OSCE High Commissioner on National Minorities holds fifth regional summer school on multilingual and multicultural education in Central Asia

A week-long regional summer school on multilingual and multicultural education was held from 10 July to 16 July 2016 in Cholponata in Kyrgyzstan - the fifth regional summer school organized as part of the OSCE High Commissioner on National Minorities’ (HCNM) Central Asia Education Programme.

Organized by the HCNM in co-operation with Kyrgyzstan’s Ministry of Education and Science, UNICEF and the Office of the UN High Commissioner on Human Rights in Kyrgyzstan, the summer school brought together 86 participants representing education institutions of the Central Asian States and of the wider region, including teacher trainers, methodological experts, university and pilot school managers and teachers, as well as international experts.

The summer school was aimed at providing practical expert support to further develop the capacity of education authorities and practitioners within multilingual and multicultural education.

Opening the summer school, Deputy Minister of Education of Kyrgyzstan Toktobubu Ashymbaeva highlighted the important role of the teacher in multilingual education programmes.

During the week, participants discussed pre-service and in-service teacher training, as well as facilitating the implementation of multilingual education programmes. Participants also developed training materials aimed at monitoring and evaluating multilingual and multicultural education programmes. As a result, eleven thematic materials were developed with the aim to further adapt them for practical use within the education institutions of the region.

Flera Saifulina, Head of the National Education Department of the Ministry of Education and Science of the Republic of Tatarstan in the Russian Federation, found that the diverse forms of activities enabled participants to express their opinions, raise concerns and receive comprehensive answers from fellow experts. She also expressed satisfaction to see how education is used for the integration of societies in the Central Asian countries.

Tatiana Aderikhina, Co-ordinator of Education and Child Protection Issues at UNICEF Kazakhstan, said: “I am glad that the cooperation between HCNM and UNICEF Kyrgyzstan continues as it brings synergies and benefits the target country.”

Zaiyrbek Ergeshev, representative of the Department of the Ethnic and Religious Issues of the Presidential Administration of Kyrgyzstan, concluded that multilingual and multicultural education is an important factor for forming a civic identity.

Since 2012, the High Commissioner has been implementing the Central Asia Education Programme, aimed at promoting multilingual and multicultural education and developing bilateral and multilateral co‑operation in the region to improve the education of national minorities and promote the integration of society.

Roma remain one of most vulnerable groups, continue to face difficult living conditions and discrimination in access to social protection, health, employment and adequate housing, as stated in reports by independent bodies

BELGRADE, 8 April 2016 - On the occasion of International Roma Day, the Delegation of the European Union to Serbia, the United Nations Country Team in Serbia, the OSCE Mission to Serbia and the Council of Europe Office in Belgrade reaffirm our strong commitment to equality and non-discrimination.

Today, the Romani community, Europe's largest ethnic minority, still experiences multiple discrimination and marginalisation in countries throughout Europe, including Serbia.  Roma remain one of the most vulnerable groups; they continue to face difficult living conditions and discrimination in access to social protection, health, employment and adequate housing, as stated in reports by both relevant international mechanisms and independent bodies of the Republic of Serbia.

Thousands of Roma represent the most vulnerable and marginalised among the population of internally displaced, still facing obstacles in accessing rights and durable solutions.

International and European human rights standards clearly provide for equality before the law and prohibit discrimination on all grounds, including ethnicity. The realisation of Roma inclusion will reinforce everyday democracy and the rule of law. It is the only way to reach a society based on the principle of equality of opportunity where everyone has the right to participate and to be heard.

On this day, we therefore call on all relevant stakeholders to pursue with determination
Roma inclusion policies in Serbia, pursuant to the recent adoption of a new Strategy of Social Inclusion of Roma for the Period from 2015-2025 and the Action Plan for Realization of Rights of National Minorities by the Government of Serbia.

The Delegation of the European Union, the Council of Europe Office in Belgrade, the OSCE Mission to Serbia and the United Nations Country Team in Serbia remain committed to improving the lives of Roma in Serbia and  ensuring that their fundamental rights are respected, and to supporting our Serbian partners in this endeavour.

International Roma Day is celebrated annually on April 8, in commemoration of the 1971 founding of the International Romani Union, the first major international Romani civic initiative.

