The 2010 Polish Air Force Tu-154 crash occurred on 10 April 2010 when a Tupolev Tu-154M aircraft of the Polish Air Force crashed near the city of Smolensk, Russia, killing all 96 people on board. These included President of Poland Lech Kaczyński and his wife Maria, former president Ryszard Kaczorowski, the chief of the Polish General Staff and other senior Polish military officers, the president of the National Bank of Poland, Poland's deputy foreign minister, Polish government officials, 18 members of the Polish parliament, senior members of the Polish clergy, and relatives of victims of the Katyn massacre. They were en route from Warsaw to attend an event marking the 70th anniversary of the massacre; the site is approximately 19 kilometres (12 mi) west of Smolensk.

Factors Affecting the Adoption and Usage of ICTs within Polish Households

Information and communication technologies (ICTs) encompassing computer and network hardware and software, and so on, as well as various services and applications associated with them, are assuming a growing presence within the modern homestead and have an indelible impact on the professional and everyday life of people. This research aims to explore factors influencing the successful adoption and usage of ICTs within Polish households. Based on prior literature and practical experiences, a framework of success factors is provided. The required data was collected from a survey questionnaire administered to a sample of Polish households to examine this framework and identifies which factors are of greatest importance for the adoption and usage of ICTs within households in Poland. Based on 751 questionnaires the paper indicates that the adoption of ICTs within households is mainly influenced by the economic status of households and cost of ICTs, perceived economic benefits from the usage of ICTs, technological availability and security of ICTs, ICT competences and awareness, as well as satisfaction with the adoption of ICTs. Furthermore, gender, education, and place of residence do not reflect significant differences on the factors. Yet, there are significant differences among the factors that could be attributed to age. Both, policy makers and ICT providers can benefit from the findings with regard to bridging the gap of ICT adoption and use in the Polish households.

OSCE confidence- and security-building measures must be adapted to current security challenges, says Polish Foreign Ministry Under-Secretary of State

VIENNA, 13 April 2016 – As Poland takes over the rotating Chairmanship of the OSCE Forum for Security Co-operation (FSC), Under-Secretary of State with the Foreign Ministry Marek Ziółkowski said that one of the main tasks of his country will be to strengthen confidence- and security-building measures by revitalizing the Vienna Document 2011. Moving this process forward and including regional perspectives into the security dialogue with the focus on some areas including the Baltic Sea region, Central and Eastern Europe are the priorities of Poland’s Chairmanship of the FSC.

Opening the 815th meeting of the Forum for Security Co-operation Ziółkowski said: “Poland believes that risk reduction is one of the pillars of the Vienna Document-based co-operation. And nowadays the relevance and usefulness of risk reduction mechanisms are growing.”

He noted in particular the proposal made jointly by Poland and other OSCE participating States to improve co-operation regarding hazardous incidents of a military nature.

Poland’s Chairmanship will put an emphasis on regional perspectives in the security dialogue in the OSCE area. Political-military aspects of security in Georgia and Tajikistan as well as Montenegro’s Demilitarization Programme (MONDEM) will also be topics of discussion.

Regarding the crisis in and around Ukraine, the Under-Secretary of State drew attention to the lack of progress in the implementation of the Minsk agreements and further deterioration of the security situation in Donbas. “The OSCE must retain its focus and resolve to facilitate a peaceful and lasting resolution of the conflict in eastern Ukraine. We see room for the FSC to play a more prominent role here. For example, the applicability of the existing set of confidence- and security-building measures could be re-examined and further explored,” Ziółkowski said.

Poland is taking over the Chairmanship of the Forum for Security Co-operation from the Netherlands and preceding Portugal. Ambassador Adam Bugajski of Poland will chair the FSC till the end of the summer recess.

Polish president urges sustained US commitment to Europe's security

warsaw, poland — Polish President Andrzej Duda marked Independence Day on Monday with a call for sustained U.S. commitment to Europe's security in view of Russian aggression in the region and argued that Ukraine's pre-2014 borders should be restored. Weighing on the minds of many is the war across Poland's border in Ukraine, and an expectation that Donald Trump's return to the White House will bring a change in the security situation in the region. Some fear Trump could end the U.S. commitment to NATO or make a deal with Russian President Vladimir Putin that could result in a permanent loss of territory for Ukraine and encourage Russia to attack other nations. Others believe Trump could persuade Putin to stop the fighting. Duda, who has had friendly relations with Trump, said in a speech in Warsaw that Europe will continue to need U.S. protection. “It is a pipe dream — as some people think — that Europe can ensure its own security today,” Duda said. He emphasized that the security guarantees of successive U.S. presidents are extremely important in times of resurgent Russian imperialism. “Today we have no doubts that for the security of Europe and the world, it is necessary to strengthen Euro-Atlantic ties,” Duda said. He said the territorial integrity of all countries, especially Ukraine, should be respected and it “must return to its borders from before the Russian attack, not only the one in 2022 but also the first one, in 2014." Russia annexed Ukraine's Crimean Peninsula in 2014 and launched its full-scale invasion in 2022. Later in a news conference, Duda said he had spoken to Trump and that they would meet before the inauguration in January. Duda spoke as Poland marked the 106th anniversary of its restored independence at the end of World War I after more than a century of being partitioned and ruled by Russia, Germany and Austro-Hungary. The date of Nov. 11 carries powerful weight for a nation where the trauma of losing national sovereignty endures. In Warsaw, tens of thousands of people took part in a march organized by nationalist groups that has sometimes seen violent clashes in past years but passed without major incident Monday. Organizers estimated turnout at 250,000 while city hall put it at 90,000. Police said they detained 75 people and seized banned items from participants, including pyrotechnic materials, knives, telescopic batons and brass knuckles. Jaroslaw Kaczynski, leader of the conservative Law and Justice party, which governed Poland from 2015-2023 and is seeking a comeback, joined the march with other party members.
