Japanese food production company, Kaiteki Fresh has announced a new state-of-the-art hydroponic facility in Bunyip, one hour east of Melbourne. The multi-million dollar investment will be the first facility of its kind outside of Asia, and will create 40 new local jobs. Kaiteki Fresh Australia, a subsidiary of Japan’s Mitsubishi Corporation, is a global leader in food production and technology.

TASHKENT, 24 August 2015 – A two-day Regional Conference “On increasing potential of horticultural trade” jointly organised by the OSCE Project Co-ordinator in Uzbekistan, USAID, Uzbek Ministry of Agriculture and the Farmers’ Council of Uzbekistan, started today in Tashkent.

Representatives from the agricultural sector from a number of Central Asian countries will be able to acquaint themselves with technical standards and regulations in major export markets. This will include experts and regulators from states member of the European Union and the Eurasian Economic Union discussing norms regarding horticultural imports.

“This is an opportunity for representatives of the agricultural sector from all corners of Uzbekistan, and Central Asia, to get the information they need to be able to export to the most relevant markets,” said Nataša Rašić, PCU Senior Project Officer.

During the conference, the participants will learn about best practices regarding various developments relevant to the production and export of horticultural products such as Public Private Partnerships or Organic Agriculture.

The event was designed to bring together producers and importers from various countries of the region. While the sector plays a significant role in Central Asian economies, intra-regional trade in agriculture products remains limited. The participants will be able to establish business relationships with producers and importers from neighbouring countries.

“This is an opportunity for all to meet, interact, exchange, and build relationships that will form the basis for the enduring business ties of tomorrow,” said Rašić.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

ALMATY, Kazakhstan, 22 June 2016 – An OSCE-supported train-the-trainer regional course on document security for some 20 border guards from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan began today in Almaty, Kazakhstan.

The three-day event is organized by the OSCE Programme Office in Astana in co-operation with the EU-funded Border Management Programme in Central Asia (BOMCA).

Experts from Latvia and Slovakia will share best practices in international document security, including the identification of falsified travel documents, document control, the use of paper and polymer substrates in document security, conventional printing techniques, photo protection, secondary verification, and profiling techniques to identify potential criminals during the border crossing check-up procedure. The participants will also have an opportunity to work with genuine and falsified travel documents from different countries in order to utilize the new methods learned in the course.

“In order to protect a country’s borders, it is crucial to know what verification methods are used in all travel documents and the common features of forged documents,” said Colin McCullough, Political Officer at the OSCE Programme Office in Astana. “This is best done through consistent familiarization on relevant technology and regular exchange of information and experience with other relevant authorities,”

Gunta Laganovska, a trainer at the seminar and Chief of the Expert Service, Central Department of the State Border Service for the Republic of Latvia, said: “International co-operation between border services is a crucial part of a system to prevent illegal migration. The exchange of information and experience in identifying forged documents enables the growth of the professionalism of all participants in this seminar. The train-the-trainers approach allows for the possibility to transfer new skills to a large number of border guards where they work.”

The seminar is part of the Office’s long-standing efforts to promote the OSCE border security concept and counter transnational crime in the host country.

TIRANA, 13 May 2016 – Challenges, good practices and needs in the fight against trafficking in human beings were the focus of a regional meeting of National Anti-Trafficking Co-ordinators from South-Eastern Europe hosted on Thursday by the OSCE Presence in Albania and the Albanian National Anti-Trafficking Co-ordinator, together with the International Centre for Migration Policy Development.

National Anti-Trafficking Co-ordinators from across South-Eastern Europe as well as the UK Independent Anti-Slavery Commissioner, met in Tirana to exchange views and good practices on national efforts to fight human trafficking. They paid special attention to the problem of unaccompanied minors in this region, with a view to increasing regional co-operation on the identification, assistance and referral of child victims and potential victims of trafficking.

“We must further enhance international co-ordination in addressing human trafficking, especially child trafficking,” stated Florian Raunig, the Head of the OSCE Presence in Albania. “The migration flows that have affected most of the countries represented in this meeting today show the urgency of our efforts. The transnational nature of the trafficking phenomenon can only be effectively addressed in a co-ordinated manner, based on joint planning and joint action.”

