After 20 years, Oregon's largest anime convention is still volunteer-led and bursting with enthusiastic energy. by Corbin Smith

More than twelve thousand fans descended on Portland last weekend to celebrate 20 years of Kumoricon, Oregon’s largest convention for appreciators of anime and the content world that surrounds it.

From Friday through Sunday attendees competed in video game tournaments, stood in as chess pieces in human-sized games, browsed the works of hundreds of artists and vendors in a massive market, and even waited in line to meet the person who voiced Shamir in Fire Emblem: Three Houses. But primarily, they wore cosplay, looked at cosplay, repaired cosplay, and plotted future cosplays. 

Compared to other conventions, like a big sports trading card convention I attended earlier this year, Kumoricon carries a softer, cheerier vibe. The fest is still proudly volunteer-run, despite its longevity and steady growth. While that trading card event was driven by the thrill of the exchange—the dream of something exploding in value—Kumoricon seems driven by the thrill of giving and receiving cosplay costume compliments.

You see the exchange often: cosplayers stopping others to say, “I love that, amazing job.” The complimented might mention something about the character or the other person's costume. It’s quick; everyone keeps walking on, but with a new little miniature bond sitting in their back pocket—forged from a pop culture connection and some light kindness. It’s all very earnest, and enthusiastic; a gentler world for gentler people. 

We photographed some cosplayers in attendance, and they told us why they attend conventions and a little about what goes into their costuming.

Jay showed off a cosplay of an original character—a Chinese moon moth named Uei—saying, "moon moths are from Asia and southwest China, so I tried to base her on an ancient Hanfu style. I bought a traditional Hanfu skirt from a reputable source called NewMoonDance. I’ve been cosplaying for fifteen years, and I’ve never been able to make anything that is my own. I made the top, handmade the wings, and painted them myself."

“Being in a con space when I was 13 was very supportive," Jay continued. "Everybody was always hyping each other up; there were silly little dances everywhere. It’s where I met my current fiancee, and all of my long standing friends. Cons were where you found your people."

Dressed as Lelouch Lamperouge from anime show Code Geass, Wesley expressed a love for Lamperouge's character arc—"going from a morally gray character, to pure evil, but for the good of good things. He’s just interesting. And also, I love big cape." Asked about the cape, Wesley clarified, "I love how it gets caught on things."

Hannah's choice to dress as Theodore—of the virtual band Alvin and the Chipmunks—was based on the character being "fun and silly… we just munk around.” The costume's large black contacts are from Uniqso. "These are actually the mini-sclera, I’m afraid of the big normal sclera that covers your entire eye... I’ve seen them get stuck, so you can’t get your nail under there to pull them out."

Niko Suits competes at the Master level of cosplay competition because they are actually a professional costumer, working in theater. "Pretty much anything—opera, ballet,” they explained. "If you’ve been [to a local show] in the last three years,  I’ve probably worked on it.”

Suits' mother encouraged them to take up sewing when they were young. “I have ADHD, so my mom was like, 'You need to have a hobby that is cheap and can keep you kind of quiet and sat for a bit," they recalled. "When I was 10, I was looking up Fullmetal Alchemist, and I found the cosplayer Reika—she’s kind of The Cosplayer. I found her, and I was like ‘YOU CAN DRESS UP LIKE THEM?' and it went from there.”

Tyler busked, tooting out videos game melodies and other popular tunes on a wireless electronic wind instrument, for all three days of the con. The activity worked well with cosplaying Wirt from Cartoon Network's Over the Garden Wall, who plays clarinet on the show. "I’m pleasantly surprised by how kind people have been," Tyler said. "I’ve been to Kumoricon the last five years, and I always see musicians out here play. So I finally decided to do it, and I’m glad I did. I’ve made over two hundred dollars so far."

The pumpkin head on April's costume—Pumpkin Gal from Over the Garden Wall—was much lighter than it looked, as it was crafted with an expanding foam, instead of papier-mché. April explained: “It's got a hard hat to hold it all together, cardboard on the inside to make the frame, and you just cover all the holes, spray it on, shave it, and boom."

“I actually learned to sew before I got into cosplay," Elee recalled. "My friends were like: Hey, you wanna come to this con, you wanna dress like silly little guys? And I was like, heck yes! It’s so fun to plan your outfits, spend all this time making your cosplay, and making everything for your outfit. Everyone is very excited to see what character you chose, and you have a fun time seeing what everyone else dressed up as—it’s just a very fun and positive experience."

Goblin is part of a cosplay collective called Too Broke for Cosplay, with fellow crafters Elee and Adrian, and credits Elee with teaching them to sew. At first, Goblin just did "tasks [Elee] didn’t like, like seam-ripping." Now they're working with furniture or upholstery fabrics on a heavy-duty Singer sewing machine. "When I hand make stuff, it lasts WAY longer than stuff I would buy online," they said. "There’s stuff I bought online that dies within one use and it cost $50-$70 dollars. This is my fourth time wearing this costume; I’ve only added to it, and it’s stayed as good."

By default, your iPhone automatically connects to known wi-fi networks. (To stop an iPhone from automatically connecting, you can tell your iPhone to forget a wi-fi network.) But what happens if you take your iPhone to a new location? You'll need to manually connect your iPhone to a wi-fi network.

That's a hassle. But if you have the foresight and inclination, you can save yourself time in the future by making your iPhone ask to join wi-fi networks when no known networks are available. Instead of having to open settings to join a network, you'll be able to easily select a network from an on-screen prompt.

