India didn't exactly deal with COVID-19 the way most of the world did. Sure, there were the right noises made at regular intervals, the inane PR-exercises that are now a given from a government that picks up tips from reality television rather than qualified professionals, and some genuine, good work in states like Kerala. For millions of us, unfortunately, this was another excuse to do what we do best: pick on those who cannot fight back.

Thousands of words were expended at every stage of the outbreak on blame games that had no reason to exist. We could have used that airtime and column space to ask those elected to govern us why they had done very little. Instead, many of us chose to vilify Indians for doing what we would all have done, had we been compelled to live under the circumstances they had no choice but to accept.

Millions of us had the luxury of staying home without worrying about where our next meals would come from. The lockdown didn't prevent us from hoarding vegetables and fruit, medicine, or even alcohol, because we could worry about mundane things like running out of vodka. Yes, there were many of us who had to deal with unemployment and the inability to pay rent, but I kept thinking of those without a safety net — the men, women, and children forced to walk hundreds of kilometres without food or water, whose lives made our crises pale in comparison.

When hundreds of migrant workers gathered at Bandra in a desperate attempt to get home, anchors on television railed against their insensitivity and complained about the government of Maharashtra. None stopped to evaluate why those workers were on the street in the first place, putting their lives and those of their families at risk simply because they were in a place none of them could call home. As someone born and raised in Bombay, I struggled to get a sense of what that must feel like, to be in another city when the rug is pulled from under one's feet. None of us has lived through a pandemic before, but I was forced to think about young people who come here right after college in an attempt to make a living, and how they must cope with the closure of an office even when there isn't a global catastrophe to contend with.

There were videos of residents walking dogs and shouting at watchmen, policemen assaulted for simply trying to implement a life-saving lockdown, and arguments made by talking heads about why India's poor should stay where they are for the country's benefit. The hypocrisy of it ought to have shamed us all, but probably didn't penetrate our thick third-world skin.

It's impossible to predict what our lives will look like a year from now, when this has hopefully been put behind us and a vaccine is within reach. What I hope it will change is how we look at the faceless millions who toil for a pittance to do what the rest of us refuse to. The people who cook for us, stand guard outside our buildings and offices, ferry files between departments, wash our vehicles, and sell us fruit and vegetables when our venture capitalist-funded mobile apps fail to do the job.

Those who have left will return, because we live in a country that has failed to provide for them, forcing them to leave parents and relatives behind again. I hope we start to look at them a little more and try and implement measures to change the way they are compensated for jobs that have proven to be a lot more important than we have traditionally acknowledged them to be.

I think of celebrities, cricketers, bankers, and lawyers who routinely walk away with the largest percentage of what we collectively work to create for our country. None of them managed to do anything of any significance to alleviate our situation. Everything we thought was important was revealed to be hollow within weeks, while all the people we look down upon were revealed to have been performing life-changing roles all along.

It is naïve to assume that nurses, teachers, healthcare and sanitation workers, cooks, and vegetable vendors will suddenly start earning more than we have been trained to pay them. I like to think this pandemic will change us in subtle ways though, forcing us to recognise our inadequacies, our pompous designations and titles that we use to accomplish almost nothing.

Union Health Minister Dr Harsh Vardhan on Wednesday said that he will hold a meeting with the Maharashtra Chief Minister to discuss the worsening COVID-19 situation in the state, as 34 out of its 36 districts are affected by the infection.

"The situation in Maharashtra is certainly a matter of concern right now as 34 out of 36 districts are affected by COVID-19. I will hold a meeting with the Chief Minister as well to discuss further course of action to control spread of the virus in the state," the Minister said at a press conference here.

"Mumbai, Pune, Thane, Nagpur, Nashik, Aurangabad, Solapur, among the 34 districts are a cause of concern for us," he added. The Union Health Minister further said the Centre's aim was to ensure that no new cases come up from districts in Maharashtra and assured all help to the state in the coming days.

"There are 1,026 containment zones in Maharashtra right now, as per my knowledge. The team from Centre and doctors are stationed there and we will give further help to Maharashtra as per the need," the Minister said.

According to the Union Ministry of Health and Family Welfare, Maharashtra had 15,525 COVID-19 cases as of Wednesday morning, including 617 deaths. However, 2,819 patients have been cured and discharged after receiving treatment for the disease.

American actor Matthew McConaughey and his wife, Camila, donated approximately 80,000 face masks to COVID-19 first responders in Texas and Louisiana, officials said. The couple gave away the masks at the Austin Fire Department on Friday, Fox News said quoting KEYE.

Expressing its gratitude, the Austin Fire Department tweeted on Saturday, "The C-shift at Station 32 got a surprise yesterday, when McConaughey and @iamcamilaalves stopped by to let us know we're getting several 1,000 N-95 masks soon, part of their donation of 80K to healthcare workers, FFs, and police officers in #ATX and #NOLA! Last month, McConaughey urged students at the University of Texas in Austin to stay at their homes after dozens tested positive following an ill-fated spring-break trip to Mexico.

