This study analyses publicly-mobilised private finance for climate action in South Africa, between 2010 and 2015. The mobilisation effect of public climate finance on private finance is estimated through an analysis and attribution of project-level co-finance data. A pilot-methodology then expands the analysis to also incorporate the mobilisation effect of financial support in two sectors: renewable energy and energy efficiency.

The OECD organised a number of events focused on key aspects of the negotiations: side events on tracking private climate finance, establishing and understanding post-2020 mitigation commitments, and credible policies to achieve climate targets and mobilise private finance. The OECD also convened a High Level Breakfast addressing the issues around long-term investment and green infrastructure.

I would like to thank the Polish Delegation for organising this meeting. We only have six months left before the Paris COP21, where we must strive to achieve a historic deal, so it is absolutely necessary that we intensify our debates about the right energy model for a brighter future.

This OECD-UNEP COP21 session will explore whether the governance of institutional investments, including in particular any applicable fiduciary standards, adequately considers climate change-related risks and green finance opportunities, and whether guidelines may be needed in this area to support investment decision-making.
