OSCE supports roundtable discussion in Uzbekistan on a methodology for assessing money-laundering and terrorism-financing risks

TASHKENT, 15 October 2015 – An OSCE-supported roundtable discussion introducing representatives of local law enforcement bodies to the methodology of a national assessment of money-laundering and terrorism-financing risks in Uzbekistan was held today in Tashkent.

International experts invited by the OSCE Project Co-ordinator in Uzbekistan presented the results of their work on devising a comprehensive and tailored methodology for conducting a national risk assessment in the country.

“The OSCE continues to support international efforts that have made national risk assessment the standard in the fight against money laundering and the financing of terrorism,” said the OSCE Project Co-ordinator in Uzbekistan Gyorgy Szabo. “We see this as an essential step on the road to eliminating money laundering and terrorism financing in Uzbekistan.”

The discussion is part of a wider process of consultations with representatives of Uzbek law-enforcement agencies and the private sector to implement a national risk assessment on money laundering and the financing of terrorism.

OSCE promotes implementation of effective traffic safety measures in Uzbekistan

TASHKENT, 7 April 2016 – The implementation of traffic management and effective road safety measures were the focus of an OSCE-supported roundtable discussion for some 40 representatives of the Interior Ministry, Parliament, state agencies, media and civil society, and a two-day seminar for 25 traffic police officers, held in Tashkent from 5 to 7 April. 

The roundtable saw discussions focus on the measures Uzbekistan has been taking in implementing the state programme on traffic safety and ways to strengthen road traffic security. Three experts from Turkey and Serbia shared best practices on traffic management, public awareness campaigns and road safety measures implemented in their countries. Special emphasis was put on the importance of effective communication between different stakeholders with the overall aim of preventing traffic accidents and promoting good practices.

“It is important to maintain a constructive dialogue between different stakeholders involved in implementing newly-adopted regulations aimed at enhancing the efficiency of traffic-safety measures and raising awareness among the population about road-related risks,” said Nataša Rašić, Acting OSCE Project Co-ordinator in Uzbekistan.

Following the roundtable discussion, officers from the Interior Ministry’s Traffic Safety Police Department enhanced their knowledge during a seminar about best practices in enforcing traffic regulations. The experts from Turkey and Serbia provided a comprehensive overview of the road safety situation in their countries while highlighting the advantages of integrated road systems and new technologies in road safety, including the video control of roads.

The seminar’s participants also exchanged views on new methods of traffic police training and stressed the importance of improving driver education as well as the procedures for granting driver’s licences.

The events were organized in co-operation with the Interior Ministry as part of a joint project aimed at improving the efficiency of traffic safety measures in Uzbekistan.

OSCE Project Co-ordinator to assist Ukraine in strengthening democratic control of defence and security sectors

KYIV, 15 July 2016 – The OSCE Project Co-ordinator in Ukraine today opened a new sphere of project assistance to Ukraine – improving democratic control of defence and security sectors – with a presentation of international experience and best practices at a conference in Kyiv.

The event, co-organized with the Parliament and the Ministry of Defence, brought together more than 120 parliamentarians, military and civilian representatives of various ministries, experts, and civil society activists to learn about the basic principles in this area, as well as practical examples from other countries.

During the conference, the OSCE Code of Conduct on Politico-Military Aspects of Security and the OSCE Security Sector Governance and Reform Guidelines were presented. Ukrainian translations of these documents can be found at www.osce.org/fsc/41355  and www.osce.org/uk/secretariat/253156, respectively.

The participants discussed in detail the national models of parliamentary and civic control over the defence sectors of Austria, Bulgaria, Denmark, Germany, and Norway.

“The ability of Parliament, and of society at large, to exercise control over its security services is a true litmus test for democracy and rule of law,” said Jeffrey Erlich, Senior Project Officer at the OSCE Project Co-ordinator’s Office. “Such oversight contributes to a much more effective security sector by rooting out corruption, and by strengthening the bond between society and the armed forces.”

Igor Dolgov, Deputy Minister of Defence, said: “For me there is no question of whether it is possible to simultaneously deal with current crisis and implement reforms in defense sectors, including strengthening mechanisms of democratic control over armed forces. It is needed and it is already happening.”