Here's how to make your iPhone ask to join wi-fi networks:

1. From the home screen, tap Settings.
   
   
2. Tap Wi-Fi. The window shown below appears.
   
   
3. Move the Ask to Join Networks slider to the On position.
   
   
4. The next time you're in a location with no known networks, your iPhone will prompt you to connect to an available wi-fi network, as shown below.
   
   

In the future, this prompt will be displayed when no known networks are available. (To actually see the prompt, you'll need to do something that requires network access, like try to check your email or open a webpage.) To connect to a wi-fi network, select a network and enter a password, if one is required.

WARSAW, 9 July 2016 ─ Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), today welcomed the decision by the Supreme Court of Kyrgyzstan to reconsider the case of human rights defender Azimjan Askarov, and again called on the Kyrgyz authorities to heed a decision of the UN Human Rights Committee calling for Askarov’s release.

A Supreme Court hearing is scheduled to review Mr. Askarov’s case on Monday, 11 July.

“I welcome Kyrgyzstan’s openness to reviewing Azimjan Askarov’s case, and my Office stands ready to support the Kyrgyz authorities in their implementation of OSCE commitments related to human rights,” said Director Link. “Kyrgyzstan is obligated under both international law and its own Constitution to quash Askarov’s conviction and immediately release him.”

On 21 April 2016, the UN Human Rights Committee decided in favour of a complaint filed by Askarov, finding that he had been arbitrarily detained, held in inhumane conditions, tortured and mistreated, and prevented from adequately preparing his trial defence. The Committee called on Kyrgyzstan to immediately release him, overturn his conviction, and provide him with compensation for the violations of his human rights. Article 41.2 of the Kyrgyz Constitution requires authorities to implement the Human Rights Committee decision.

“Mr. Askarov’s ongoing detention is not only unlawful, as the UN Human Rights Committee made clear, but also inhumane, in light of the serious deterioration of his health,” the ODIHR Director said. “We look forward to Mr. Askarov’s release and the restoration of his rights, including his access to urgently needed medical care outside of confinement.”

Askarov was reportedly subjected to ill-treatment during his initial detention by police and during his trial. Despite very serious health concerns, he was denied access to adequate medical treatment by detention officials. Since then, he has been held at Penal Colony No. 47, in Bishkek, where his health has reportedly deteriorated further.

VIENNA, 8 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović, today expressed concern about a proposed law on the German Foreign Intelligence Agency (BND, Bundesnachrichtendienst), which was debated in the Bundestag, Germany’s Federal Parliament, today.

“Increasing surveillance capabilities of journalists is a clear threat to media freedom,” Mijatović said. “This draft law runs counter to the very core of fundamental freedoms such as media freedom and freedom of expression.”

The draft law increases BND’s capabilities to place foreign journalists under surveillance. Moreover, no exemption is made for the work of journalists, and journalists without citizenship of the European Union can be subjected to surveillance without an explicit court order.

“I call on the German Bundestag to revise the current draft law and ensure proper the protection of journalists regardless of their nationality,” Mijatović said.

The OSCE Representative on Freedom of the Media observes media developments in all 57 OSCE participating States. How can I redirect a task at work that I do not possess the skills to complete and cannot learn how to do in a timely manner? Sometimes I know it immediately, and sometimes it takes me a bit to find out. I usually say, "Hey, I don't think I'm going to be able to address this in a timely manner because it's not part of my wheelhouse. Could we delegate it to someone else on the team?" when I am working with a manager. Is this the right route?

Example scenario: I have been asked to address accessibility issues on a marketing website. This task requires an understanding of accessibility requirements, code overrides, and the website host (Framer) in general. I've already gotten two tasks totally wrong because despite my best efforts to learn as I go, I'm a visual designer, not a front-end developer!

I initially asked a developer colleague I don't know very well for guidance, but today I admitted to him that I am out of my depth and asked if he could please address the failed tickets instead of me so they're done correctly. I cannot tell if this is diva behavior. Is it okay to essentially say "I'm not the right person to do this," when asked to do something? Should I be trying harder?

I slept poorly last night because I hate inefficiency but dislike being viewed as incompetent even more.

Governor Gavin Newsom went to Washington, D.C. this week to meet with California’s Congressional Delegation and the Biden Administration and advocate for federal funding to the state before President-elect Donald Trump takes office in January. 

Newsom told a Spectrum News reporter in the capital that he has concerns the state will lose some federal funding — which Trump threatened while campaigning.

“I guess that's what people voted for, but I got to tell you, a lot of folks will be hurt if we don't push back,” he said. 

Newsom said he’s advocated for funds related to the environment, disaster relief and health care.

That includes two Medicaid waivers — one to put more funds towards behavioral health treatment, and another to renew the state’s MCO tax, which California voters just approved through Proposition 35. 

The governor also pushed for more federal land protections, clean air and water support, and approval on several waiver requests to support the state’s climate and emissions rules. 

Lindsey Churchill works with the Rebuild Paradise Foundation, which supports survivors of the 2018 Camp Fire. 

She said federal funds are already challenging to work with because of how slow they tend to roll out. 

“When you’re trying to provide programs in a timely manner after a disaster, you don’t necessarily have time to wait a year or longer for that kind of funding,” she said. 

She added that she’s also concerned about the Trump administration withholding funding, especially as natural disasters become more frequent and costly.

"After a few very awkward family holiday dinners, my son started to stay away if she was going to be there."
