On 24 October, Iriss attended Navigating Troubled Waters: Women in social work education in Scotland seminar, where we heard from Emeritus Professor Viv Cree and Dr Mary Mitchell about a study funded by the Carnegie UK Trust, which began with the realisation that women in the academy fare less well than men across all disciplines: they are less likely to be promoted, they earn less pay, and they are much less likely to become professors.

What this means for the discipline of social work education is explored.

Do Differences in School Quality Generate Heterogeneity in the Causal Returns to Education? -- by Philip DeCicca, Harry Krashinsky

Estimating the returns to education remains an active area of research amongst applied economists. Most studies that estimate the causal return to education exploit changes in schooling and/or labor laws to generate exogenous differences in education. An implicit assumption is that more time in school may translate into greater earnings potential. None of these studies, however, explicitly consider the quality of schooling to which impacted students are exposed. To extend this literature, we examine the interaction between school quality and policy-induced returns to schooling, using temporally-available school quality measures from Card and Krueger (1992). We find that additional compulsory schooling, via either schooling or labor laws, increases earnings only if educational inputs are of sufficiently high quality. In particular, we find a consistent role for teacher quality, as measured by relative teacher pay across states, in generating consistently positive returns to compulsory schooling.

Islam and the State: Religious Education in the Age of Mass Schooling -- by Samuel Bazzi, Benjamin Marx, Masyhur Hilmy

Public schooling systems are an essential feature of modern states. These systems often developed at the expense of religious schools, which undertook the bulk of education historically and still cater to large student populations worldwide. This paper examines how Indonesia’s long-standing Islamic school system responded to the construction of 61,000 public elementary schools in the mid-1970s. The policy was designed in part to foster nation building and to curb religious influence in society. We are the first to study the market response to these ideological objectives. Using novel data on Islamic school construction and curriculum, we identify both short-run effects on exposed cohorts as well as dynamic, long-run effects on education markets. While primary enrollment shifted towards state schools, religious education increased on net as Islamic secondary schools absorbed the increased demand for continued education. The Islamic sector not only entered new markets to compete with the state but also increased religious curriculum at newly created schools. Our results suggest that the Islamic sector response increased religiosity at the expense of a secular national identity. Overall, this ideological competition in education undermined the nation-building impacts of mass schooling.

More support set for education sector

The Education Bureau today issued a circular memorandum to tutorial schools, inviting them to apply for a relief grant under the Anti-epidemic Fund.

 

The bureau said a total of about $120 million has been allocated from the fund to provide a one-off relief grant of $40,000 to each eligible tutorial school.

 

These tutorial schools must be registered under the Education Ordinance, have been operating in the three months before the class suspension - November, December and January - and be in operation on the application date.

 

Designated centres under the Financial Assistance Scheme for Designated Evening Adult Education Courses, which offer evening secondary school courses for adult learners, are also eligible for the grant.

 

The measure is expected to benefit about 3,000 tutorial schools, and the relief grant will be disbursed about four weeks upon receipt of an application.

 

Additionally, the fund will also provide relief grants to school-related service providers who have been affected by the prolonged class suspension, incurring an expenditure of about $419 million.

 

Beneficiaries will include operators of catering outlets at primary schools, secondary schools and post-secondary institutions and lunchbox providers of primary and secondary schools.

 

School bus drivers, school private light bus drivers and escorts, or nannies, as well as instructors, coaches, trainers and operators of interest classes engaged by schools, will also benefit from the relief grants.

 

The bureau will distribute application forms for the relief grant through post-secondary institutions to the catering outlets operating on their campuses within this week. The application details for other relief grants will be announced as soon as possible.

 

Separately, the bureau announced earlier that it would provide a one-off relief grant of $80,000 to each private school offering full and formal curriculum.

 

The grant has been disbursed progressively to schools under the English Schools Foundation, international schools, private independent schools, and other private secondary day schools and private primary schools.