Until the end of the year, the OSCE Project Co-ordinator will provide expertise in developing a concept paper and implementation plan for democratic oversight; assist in promoting dialogue between the military, parliamentarians, experts and civic activists; and contribute to raising awareness among the public by publishing relevant online resources.  Further assistance efforts will continue after 2016.

In partnering with the Geneva Centre for the Democratic Control of the Armed Forces (DCAF), the project will also draw on their expertise.

Psychologists and professionals working with domestic violence victims trained at OSCE-supported events in Moldova on both banks

The OSCE Mission to Moldova held the final in a series of three training sessions for 12 psychologists and professionals working with domestic violence victims. The session took place on 27 June 2016 in Rybnitsa, a town on the left bank of the Dniester/Nistru River.

The event aimed to equip participants with essential skills in family counselling and post-traumatic stress rehabilitation. Participants studied means to identify family violence, various coaching techniques to use when working with families, as well as methods for handling trauma and post-traumatic stress among domestic violence victims.

In the past week, similar training events have been held in Chisinau and Tiraspol with the total participation of 50 professionals from Bender, Causeni, Chisinau, Comrat, Drochia, Rybnitsa and Tiraspol.

Participants in the training sessions included psychologists, teachers, medical professionals, lawyers and social workers, all of whom encounter cases of domestic violence in their work through Moldova’s referral system.

The training events were held as part of the Mission’s project to strengthen the capacity of those who provide crisis services to women and families on both banks of the Dniester/Nistru River. The project was developed following a country-wide assessment conducted in 2014 and 2015. The assessment identified a number of challenges in this field in Moldova, most notably the difficulties in accessing domestic violence services – including shelters and crisis centres – for those living in rural areas, and a lack of state resources.

Bringing security home: More needs to be done to combat violence against women and girls, say participants of OSCE conference in Vienna

VIENNA, 22 July 2016 - Violence against women and girls is one of the most serious and pervasive human rights violations. More needs to be done to eliminate this problem so that women can participate without barriers in all spheres of life, said participants of a high-level OSCE conference today in Vienna.

The conference, organized by the OSCE Gender Section and Germany’s 2016 OSCE Chairmanship, brought together representatives of governments of OSCE participating States, international organizations and civil society to discuss the progress, and to exchange good practices and lessons learned in the efforts to end violence against women..

“One in three women worldwide has experienced physical and/or sexual violence in their lifetime, perpetrated by intimate partners, family members, acquaintances and strangers,” said OSCE Secretary General Lamberto Zannier, opening the conference. “While we should take note of past and current achievements and activities, we need to now translate our commitments into concrete action”.

 Ambassador Zannier referred to the 2004 OSCE Action Plan on the Promotion of Gender Equality and OSCE Ministerial Council Decisions of 2005 and 2014, which called on participating States to address gender-based violence through legislation, supporting victims’ access to justice, education of relevant institutions and ensuring that women and girls receive special consideration in terms of protection and assistance.

Baroness Joyce Anelay, the UK’s Minister of State at the Foreign and Commonwealth Office and Department for International Development was one of the prominent speakers of the event.

"The OSCE Action Plan on the Promotion of Gender Equality is clear that this agenda is essential to achieving comprehensive security across the OSCE region. We all have a responsibility to promote women's empowerment and their full political, social and economic participation," she said.

Baroness Anelay is also UK Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict. Earlier this week she addressed representatives of OSCE participating States and Partners for Co-operation at meetings of the Forum for Security Co-operation and the Permanent Council on the need to promote the role of women in conflict prevention and resolution.

Ambassador Eberhard Pohl, Chair of the OSCE Permanent Council and representing Germany’s OSCE Chairmanship, said: “The protection of women and girls needs our special attention. Violence against women is not only a traumatizing experience for individuals; it has an adverse impact on the stability of societies as a whole. As the OSCE Chairmanship we call for the joint political will in the OSCE to speed up combating violence against women. It is a violation of human rights and all OSCE participating States have committed to ensuring human rights for all its inhabitants equally.”

