Over three million people have been infected by virus so far worldwide while in excess of two lakh individuals have lost their lives because of the pandemic. "The Badminton World Federation can confirm the suspension of the YONEX US Open 2020 set to be held 23-28 June in Fullerton, California," the BWF said in a statement. "This decision was made in close consultation and consensus with USA Badminton. BWF accepts that all relevant health, safety and logistical risks have been considered by the tournament organisers." The US Open joins a long list of events cancelled by the BWF as earlier the Swiss Open, India Open, Malaysia Open, Singapore Open and Badminton Asia Championships were called off due to the outbreak as a precautionary measure. Surekha Desale got married to Sharad Desale, a resident of Khinavali village in Sahapur taluka, in May 2016. She gave birth to a daughter in 2017 and another girl in January this year, a police official said. Since the marriage, her in-laws allegedly harassed her for dowry and later for giving birth to two daughters, while they desired a male child, he said. The woman had apparently informed her parents about the alleged harassment, the official said. Last Saturday, her in-laws called up her parents saying she was missing. Later that night, her body was found floating in a village well, he said. Based on a complaint by her brother, the police on Wednesday booked her husband, father-in-law, brother-in-law and sister-in-law under IPC Sections 304-B, (dowry death) 306 (abetment of suicide), 323 (voluntarily causing hurt), 498-A (cruelty) and 506 (criminal intimidation), he said. The option for the paid leave was made available on Monday and will last till the lockdown. Accordingly, the police top brass has directed police stations and traffic divisions to give leave to such constables. If a constable still wishes to come to work, he will be allowed to. Traffic cops are most vulnerable as their work involves highest people-to-people contact The three deaths in the Mumbai police workforce occurred within 48 hours. Wanting to save the rest of their colleagues who might be especially vulnerable, senior officers have given clear instructions. "We have given orders to police stations and traffic divisions to give leave to constables aged beyond 55 years. Pic/Ashish Raje "On Sunday, we asked for information from the headquarters about constables aged between 50 to 52, 52 to 55 and 55 to 58 years and any ailments they might have," said a senior police officer on condition of anonymity. Health experts have observed that people aged above 50 and having health issues such as diabetes, asthma and heart conditions are more susceptible to the Coronavirus. "Since the beginning of the lockdown, we had asked our senior inspectors and traffic division in-charges to assign desk duties to constables aged above 50 years, with minimal contact with outsiders," said another officer. "Yet we lost three personnel. Hence, we are enforcing the policy further to avoid more fatalities," added the officer. Deputy Commissioner of Police and spokesperson for Mumbai police, Pranaya Ashok said, "The message is loud and clear — cops aged above 50 should not be posted in hotspots or in containment zones. In fact, they should serve for tasks that involve minimum social contact. Now we are going a step forward by giving constables aged above 55 years the option to go on leave." "Enforcing law and order is our priority but saving the lives of our men is also our duty. Therefore, we have given such constables the option to stay home April 27 onwards till the end of the lockdown. A single-judge bench of Justice Ujjal Bhuyan issued the notices and sought a reply from the respondents on the petition within a period of two weeks. The petition also sought directions to conduct the trial in the case by a fast track court in an expeditious and time-bound manner, and a compensation of Rs 1 crore to the family of the driver who was killed in the incident. The plea said that there are serious allegations of commission and omission on the part of the local police personnel themselves in the brutal crime and added that it is in the interest of justice to get the investigation of the case done by any independent agency. "Directions in the nature of Mandamus to the State of Maharashtra to initiate stringent disciplinary action as well as penal action under Indian Penal Code (IPC) by way of registration of FIR, against the concerned policemen, whose acts and omissions led to the aforesaid brutal lynching," the plea said. "The brutal lynching of the old aged spiritual leaders has sent a wrong message to the society at large and thus it is in the interest of justice to direct for speedy and expeditious trial of the instant case," it said. Two sadhus and their driver, who were travelling from Kandivali in Mumbai to Gujarat, were beaten to death on April 16, allegedly by villagers in Gadchinchle of Palghar, as they suspected them of being thieves. The police discovered her body late Wednesday night after neighbours complained of a foul smell coming from her house. Shaikh shared a room with two other women, but both her roommates had gone back home because of the lockdown and she was living alone. "We found a suicide note from the residence which states that nobody is responsible for her death. She also mentioned that she was suffering from depression and frustrated due to several things. We also found a mobile phone at the house and are going through all her chats and emails,” a police officer said. Another police officer said, "On Wednesday, her neighbours complained about a foul smell coming from Shaikh's residence and that no one was opening the door. So they informed the owner of the