Inclusive Growth and Job Creation in Africa: The Outlook for 2019 and Beyond

Invitation Only Research Event

30 September 2019 - 1:30pm to 2:30pm

Chatham House | 10 St James's Square | London | SW1Y 4LE

Event participants

Abebe Aemro Selassie, Director, African Department, International Monetary Fund
Chair: Elizabeth Donnelly, Deputy Head and Research Fellow, Africa Programme, Chatham House

The IMF projects real GDP growth of 3.3 per cent in 2019 for sub-Saharan Africa but there is a mixed picture across the continent with growth in Mauritania, Senegal, Ethiopia and Rwanda outstripping projected growth rates for South Africa and Nigeria, for example, while a handful of economies seek to emerge from crisis. Yet, as is increasingly well documented, even strong growth has not delivered lasting socio-economic transformation in many contexts. And that most pressing of needs – job creation including to accommodate, in the next 15 years, an increase in the working age population greater than that in the rest of the world combined – remains a pressing concern for governments and societies. With populations continuing to grow at faster rates than economic growth, and a significant proportion of jobs outside agriculture being in the informal sector, investment in formal labour markets is crucial to creating inclusive economic growth.

At this event, the International Monetary Fund’s Africa Director, Abebe Aemro Selassie will discuss the outlook for sub-Saharan African economies in 2019 and progress towards achieving inclusive economic growth to accommodate future demographic change.

Attendance at this event is by invitation only.

Understanding the Creation of Public Consensus: Migration and Integration in Germany, 2005 to 2015

As immigrant-skeptic movements gained salience, and even political representation, in several European countries in recent years, Germany remained a relative outlier until mid-2015. This report explains how a pro-immigrant consensus evolved and persisted in Germany during the period from 2005—as the country emerged from recession and embarked on a reform of its immigration laws—through to the events of mid-2015.

One-Year Outcomes of Prenatal Exposure to MDMA and Other Recreational Drugs

3,4-Methylenedioxymetham-phetamine (MDMA, ecstasy) is a widely used recreational drug affecting the serotonergic system. Preclinical studies indicate learning/memory problems with fetal exposure. Human infant prenatal exposure was related to alterations in gender ratio and poorer motor development at 4 months.

This is the first study documenting that heavier prenatal 3,4-methylenedioxymethamphetamine exposure predicts poorer infant mental and motor development at 12 months with significant, persistent neurotoxic effects. Language and emotional regulation were unaffected. (Read the full article)

Apache James Server 2.3.2 Insecure User Creation / Arbitrary File Write

This Metasploit module exploits a vulnerability that exists due to a lack of input validation when creating a user. Messages for a given user are stored in a directory partially defined by the username. By creating a user with a directory traversal payload as the username, commands can be written to a given directory. To use this module with the cron exploitation method, run the exploit using the given payload, host, and port. After running the exploit, the payload will be executed within 60 seconds. Due to differences in how cron may run in certain Linux operating systems such as Ubuntu, it may be preferable to set the target to Bash Completion as the cron method may not work. If the target is set to Bash completion, start a listener using the given payload, host, and port before running the exploit. After running the exploit, the payload will be executed when a user logs into the system. For this exploitation method, bash completion must be enabled to gain code execution. This exploitation method will leave an Apache James mail object artifact in the /etc/bash_completion.d directory and the malicious user account.

Human recreation decreases antibody titre in bird nestlings: an overlooked transgenerational effect of disturbance [RESEARCH ARTICLE]

Yves Bötsch, Zulima Tablado, Bettina Almasi, and Lukas Jenni

Outdoor recreational activities are booming and most animals perceive humans as predators, which triggers behavioural and/or physiological reactions [e.g. heart rate increase, activation of the hypothalamic–pituitary–adrenal (HPA) axis]. Physiological stress reactions have been shown to affect the immune system of an animal and therefore may also affect the amount of maternal antibodies a female transmits to her offspring. A few studies have revealed that the presence of predators affects the amount of maternal antibodies deposited into eggs of birds. In this study, using Eurasian blue and great tit offspring (Cyanistes caeruleus and Parus major) as model species, we experimentally tested whether human recreation induces changes in the amount of circulating antibodies in young nestlings and whether this effect is modulated by habitat and competition. Moreover, we investigated whether these variations in antibody titre in turn have an impact on hatching success and offspring growth. Nestlings of great tit females that had been disturbed by experimental human recreation during egg laying had lower antibody titres compared with control nestlings. Antibody titre of nestling blue tits showed a negative correlation with the presence of great tits, rather than with human disturbance. The hatching success was positively correlated with the average amount of antibodies in great tit nestlings, independent of the treatment. Antibody titre in the first days of life in both species was positively correlated with body mass, but this relationship disappeared at fledging and was independent of treatment. We suggest that human recreation may have caused a stress-driven activation of the HPA axis in breeding females, chronically increasing their circulating corticosterone, which is known to have an immunosuppressive function. Either, lower amounts of antibodies are transmitted to nestlings or impaired transfer mechanisms lead to lower amounts of immunoglobulins in the eggs. Human disturbance could, therefore, have negative effects on nestling survival at early life-stages, when nestlings are heavily reliant on maternal antibodies, and in turn lead to lower breeding success and parental fitness. This is a so far overlooked effect of disturbance on early life in birds.