OSCE Office in Tajikistan organizes first regional forum for promoting women’s political participation in Khujand

The OSCE Office in Tajikistan on 24 July 2016 organized the first regional forum for promoting women’s political participation in Khujand, with the aim of increasing community outreach, engaging women leaders in the region and supporting women’s empowerment in political and public life.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

Similar forums are to be organized across the country.

OSCE promotes ‘green’ women’s entrepreneurship in rural areas of Kazakhstan

The fourth in a series of five OSCE-supported training seminars for women entrepreneurs working in the field of green technology started on 29 July 2016 in Arnasai village, Central Kazakhstan.

The training seminar, organized by the OSCE Programme Office in Astana in close co-operation with the Coalition for Green Economy and G-Global Development brought together some 20 participants from rural areas of the Central Kazakhstan region to raise their awareness on the use of modern green technologies in effective horticulture, such as energy and water-saving methods, drip irrigation, solar greenhouses and vermicultivation.

“We believe that the role of women in promoting green businesses in the rural areas is crucial and enormous. This is due to the fact that most of them are involved in agriculture and household management activities, which nowadays remain one of the few opportunities to support the family and community in remote regions,” said György Szabó, Head of the OSCE Programme Office in Astana. “Thus, the Office stands ready to provide its continuous expert support to such initiatives aiming at better information- and technology-sharing.”

The event is part of the Office’s multi-year efforts to promote green growth, environmental security and women’s empowerment in economic activities.

OSCE-supported Awards recognize best practices in local governance in Montenegrin municipalities

Awards recognizing best practices in local governance in Montenegro’s municipalities over the course of this year were presented at a ceremony organized on 28 December 2015 in Podgorica by the OSCE Mission to Montenegro in co-operation with the Union of Municipalities and the Ministry of Interior.

The annual Awards, now in their eighth year, are open to all local government units and allow them to showcase successful and innovative solutions and initiatives in providing services to their citizens.

Opening the award ceremony, Chairperson of the Executive Board of the Union of Municipalities of Montenegro and Mayor of Cetinje, Aleksandar Bogdanović, said the Awards were the product of the excellent co-operation of national authorities, local government and international organizations with the aim of supporting sustainable development at the local level.

Deputy Head of the OSCE Mission Dan Redford said: “The OSCE Mission to Montenegro has always and will continue to support each and every effort of local governance units in Montenegro to enhance principles of good governance in their communities. These are of fundamental importance because local government is closest to citizens and provides them with essential services. Our goal has always been to mobilize and stimulate action by local stakeholders so that the citizens may benefit from good democratic governance at the local level, through the continuously improving quality of local public services.”

General Director of Directorate for State and Local Authorities in the Ministry of Interior Dragana Ranitović said this programme is of great importance for local governance units as it enables the sharing of best practices among municipalities and that it could be expanded further to facilitate bilateral cross-border co-operation.

The winners of this year’s Awards are:

  • Žabljak Municipality for its economical financial practices;
  • Budva Municipality for its effective human resources management through an electronic personnel recording system;
  • Petnjica Municipality for establishing institutional models to enhance co-operation with citizens and the diaspora;
  • Bijelo Polje Municipality for its work in economically empowering women;
  • Berane Municipality for establishing a Secretariat for Sports, Culture, Youth and Co-operation with NGOs, and a Youth Council.

Berane Municipality also received a special award for introducing a more efficient accounting management system for budget spending, and for establishing the post of an Internal controller.

OSCE Mission to Montenegro clarifies role with regard to upcoming elections

PODGORICA, 4 April 2016 - In response to articles carried in various media outlets, the OSCE Mission to Montenegro would like to clarify its role regarding the upcoming elections. While the Mission has contracted an international senior-level expert to advise the State Election Commission (SEC) on their technical preparations for the parliamentary elections anticipated for this autumn, the Mission does not observe elections.

This expert is currently working with the SEC in developing training materials to be used by election commissioners for the upcoming local government election in Tivat on 17 April.

Through its senior-level technical expert, the Mission will continue its efforts in providing technical assistance to the SEC up to and including the conclusion of parliamentary elections.

