Monday's fat stack of news also includes some views about what to do about drought and Western water supplies.

The New York Times has published six answers to the questions "What are the best ways to share the water? And how can we ensure it lasts for the foreseeable future?" Pat Mulroy, former general manager of the Southern Nevada Water Authority, weighs in, as do several other think tankers:

[N]ew energy and fuel production options have become more water intensive. Unconventional oil and gas production methods such as hydraulic fracturing have significant implications for local and regional water quality and quantity. Bioenergy consumes water at various stages of production (including irrigation for crops) and also has impacts on water quality and quantity...We should be pursuing cleaner energy and streamlined approaches to conserving water in order to truly safeguard our water supply. Mitt Romney Proposes Hazard Pay Plan For Essential Workers

Sen. Mitt Romney is proposing a way for workers in front-line and essential jobs to get a temporary pay bump during the COVID-19 pandemic.

Released on Friday, Patriot Pay is a proposal from the Utah senator and 2012 Republican presidential candidate aimed at providing bonus pay — up to $12 an hour on top of normal wages — for employees in eligible jobs. The increase would extend through May, June and July and would be paid out by employers and the federal government via a payroll tax credit.

Workers in industries designated by Congress and the Department of Labor as essential, including hospitals, grocery stores and health manufacturing, could qualify for the hazard pay, according to a one-page summary of Patriot Pay.

"Health care professionals, grocery store workers, food processors, and many others — the unsung patriots on the frontline of this pandemic — every day risk their safety for the health and well-being of our country, and they deserve our unwavering support," Romney said in press release announcing the plan. "Patriot Pay is a way for us to reward our essential workers as they continue to keep Americans safe, healthy, and fed."

Romney is not the only lawmaker to propose a form of hazard pay for essential employees.

Last month, Senate Democrats revealed their own proposal — a federal fund offering payments of up to $25,ooo, or $13 an hour and retroactive compensation for qualifying workers dating back to late January, when the public health emergency was first declared.

Their plan also proposes a one-time payment of $15,000 to draw new workers into essential fields.

Sen. Bernie Sanders has also called for some form of hazard pay.

Unlike the Democratic proposal however, Romney's plan opts to offer employers a refundable payroll tax credit for paying out the bonuses to eligible employees. The plan states that employers would be refunded for up to three-quarters of hazard pay bonuses to employees making less than $90,000 a year.

"This form of hazard pay would complement, not replace, an employer's responsibility to pay their workers — it is designed to quadruple any bonuses an employer gives to essential workers," Romney's office said.

How Director Eliza Hittman’s Journey To Pregnancy Centers In Rural America Inspired Her New Film ‘Never Rarely Sometimes Always’

The film “Never Rarely Sometimes Always” was slated for a theatrical release in March, but due to COVID-19 screenings were postponed. Instead, the film is out on digital this week, currently sporting a 98 percent rating on Rotten Tomatoes and receiving critical acclaim both here on FilmWeek and nationwide as one of the best films of 2020 so far.

Writer-director Eliza Hittman’s third feature-length film is about two teenage girls Skylar (Talia Ryder) and Autumn (Sidney Flanagan) from rural Pennsylvania who travel to New York City for medical help after an unplanned pregnancy. Hittman says the idea for the film came to her when she read in a book about how some women in Ireland, which up until recently had very strict laws against abortions, would travel from Ireland to London in 24 hours just to get a procedure. It struck her as worthy of a screenplay, and the idea was born. As part of her research for the film Hittman went to a small coal-mining community in rural Pennsylvania and, even though she wasn’t pregnant, visited pregnancy centers, got tested, and talked with women getting treatment and counseling so she could, as she says, “write the scenes with credibility.”

Today on FilmWeek, we’ll air “The Frame” host John Horn’s interview with “Never Rarely Sometimes Always” director Eliza Hittman where the two discuss how Hittman came up with the idea for the film, her journey to rural America to find out what visiting pregnancy centers there is like, and how that informed the way she conceived and wrote the film.

A recent study shows that the total weight of litter found in these sensitive areas often equals, and even exceeds, that of the animals that live there. This work can provide a baseline for assessments of the impact of deep sea marine litter and to inform future policy reforms, the researchers suggest.

A cache of exquisitely preserved bones, found in a coal mine in the state of Gujarat, India, appear to be the most primitive primate bones yet discovered, according to an analysis led by researchers from The Johns Hopkins University and Des Moines University. Alien invasive species leave European mariculture areas aboard pieces of anthropogenic litter

Areas of mariculture — where marine organisms are cultivated for food — have been identified as important source areas for the dispersal of invasive alien species (IAS) via artificial floating litter. In order to identify IAS at high risk of dispersal via this method, researchers have analysed fouled anthropogenic litter sampled on beaches in two important European mariculture areas. Overall, the team detected eight aquaculture-related IAS attached to anthropogenic litter. All of these species are well adapted to rafting on artificial surfaces and have high potential to disperse in this way, suggesting that they are suitable candidates for closer monitoring and policy action in the future.

Plastic litter can pass on pollutants and chemical additives to marine wildlife

New research has provided the first conclusive evidence that microplastics ingested by marine wildlife can transfer toxic pollutants to their tissues. The researchers studied lugworms fed on PVC particles contaminated with either widespread marine pollutants or plastic additives and found that these 'earthworms of the sea' absorbed the chemicals into their gut tissue, which reduced their ability to perform essential functions.