Statistical information on Roma in Serbia

  • 90% of children in Roma settlements are growing up in poverty. The infant and under-5 mortality rate is two times higher than that of the general population, 15% of Roma children are born with low birth weights, one fifth is malnourished and only 13% are fully immunized.
  • Romani children continue to face discrimination in the education system. Only 6% of children from Roma settlements attend early learning programs, only 64% finish primary school on time, and  only 22% attend secondary school (of whom only 15% are girls).
  • Romani women and girls face multi-sectoral discrimination, as well as heightened barriers of access to services, including services for victims of violence.    Early, arranged marriage remains an issue in some segments of Serbia’s Romani communities, with very destructive consequences for – in particular – the child bride.

Unfettered and professional media are cornerstones of democracy, says Head of OSCE Mission in Kosovo on World Press Freedom Day

PRISHTINË/PRIŠTINA, 3 May 2016 – Respectable standards of freedom of press have been achieved in Kosovo over the years, creating a vibrant and diverse media scene - but these efforts need to continue in order to address remaining challenges, said Head of the OSCE Mission in Kosovo Jean-Claude Schlumberger today on World Press Freedom Day.

“Freedom of the media in Kosovo is periodically violated, when journalists face intimidation, threats and sometimes even physical attacks. There were 27 cases of violence against journalists in 2015 and at least five cases during the first quarter of 2016,” he said.

Ambassador Schlumberger called on the law enforcement structures and the institutions of justice to enhance the level of priority given to countering intimidation against journalists and reach tangible results in processing cases of violence against journalists without delay.

“Unfettered and professional media are the cornerstone of democracy,” he said. “On this day, the OSCE Mission in Kosovo acknowledges the importance of the media for building a democratic society. We also take the opportunity to commend the hard work and dedication of many journalists in Kosovo who reflect the spirit and values of media freedoms and professionalism. At the same time, we call on all institutions to do their utmost to further the respect for press freedoms and the right of the public to be informed.”

Schlumberger urged media regulators to ensure a conducive media environment and follow up closely on any breaches of ethical codes of conduct by audio-visual, print, and online media.

“To mark World Press Freedom Day, the Mission will support three televised debates promoting freedom of expression and freedom of media, in Albanian and Serbian languages,” said Schlumberger.

The OSCE Mission in Kosovo is mandated with human rights protection and promotion, democratization and public safety sector development. It is helping to safeguard the freedom of the media and freedom of expression and supports media development.

Objective reporting from the conflict zone

Article
Journalists in the battlefield have a responsibility to report objectively in a way which does not inflame tensions. A new manual by the OSCE Project Co-ordinator in Ukraine is helping media workers get the message.

Media freedom and development

Reporting objectively from a conflict is never easy. Concerns for your own personal safety and daily scenes of death and destruction mean that journalists can be overcome by personal emotion, while feelings of patriotism and “us against them” can be difficult to extinguish.

The professional ethical dilemmas presented by reporting from a conflict zone are very familiar to Anya, a journalist from the city of Donetsk, who has been covering the conflict in and around Ukraine from the beginning.

“It is difficult to remain objective in such situations,” says Anya, fully aware that journalists across all sides of the conflict face similar professional dilemmas. She was among 200 journalists and media experts from both sides of the line of contact who gathered in Mariupol, a city in the south of the Donetsk region, for the Donbas Media Forum from 9 to 12 June 2016 to discuss her personal and professional experiences of reporting on the conflict.

It was clear during the Forum, which was organized by local NGOs such as the Donetsk Institute of Information and the Donetsk Press Club that tensions among journalists deeply persist. These are partly down to the diametrically opposed political reporting on the conflict by the journalists. Indeed most of the journalists from the Donetsk region, including Anya, preferred to remain anonymous at the Forum.

[node id="250356" preset="medium" align="left" description="Oleksiy Matsuka, journalist, founder of the web-based project ‘News of Donbas’ and organiser of the Donbas Media Forum 2016, talks about difficulties media professionals face in the field, Mariupol, 10 June 2016. (Evgeny Sosnovsky)"]

Best practices on objective reporting

The discussions at the Forum explored ways of enhancing the professionalism of the reporting in ways which can help rekindle trust between communities and counter deliberate misreporting.

One of the tools presented was 'Conflict Sensitive Journalism - Best Practices and Recommendations’, a new manual published by the Officer of the OSCE Project Co-ordinator in Ukraine. Among many other things, the guide offers tips on how to work with vulnerable populations or how to verify facts and illustrates in plain language and through real-life case studies what media professionals need to do in the field in order to enhance their reporting.

“The guidelines aim to both advance the safety of journalists covering the conflict in Ukraine and support the development of conflict-sensitive media coverage”, says OSCE PCU National Project Officer Maryna Bezkorovaina.