The relevant institution within the OSCE responsible for election observation is the Warsaw-based OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR). As per the OSCE/ODIHR's election observation methodology, during the deployment of an election related activity for parliamentary elections, a clear separation of mandates between the OSCE/ODIHR and the OSCE Mission to Montenegro will be maintained.

OSCE Mission and OSCE/ODIHR support Montenegro’s parliament in drafting an action plan on gender sensitivity

The first activities of an action plan to create a more gender-sensitive national parliament in Montenegro were drafted during a workshop in Podgorica on 18-19 April 2016 organized by the OSCE Mission to Montenegro in co-operation with the Parliamentary Committee for Gender Equality and the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The event gathered 18 participants, including members of parliament and representatives of the parliamentary service, institutions and civil society, who, led by experts, drafted the first activities of the action plan. The plan covers six key areas: leadership and commitment, gender-balanced representation, gender-sensitive legislation and policy, parliamentary services and infrastructure, gender awareness in parliamentary culture, and parliament as a promoter of gender equality. Participants set the end of the year as the goal for finalizing and putting the plan up for adoption for the new convocation of the Parliament for the first quarter of 2017.

“The on-going gender mainstreaming of the Montenegrin Parliament is a significant step forward in translating our written pledges into actual reality,” said Dan Redford, Deputy Head of the OSCE Mission to Montenegro. “In particular, I am delighted to hear that the development of a roadmap and subsequent drafting of their action plan have been initiated by the parliament. This has to be the clearest indicator that its implementation has great chances of success and becoming ‘mainstream’ in the truest sense of the word.”

Nada Drobnjak, Chair of the Parliamentary Committee for Gender Equality highlighted the fact that the drafting of this important document and its subsequent adoption will make the Montenegrin Parliament a leader and pioneer in the region, and beyond.

In 2015, the Mission and ODIHR, in co-operation with the Committee for Gender Equality developed a roadmap towards a gender-sensitive parliament which served as the basis for the development of the action plan. The development and the adoption of the action plan is one of the measures initiated and included in the action plan for strengthening the legislative and oversight role of Montenegrin Parliament.

PODGORICA, 3 May 2016 – On the occasion of World Press Freedom Day on May 3, Head of the OSCE Mission to Montenegro, Janina Hrebickova, stressed the media’s crucial role in building and sustaining democracy.

 “Free, independent, and professional media are an indispensable resource in any democratic society,” Hrebičkova said. “Members of the media must be able to perform their duties in a free and safe manner. The Mission expresses its support to all journalists in Montenegro, in their efforts to practice independent and professional journalism.”

This year's World Press Freedom Day is dedicated to the right of access to information.

“Access to information is a fundamental freedom and human right. It allows members of the media to seek and receive information on issues of importance to the public,” Hrebičkova said.

OSCE Mission to Montenegro marks World Press Freedom Day: Public Service Broadcaster hosts televised debate on media freedoms

A televised debate hosted by the Montenegrin Public Service Broadcaster and supported by the OSCE Mission on 2 May 2016, ahead of World Press Freedom Day, raised on awareness about the threats to media freedoms and specific problems facing journalism as a profession.

Taking part in the debate were Nikola Markovic, Editor-in-Chief of daily Dan; Tufik Sofitc, Acting Director of Radio Berane, journalist of daily Vijesti and weekly Monitor, and currently under police protection; Ranko Vujovic, Executive Secretary of the Media Council for Self-Regulation ; Marijana Bojanic, Executive Director of Vijesti Television; and Drasko Djuranovic, Editor-in-Chief of the daily Pobjeda.

Among the issues highlighted were problems related to the polarized media industry in Montenegro, different pressures on journalists, state-financing subsidies and the media market, the social standing of journalists, and the lack of solidarity.

Panellists agreed that the amended Code of Ethics for media professionals is a major step forward which has improved co-operation among the media but the focus now should be on its implementation.

 “In order to achieve and practice the freedom of expression, it is necessary to have a strong and independent media, and in order to have that, it is essential to ensure their sustainability,” said Bojanic.