Renowned bass guitarist Matthew Seligman, who played with late music icon David Bowie at Live Aid in 1985, has died after a battle with Coronavirus. He was 64.

Seligman is best known for his role in the new wave scene in the 1980s. He was a member of The Soft Boys and The Thompson Twins, also collaborating with Thomas Dolby.

Dolby, 61, confirmed Seligman's death and said a candlelight vigil to remember the star would be held on YouTube live on April 19, reports dailymail.co.uk. "Matthew would want us to remember the good times and have a party," Dolby said.

Seligman had been battling COVID-19 for two weeks and had been on a ventilator at a hospital in London. He leaves behind son Deji, daughter Lily, and Mami, his partner, and Lily's mother. He was born in Cyprus and raised in England. The bassist first came to prominence as a founding member of Bruce Woolley and the Camera Club, and the psychedelic group The Soft Boys.

Seligman gained a reputation as a session musician and collaborated with Morrissey, Tori Amos, Sinead O'Connor, and David Bowie. He even played at Bowie's iconic 1985 performance at Live Aid to an audience of billions and also featured on his next two albums.

The Soft Boys member Robyn Hitchcock paid tribute to his former bandmate, saying: "Everybody goes, but none of us was expecting Matthew to leave us so abruptly, forever. I'm profoundly grateful to have played music with him - you could really see his face light up like a full moon when he listened back to a take he enjoyed."

"Onstage he would lope and lurch and pace when the music moved him. Matthew is, was, and always will be one of the greats, Hitchcock added.

Actor Matthew Perry, best known as Chandler Bing in the popular sitcom "Friends", has been spending some time in kitchen amid the coronavirus lockdown. Taking to social media, Matthew posted a picture of cookies that he baked himself. More than the tempting cookies, it's his caption that grabbed attention of his fans.

New York-based art director Matteo De Cosmo, who worked on popular series such as 'Luke Cage' and 'The Punisher', has died at the age of 52 due to complications from COVID-19. He also worked on ABC Studios series 'Harlem's Kitchen', which halted production in March because of the pandemic.

"Making television is challenging. But there are people that assure you every day with their talent, passion and smile that anything is possible. Matteo was one of those people. We will miss him," said 'Harlem's Kitchen' showrunner Zahir McGhee in a statement to The Hollywood Reporter. De Cosmo is survived by his wife, Aris, and son, Marcello.

Matt Preston likes to dress and stand out in the crowd, and over the nine seasons of food reality show MasterChef Australia, we've seen his dapper style evolve. A flamboyant dresser, he exuded elegance this season with his well-cut suits and tasteful cravats. The 55-year-old journalist and food writer juggles writing and television with equal élan, calling the former his "happy place". "I love nothing more than sharing my adventures in food, whether from my own kitchen or around the world, in recipes and stories. I worked that out with my newspaper and magazine columns plus five cookbooks, last year I wrote my 2,000,000th word about food! Three million here I come!"

The balance, he says, is simple as there is so much waiting when making a TV show, that it gives him the time to write while filming. "Then I travel for five months when we aren't filming," he tells us in an email interview. Edited excerpts:

Matt Preston

Your connection with India is strong. Which Indian chefs do you admire? Any particular dish that makes your mouth water?
So much of the great food I've enjoyed around India is from street stalls and holes in the wall, where the chef doesn't have a PR team, a cookbook or his/her own line of branded chutneys! Largely, I enjoy these simpler places better than the fancy ones. I do, however, try and enjoy the company of Manu Chandra whenever I'm
in India.

Where does Indian cooking stand on the global platform?
Indian cuisine in undoubtedly one of the world's great cuisines and stands proudly alongside the likes of French or Italian in that ranking. The way India is embracing unique, indigenous and wild ingredients — like the gongura I enjoyed in Hyderabad or the kachampuli vinegar I fell in love with in the south west — it's bang on trend. Indian cuisine is also receiving new global prominence, thanks to the explosion of interest in vegan and vegetarian food around the world. With this in mind, Gary [Mehigan, fellow judge] came back from his most recent trip to India raving about fresh green chickpeas and green sorghum; something we seldom see here but which could easily find a place in my kitchen.

Tell us about the creative process of setting the challenges on the show.
A crew of over 200, including a department of challenge producers, is responsible for this. We look for challenges that seem impossible but are achievable, so when accomplished, the excitement, pride and pleasure of the contestants is palpable. This means that a pressure-test dish might be cooked a dozen times to ascertain how long the contestant should be given to achieve it.

