Alaska's Lumber-Drying Industry-Impacts From A Federal Grant Program

A survey determined that installed dry kiln capacity in Alaska more than doubled to an estimated 220 thousand board feet (mbf) within 4 years (2000-2004). This increased ability to produce dry lumber and value-added products resulted from industry efforts to obtain federal funding to support a dry kiln grant program. This report reviews grantees' progress in implementing grantsupported projects and their impact on the production capabilities of the Alaska lumber drying industry. Data were collected in early 2005 by using a standard set of questions asked of 19 dry kiln owners. Much of the growth in drying and value-added processing capacity has been concentrated in southeast Alaska where there has been the greatest dry kiln investment. During 2004, the estimated volume of lumber dried in Alaska was 813 mbf, whereas potential annual capacity was estimated to be almost 6,600 mbf. This indicates that Alaska producers are drying just over 12 percent of their potential capacity. Factors that will increase the future production of value-added forest products in Alaska include a continuing supply of economically priced timber, the ability of the industry to support a reasonably priced grading service, and the ability of producers to move value-added products to domestic and export markets.

Trends in global shipping and the impact on Alaska's forest products

Traditionally, there has been a strong forest products trade between Alaska and Asia. This trade relationship has developed owing to Alaska's proximity to Asia and, in the past, an abundance of high-quality timber. Although forest products markets in North America remain soft, markets in Asia are growing. However, to benefit from Asia's growing forest products market, it is important to understand the concepts of global shipping including containerization, intermodal transport, non vessel operating common carriers, and freight forwarders. One key development that could have a major impact on Alaska's forest products trade is the opening of the Port of Prince Rupert (British Columbia) in 2007. The Port of Prince Rupert ships lumber, logs, and wood pellets to Asia and is much closer to southeast Alaska than are the ports of Seattle and Tacoma. The Prince Rupert port is also 1 day closer to Asia. Despite Prince Rupert's proximity to Alaska, however, there is still no regularly scheduled barge service between the Port of Prince Rupert and southeast Alaska. Potential connections that may develop are examined in this paper. This paper also examines the changing concepts of global shipping and how they affect Alaska's forest products industry.

Synthesis of wind energy development and potential impacts on wildlife in the Pacific Northwest, Oregon and Washington.

Nationally, there is growing public interest in and policy pressure for developing alternative and renewable sources of energy. Wind energy facilities in the Pacific Northwest expanded rapidly over the past decade, as a result of state policies that encourage wind energy development. While much of the development thus far has occurred on private lands, there is interest in expanding onto federal land. However, there are concerns about the impacts of wind energy on wildlife. Wind energy facilities have the potential to harm wildlife both directly through collisions with turbines and transmission lines, and indirectly by modifying habitat. This report synthesizes the available scientific literature on potential wind energy facility impacts to wildlife, with a focus on the Pacific Northwest (Oregon and Washington), and summarizes the current best management practices recommended in federal and state guidelines for wind energy development. Research gaps in our understanding of wind energy impacts on wildlife remain. Future research needs include long-term, multisite, experimental studies of wind energy impacts on wildlife, improved ability to estimate population-level and cumulative impacts of wind energy facilities on wildlife, and better knowledge of key wildlife species' migration and demography.

Toward understanding the ecological impact of transportation corridors

Transportation corridors (notably roads) affect wildlife habitat, populations, and entire ecosystems. Considerable effort has been expended to quantify direct effects of roads on wildlife populations and ecological communities and processes. Much less effort has been expended toward quantifying indirect effects. In this report, we provide a comprehensive review of road/transportation corridor ecology; in particular, how this new field of ecology has advanced worldwide. Further, we discuss how research thus far has shaped our understanding and views of the ecological implications of transportation infrastructures, and, in turn, how this has led to the current guidance, policies, and management options. We learned that the impacts of transportation infrastructures are a global issue, with the potential to affect a wide variety of taxonomically diverse species and ecosystems. Because the majority of research to date has focused on the direct and more aesthetic and anthropocentric implications of transportation corridors, mainly wildlife-vehicle collisions, it is a fairly standard practice to incorporate underpasses, green bridges (i.e., overpasses), fencing, and barriers into road corridors to alleviate such impacts. Few studies, however, have been able to demonstrate the efficiency of these structures. Furthermore, it is becoming increasingly evident that the indirect implications of transportation infrastructures (i.e., behavioral responses of wildlife individuals to roads) may be more pervasive, at least from the standpoint of biological diversity. Understanding how road corridors influence the functional connectivity of landscapes is crucial if we are to effectively manage species of concern. With these issues in mind, we propose a program of study that addresses the indirect and cumulative implications of transportation infrastructure on species distributions, community structure and ecosystem function

Ahead of VP Pence’s Iowa visit, Joe Biden’s campaign calls out ‘consequential failure’ of Trump coronavirus response

Vice President Mike Pence owes Iowans more than a photo-op when he visits Des Moines today, according to Joe Biden’s campaign.

“Iowans are seeing up close the most consequential failure of government in modern American history,” said Kate Bedingfeld, spokeswoman for the former vice president and presumptive Democratic presidential nominee.