OSCE Mission to Montenegro and Montenegrin parliament hosted meeting of Secretaries General of Western Balkans parliaments

Secretaries General and Deputy Secretaries General of Western Balkans parliaments, heads of human resources and information and communications technology departments, legal advisors and representatives of OSCE Missions in the region took part in a meeting on strategic and annual planning in parliaments in Podgorica, Montenegro on 1 and 2 June 2016.

The aim of the event, hosted by the OSCE Mission to Montenegro and the Montenegrin Parliament, was to discuss current developments and exchange best practices and lessons learned in regard to planning in parliaments.  

Dan Redford, Deputy Head of the OSCE Mission to Montenegro, stressed the importance of developing the institutional capacity of parliaments to make them strong and self-reliant.

Suljo Mustafic, Secretary General of the Parliament of Montenegro, thanked the OSCE Mission to Montenegro for its support and co-operation in publishing the Parliamentary Lexicon - a collection of terms used in parliamentary life - which was presented at the meeting. Mustafic underlined the importance of transparency in the decision-making process and the benefits of planned development of parliamentary institutions regardless of the constant changes that parliaments underlie.

OSCE Mission to Montenegro supports seminar on strengthening co-operation between prosecutors and police on forensic evidence

Application of modern forensic standards in the judiciary with a particular focus on treatment of evidence, forensic analytics and quality control, as well as DNA analysis and crime scene investigation were the focus of an OSCE-supported seminar on 3 June 2016 in Danilovgrad, Montenegro.

The OSCE Mission to Montenegro organized the event together with the Judicial Training Centre (JTC) and the Forensic Centre (FC) of the Interior Ministry’s Police Directorate. 

Three eminent national forensic experts held lectures for 20 representatives of prosecutor’s offices and the judiciary on how to increase the efficiency of prosecutor-led investigations through the well-prepared execution of warrants for evidence. Particular emphasis was placed on the enhancement of direct communication between the forensic services of the police and prosecutors at the very beginning of an investigation.

The Director of the FC, Zoran Tomčić, underlined the necessity of improving the system of search warrants prepared by prosecutors: “The number of warrants for forensic evidence has to be reduced and prepared more effectively. In May of this year alone, the FC received 200 warrants for DNA analysis, requesting results within a disproportionate time. In some cases, warrants are not sufficiently detailed, so that the results provided by forensic expertise do not stand up as evidence at the court.”

Maša Adžić, Head of the Training Unit in the JTC, said: “Good co-operation in a criminal investigation, communication between police, prosecutors and judges and their timely and professional performance are of crucial importance for a positive outcome.”

Participants emphasized the need for continued training in the field of forensic evidence as well as an expansion of the content of lectures on DNA expertise to cover such topics as sampling, types of biological evidence, writing orders for expert DNA analysis and interpretation of results. They also requested the organization of a seminar on forensic expertise regarding explosions and fire.

OSCE Mission to Montenegro-supported campaign on benefits of composting kicks-off in Pljevlja

A campaign highlighting the benefits of composting household waste, supported by the OSCE Mission to Montenegro, was launched on 1 July 2016 in Pljevlja, by the Montenegrin Sustainable Development and Tourism Ministry, the Municipality of Pljevlja and the Eco-Centre Dolphin NGO.

Some 40 participants - representatives of the Sustainable Development and Tourism Ministry; the municipal authorities of Berane, Bijelo Polje and Pljevlja; local public utility companies from Pljevlja and Kotor; and NGOs as well as citizens, attended the campaign launch.

“Composting household waste is just an element of broader waste management, one of the most current issues facing Montenegrin authorities in their efforts to bring the relevant policy, strategy and legislative frameworks in line with the international standards and requirements of the advancing integration processes,” said Programme Manager at the OSCE Mission Vladimir Ragozin.

President of the Municipality of Pljevlja Mirko Đačić said: “Our municipality is actively involved in enhancing the local environment, especially regarding air quality improvements.”

State Secretary at the Sustainable Development and Tourism Ministry Daliborka Pejović stated that the primary waste separation is unquestionable and the educational campaigns are crucial bearing in mind the State’s plan of 50-70% of waste to be primary separated d until 2020.

