Republicans made their picks for party leaders in the U.S. Senate and House, as President-elect Trump announced new nominees, including Florida Rep. Matt Gaetz for attorney general.

States run by Democrats are making preparations to oppose and fend off Trump administration polices — especially on immigration.

TBILISI, 27 May 2016 – The OSCE Parliamentary Assembly’s Special Representative on the South Caucasus Kristian Vigenin (MP, Bulgaria), today concluded a two-day visit to Georgia.

The Special Representative met with Georgian President Giorgi Margvelashvili, Chairman of the Georgian Parliament David Usupashvili, and Foreign Minister Mikheil Janelidze, as well as Members of the OSCE PA delegation and representatives of various political forces in the country. Vigenin also participated in events commemorating the 25th anniversary of the restoration of Georgia’s independence.

“In just 25 years, Georgia has achieved a great deal, and I look forward to seeing what further progress the next 25 years will bring,” said the Special Representative. He noted that the upcoming OSCE PA's 25th Annual Session to be held in Tbilisi, 1-5 July, is an opportune moment for Georgia to demonstrate its achievements to hundreds of parliamentarians from across the OSCE region.

“With parliamentary elections later this year, this is a sensitive period. Following incidents of violence against opposition leaders a few days ago during the local by-elections, a thorough and transparent investigation is necessary. While it is the government’s responsibility to hold those responsible accountable, I also call on all political forces to act with restraint in the coming months so that the October elections can take place in a calm and peaceful environment,” said the Special Representative, encouraging all efforts aimed at consolidating democratic progress.

Interlocutors welcomed OSCE observation of the parliamentary elections, expected on 8 October.
Vigenin discussed a range of security challenges faced by Georgia, and visited the Administrative Boundary Line in Khurvaleti, where the de facto authorities of South Ossetia have erected barbed wire fences dividing the village.

“The recent killing of a Georgian citizen in Khurcha, at the Administrative Boundary Line, is a reminder of the significant security challenges Georgia continues to face. I condemn this shooting unconditionally, and expect that those responsible will be brought to justice,” said Vigenin.

Reports indicate that on 19 May at the Khurcha-Nabakevi crossing point on the Administrative Boundary Line, armed men crossed from the Abkhaz side of the bridge and carried out the fatal shooting.

The Special Representative’s visit to Georgia follows meetings earlier this week in Armenia. He continues his travels with a visit to Azerbaijan today where high-level meetings are expected.

Vigenin was appointed Special Representative by OSCE PA President Ilkka Kanerva in February 2016. In his mandate, he is tasked with promoting dialogue in all segments of society, in particular at the parliamentary level, in order to encourage reconciliation and rehabilitation with regard to the protracted conflicts in the region.
This week’s visit is his first visit to the region as Special Representative.

Vigenin is a former Foreign Minister of Bulgaria and currently serves as Deputy Head of the OSCE PA’s Bulgarian Delegation.

A small, overlooked federal agency is shouldering a massive relief effort for the nation's small businesses and their workers left reeling by the novel coronavirus. The U.S. Small Business Administration has committed to auditing every sizable emergency loan it approves, yet nearly two months since the $660 billion Paycheck Protection Program was launched, the agency has yet to make public the recipients of taxpayer aid.

The Small Business Administration has extended deferment periods for all of l its disaster loans made either in 2020 or 2021, the agency announced on Monday.

The extended deferment includes the SBAs Economic Injury Disaster Loan – or EIDL – program, which many businesses that did not qualify for Paycheck Protection Program loans or other funding used to bridge the losses incurred during the COVID-19 pandemic.

All SBA disaster loans made in 2020 will have the first payment due date extended from 12-months to 24-months from the date of the note, the agency said. Disaster loans made in 2021 will have a first payment due date extended from 12-months to 18-months from the date of the note.

Washington, DC - The Bush administration has declared itself immune from whistleblower protections for federal workers under the Clean Water Act, according to legal documents released today by Public Employees for Environmental Responsibility (PEER). As a result of an opinion issued by a unit within the Office of the Attorney General, federal workers will have little protection from official retaliation for reporting water pollution enforcement breakdowns, manipulations of science or cleanup failures.

In July 2024, the Biden-Harris administration made a significant move to bolster the United States’ energy security by purchasing 4.65 million barrels of crude oil for the Strategic Petroleum Reserve (SPR). This acquisition is part of a broader effort to replenish the SPR, which had been significantly drawn down in response to the global energy crisis triggered by the Russian invasion of Ukraine in 2022. The U.S. Department of Energy (DOE) confirmed that this latest purchase brings the total amount of crude oil secured for the SPR to over 40 million barrels since the administration began its replenishment efforts. The DOE has been able to procure this oil at an average price of $77 per barrel, which is nearly $20 less per barrel than the average sales price during the emergency releases in 2022. This strategic purchasing not only ensures a good deal for American taxpayers but also maintains the operational readiness of the SPR. The aim of the study is to examine the determinants of digitalisation in public sector. This research is particularly relevant as digital transformation has become a crucial factor in modernising public sector and enhancing service delivery to citizens. The method of the systematic literature review (SLR) was implemented by searching documents on the Scopus database. The initial research reached the 7902 documents and after specifying the keywords the authors found 207 relevant documents. Finally; after the careful read of their abstracts and the use of inclusion and exclusion criteria; the most cited and relevant 32 papers constituted the final sample. Findings highlighted the focus of the literature on technological factors such as the sense of trust and safety as well as the ease of use in the adoption of digital governance; emphasising the need for effective; trustworthy and user-friendly digital services. The most discussed internal factors were leadership and organisational culture. The study offers a deeper understanding of the factors that shape the successful implementation of digital governance initiatives.

Badminton, as a fast and highly technical sport, requires high accuracy in identifying athletes' swing movements. Accurately identifying different swing movements is of great significance for technical analysis, coach guidance, and game evaluation. To improve the recognition accuracy of badminton players' swing movements, this text is based on an improved dense trajectory algorithm to improve the accuracy of recognising badminton players' swing movements. The features are efficiently extracted and encoded. The results on the KTH, UCF Sports, and Hollywood2 datasets demonstrated that the improved algorithm achieved recognition accuracy of 94.2%, 88.2%, and 58.3%, respectively. Compared to traditional methods, the innovation of research lies in optimised feature extraction methods, efficient algorithm design, and accurate action recognition. These results provide new ideas for the research and application of badminton swing motion recognition.

One of the main tasks in tax administration is debt management. The main goal of this function is tax due collection. Statements are processed in order to select strategies to use in the debt management process to optimise the debt collection process. This work proposes to carry out a data mining process to predict debts of taxpayers with high probability of non-payment. The data mining process identifies high-risk debts using a survival analysis on a dataset from a tax administration. Three groups of tax debtors with similar payment behaviour were identified and a success rate of up to 90% was reached in estimating the payment time of taxpayers. The concordance index (C-index) was used to determine the performance of the constructed model. The highest prediction rate reached was 90.37% corresponding to the third group.