A threat to peace

Objective reporting from the conflict zone is important, because misreporting and propaganda can inflame tensions. The manual is therefore a product aiming to contribute to efforts to bring peace in Ukraine.

The lack of interest in and the dehumanization of the “other side” can threaten the potential for sustainable peace, says journalist Dejan Anastasijević with the Serbian weekly Vreme. At the Donbas Media Forum, he recalled his experiences as a correspondent on the Yugoslav wars of secession. “Do not make the situation worse by using harsh language against each other.”

The handbook features the results of a study implemented by the OSCE Project Co-ordinator in partnership with the Ukrainian NGOs Telekritika and the Institute of Mass Media, which revealed serious misconceptions among leading editors and prominent Ukrainian journalists regarding the role of the media in times of conflict.

[node id="250361" preset="medium" align="left" description="Dejan Anastasijevic, Serbian journalist from Vreme newspaper states: “Do not make the situation worse by using harsh language against each other,” in a panel discussion at the Forum in Mariupol, 10 June 2016. (Evgeny Sosnovsky)"]

The study highlighted over-generalized reporting, narratives characterised by an 'us' versus 'them' perspective, inflammatory language and dehumanization of the conflict sides. Half of the analysed national online publications reported incomplete information about the conflict, while about a quarter of the material primarily relied on data from social networks. Moreover, the problems and needs of the people living in the areas not controlled by the Ukrainian government received little or no coverage.

“Journalists need to understand that they are not soldiers fighting for a particular side,” says Oleksiy Matsuka, a journalist and founder of the web-based project ‘News of Donbas’. “The manual helps journalists return to the origins and basic rules of their profession.”

The manual was a crucial element of the OSCE Project Co-ordinator’s “Supporting Conflict Sensitive Journalism in Ukraine” project, which is partially funded by the Government of the United Kingdom and the International Media Support (IMS) NGO. The manual draws on the most up-to-date practices based on the highest quality academic research.

The book was also earlier presented in Lviv Media Forum, in western Ukraine, and English, Ukrainian and Russian versions of the book are available on the OSCE website and as an app for iOS and Android devices.

“It is extremely useful for journalists to have a handbook they can easily access whenever and wherever they need it,” says Mariana Seminishin, organizer of the Lviv Media Forum. “The manual provides both life-saving information and guidance that could pave the way for peace in Ukraine.”

OSCE supports workshop on risks-oriented approach in combating money laundering and financing of terrorism in Kyrgyzstan

ISSYK-KUL, Kyrgyzstan, 8 July 2016 – A five-day training course supported by the OSCE Centre in Bishkek on a risk-oriented approach in supervising activities related to anti-money laundering and combating the financing of terrorism concluded today in Bosteri village, in the Issyk-Kul region.

The aim of the workshop, which was organized by the State Financial Intelligence Service under the Government of the Kyrgyz Republic (SFIS) in partnership with the International Monetary Fund (IMF), was to update the relevant State agencies and financial institutions on the practical aspects of a risks-oriented approach in their work. Some 46 officials from law enforcement agencies, supervisory agencies and financial institutions took part.

“A risks-oriented approach is the process which allows the countries to identify, assess and understand risks to effectively combat money laundering and financing of terrorism,” said Nana Baramidze, Senior Economic and Environmental Officer at the OSCE Centre. “The OSCE Centre in Bishkek fully supports the efforts of the Kyrgyz Government in its attempt to establish effective systems to counter money laundering and the financing of terrorism.”

Chyngyz Kenenbayev, Head of the Organizational and Legal department of the SFIS, said: “We are holding this educational seminar to train representatives of national authorities and the private sector so that we can successfully pass the second round of the evaluation by the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG). In order to fulfil international obligations under the EAG, the Kyrgyz Republic is to conduct a mutual assessment of its anti-money laundering and combating the financing of terrorism system. From 28 November to 9 December 2016, a visiting mission of EAG evaluators will conduct this assessment within the Financial Action Task Force (FATF) initiative."

The training course, which was conducted by two IMF experts and three SFIS officials, was part of the OSCE assistance to the Kyrgyz Government in preparing for the second round of the FATF evaluation.

Monetary policy really needs to tighten in Japan

Last month, returning to Japan for the first time since the Covid-19 pandemic, I was struck by how significantly prices had increased. In February 2020, a simple lunch in downtown Tokyo cost about JP¥1,000, then the equivalent of about $10 (324 baht); today, it costs more like JP¥2,000. To some extent, this mirrors the experience in the US, where, even as inflation moderates, prices...