Participants stressed the need for harmonizing definitions, procedures and protocols to ensure adequate identification and protection of unaccompanied minors, highlighting the importance of adapting these procedures to potential migration flows. Strengthening the role of legal guardians and improving an early warning system that allows front-line officers to identify complex forms of human trafficking and labour exploitation, were other suggestions made by the Co-ordinators.

The Presence continues to work closely with the Albanian authorities to strengthen the multi-agency approach to identify and protect victims of all forms of trafficking.

A week-long regional summer school on multilingual and multicultural education was held from 10 July to 16 July 2016 in Cholponata in Kyrgyzstan - the fifth regional summer school organized as part of the OSCE High Commissioner on National Minorities’ (HCNM) Central Asia Education Programme.

Organized by the HCNM in co-operation with Kyrgyzstan’s Ministry of Education and Science, UNICEF and the Office of the UN High Commissioner on Human Rights in Kyrgyzstan, the summer school brought together 86 participants representing education institutions of the Central Asian States and of the wider region, including teacher trainers, methodological experts, university and pilot school managers and teachers, as well as international experts.

The summer school was aimed at providing practical expert support to further develop the capacity of education authorities and practitioners within multilingual and multicultural education.

Opening the summer school, Deputy Minister of Education of Kyrgyzstan Toktobubu Ashymbaeva highlighted the important role of the teacher in multilingual education programmes.

During the week, participants discussed pre-service and in-service teacher training, as well as facilitating the implementation of multilingual education programmes. Participants also developed training materials aimed at monitoring and evaluating multilingual and multicultural education programmes. As a result, eleven thematic materials were developed with the aim to further adapt them for practical use within the education institutions of the region.

Flera Saifulina, Head of the National Education Department of the Ministry of Education and Science of the Republic of Tatarstan in the Russian Federation, found that the diverse forms of activities enabled participants to express their opinions, raise concerns and receive comprehensive answers from fellow experts. She also expressed satisfaction to see how education is used for the integration of societies in the Central Asian countries.

Tatiana Aderikhina, Co-ordinator of Education and Child Protection Issues at UNICEF Kazakhstan, said: “I am glad that the cooperation between HCNM and UNICEF Kyrgyzstan continues as it brings synergies and benefits the target country.”

Zaiyrbek Ergeshev, representative of the Department of the Ethnic and Religious Issues of the Presidential Administration of Kyrgyzstan, concluded that multilingual and multicultural education is an important factor for forming a civic identity.

Since 2012, the High Commissioner has been implementing the Central Asia Education Programme, aimed at promoting multilingual and multicultural education and developing bilateral and multilateral co‑operation in the region to improve the education of national minorities and promote the integration of society.

New approaches to unleashing and mobilizing the potential of female leadership and the role of men as partners in achieving gender equality were the focuses of the International Forum of Women Leaders "Equal Opportunities for a Better Future", co-organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in Minsk on 21 and 22 June 2016.

More than 100 participants from 21 OSCE participating States, including representatives from all of the Commonwealth of Independent States (CIS) countries, discussed the possibilities for creating networks for women’s empowerment, explored ways of institutionalizing gender analysis, and outlined good practices for promoting women’s roles and influence in politics. A Minsk Declaration of Women Leaders was also adopted, acknowledging the main obstacles in reaching gender equality and calling for action to challenge the status quo.

The forum was co-organized with Belarusian State University, Council of Europe Information Point in Minsk, the Executive Committee of the Commonwealth of Independent States, United Nations Development Programme (UNDP) in Belarus, United Nations Population Fund (UNFPA) in Belarus, and Raoul Wallenberg Institute of Human Rights and Humanitarian Law.

"All actors, from political parties to governmental structures, should think about how they can involve women and create gender-sensitive platforms where women can substantively contribute on an equal footing with men," said Marcin Walecki, Head of ODIHR’s Democratization Department.