flat who called the police. We then broke down the door and found Shaikh's body hanging from the ceiling fan." Vile Parle cops have handed over Shaikh's body to her mother who stays in Colaba. An accidental death has been registered and further investigation is on. ends All's well that ends well By www.mid-day.com Published On :: 4 May 2020 02:14:27 GMT In giving Chief Minister Uddhav Thackeray a new lease of life in the CM's office by way of asking the Election Commission of India (ECI) to hold legislative council polls, the Bharatiya Janata Party (BJP) has kept the battle between the state government and governor raging. A timely request made to Prime Minister Narendra Modi has helped the CM survive a chair scare, and his party has profusely thanked the Centre for facilitating the legislative council's biennial elections. However, the Sena and its Maha Vikas Aghadi (MVA) partners have been forced to accept that the Raj Bhavan holds the ultimate right to reject the Cabinet's recommendation, that the CM be made a legislator under the governor's quota, in the circumstances he (the governor) found fit for refusal. The BJP has also averted a situation wherein it could have been blamed by the people for playing 'brutal' politics by collapsing the government in the time of a grave health crisis. A game fixed?The events that finally led to the CM's relief seemed to be orchestrated delicately. Actually, the Sena offered it on a platter to the BJP which created a pressure cooker-like situation, in which the rival teams ended up doing the unexpected. The verdict in this game is varied. For some, the Sena has won. For some, the BJP is the victor because it hurt Sena's pride. But people in the know say the game was fixed at the last moment to appear like a tie, and insist that the next rounds of the game will be rather interesting. The Raj Bhavan should be elated because it was converted into an execution hub with its control strings being manoeuvred in New Delhi, which also honoured Bhagat Singh Koshyari's consistent say. The state BJP leaders who are alleged to be hand-in-glove with the Raj Bhavan may also have a reason to feel somewhat contented because they were able to get even with the Sena, if not successful in completely decimating a friend-turned-foe. With its West Bengal and Delhi counterparts already in the news, Maharashtra's Raj Bhavan shot into the limelight after a decade, since it installed the BJP's 'sunrise' government late last year. The government fell in three days because the coalition didn't have the numbers, and the Supreme Court acted very swiftly to direct the conduct of proceedings that went against the BJP's plan. And then Uddhav became the first from the Thackeray family, to govern the state directly from the CMO, and his son Aaditya also achieved yet another first for the family, when he got elected as an MLA. A period of six months since then has set many precedents like formation of an axis of three parties that are ideologically so different. All seats available in the council of ministers were filled, though it perhaps isn't the first in the state's political history, but it surely was an aberration because it hadn't happened in the recent past. However, most of the precedents were set in the past one month. The CM, unlike some of his predecessors, chose to not contest Council polls that were held after he assumed the office, or asked a party MLA to vacate a seat for him by facilitating a by-election for him. The unexpected novel Coronavirus pandemic compounded the CM's political difficulties when the biennial elections were deferred in the wake of the health scare. If pandemic-related eventualities are considered, then, ifs and buts shouldn't really hold ground to blame the CM for making wrong decisions. Left with no option, the Cabinet twice recommended twice Thackeray for the governor's quota, but the governor refused citing a similar denial in December. So far, a governor's nominee hadn't become a CM. And here, the BJP seemed to have trapped the Sena tiger. But Thackeray, maybe prompted by his friends in the BJP, relied on an all-effective hotline to PM Modi. Writing on the CM's prospects of making to the legislature in the previous column, I had said that a lot would depend on how much Thackeray has been able to covertly repair the fracture that upset the Sena-BJP applecart six months ago. We will have to see how the BJP-Sena relationship shapes up in the future. More precedents setFew other precedents we set after the PM-CM talks. The political veterans haven't recalled any occasion when the Raj Bhavan recommended to the ECI, the holding of Assembly or Council elections. They haven't dug out a trace of political parties asking the governor to make such a recommendation to the ECI. This time, not only the Congress and Nationalist Congress Party, but the CM also petitioned the governor in this regard. If that was not enough, the Maharashtra Chief Secretary voluntarily assured the ECI that the state machinery was well-equipped to hold the polls for which the candidates and 288 MLAs should be travelling to Mumbai, to file nominations and vote in the lockdown or lockdown-like situation. All this happened in just one day. To top it all, the ECI convened an emergency meeting next morning with its chief participating from abroad. Within hours, the elections were scheduled. It is anybody's guess why events took such dramatic turns overnight. So, can we say all is well that ends well? Well, we may say so when we're fighting a deadly pandemic which has its epicentre in Maharashtra, especially Mumbai, which is the country's powerhouse. It seems the political foes who share ideology have put aside the differences in bad times. Henceforth, we would