Renee Zellweger is Back in 'Bridget Jones: Mad About the Boy' Trailer

"If you don't shag him, I will." Universal Pictures and Peacock have revealed the official trailer for Bridget Jones: Mad About the Boy, the next romcom sequel from this long-running franchise starring Renée Zellweger. Bridget Jones first blasted onto bookshelves in Helen Fielding's literary phenomenon Bridget Jones's Diary, which became a global bestseller & blockbuster film in 2001. As a single career woman living in London, Bridget Jones not only introduced the world to her romantic adventures, but added "Singletons," "Smug-Marrieds" and "f---wittage" into the global lexicon. Then came the sequel Bridget Jones: The Edge of Reason (2004) followed by Bridget Jones's Baby (2016). In this next one, Mad About the Boy, Jones gets on Tinder and meets a dashing young man who woos her. The full ensemble cast has plenty of old & new faces: Renée Zellweger, Hugh Grant, Colin Firth, Emma Thompson, Isla Fisher, Chiwetel Ejiofor, Jim Broadbent, Gemma Jones, James Callis, Shirley Henderson, Sally Phillips, along with Leo Woodall as the new boy. Looks as charming & funny & cheesy as the last two sequels. Will it be any better? President of UN climate summit: ‘At Cop29, we must treat the climate crisis with the same urgency as Covid – history shows it can be done’

To prevent the gravest human, ecological and economic toll, it is crucial to cut emissions before it’s too late. Without investing in adaptation measures that fortify nations against the impacts of climate-driven events such as hurricanes and droughts, widespread damage becomes inevitable. The greater the damage, the more it will cost countries to rebuild. Prevention is preferable to cure, but our planet is already ailing. Immediate action is crucial to halt further decline.

Not only is such funding necessary, it is possible. This has been done before: when struck with another crisis, Covid-19, advanced economies marshalled $8tn over the course of just 48 months to support their citizens and businesses. The challenge of the day was met. We must treat climate change with the same urgency.

Y enriquece a unas pocas.

BLU PRISONER

New release: exciting news this week from Imprint Australia, who will releasing a new limited-edition Blu-ray edition of The Prisoner in June! Not only will this set include most of the features from previous sets by Network, it will also include new bonus content, a 120-page booklet- plus- some episodes of Danger Man in hi-definition! As far as we know, the 2K transfers from the original negatives will be the same files as the anniversary set from Network (stunning!) and the Imprint sets tend to be region-free, which means viewers in the US will be able to view the discs. I still recommend an all-region player for best flexibility.  Check out all the details at Imprint. And while you're there, check out their beautiful Tara King Avengers set (the Emma Peel set is now out of stock). If you missed out on the Network Prisoner set, this is a great time to add this amazing classic series to your library, and get cool new bonus features in the deal! And if you've never seen it, all I can say is that The Prisoner is a top favorite from the era and is like a mod-spy tumble down the rabbit hole into a Cold War Wonderland. This is also a great time to remind Spyvibers who are planning summer adventures to consider Portmeirion, where The Prisoner was filmed. This quirky architectural project of a village is even more magical in person. You can see a few of my past photographs on my post here. More info about visiting Portmeirion here

PRISONER FIGURES

New release: Wandering Planet launched a new Kickstarter today for their Wave 2 Prisoner figures! If you missed out on Wave 1, don't miss this chance to order new action figures from the classic Patrick McGoohan series, The Prisoner! What I love about the company's approach is that they highlight specific episodes, characters, and costuming. As far as I know there is only one Wave 1 figure still available, which can be ordered through the Prisoner shop in Portmeirion. I recommend that Spy Vibers who want the new releases place orders through Kickstarter right away. If Wandering Planet's Wave 1 release of Nancy Drew figures on Big Bad Toystore is any indication, these items sell out almost immediately once they hit the general public. More info at Kickstarter. And don't forget to scroll down to see some cool bundle deals. PRISONER-SCARLET ANNIVERSARY

It was on this day in 1967 that two groundbreaking programs made their debut: Patrick McGoohan's The Prisoner and Gerry Anderson's Captain Scarlet and the Mysterons. If mystery/adventure of the mid-1960s captured the youthful and optimistic energy of the jet-setters, these two programs marked a growing sense of consequences and uncertainty for agents during the later part of the decade.

