One of the most peculiar aspects of realising that you are LGBTQ is the loneliness. Your immediate family is unlikely to belong to the minority you may feel you have been arbitrarily parachuted into. You may be fortunate that they have supportive attitudes; many are not. The odds are that you have heard derogatory terms about LGBTQ people thrown around the playground not once or twice but like confetti. On TV and film screens, on advertising billboards, in magazines and in books, society’s expectations about settling down with someone of a different gender will bellow at you. You may struggle to come out to yourself, let alone anyone else, and fear judgment and rejection.

That is why major cultural events, such as the first same-sex performance on ITV’s Dancing on Ice last night, are so important: they can be lifelines for the closeted, whether they are aged 13 or 78. Acceptance for LGBTQ people struggling with their sexuality is like water to a sponge: anything that showcases and values our existence has a profound impact. That’s why H from Steps – one half of the couple – told the judges that it was emotional, in part because “it means so much to so many people and the world is ready for this”. It’s why the actor John Barrowman broke down in tears “because of seeing two men who represent someone who is like me and to skate as well as you did”. What’s all the fuss, the usual suspects will cry, but it matters precisely because society, and particularly currently emboldened bigots, makes such a fuss about anyone who deviates from a heterosexual norm.

The Department’s Civil Rights Division held a conference today titled 2009 Title VI Conference: Celebrating the 45th Anniversary of the Legislation and Exploring Current Issues in Enforcement at the FDIC Conference Center in Arlington, Va. Approximately 400 representatives from federal, state and local agencies, community organizations and advocacy groups gathered to share new ideas and discuss trends in Title VI enforcement.

“The history of the Environment and Natural Resources Division reminds us of the importance of our nation’s public lands and natural resources to the development of this country, and the important role of the division in protecting these resources for future generations,” said Attorney General Holder.

"Today, the Division is bringing its expertise to help our nation meet new challenges, such as addressing the carbon pollution that threatens our climate."

"Today, as we commemorate Black History Month, we strengthen an important American tradition," said Attorney General Holder.

"As today’s program points out, for more than half a century, Americans have come together during Black History Month to reflect on how far our nation and, especially our African-American communities, have traveled on the long road toward equality and freedom," said Attorney General Holder.

"Over the last decade, you have redefined statistics, expectations, and, most importantly, possibilities for students across this city," said Attorney General Holder.

"Here, in the church that Reverend King called his home, and in houses of worship across America – his spirit lives," said Attorney General Holder.

"Each February – since Black History Month was established more than half a century ago – we rededicate ourselves to racial and social equality; to the work of ensuring economic opportunity; and to the values that have defined and strengthened our nation: tolerance; compassion; and – above all – justice."

"Each year, as we commemorate Black History Month, we are called to reconnect – and to rededicate ourselves – to the principles at the core of all that we stand for, and all that we fight for, in this Department."

"It was here that I first learned to be a lawyer; where I learned my most important lessons about law and public service; and where I learned something that all of you already know: that the small steps we take in service can create giant leaps of difference."

"Sunshine Week is an important week for those of us who believe that government works best when the country knows what its government is doing. The Justice Department today celebrated the 25th anniversary of the 1986 amendments to the False Claims Act. The False Claims Act has been called the single most important tool that American taxpayers have to recover funds when false claims are made to the federal government, including health care fraud, mortgage fraud, and procurement fraud.

"Throughout this month, Americans of all races and backgrounds are called upon to reconnect with one another – and to rededicate ourselves to the principles that lie at the core of everything that we must stand for – and, in particular, all that we fight for here at the Department of Justice," said Attorney General Holder.

"Today and throughout the week, we have an important opportunity to showcase and celebrate the progress that’s been made here at the Department – and all across the federal government – in realizing the promise of the Freedom of Information Act," said Attorney General Holder.

"Across the Administration, we’re working in a range of other innovative ways to achieve fairness and expand opportunity – from successfully advocating for the reduction of the unfair and unjust 100-to-1 sentencing disparity between crack and powder cocaine offenses – to launching a new, Department-wide Diversity Management Initiative. And our determination to build on these efforts has, quite simply, never been stronger," said Attorney General Holder.

"Here at the Justice Department, we can all be proud of the robust efforts that are underway to combat discrimination – in all its forms – in every community, every workplace, and every school," said Attorney General Holder.

"Thanks to the work of so many of you in this room, the ADA has both literally and figuratively opened millions of doors for individuals with disabilities across this nation. Just as importantly, it has revolutionized the way our society thinks about individuals with disabilities, and it has revolutionized the way people with disabilities live in our communities," said Assistant Attorney General Perez.

"While there is more work to be done and further improvements to be made, Sunshine Week is an opportunity to reflect upon our accomplishments thus far and to share the lessons we have learned as we continue to focus on our shared mission of strengthening FOIA administration across the government," said Director Pustay.

"This Hall symbolizes the fusion of two core principles here at the Department: Our respect for the majesty of the law, represented by the figure on your right; and our conviction that law’s proper role is in the service of justice, portrayed by the figure on your left," said Acting Associate Attorney General West.

"Today – together – it’s time to declare, once again, that this is unacceptable – and unworthy of a legal system that stands as an example for all the world. It’s time to reclaim Gideon’s petition – and resolve to confront the obstacles facing indigent defense providers. Most of all, it’s time to speak out – with one voice – to rally our peers and partners at every level of government and the private sector to this important cause," said Attorney General Holder.

It’s a special privilege to share the stage with Deputy Marshal [Kirk] Bowden, who, as we’ve just heard, stood on the literal front lines of this fight during a critical moment in the Civil Rights Movement – at a time when young students, law enforcement officials, National Guardsmen, and brave citizens risked their lives to integrate historic institutions across the Deep South.

Today, we have the privilege of hearing from two of the tenacious legal advocates who made last year’s landmark Supreme Court decision possible. First, it’s my pleasure to hand things over to our keynote speaker, Roberta Kaplan – who argued the Defense of Marriage Act challenge on behalf of Edith Windsor.

Signed into law by President Lyndon B. Johnson on July 2, 1964, the groundbreaking act outlawed discriminatory voting requirements and segregation in schools, employment and places of public accommodation.
