California's unemployment rate continued its decline in December, ending the year at 7 percent, according to figures released Friday by the state Employment Development Department.

But in Compton, Willowbrook and the Florence-Graham section of Los Angeles County, it remains about double that, data show.

“You might have work this week. But next week, you won’t have work,” said James Hicks, 36, 0f Compton. He's worked in warehouses through staffing agencies, but said the jobs have always been temporary.

Statewide, California has added jobs at a faster rate than the United States for three straight years, according to Robert Kleinhenz, Chief Economist with the Los Angeles County Economic Development Corporation. He pointed out the statewide unemployment rate is now where it was June 2008. 

"All in all, with the recession now five years back in our rearview mirror, we’re finally at the point where we can say that we have shrugged off quite a bit of the pain that occurred back during those times," Kleinhenz said.

The Los Angeles County metro area saw a net gain of almost 71,000 jobs in 2014.  The County's overall unemployment rate has fallen to 7.9 percent from 9.2 percent a year ago.

But Compton's unemployment rate was 13 percent in December.

“I’d rather have a  full-time type of gig, working 40 hours a week, but right now, even if you get 25 hours, it’s a blessing,” said Hicks, the warehouse worker in Compton.

On Thursday, he interviewed to be a guard with a security firm, but was told there weren’t any positions available. He had another security guard job six months ago that he thought might become full time and permanent. 

"It was going all right for about two to three months, until they cut my hours and days," Hicks said. 

Walter Flores lives in La Mirada but currently works as an account executive in the Compton office of Workforce Solutions. He was unemployed for about eight months last year after a car accident.

"Losing what you love to do is a tough one, but I'm back," he said. "2015 is going to be a great year."

Flores said most major warehouse and logistics companies prefer to hire temporary workers through industrial staffing firms like the one where he's working because their needs are sporadic.  

But he said it's still a potential opportunity.

"It doesn't matter that it's a temporary position, as long as you put your foot in the door, and then you let the employer know how much value you are for the company," Flores said.  

Hicks, who's earned a GED, wants to find a program to study physical therapy. But first, he’d like to find a job. 

He said you can't judge Compton’s residents by its unemployment rate.

"Some of us out here who [are] looking for jobs, but sometimes it’s the luck of the draw," he said. "It’s kind of scarce out there.”

In a sign of increased desire of professionals to work remotely, the successful Santa Monica shared workspace Cross Campus is opening a second location in Pasadena later this month, and the company hopes to open eight others in Southern California and beyond in the next two years. 

Dubbed by one user as  the “nerve center” of the Silicon Beach tech scene, Cross Campus opened its membership-based workspace facility in Santa Monica in 2012.   

But co-founder Ronen Olshansky said the shared workspace phenomenon isn't limited to coders. 

"Fewer and fewer people are making the traditional drive into the corporate office," Olshansky said. "They're working remotely as professionals, going off on their own as freelancers, or they're starting their own companies as entrepreneurs."  

A forecast from Forrester Research says that 43 percent of workers will telecommute by 2016, compared to estimates of about a quarter of the workforce telecommuting last year. 

Olshansky said that, for many people, working from home or in a coffee shop isn't productive. 

That's led shared workspaces to pop up in Los Angeles, Culver City and Santa Monica. Among them: Maker City L.A., WeWork, NextSpace, Coloft and Hub LA.  

Los Angeles-based tech investor David Waxman said these kind of shared spaces are crucial for the early stages of tech ventures.

"When you’re just starting out, and capital is very scarce, having not to commit to an entire office but having part of an office is very important," Waxman said.  “There comes a collective energy when a bunch of entrepreneurs get together in the same space, even if they’re not working on the same project."

And he said Pasadena is a good choice for a shared workspace.

"It is the home of Caltech, the Arts Center, and IdeaLab — probably the world’s first tech incubator — started there," he said.

But he said the need isn't limited to Pasadena.

"In Silver Lake, in South Pasadena, in Glendale, you see a lot of little pockets of  people getting together, and as soon as there’s a critical mass, we’ll see co-working spaces like Cross Campus come into being," said Waxman, who named his investment firm TenOneTen after the two freeways that connect Santa Monica and the Westside to Pasadena. 

