Paris deploying extra police for France-Israel soccer match following Amsterdam violence

Paris — Paris police said Sunday that 4,000 officers and 1,600 stadium staff will be deployed for a France-Israel soccer match to ensure security in and around the stadium and on public transportation a week after violence against Israeli fans in Amsterdam.  France and Israel are playing in a UEFA Nations League match Thursday.  “There's a context, tensions that make that match a high-risk event for us,” Paris police chief Laurent Nuñez said on French news broadcaster BFM TV, adding authorities “won't tolerate” any violence.  Nuñez said that 2,500 police officers would be deployed around the Stade de France stadium, north of the French capital, in addition to 1,500 others in Paris and on public transportation.  “There will be an anti-terrorist security perimeter around the stadium,” Nuñez said. Security checks will be “reinforced,” he added, including with systematic pat-downs and bag searches.  Nuñez said that French organizers have been in contact with Israeli authorities and security forces to prepare for the match.  Israeli fans were assaulted last week after a soccer game in Amsterdam by hordes of   young people apparently riled up by calls on social media to target Jewish people,   according to Dutch authorities. Five people were treated at hospitals and dozens were arrested after the attacks, which were condemned as antisemitic by authorities in Amsterdam, Israel and across Europe.  On Sunday, Dutch police detained several people for taking part in a demonstration in central Amsterdam that had been outlawed following the violence targeting Israeli fans, a local broadcaster reported.  French Interior Minister Bruno Retailleau confirmed Friday that the France-Israel match would go ahead as planned.  “I think that for a symbolic reason we must not yield, we must not give up,” he said, noting that sports fans from around the world came together for the Paris Olympics this year to celebrate the “universal values” of sports.

Economists wonder whether Trump will follow through on campaign vows

U.S. President-elect Donald Trump has left little question about the sort of economic policies he will pursue when he is sworn in for a second term as president in January. The once-and-future president has promised to extend existing tax cuts and implement new ones; to pursue a deregulation agenda, particularly when it comes to energy production; to reinstate a strong protectionist trade policy, including substantial tariffs on imports; and to undertake a "mass deportation" program that would remove a large number of the millions of undocumented immigrants currently residing in the United States. While there may be little doubt about the kind of policies Trump will implement, the degree to which he will pursue them is an open question. "The problem that all economists are dealing with is they don't know how much of what Trump said on the campaign trail to take seriously," Steven B. Kamin, a senior fellow at the conservative-leaning American Enterprise Institute, told VOA. "They don't know if he's going to do a lot of these things, or if he is, how far he'll take it." When it comes to tariffs, Trump has promised across-the-board 10%-20% levies on all imports, and charges of up to 60% on goods coming from China, which experts warn would be economically ruinous. His rhetoric about fossil fuel extraction suggests he will drive up oil and gas production, even though the U.S. is currently producing more energy than it ever has. On immigration, he and his advisers have vacillated between suggesting that all undocumented people will be forcibly removed and describing a much more targeted operation. Tax policy One thing that appears certain is that Trump will work with Congress — which seems likely to be fully controlled by the Republican Party — to extend the tax cuts that became law as part of the Tax Cuts and Jobs Act, which he signed into law in 2017. Those tax cuts reduced the income taxes paid by many American workers and reduced taxable income by increasing the standard deduction. They also sharply cut the top business income tax bracket from 39% to 21%. Those provisions are all scheduled to expire over the next several years, some as soon as 2025, and Trump has proposed making them permanent. Trump has also floated the idea of other tax cuts, including further reducing the business income tax to a maximum of 15%, and making income from overtime wages, tips and Social Security payments nontaxable, all of which would reduce government revenues. Kamin said the stimulative impact of Trump's proposed additional tax changes would likely not be great, but the impact on the country's debt might be, because they will virtually guarantee additional government borrowing to finance deficit spending. "The real concern for folks that are concerned about the fiscal balance — and I'm one of them — is that by cementing in place large fiscal deficits as far as the eye can see, even in environments of strong economic activity when we should be running surpluses, that leads to increases in the debt," he said. "That, eventually, should lead to crowding out of private investment, rising interest rates, and more worries about the government's sustainability position," Kamin added. "But when the debt will reach a level that will be worrisome in that respect, nobody knows." Cost-cutting In theory, some of the deficit spending made necessary by large tax cuts could be offset by a reduction in government spending, something Trump has also floated on the campaign trail. In particular, the president-elect has proposed creating a Department of Government Efficiency, to be headed by Elon Musk, the billionaire founder of the electric car company Tesla and the rocket builder SpaceX, and the owner of X, the social network formerly known as Twitter. For his part, Musk has mused that it should be possible to slash federal spending by as much as $2 trillion per year, or about 30%. Reductions of that magnitude would require deep cuts to a vast array of programs, including elements of the social safety net such as Social Security and federal health programs like Medicaid. However, it is unclear how Trump would persuade even a Republican Congress to enact such a wide-ranging reduction in government services. Immigration policy If Trump follows through on a policy of mass deportation of undocumented immigrants, it is virtually certain to have a negative impact on economic sectors where they are present as laborers in significant concentrations, especially agriculture and construction, said Marcus Noland, executive vice president and director of studies at the Peterson Institute for International Economics. "If you take lots of people out of the labor force, you reduce the amount of output, because there's less labor available, and you raise prices," Noland told VOA. "These people are not distributed evenly across the United States economy," he said. "They're concentrated in agriculture and construction, so you would disrupt those sectors the most, especially if you combine it with tariffs." Trade policy Trump's tariff proposals, especially if he follows through with his maximalist proposals from the campaign trail, could be significantly damaging. While theoretically meant to stimulate American manufacturing, Noland warned that they could have the opposite effect. "Some modeling that I worked on suggest that those tariff policies, instead of reviving the industrial sector, will actually reduce industrial activity in the United States," he warned. Blanket tariffs on imports, and especially high levies on Chinese goods, would create severe challenges for U.S. manufacturers. "The reason is that you would increase the price of industrial inputs, and so, the United States would become a high-cost place to produce," he said. "Investment would fall — and investment is intensive in industrial materials — so, ironically, it has the opposite effect of what its proponents say."

