Republicans in the US Senate have introduced legislation to inject more than $1tn of fiscal stimulus into the economy as it grapples with the coronavirus outbreak. Sir Paul Tucker, the former deputy governor of the Bank of England and current chair of the Systemic Risk Council, says it’s time for policymakers and bankers to prepare for a wartime setting if conditions deteriorate. Plus, the only US drugmaker that makes a potential treatment for the coronavirus raised the price nearly 100 per cent in January as the outbreak wreaked havoc in China.

Out of an abundance of caution, the Library of Congress announced today that all Library of Congress buildings and facilities will be closed to the public starting at 5 p.m. today until Thursday, April 1, 2020 at 8 a.m. to reduce the risk of transmitting COVID-19 coronavirus.

Library employees, contractors, authorized visitors and other credentialed Capitol Hill staff will continue to have access to the buildings. During the closure, all Library-sponsored public programs are postponed or cancelled through the end of March.

The Law Library of Congress is proud to present the report, Limits on Freedom of Expression.

This report examines the scope of protection extended to freedom of speech in 13 selected countries. In particular, the report focuses on the limits of protection that may apply to the right to interrupt or affect in any other way public speech. The report also addresses the availability of mechanisms to control foreign broadcasters working on behalf of foreign governments. The terms “freedom of speech” and “freedom of expression” as used in this report are interchangeable.

Cheap and easy to make, perovskite minerals have become the wonder material of solar energy. Now, scientists are turning from using perovskites to capture light to using them to emit it. Staff Writer Robert Service joins host Sarah Crespi to talk about using these minerals in all kinds of light-emitting diodes, from cellphones to flat screen TVs. Read the related paper in Science Advances. Also this week, Sarah talks with Caitlin Thurber, a biologist at Nassau Community College in Garden City, New York, about a hard limit on human endurance. Her group used data from transcontinental racers—who ran 957 kilometers over the course of 20 weeks—and found that after about 100 days, their metabolism settled in at about 2.5 times the baseline rate, suggesting a hard limit on human endurance at long timescales. Earlier studies based on the 23-day Tour de France found much higher levels of energy expenditure, in the four- to five-times-baseline range.