Alex Maleki of IdeaLab in Pasadena is happy a well-known company is opening up in his city. 

"Anything that helps attract talent and capital to the region," Maleki said, "is absolutely fantastic."

White House — In what will likely be his farewell appearance on the world stage, President Joe Biden faces a daunting question: what to tell world leaders wondering about potential changes in U.S. policies when President-elect Donald Trump returns to the White House with his America First agenda. Biden is set to depart for Peru and Brazil Thursday for two major economic summits. Biden is scheduled to spend Friday and Saturday in Lima with leaders of the Asia-Pacific Economic Cooperation forum, made up of 21 member economies that promote free trade in the region.  He will be in Rio de Janeiro on Monday and Tuesday to meet with leaders of the world's 20 largest economies at the Group of 20 summit. On the way to Rio from Lima, Biden will make a brief stop at Manaus for a climate-focused engagement in Brazil's state of Amazonas. In his meetings, Biden must face allies and partners who four years ago may have been skeptical about his "America is back" message and the durability of U.S. global commitments. These leaders saw Trump, during his first term, act to withdraw the U.S. from the Paris Climate Accord and threaten to pull out of NATO. Uncertainties about future U.S. policy will complicate efforts to reach an agenda on issues of global concern such as trade, poverty and debt alleviation, climate change, sustainable development, and green energy. "There will be a lot of combination of lamenting, speculation, guessing about what we'll see coming first in terms of policies out of the campaign and how countries are best able to position themselves," said Victor Cha, president of the Geopolitics and Foreign Policy Department at the Center for Strategic and International Studies. 'America's allies are vital' To these leaders, Biden's message is that "America's allies are vital to America's national security," said national security adviser Jake Sullivan, who previewed the trip to reporters on Wednesday. "They make us stronger. They multiply our capability. They take a burden off of our shoulders. They contribute to our common causes," Sullivan said. He underscored that Biden would be attending the APEC summit when U.S. alliances in the region were at an "all-time high," with bolstered ties with Japan, Korea, Australia and the Philippines. In Peru, Xi will inaugurate a $1.3 billion megaport, part of China's infrastructure investment program that has bought him influence in various parts of the world. Beijing has increased diplomatic engagement in the region, with Xi visiting 11 Latin American countries since becoming president, according to Chinese state news agency Xinhua. Parts of Spain are bracing for more dangerous flooding on Wednesday as a fresh storm system is set to release huge amounts of rainfall.

The torrential downpours come just 15 days after a storm system triggered catastrophic flooding, killing at least 223 people and devastating the province of Valencia.

Once again, the affected area is under orange alert for heavy rainfall.

In Valencia, dozens of municipalities have cancelled classes.

While the meteorological agency does not predict Valencia will get the worst of this storm, sewage systems are still full of mud from the last floods, which could complicate drainage.

This time, the areas under red alert are around the Malaga and Tarragona regions.

In Malaga, around 3,000 people have been evacuated from their homes on the banks of the Guadalhorce River. The same area also experienced flooding two weeks ago.

Residents of the province of Malaga received cell phone alerts on Tuesday night, warning of an “extreme risk of rainfall” and advising them to avoid travel.

Schools will not open on Wednesday across all of Malaga and the Granada coast. Meanwhile, some roads are being blocked, schools are closing, and rail lines are being cancelled in Tarragona, in the south of Catalonia.

The preventative measures on Wednesday stand in contrast to the lack of an early warning in Valencia two weeks ago.

There, despite being on red alert for rainfall, residents were generally not advised to stay home or seek higher ground until the flooding had already reached catastrophic levels.

Both storm systems were caused by a weather phenomenon known as a Dana in Spain or a “cut-off low.” These occur when low-pressure areas get cut off from the westerly winds of the jet stream. Since they are isolated from the jet stream, they can move slowly and erratically, releasing huge amounts of rain over small areas.

This storm system began affecting Spain on Tuesday and is expected to last until at least Friday, according to Spain’s meteorological agency.

Speaking at COP29 on Tuesday, Spanish Prime Minister Pedro Sanchez linked the intensity of these weather events to climate change. “Climate change kills,” he said, urging more action to reduce greenhouse gases to prevent future natural disasters.