Trump hush money judge delays ruling on immunity following election win

The judge overseeing Donald Trump’s criminal hush money case has put off ruling on whether the president-elect’s conviction should be thrown out on immunity grounds, enabling prosecutors to weigh next steps following his November 5 election victory.

Justice Juan Merchan had been due to rule on Tuesday on Trump’s argument that the US Supreme Court’s decision in July that presidents are immune from prosecution involving their official acts meant the New York state case should be dismissed.

Instead, Merchan granted a request by Manhattan District Attorney Alvin Bragg’s office to have until Nov 19 to consider how to approach the case in light of Trump’s looming inauguration in January 2025, email correspondence made public on Tuesday showed.

Trump’s scheduled Nov 26 sentencing is now widely expected to be postponed.

Trump in May became the first US president — former or sitting — convicted of a crime when a jury in Manhattan found him guilty on 34 felony counts of falsifying business records to cover up a potential sex scandal shortly before his first election win in 2016. Trump, who pleaded not guilty, has vowed to appeal the verdict after sentencing.

Prosecutor Matthew Colangelo wrote there were “competing interests” between ensuring a criminal case proceeds as usual and protecting the office of the president.

“The People agree that these are unprecedented circumstances,” Colangelo wrote.

Trump is set to be the first felon inaugurated as president after his victory over Vice President Kamala Harris.

At issue in the six-week Manhattan trial was a $130,000 payment made by Trump’s then-lawyer Michael Cohen to adult film actress Stormy Daniels to keep quiet about a sexual encounter she said she had with him in 2006 but which he has denied.

Trump’s defense lawyer Emil Bove wrote that the case ultimately needed to be dismissed to avoid interfering with Trump’s presidential duties.

“The stay, and dismissal, are necessary to avoid unconstitutional impediments to President Trump’s ability to govern,” Bove wrote.

Trump faced four criminal cases

Trump, 78, is hoping to enter office unencumbered by any of four criminal cases he has faced and which once were thought to have threatened to derail his 2024 candidacy to return to the White House after having served from 2017 to 2021.

The Republican Trump has portrayed the hush money case brought by Bragg, a Democrat, and the three other state and federal criminal indictments brought in 2023 as politically motivated attempts to harm his presidential campaign. He pleaded not guilty in all four cases.

“It is now abundantly clear that Americans want an immediate end to the weaponization of our justice system,” Trump campaign spokesperson Steven Cheung said in a statement on Tuesday.