like the CM and PM to talk frequently to ensure public good. Politics can wait. The actor was undergoing treatment for Neuroendocrine cancer and was admitted at Mumbai's Kokilaben Dhirubhai Ambani Hospital on Tuesday due to a colon infection. The actor was buried at the Versova kabristan in Mumbai at 3 pm on Wednesday in the presence of his family, close relatives and friends. Irrfan Khan's mortal remains being taken to Versova Kabristan. In 2018, Irrfan was diagnosed with neuroendocrine tumour and was undergoing treatment for the same. Saheb Biwi Aur Gangster Returns director Tigmanshu Dhulia was spotted at the hospital as well. Tigmanshu Dhulia at the hospital Shoojit Sircar, with whom Irrfan had worked in the blockbuster hit Piku, also visited the hospital. Mourning his loss, the director had earlier tweeted, "My dear friend Irfaan. You fought and fought and fought. I will always be proud of you.. we shall meet again.. condolences to Sutapa and Babil.. you too fought, Sutapa you gave everything possible in this fight. Peace and Om shanti. Irfaan Khan salute (sic). Shoojit Sircar at the hospital An official statement regarding Irrfan's demise read, "'I trust, I have surrendered', these were the words that Irrfan expressed in a heartfelt note he wrote in 2018 opening up about his fight with cancer. And a man of few words and an actor of silent expressions with his deep eyes and his memorable actions on screen. It's saddening that this day, we have to bring forward the news of him passing away..." The statement further read, "Irrfan was a strong soul, someone who fought till the very end and always inspired everyone who came close to him. After having been struck by lightning in 2018 with the news of a rare cancer, he took life soon after as it came and he fought the many battles that came with it. Surrounded by his love, his family for whom he most cared about, he left for heavenly abode, leaving behind truly a legacy of his own. We all pray and hope that he is at peace. And to resonate and part with his words he had said, 'As if I was tasting life for the first time, the magical side of it (sic).'" Irrfan Khan, who made his debut with a small role in Mira Nair's Salaam Bombay in 1988 was known for his performances in Maqbool, The Namesake, A Mighty Heart, Paan Singh Tomar, Life of Pi, The Lunchbox, Haider, Gunday, Piku, Talvar, and Hindi Medium, amongst others. Researchers from the Institute For Operations Research And The Management Sciences suggested that when employers foster an office environment that supports positive, social relationships between women coworkers, especially in primarily male dominated organisations, then they are less likely to experience conflict among women employees. Study author Jenifer Merluzzi from George Washington University conducted the study. The team surveyed 145 management-level employees regarding workplace dynamics at two large U.S. firms that were primarily male-dominated environments, with women representing less than one-third of the workforce. They found that while men and women are equally likely to cite having a difficult co-worker, compared to men, women are more likely to cite another woman as a difficult co-worker than they are to cite a man, or not cite anyone. However, this tendency is reduced among women who cite having more women coworkers for social support and friendship at work. Knowing that unique gendered network characteristics such as the gender compositions of an employee's social support at work were associated with negative ties can help organisational leaders anticipate potential trouble spots within their firms where gendered conflict may erupt. "Understanding the relational side of conflict also bears practical importance as companies increasingly organise using diverse teams, heightening the reliance on informal ties between and within gender to get work accomplished,' Merluzzi noted. ends MHA extends lockdown for 2 weeks, lists 130 districts as Red Zone By www.mid-day.com Published On :: 2 May 2020 04:36:12 GMT The government on Friday announced that a "limited" lockdown, including suspension of inter-state travel, air and train services, will continue to remain in force for another two weeks throughout the country from May 4 but some activities would be allowed after classifying areas into Red, Orange and Green zones. The government order, which announced extension of the lockdown invoking the Disaster Management Act, said a limited number of activities would remain prohibited throughout the country, irrespective of the zone. These prohibited activities include travel by air, rail, Metro and inter-state movement by road, running of schools, colleges, and other educational and training hospitality services, cinema halls, malls, gymnasiums and sports complexes. All social, political, cultural and other kinds of gatherings and religious places or places of worship for public will also remain shut, the order said but added that movement of persons by air, rail and road is allowed for select purposes, and for purposes as permitted by MHA. The home ministry also issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into new zones with Red signifying a hotspot. Pic/PTI Divided into zones The Union health ministry has listed 130 districts in the country in red zone, 284 in orange zone and 319 in green zone on the basis of incidence of cases of COVID-19, doubling rate, extent of testing and surveillance feedback. This classification of districts is to be followed by states and UTs till a week post May 3, when the second phase of lockdown will end, for containment operations. The list will be revised on a weekly basis or earlier and communicated to states for further follow-up action. Metropolitan