Last week, hundreds of residents of a Valencia suburb particularly badly hit by last week’s deadly floods protested during a visit by Spanish King Felipe and Prime Minister Sanchez, with some throwing mud at them.

Chanting “Murderers, murderers!” they vented pent-up anger over what has been widely perceived by local residents as tardy alerts from the authorities about the dangers of the storm and flooding in the Valencia region, and then a late response by the emergency services when disaster struck.

“It was known and nobody did anything to avoid it,” a young man told the king, who insisted on staying on to talk to the people despite the turmoil, while the prime minister had withdrawn.

Contributing to the spread of this "Holiness" doctrine were the popular camp meeting revivals of the first half of the 1800s, the ministry of Phoebe Palmer (1807-1874) (who taught that sanctification could be reached instantaneously by an act of faith) and the "Prayer Revival" of 1857-1858 (sometimes called the Third Great Awakening). There was also much unrest in Methodist circles as many felt the denomination had lost its fervor. The Wesleyan Methodist (in 1843) and the Free Methodist (in 1860) left the denomination to form the first Holiness denominations. Until the 1890s the Holiness Movement was largely a Methodist phenomenon, but as the Methodists settled more into mainstream Christianity tensions escalated into a schism which resulted in new, non-Methodist, Holiness denominations. These included the Church of God, Anderson, Indiana (1880), Church of the Nazarene (1908) and Pilgrim Holiness Church (1897). The Holiness adherents saw themselves as the true descendents of the Wesleys and practiced strict moral ethics, abstinence from worldly pleasures and amusements and a strong belief in entire sanctification (also known as the "second blessing" and the baptism of the Holy Spirit). More importantly "Holiness teaching offered 19th-century evangelicals a means of overcoming their sectarian conflicts. Doctrine might divide, but the experience of a pure heart would unite all true believers against the threats posed by religious formalism, atheism, and Roman Catholicism." This Holiness emphasis would continue to be spread throughout the 19th century by individuals and groups as diverse as the Salvation Army, Quakers, D. L. Moody, Hannah Whitall Smith, the Y.M.C.A., the Keswick Movement and Oswald Chambers. A brief explanation concerning some of those might prove helpful. ... Maturity in Christ is expected of every believer; freedom from spiritual battle with the world, the flesh and the devil is attained only in the next life. At the same time, we must be careful that we do not over react to Holiness philosophy and believe that godliness is attained through our own self-determined efforts of obedience. We are certainly called to obedience, but it is not a self-energized, self-motivated or self-obtaining obedience. It is an obedience made possible only because of the power of God in our lives. This is the consistent teaching of the New Testament, but we will direct our attention to Romans 8:12-13. So then, brethren, we are under obligation, not to the flesh, to live according to the flesh-for if you are living according to the flesh, you must die; but if by the Spirit you are putting to death the deeds of the body, you will live. Peterson, once again, summarizes things well, "Holiness of life is not simply attained by moral effort nor even by striving to keep the law of God. It is not even a matter of 'letting go and letting God.' Practical holiness involves 'putting to death' in our lives what God has already sentenced to death on the cross ('mortification') and living out the new life given to us by the indwelling Christ. Human effort is required, but not apart from, nor distinct from the activity of God's Spirit, who subdues the flesh as we mortify it in His power, and as we set our minds upon the things of the Spirit." -- Holiness of life should be the heart-felt desire of every Christian. But that holiness is not found in either short-cuts or self effort. **It is found as we pursue righteousness (2 Timothy 2:22) laying aside the deeds of the flesh (Colossians 3:5-10) through the power of the Holy Spirit (Galatians 5:16) and as we behold the glory of the Lord (2 Corinthians 3:18). The Holiness Movement was in many ways a reaction to the dead orthodoxy and lifeless spirituality that infiltrated so much of Christianity during the nineteenth-century. However, its [explicit] remedy, a second blessing [based more on human ability] resulting in the eradication of sinful tendencies and a higher life not available to the unbaptized, went beyond the teaching of Scripture. As is often the case in reactionary movements, the cure [i.e. a cultural salvation, human based rules salvation] may be as bad as the [original sin] disease.