Elena Shamal, a Member of the House of Representatives of Belarus National Assembly, said: "The 2015 Global Gender Gap Report of the World Economic Forum points out that there is not a single state in the world that could provide absolute gender equality. Today’s Forum has once again underlined the need to strengthen international, state and public co-operation for further promoting women’s participation in political and public life."

Nadezda Shvedova, of the Russian Academy of Science, said: "To achieve gender equality, we need to enhance co-operation in the OSCE area and the CIS region, in particular. We are calling for the establishment of regional networks of women leaders and women’s organizations to further advance women’s participation in political and public life, for the benefit of all."

This forum was organized as part of ODIHR’s programme to advance women’s political participation in the OSCE region, and with the support of the Belarus Ministries of Labour and Social Protection and of Foreign Affairs.

Aim/Purpose: The uptake of university by regional students has been problematic for various reasons. This paper discusses a program, initiated by a South Australian regional university campus, aimed at attracting regional students into higher education. Background: A qualitative descriptive approach to study was used to determine the value of the program on participating students and school staff. Year 10 students from Roxby Downs, Port Augusta and Port Lincoln high schools were invited to participate in a two-day regionally-focussed school-university engagement program that linked students with the university campus and local employers. Methodology: A survey was administered to determine the impact of the program. Perceptions about the program by school staff were gathered using a modified One-Minute Harvard questionnaire. While 38 Year 10 students and 5 school staff members participated, 37 students and 3 staff evaluated the program. Findings: The findings revealed that the majority of the students would like to attend university, but financial and social issues were important barriers. The students learned about the regional university, what it can offer in terms of programs and support, and the employment prospect following university. The school staff benefited by developing a closer relationship with students and becoming better informed about the regional university. Recommendation for Practitioners: One way by which university uptake may be increased is to provide similar immersion programs featuring engagement with employers, our recommendation to other regional universities. In increasing the levels of education, individuals, communities and the society in general are benefited.

Background: Car dealerships offer specific conditions that enable a sustainable mobility offer, based on individual motorized transport like car sharing. This is especially useful in small towns or rural areas where people’s mobility is strongly dominated by private cars, and public transport coverage is limited. However, these new mobility services are combined services with the need of a deep integration of information systems, and these services are not yet related to car dealerships and customer acquisition has to be supported. Methodology: An empirical study with an inductive approach was chosen. The study consists of interviews with three focus groups of different stakeholders of car dealerships. Within the frame of the research project, “ReCaB – Regional Car-Balancing” a qualitative research approach was chosen. Within a design science approach the existing SusCRM architecture was adapted based on the elaborated requirements. Contribution: A software architecture is proposed, where Customer Relationship Management (CRM) components to market new sustainable mobility offers are vital parts and existing information systems of car dealerships are integrated. Findings: The basic feasibility of the establishment and customer acceptance has been demonstrated, at least in the area of car sharing within ReCaB. The execution in the car sharing field has already started and a number of car dealerships are already bringing their own offers to market. Major findings for the SusCRM architecture have been elaborated in a design science approach in the national German research project “Showcase for electro mobility”. Recommendations for Practitioners: There is still no fully functional prototype developed for this specific use case and evaluated in the car dealership environment. An implementation only, based on own efforts, is difficult for car dealerships because of the dealership’s lack of know-how as well as tight IT budgets. However, this approach appears particularly successful in rural areas where public transport services are heavily declining. For full implementation, the presented ICT support is imperative. Recommendation for Researchers: The research on the retailer level, especially in combination with a digital trans-formation by the use of ICT systems, is still fragmentary. Research in this area that both addresses sustainability goals on a general level and supports economical goals on the company level of automotive retailers would be useful. Impact on Society: Creation of sustainable offers as a substitute or supplement for mobility based on their own car is a promising way to reduce negative effects of mobility. Enhancement of the mobility of the people in rural areas is leading to a more active lifestyle by reaching the leisure facilities, workplaces and educational institutions in a sustainable manner. Future Research: In terms of the fast changing mobility landscape, especially on a technical level with the development of autonomous vehicles and digitalization of entire businesses new solutions are becoming accessible, that have to be integrated in further research.