“With nearly 300,000 Iowans filing for unemployment, rural hospitals on life support, Latino communities disproportionately suffering and workers on the job without sufficient protection, Mike Pence owes Iowans more than a photo-op — he owes them answers,” she said.

Pence, head of the White House coronavirus task force, is scheduled to meet with Iowa Gov. Kim Reynolds and U.S. Sens. Chuck Grassley and Joni Ernst, all Republicans, as well as with faith, farm and food production leaders.

Pence will talk to faith leaders about how they are using federal and state guidelines to open their houses of worship in a safe and responsible manner.

Later, he will go to Hy-Vee’s headquarters in West Des Moines for a roundtable discussion with agriculture and food supply leaders to discuss steps being taken to ensure the food supply remains secure.

Pence has called Iowa a “success story” in its response to the COVID-19, but Bedingfeld said the Trump administration failed to protect Iowa families from the virus that has claimed the lives of 231 Iowans.

“From devastating losses across the state, at meatpacking plants to rural communities, one thing is clear — it’s Iowans and the American people who are paying the price for the Trump administration’s denials and delays in response to this pandemic,” she said.

“Instead of listening to our own intelligence agencies and public health experts, Donald Trump was fed dangerous propaganda from the Chinese Communist Party — and he bought it,” she said. “Iowans deserve better — they deserve Joe Biden.”

For his part, Grassley said he welcomes the discussion with Pence.

“There’s much work to be done, and the pandemic is disrupting all of our communities,” Grassley said. “It’s important to hear directly from those who help feed the nation and the world.”

Ernst also is looking forward to the discussion of how Iowa is working to protect the health and safety of Iowa’s families and communities while reopening the state’s economy.

“We continue to take an all-hands-on-deck approach to tackling this pandemic,” she said. “Together, we will get through this.”

In this paper, we develop the theory for classifying all the geometric fibrations of compact, connected, flat $n$-orbifolds, over a 1-orbifold, up to affine equivalence. We apply our classification theory to classify all the geometric fibrations of compact, connected, flat $2$-orbifolds, over a 1-orbifold, up to affine equivalence. This paper is an essential part of our project to give a geometric proof of the classification of all closed flat 4-manifolds.

Compact manifolds of dimension $ngeq 12$ with positive isotropic curvature. (arXiv:1909.12265v4 [math.DG] UPDATED)

We prove the following result: Let $(M,g_0)$ be a compact manifold of dimension $ngeq 12$ with positive isotropic curvature. Then $M$ is diffeomorphic to a spherical space form, or a compact quotient manifold of $mathbb{S}^{n-1} imes mathbb{R}$ by diffeomorphisms, or a connected sum of a finite number of such manifolds. This extends a recent work of Brendle, and implies a conjecture of Schoen in dimensions $ngeq 12$. The proof uses Ricci flow with surgery on compact orbifolds with isolated singularities.

On the Incomparability of Systems of Sets of Lengths. (arXiv:2005.03316v1 [math.AC])

Let $H$ be a Krull monoid with finite class group $G$ such that every class contains a prime divisor. We consider the system $mathcal L (H)$ of all sets of lengths of $H$ and study when $mathcal L (H)$ contains or is contained in a system $mathcal L (H')$ of a Krull monoid $H'$ with finite class group $G'$, prime divisors in all classes and Davenport constant $mathsf D (G')=mathsf D (G)$. Among others, we show that if $G$ is either cyclic of order $m ge 7$ or an elementary $2$-group of rank $m-1 ge 6$, and $G'$ is any group which is non-isomorphic to $G$ but with Davenport constant $mathsf D (G')=mathsf D (G)$, then the systems $mathcal L (H)$ and $mathcal L (H')$ are incomparable.

Nonlinear model reduction: a comparison between POD-Galerkin and POD-DEIM methods. (arXiv:2005.03173v1 [physics.comp-ph])

Several nonlinear model reduction techniques are compared for the three cases of the non-parallel version of the Kuramoto-Sivashinsky equation, the transient regime of flow past a cylinder at $Re=100$ and fully developed flow past a cylinder at the same Reynolds number. The linear terms of the governing equations are reduced by Galerkin projection onto a POD basis of the flow state, while the reduced nonlinear convection terms are obtained either by a Galerkin projection onto the same state basis, by a Galerkin projection onto a POD basis representing the nonlinearities or by applying the Discrete Empirical Interpolation Method (DEIM) to a POD basis of the nonlinearities. The quality of the reduced order models is assessed as to their stability, accuracy and robustness, and appropriate quantitative measures are introduced and compared. In particular, the properties of the reduced linear terms are compared to those of the full-scale terms, and the structure of the nonlinear quadratic terms is analyzed as to the conservation of kinetic energy. It is shown that all three reduction techniques provide excellent and similar results for the cases of the Kuramoto-Sivashinsky equation and the limit-cycle cylinder flow. For the case of the transient regime of flow past a cylinder, only the pure Galerkin techniques are successful, while the DEIM technique produces reduced-order models that diverge in finite time.