cities like Mumbai, Delhi, Kolkata, Hyderabad, Pune, Bengaluru and Ahmedabad have been designated as red zones in the new classification. Zone assessment erroneous: Bengal West Bengal Principal Secretary (Health), Vivek Kumar has written to Union Health Secretary, Preeti Sudan, calling the Centre's assessment of 10 red zones in the state "erroneous". Kumar said in a letter that there are only four red zones — Kolkata, Howrah, North-24 Paraganas and Purba Medinipur. "With regard to the presentation made in the cabinet secretary's video conference with the states, 10 districts were shown in the red zone. This is an erroneous assessment," the letter said. K'taka cases rise; WB asks clinics to open up The COVID-19 total in Karnataka rose to 576 with the addition of 11 new cases, the health department said on Friday. "Eleven new positive cases have been reported from last evening to this noon... Till date, 576 COVID-19 positive cases have been confirmed," it said. Wearing of facial mask in public and work spaces has been made compulsory in the city with violations to attract penalty of Rs 1,000 for first time as part of measures to fight COVID-19. The NGT has directed LG Polymers, India, at whose plant the gas leakage occurred, to forthwith deposit an initial amount of Rs 50 crore taking note of damages caused due to the incident. Further hearing in the matter is scheduled for May 18. On Thursday, a styrene gas leak at the plant of LG Polymers in RR Venkatapuram village in Visakhapatnam district of Andhra Pradesh had claimed 11 lives. NGT's principal bench headed by its Chairperson AK Goel also issued notice to Andhra Pradesh Pollution Control Board (PCB) and District Magistrate of Vishakhapatnam. The Tribunal has also sought a report from a 5-member committee comprising former Judge of Andhra Pradesh High Court, Justice B Seshasayana Reddy, Former Vice-Chancellor of Andhra University, Professor Ch V Rama Chandra Murthy, Head of Chemical Engineering Department of Andhra University, Professor Pulipati King, CPCB Member Secretary and Director of CSIR-Indian Institute of Chemical Technology. NGT said that the committee may visit and inspect the site at the earliest and give its report before the next date via email and site visit may be initially conducted by members available locally in consideration with outside members online. It said that the committee may specifically report on the sequence of events, causes of failure, the extent of damage to life, human and environment, steps to be taken for compensation of victims and restitution of the damaged property among others. The bench has directed the District Magistrate of Vishakhapatnam and Regional Office of Andhra Pradesh PCB to provide logistic support to the Committee to enable their fact-finding and reporting. It took suo-motu cognisance on the basis of media reports on the leakage of hazardous gas, Styrene from a chemical factory owned by the South Korean company LG Polymers. The incident has caused damage to the environment and habitat. Styrene gas is a hazardous chemical and as per rules, it requires on-site and off-site emergency plans to ensure prevention of damage. NGT noted that there appears to be a failure to comply with the rules and other statutory provisions and leakage of hazardous gas at such a scale adversely affecting public health and environment clearly attracts the principle of 'Strict Liability' against the enterprise engaged in a hazardous or inherently dangerous industry. "Such an entity is liable to restore the damage caused under the Environment Law, apart from other statutory liability. The statutory authorities responsible for authorizing and regulating such activities may also be accountable for their lapses, if any, in dealing with the matter," the NGT said. Stressing that it is necessary to ascertain the facts relating to the extent of damage, the extent of the failure and consider remedial measures, the bench listed the matter for May 18 for further hearing. The deceased identified as Rohit Bapurao Patil (28), hails from Dhule and was residing at Green society in Wakad. Patil was an electrical engineer who later took up computer courses and was working with a reputed IT company in Pune. Senior Inspector Satish Mane of Wakad police station said, "Rohit was suffering from a psychological disorder known as schizophrenia and was undergoing treatment for it. He was unmarried and stayed in Pune with his elder brother Yogesh (37) and sister-in-law. " "The incident took place on Thursday around 12.30 pm in the afternoon when he jumped off the 12th floor of the housing society where he resided. We rushed him to the hospital but he was declared dead on arrival. Further investigation is currently underway," he added. The Wakad police have filed the case of suicide and probing the case further. In another incident, a man in his 60s allegedly committed suicide on Saturday by jumping in front of a moving train at the Tilak Nagar station on the Blue Line of the Delhi Metro Rail Corporation (DMRC), police said. The victim jumped in front of the train heading towards Dwarka around 10:40 am, a DMRC spokesperson said, adding that services were briefly delayed on the Blue Line that connects Dwarka in Delhi to Noida. "An elderly man, about 65, jumped in front of a metro train at Tilak Nagar metro station. He was taken to the Deen Dayal Upadhyay Hospital, where he was declared brought dead," Deputy Commissioner of Police (Metro) Mohammed Ali said. Efforts are underway to ascertain the identity of the deceased, Ali added. On Wednesday, Sita Ram Arora, an elderly resident of Ramesh Nagar, had allegedly committed suicide by jumping in front of a moving train at the Ramesh Nagar metro station on the Blue Line.