Special Counsel Jack Smith brought two of the cases against Trump, one involving classified documents he kept after leaving office and the other involving his efforts to overturn his 2020 election loss. A Florida-based federal judge in July dismissed the documents case. The Justice Department is now evaluating how to wind down Smith’s election-related case.

Trump also faces state criminal charges in Georgia over his bid to reverse his 2020 loss in that state, but the case remains in limbo.

The Supreme Court, in a decision arising from one of Smith’s two cases against Trump, decided that presidents are immune from prosecution involving their official acts and that juries cannot be presented evidence of official acts in trials over personal conduct. It marked the first time that the court recognized any degree of presidential immunity from prosecution.

In making the case for immunity, Trump’s lawyers said the jury that convicted Trump in the hush money case was shown evidence by prosecutors of his social media posts as president and heard testimony from his former aides about conversations that occurred in the White House during his 2017-2021 term.

Bragg’s office countered that the Supreme Court’s ruling has no bearing on the case, which they said concerned “wholly unofficial conduct.” The Supreme Court in its ruling found no immunity for a president’s unofficial acts.

Antenatal Care Interventions to Increase Contraceptive Use Following Birth in Low- and Middle-Income Countries: Systematic Review and Narrative Synthesis

ABSTRACTIntroduction:Health risks associated with short interpregnancy intervals, coupled with women’s desires to avoid pregnancy following childbirth, underscore the need for effective postpartum family planning programs. The antenatal period provides an opportunity to intervene; however, evidence is limited on the effectiveness of interventions aimed at reaching women in the antenatal period to increase voluntary postpartum family planning in low- and middle-income countries (LMICs). This systematic review aimed to identify and describe interventions in LMICs that attempted to increase postpartum contraceptive use via contacts with pregnant women in the antenatal period. Methods:Studies published from January 2012 to July 2022 were considered if they were conducted in LMICs, evaluated an intervention delivered during the antenatal period, were designed to affect postpartum contraceptive use, were experimental or quasi-experimental, and were published in French or English. The main outcome of interest was postpartum contraceptive use within 1 year after birth, defined as the use of any method of contraception at the time of data collection. We searched EMBASE, Global Health, and Medline and manually searched the reference lists from studies included in the full-text screening. Results:We double-screened 771 records and included 34 reports on 31 unique interventions in the review. Twenty-three studies were published from 2018 on, with 21 studies conducted in sub-Saharan Africa. Approximately half of the study designs (n=16) were randomized controlled trials, and half (n=15) were quasi-experimental. Interventions were heterogeneous. Among the 24 studies that reported on the main outcome of interest, 18 reported a positive intervention effect, with intervention recipients having greater contraceptive use in the first year postpartum. Conclusion:While the studies in this systematic review were heterogeneous, the findings suggest that interventions that included a multifaceted package of initiatives appeared to be most likely to have a positive effect.

An Extended Follow-up of Spinal Instrumentation Rescue with Cement Augmentation [CLINICAL PRACTICE]

BACKGROUND AND PURPOSE:

Percutaneous cement augmentation has been reported as an effective salvage procedure for frail patients with spinal instrumentation failure, such as screw loosening, hardware breakage, cage subsidence, and fractures within or adjacent to stabilized segments. Favorable results were reported during a median follow-up period of 16 months in a retrospective analysis of 31 consecutive procedures performed in 29 patients. In the present study, the long-term effectiveness of this treatment in avoiding or postponing revision surgery is reported.

MATERIALS AND METHODS:

Clinical and radiologic data of our original cohort of patients were retrospectively collected and reviewed to provide an extended follow-up assessment. The need for revision spinal surgery was assessed as the primary outcome, and the radiologic stability of the augmented spinal implants was considered as the secondary outcome.

RESULTS:

An extended radiologic follow-up was available in 27/29 patients with an average of 50.9 months. Overall, 18 of 27 (66.7%) patients, originally candidates for revision surgery, avoided a surgical intervention after a cement augmentation rescue procedure. In the remaining patients, the average interval between the rescue cement augmentation and the revision surgery was 22.5 months. Implant mobilization occurred in 2/27 (7.4%) patients; rod breakage, in 1/27 (3.7%); a new fracture within or adjacent to the instrumented segment occurred in 4/27 (14.8%) patients; and screw loosening at rescued levels occurred in 5/27 (18.5%) patients.

CONCLUSIONS:

In this cohort, cement augmentation rescue procedures were found to be effective in avoiding or postponing revision surgery during long-term follow-up.
