High dimensional expanders is a vibrant emerging field of study. Nevertheless, the only known construction of bounded degree high dimensional expanders is based on Ramanujan complexes, whereas one dimensional bounded degree expanders are abundant.

In this work, we construct new families of bounded degree high dimensional expanders obeying the local spectral expansion property. This property has a number of important consequences, including geometric overlapping, fast mixing of high dimensional random walks, agreement testing and agreement expansion. Our construction also yields new families of expander graphs which are close to the Ramanujan bound, i.e., their spectral gap is close to optimal.

The construction is quite elementary and it is presented in a self contained manner; This is in contrary to the highly involved previously known construction of the Ramanujan complexes. The construction is also very symmetric (such symmetry properties are not known for Ramanujan complexes) ; The symmetry of the construction could be used, for example, in order to obtain good symmetric LDPC codes that were previously based on Ramanujan graphs.

The main tool that we use for is the theory of coset geometries. Coset geometries arose as a tool for studying finite simple groups. Here, we show that coset geometries arise in a very natural manner for groups of elementary matrices over any finitely generated algebra over a commutative unital ring. In other words, we show that such groups act simply transitively on the top dimensional face of a pure, partite, clique complex.

A method, apparatus, and system for switching from an existing target end device to a next target end device in a multi-expander storage topology by using Fast Context Switching. The method enhances Fast Context Switching by allowing Fast Context Switching to reuse or extend part of an existing connection path to an end device directly attached to a remote expander. The method can include reusing or extending at least a partial path of an established connection between an initiator and the existing target end device for a connection between the initiator and the next target end device, whereby the existing target end device and the next target end device are locally attached to different expanders.

Just over a week ago, Bernie Sanders seemed to be the front-runner for the Democratic nomination. Then came some prominent withdrawals from the race, and, on Super Tuesday, the resurgence of Joe Biden’s campaign. (Tulsi Gabbard of Hawaii remains in the race, but has no chance of winning the nomination.) But the narrowing of the field only highlights the gulf between the Party’s moderate center and its energized Left.  David Remnick talks with Amy Davidson Sorkin, a political columnist for The New Yorker, about the possibility of a contested Convention. Then Remnick interviews Michael Kazin, an historian and the co-editor of Dissent magazine. Kazin points out that Sanders is struggling against a headwind: even voters sympathetic to democratic socialism may vote for a pragmatist if they think Biden is more likely to beat the incumbent President in November. But Sanders seems unlikely to moderate his message. “There is a problem,” Kazin tells David Remnick. “A divided party—a party that’s divided at the Convention—never has won in American politics.”

Het aantal officieel gerapporteerde doden door het coronavirus steeg vandaag met 63. Dat zijn er iets minder dan gisteren, toen er 71 doden werden gemeld. In totaal zijn er in Nederland nu 5422 mensen overleden van wie bekend is dat dit verband houdt met covid-19, de ziekte die door het virus wordt veroorzaakt. Het algemene beeld blijft volgens het RIVM dat de maatregelen in Nederland werken.

Om te kunnen beoordelen of de verspreiding van corona inderdaad in Nederland aan het afnemen is, kijkt het instituut vooral naar de nieuwe ziekenhuisopnames. Vandaag zijn 58 nieuwe opnames gemeld. Dat is iets meer dan de afgelopen drie dagen, maar de algemene trend blijft omlaag. Gisteren lagen er nog 1753 coronapatiënten in het ziekenhuis, van de ruim 11.000 mensen die in de loop van de crisis opgenomen zijn geweest.

Het RIVM telt daarbij alleen nog de opnames mee van mensen die vanwege ernstige covid-klachten in het ziekenhuis terechtkomen, en niet van patiënten die om een andere reden worden opgenomen en van wie bij een test vervolgens blijkt dat ze ook covid hebben. Dat laatste gebeurt sinds 1 mei steeds vaker, omdat de ziekenhuizen steeds meer ruimte krijgen voor de overige zorg en ook steeds vaker testen.

Het RIVM wijst erop dat de dagelijks gemelde cijfers kunnen achterlopen: sterfgevallen worden soms pas na een aantal dagen doorgegeven door de GGD'en. Als dat op sommige dagen meer gebeurt dan gebruikelijk, ontstaan er pieken in de grafiek die het beeld vertekenen. Op weekenddagen kan de vertraging extra groot zijn.

Het instituut telt dus alleen overledenen mee die positief zijn getest op het coronavirus. Het CBS publiceert wekelijks cijfers die een indruk geven van het mogelijke aantal 'verborgen' coronadoden. Op het hoogtepunt van de crisis, begin april, (de weken 14 en 15) bleek dat de 'oversterfte' waarschijnlijk twee keer hoger was dan het officiële dodental van het RIVM.

In de weken daarna is dat verschil steeds kleiner geworden. In de laatste week waarover cijfers beschikbaar zijn (week 17, de laatste volle week van april) is er zelfs nauwelijks nog verschil, al is de 'oversterfte' zoals gemeld door het CBS nog wel groter dan het RIVM-dodental.

Het RIVM kan deze ontwikkeling nog niet helemaal verklaren. Een van de zaken die een rol kunnen spelen is dat er in de loop van april steeds meer kon worden getest, zodat er meer overlijdens officieel aan covid-19 konden worden gekoppeld dan voorheen.

De daling van het aantal coronapatiënten op de intensivecareafdelingen zette ook door. Tot 10.00 uur vanmorgen waren er 541 bezette bedden; 23 minder dan een dag eerder. Op Duitse IC's liggen ook steeds minder patiënten uit Nederland. Dat zijn er nog 15, tegenover 58 een maand geleden.

Een belangrijk voordeel van de aanhoudende daling van de 'coronabedden' op IC's is ook dat er weer steeds meer zorg kan worden geleverd aan mensen die andere aandoeningen hebben. Dat worden er weer steeds meer op de intensive cares; inmiddels liggen er daar ook 450 'niet-covidpatiënten'.

Voorzitter Ernst Kuipers van het Landelijke Netwerk Acute Zorg waarschuwt wel: "Een goede naleving van de maatregelen en monitoring van het aantal nieuwe infecties blijft erg belangrijk. Want we moeten de non-covid-zorg nu weer met urgentie oppakken en de overcapaciteit op de IC's is nog altijd gering."

The clock began to run only when the insurance company actually received the insured's complaint, not when its statutorily designated agent did.

(California Court of Appeal) - Reversed a $950 sanction imposed on a deputy public defender for violating a reciprocal discovery order by failing to disclose statements taken from a witness. Concluded that there was no discovery violation under the circumstances here.

The wholesaler delivered magazines to retail stores and it alleged that when it tried to impose a surcharge on the publishers in 2009, they conspired to boycott and drive the wholesaler out of business. On appeal, the Second Circuit found that the wholesaler had presented insufficient evidence of a boycott scheme to survive summary judgment. The panel also affirmed summary judgment against the publishers' counterclaims.