McGoohan's Danger Man had been on the air since September, 1960. His stories often exposed the darker side of espionage: moral sacrifices deemed necessary to protect the common good. His John Drake, though slightly insubordinate, presented the image of a man who could recognize -but look beyond- the distasteful consequences of the job in order to carry out his duties. His critique rose to a boiling point in a number of episodes (Yesterday's Enemies, To Our Best Friend) and the theme ultimately was channeled into his next project, The Prisoner (1967-1968). McGoohan's character in The Prisoner, now an unnamed spy, has resigned as a matter of principle and finds himself kidnapped to a remote village, where he undergoes constant psychological torture to determine why he resigned and whether he will spill his secrets. Capturing a counter-culture-era mistrust of authority, he never discovers if his torturers are the enemy after his secrets or his own people testing his loyalty (or indeed, his own mind). Known as Number 6 in the Village, McGoohan's character epitomized the theme of individual freedom, liberty, and rebellion against a surveillance state and conformity. There was a 2010 mini-series based on The Prisoner, starring Ian McKellen. Although it didn't measure up to the original, the show did a good job bringing the "Village" concept up to date in the form of complacent, consumeristic communities we see developing around trends in globalization. Even in my area, I note the trend to build large apartment complexes above retail streets, for example.

Gerry Anderson's Supermarionation programs, high-octane Sci-Spy adventures, had appealed to kids throughout the early 1960s. After establishing himself with inventive programs like SupercarFireball XL5, and Stingray, Anderson and his team found international success with Thunderbirds (1965-1966). The show featured their familiar cocktail of futuristic gadgets and intrigue, while the blockbuster stories focused on a secret organization of international rescuers keeping the world safe. But as Anderson and his wife, Sylvia, moved into the later part of the decade, they shifted toward the darker sides of human nature and the theme of consequences, echoing conversations around the Vietnam War and Cold War.

The next project would be Captain Scarlet and the Mysterons (1967-1968), which began with a story about a team of space explorers discovering a mysterious city of energy. In a rash act of misunderstanding, the explorers mistake an innocent Mysteron gadget as a weapon and obliterate the city from the planet. As it turns out, however, the aliens can re-create any matter that has been destroyed. Neat trick, and essential to the show's premise. The city magically returns and the Mysterons vow to take revenge on humanity for its cruel, aggressive nature. The program was a much more violent affair. The hero of the piece, Captain Scarlet, began the series as an alien-constructed double agent assigned to assassinate the world's president. There was even a devastating suicide-bomber scene in the pilot and the series is packed with violent killings and ominous plots to destroy the earthmen. Once Scarlet was killed, however, he was able to regenerate and escape alien control. This established the arc of each episode, where the hero ultimately experiences a brutal death followed by a resurrection. His colleague, Captain Black, remained a rogue killer-agent for the enemy. Children's programming? Dark times indeed! Style fans take note: the costumes in the series were inspired by Pierre Cardins' space fashions!

If these two programs illustrated transitions in the popular imagination, the trend seemed to take an odd turn by the following year. In a visit to the 1968 Exhibit in Oakland some years back, I was struck by the odd juxtaposition of truly violent historical experiences in the news, public anxiety and protest, and the strange effort of American mainstream TV, in contrast to these UK shows discussed above, to create a lulling oasis with shows like Green Acres, Beverly Hillbillies, and I Dream of Jeanie. Independent filmmakers had more liberty to present subversive material, creating films such as Easy Rider, The Monkees Head, and Night of the Living Dead. In the UK, The Prisoner and Captain Scarlet illustrated a culture trying to cope with the circumstances of the times within a mainstream medium. Whether it was questioning freedom and individuality, or consequences and culpability, these programs stand the test of time because they weren't afraid to ask questions and to frame them in ways that evoked excitement, sparkled with cutting-edge playful fashion and design, and explored real empathy. Spy Vibe wishes a very Happy 57th anniversary to The Prisoner and Captain Scarlet and the Mysterons. USA Shares Amazing TREADSTONE Clip on Eve of Premiere

USA's Bourne spin-off series Treadstone premieres tomorrow night. While I've been surprised by the paucity of advertising in the real world, the network has released many, many clips online over the past month--enough, seemingly, to create a fairly good assembly cut of the pilot episode! But they've saved the best for last. A clip with an extended fight scene and a chase across European rooftops shared today by the International Spy Museum really demonstrates that they appear to have captured the tone and feel of Doug Liman's 2002 movie The Bourne Identity. (The lead actor also seems to have been cast at least partly for bearing a slight resemblance to Matt Damon.) This has me very excited to sample the series tomorrow night! Watch the clip here.

Read my review of the novel that started it all, Robert Ludlum's The Bourne Identity, here.

Treadstone premieres on Tuesday, October 15, at 10/9c on USA.