What are some of the funny off-the-camera incidents that occurred this season?
Our trip to Japan was a lot of fun. As was spending the week with [Israeli-British chef] Yotam Ottolenghi. Most of the anecdotes are scurrilous, so you'll have to wait for my autobiography!

How did you get into food writing?
A friend gave me a restaurant review column as she knew I was a good cook and had written a column back [about life, music, the arts and politics] in the UK.

How different was food writing back then?
Very much. In many ways, I was once like you are now, I was young but I was happy. I'm still happy but much older and wiser!

What was your first job?
I made tea at the offices of the UK's biggest tea importer. I had a rickety trolley and in a radical move, introduced coffee for the first time.

New Zealand pacer Matt Henry will not be playing for England's county Kent Cricket due to the ongoing COVID-19 pandemic and disruption to the 2020 county cricket season.

"Kent Cricket can confirm that New Zealand International Matt Henry will no longer be joining the Club for the first seven County Championship matches of 2020," the club said in a statement.

Henry was due to join Kent - for whom he starred in 2018 - for seven County Championship games at the start of the season, but with all professional cricket cancelled in the UK until May 28 at the earliest, it became clear that he would be unable to play for the club.

The Kiwi player becomes the fourth player - after Nathan Lyon, Cheteshwar Pujara and Michael Neser - to miss out on a stint in county cricket due to the virus.

Paul Downton, Kent's director of cricket, said: "Once the decision was announced by the ECB that there would be no cricket until at least the end of May it became inevitable the Matt would not be returning to Kent this season."

"The club continues to enjoy a good relationship with Matt. He has many friends here and the overwhelmingly positive feedback we received when we announced that he would return in 2020 is a measure of Matt himself: he's a fantastic person on and off the cricket field," he added.

India wicket-keeper Parthiv Patel recalled an incident when former Australia opener Matthew Hayden wanted to punch him in the face. Parthiv said he made fun of the Australian after he was dismissed during a match and that made Hayden lose his cool.

Parthiv was just 18-year-old when he travelled Down Under and got into the bad books of Hayden. Chasing a stiff target of 304 against India in Brisbane in 2004, the southpaw slammed a century but was dismissed for 109 by Irfan Pathan.

Hayden's wicket proved to costly for Australia as India ended up winning the match by 19 runs. After getting dismissed, Hayden was in no mood for fun and games and Pathiv got to know that in the most hostile manner.

"I was carrying drinks in Brisbane, it was the match in which Irfan Pathan got him out. He had already scored a hundred and it was a crucial stage when Irfan got him out. I was just passing him by and I did a 'hoo hoo' to him," Parthiv said during an interaction on 100 hours 100 stars.

"He got so angry at me. He was standing at the Brisbane dressing room which is like a tunnel. He was standing there and said 'if you do this again, I will punch your face'. I said 'sorry', I stood around and he went off," he added.

Parthiv also revealed the duo went on to become good friends after they opened the innings for Chennai Super Kings in the Indian Premier League.

"Yeah, Hayden wanted to beat me up in Brisbane. But we became good friends after that. We played a lot of cricket together at CSK," Parthiv said.

"We enjoyed each other's company. Opening the batting was fun with him. We've had good times off the field as well. So we patched up after that Brisbane incident.

"Even after the IPL finished, I went to Australia with an emerging side. Hayden called me home, prepared chicken biryani and dal for me," he added.

Albania has become the 43rd country to sign the Convention on Mutual Administrative Assistance in Tax Matters.

Morocco has signed the Convention on Mutual Administrative Assistance in Tax Matters, a multilateral agreement developed jointly by the Council of Europe and the OECD. Morocco is the 45th country to sign the Multilateral Convention since it was updated to meet the international standard on transparency and exchange of information and opened for signature to all countries in June 2011.

The OECD will hold a public consultation on the Revised Discussion Draft on Transfer Pricing Aspects of Intangibles and the White Paper on Transfer Pricing Documentation on 12-13 November 2013 at the OECD Conference Centre in Paris, France. The public consultation will also consider other transfer pricing elements of the 19 July 2013 Action Plan on Base Erosion and Profit Shifting.

Today the OECD has taken a new step in its continuing efforts to boost transparency in international tax matters with the release of guidance on the implementation of country-by-country (CbC) reporting.

The four organisations, working jointly as the members of the new Platform for Collaboration on Tax have developed a series of recommendations and enabling actions which are laid out in this draft summary document. The Platform organisations seek comments from interested stakeholders on these recommendations by 8 July 2016.

Liechtenstein today deposited its instrument of ratification for the Convention on Mutual Administrative Assistance in Tax Matters ("the Convention"). By doing so, Liechtenstein underlines its commitment to fighting tax evasion and avoidance and takes another important step in implementing the Standard for Automatic Exchange of Financial Account Information in Tax Matters developed by the OECD and G20 countries.
