Summer camp capitalism

Summer camp is a classic rite of passage in the U.S. It's a place of self-discovery, where kids come to make new friends and take on new challenges. But what if it were ALSO a place where children came to learn how to survive in a free market economy?

That's part of the idea behind a summer camp at JA BizTown, in Portland, Oregon. Kids at the camp run tiny fake businesses in a tiny fake town. There are retail stores and restaurants, insurance companies and power utilities. As camp begins, a gaggle of child CEOs take out business loans from their peers in the tiny fake banking industry – and they spend the day racing to run their businesses profitably enough to get out of debt before pickup time.

On today's show, Planet Money takes a romp through capitalism summer camp. Will the children of BizTown be able to make ends meet and pay back their loans to the banks? Or will a string of defaults send this dollhouse economy into financial collapse? It's Shark Tank meets Lord of the Flies.

OSCE High Commissioner on National Minorities holds fifth regional summer school on multilingual and multicultural education in Central Asia

A week-long regional summer school on multilingual and multicultural education was held from 10 July to 16 July 2016 in Cholponata in Kyrgyzstan - the fifth regional summer school organized as part of the OSCE High Commissioner on National Minorities’ (HCNM) Central Asia Education Programme.

Organized by the HCNM in co-operation with Kyrgyzstan’s Ministry of Education and Science, UNICEF and the Office of the UN High Commissioner on Human Rights in Kyrgyzstan, the summer school brought together 86 participants representing education institutions of the Central Asian States and of the wider region, including teacher trainers, methodological experts, university and pilot school managers and teachers, as well as international experts.

The summer school was aimed at providing practical expert support to further develop the capacity of education authorities and practitioners within multilingual and multicultural education.

Opening the summer school, Deputy Minister of Education of Kyrgyzstan Toktobubu Ashymbaeva highlighted the important role of the teacher in multilingual education programmes.

During the week, participants discussed pre-service and in-service teacher training, as well as facilitating the implementation of multilingual education programmes. Participants also developed training materials aimed at monitoring and evaluating multilingual and multicultural education programmes. As a result, eleven thematic materials were developed with the aim to further adapt them for practical use within the education institutions of the region.

Flera Saifulina, Head of the National Education Department of the Ministry of Education and Science of the Republic of Tatarstan in the Russian Federation, found that the diverse forms of activities enabled participants to express their opinions, raise concerns and receive comprehensive answers from fellow experts. She also expressed satisfaction to see how education is used for the integration of societies in the Central Asian countries.

Tatiana Aderikhina, Co-ordinator of Education and Child Protection Issues at UNICEF Kazakhstan, said: “I am glad that the cooperation between HCNM and UNICEF Kyrgyzstan continues as it brings synergies and benefits the target country.”

Zaiyrbek Ergeshev, representative of the Department of the Ethnic and Religious Issues of the Presidential Administration of Kyrgyzstan, concluded that multilingual and multicultural education is an important factor for forming a civic identity.

Since 2012, the High Commissioner has been implementing the Central Asia Education Programme, aimed at promoting multilingual and multicultural education and developing bilateral and multilateral co‑operation in the region to improve the education of national minorities and promote the integration of society.

The OSCE Project Co-ordinator in Ukraine invites the representatives of legal academia of Ukraine to participate in the “Summer School on General Legal Theory and Teaching Methodology”. The summer school will be held in Ivano-Frankivsk region from 15 to 19 August 2016.

Leading Ukrainian and international experts in the fields of general legal theory and teaching methodology have been invited to conduct the summer school.

This activity is organized under the Project “Improving Legal and Human Rights Education in Ukraine” aimed to create necessary conditions for strengthening the capacity of legal academia to teach legal disciplines aimed at training future lawyers to respect, protect and promote human rights and support proper functioning of human rights protection mechanisms.

Teachers of general legal theory are primarily invited to participate in the summer school; the applications will be reviewed on a competitive basis. All the applicants should send a CV and an essay stating personal and professional interest of participation in the summer school (length: up to 2 pages of printed text, font: Times New Roman 14, spacing: 1.5, margins: right – 1, left – 3, top and bottom – 2) until 25 July 2016 inclusive via email to osce.school@gmail.com.

The selected participants from other cities will be reimbursed for travel expenses to and from the venue of the summer school in Ivano-Frankivsk region within a “coupe” or 2nd class of “Intercity” fare. Accommodation and meals will be provided by the organizers. Successful participants will be additionally informed about the exact venue of the summer school.

Summer of the military draft: What the U.S. government and think tanks are planning and why

How did this suddenly become the summer of “the draft”?

There are a number of proposals in the annual defense policy bill (National Defense Authorization Act, NDAA) that deal with the subject. There is one to expand Selective Service registration to women. Another that would make Selective Service registration for American men "automatic."

Still another proposed amendment to the NDAA, which has also been introduced as a freestanding bill, S. 4881, would repeal the Military Selective Service Act entirely. Meanwhile, the Center for a New American Security just published an exhaustive blueprint for modernizing mobilization, including readiness to activate conscription.

All this talk has compelled “fact checkers” to insist that no, the U.S. government isn’t suddenly "laying the groundwork" for a draft.

But saying the U.S. isn’t preparing for a draft is like saying it isn’t preparing for nuclear war. Just as the Department of Defense is tasked with maintaining readiness to initiate nuclear strikes whenever the Commander-In-Chief so orders, the Selective Service System has the sole mission of maintaining readiness to hold a draft lottery within five days and start selecting draftees and sending out notices to report for induction whenever Congress and the President so order.

As such, there are currently ten thousand draft board members who have been appointed and trained to adjudicate claims for deferment or exemption. As recently as this month, states have been openly seeking volunteers to fill empty slots. And both the SSS and hawkish think-tanks have been war-gaming the government’s contingency plans to activate a draft.

There’s room for argument about how likely it is that the U.S. would launch nuclear missiles or activate a draft. But there’s no question that it’s planning and preparing for both, as it has been for decades. It would seem that after years of atrophy, the government is stepping up its attention to military mobilization and readiness for a draft.

Maybe it’s time to ask whether more easy and efficient ways of tapping into human capital for war make it easier to get into one and whether it is in our best interest to do so.
