of X-ray speckle-based techniques, provides plenty of examples with real experimental data and offers detailed online documentation for users. We hope it can help new researchers learn and apply the speckle-based techniques for X-ray wavefront sensing to synchrotron radiation and X-ray free-electron laser beamlines.

Electrochemical cell for synchrotron nuclear resonance techniques

Developing new materials for Li-ion and Na-ion batteries is a high priority in materials science. Such development always includes performance tests and scientific research. Synchrotron radiation techniques provide unique abilities to study batteries. Electrochemical cell design should be optimized for synchrotron studies without losing electrochemical performance. Such design should also be compatible with operando measurement, which is the most appropriate approach to study batteries and provides the most reliable results. The more experimental setups a cell can be adjusted for, the easier and faster the experiments are to carry out and the more reliable the results will be. This requires optimization of window materials and sizes, cell topology, pressure distribution on electrodes etc. to reach a higher efficiency of measurement without losing stability and reproducibility in electrochemical cycling. Here, we present a cell design optimized for nuclear resonance techniques, tested using nuclear forward scattering, synchrotron Mössbauer source and nuclear inelastic scattering.

Facial recognition technique could improve hail forecasts

The same artificial intelligence technique typically used in facial recognition systems could help improve prediction of hailstorms and their severity, according to a new, National Science Foundation-funded study. Instead of zeroing in on the features of an individual face, scientists trained a deep learning model called a convolutional neural network to recognize features of individual storms that affect the formation of hail and how large the hailstones will be, both of which are notoriously difficult to predict. The promising results highlight the importance of taking into account a storm's entire structure, something that's been challenging to do with existing hail-forecasting techniques.

Technique uses magnets, light to control and reconfigure soft robots

National Science Foundation (NSF)-funded researchers from North Carolina State and Elon universities have developed a technique that allows them to remotely control the movement of soft robots, lock them into position for as long as needed and later reconfigure the robots into new shapes. The technique relies on light and magnetic fields. "By engineering the properties of the material, we can control the soft robot's movement remotely; we can get it to hold a given shape; we can then return the robot to its original shape or further modify its movement; and we can do this repeatedly. All of those things are valuable, in terms of this technology's utility in biomedical or aerospace applications," says Joe Tracy, a professor of materials science and engineering at NC State and corresponding author of a paper on the work. In experimental testing, the researchers demonstrated that the soft robots could be used to form "grabbers" for lifting and transporting objects. The soft robots could also be used as cantilevers or folded into "flowers" with petals that bend in different directions. "We are not limited to binary configurations, such as a grabber being either open or closed," says Jessica Liu, first author of the paper and a Ph.D. student at NC State. "We can control the light to ensure that a robot will hold its shape at any point."