“The waste should be perceived as a resource that can be further used through development of recycling and composting industry,” said Director of Eco-Centre Dolphin NGO Ljilja Radunović. “It is recommended, under the EU Directive on Landfills, to consider the policy of the closure of landfills starting from 2020 because they proved to be unsustainable.”

Today we celebrate a significant milestone for Montenegro and its people. A decade ago, the country restored its independence. At the same time, Montenegro also joined the Organization for Security and Co-operation in Europe (OSCE), which with 57 participating States is the largest regional security organization worldwide.

By becoming a full-fledged OSCE participating State, and by inviting an OSCE field mission into the country, Montenegro entrusted the OSCE with important responsibilities to assist the country’s development. Hand in hand with Montenegro’s young state institutions and civil society, we embarked on responding to the country’s evolving needs with great enthusiasm.

Evolving democracy

I am proud that we have been able to make a substantial contribution towards further advancing the country’s democratic reform process. Through the hard work and energies of our Montenegrin partners, we can now see that these efforts have borne results and delivered tangible benefits for Montenegrin citizens.

The responsibility displayed in overcoming the recent political crisis is important above all for the people of this country but it is also a positive signal that resonates in the wider region. Political leaders managed to bridge their differences by reaching a compromise that will serve the public interest. It showed us that a crisis can turn into an opportunity.

With strong leadership to success

Leadership, a long-term vision and willingness to compromise will all be greatly needed in the coming months to ensure full implementation of all adopted laws and agreements, thereby creating a level playing field for the parliamentary elections scheduled for this autumn. The elections will be an important test for the country. At present, the Mission to Montenegro is providing technical assistance to the State Election Commission, who will play a key role in the administration of the coming elections.

Public trust requires commitment

Full implementation of necessary laws is vital, particularly in countering transnational threats, strengthening the rule of law and protecting media freedoms. That is where the OSCE can help. We will continue providing assistance in the implementation of many aspects of the reform process in accordance with our mandate. The OSCE, as a strategic partner, can continue to assist Montenegro in developing strong and independent institutions that enjoy wide public trust. Key changes need time, dedication and commitment by all stakeholders.

Diversity and pluralism a key objective

Looking at the broader international context, we see mounting challenges and a complex security environment. Armed conflict is once again a reality on European soil. Unprecedented waves of refugees and migrants continue to test the unity of the international community, and extremist movements continue to promote radical ideologies that threaten dialogue and peaceful coexistence. In these challenging circumstances, building and empowering diverse and pluralistic communities is fundamental, as is the promotion of dialogue and tolerance.  

These challenges show how volatile stability can be and how crises can escalate into violent conflict. Particularly in times of growing tensions, they also underscore the importance of the OSCE’s unique role as a platform for dialogue and as a driver for joint action.

Regional security – Montenegrin security

Only last year, the OSCE marked the 40th anniversary of the Helsinki Final Act, which is the foundation of our security order and the OSCE’s comprehensive approach to security. It is thanks to this heritage that the OSCE Mission to Montenegro has become engaged in many diverse activities, from destroying heavy weapons and unsafe and obsolete military ammunition to supporting the rule of law, democratic policing and good governance, or enhancing environmental awareness and security.

We are pleased with what the OSCE has accomplished not only in Montenegro, but across the Western Balkans. The Organization has played an important role in post-conflict rehabilitation, promoting human rights and building democratic institutions. We have not acted alone but in co-operation with our national and international partners. We believe that strong partnerships offer the best guarantee for broad participation, effectiveness and our joint success.

Legitimate aspirations of today – concrete realities of tomorrow

We commend Montenegro’s achievements, its commitment to further democratic progress, and its role as a recognized factor for stability in the region. Working closely with the Montenegrin authorities and citizens, the OSCE will further develop its role as a partner that is responsive to the country’s evolving strategic priorities. We stand ready to support Montenegro as it continues to progress along the path of reform, where the legitimate aspirations of today can become the concrete realities of tomorrow.

OSCE Secretary General Zannier encourages all parties in Montenegro to engage constructively on full implementation of April political agreement

PODGORICA, 12 July  2016 - OSCE Secretary General Lamberto Zannier concluded today a two-day visit to Montenegro, marking the 10th anniversary of the OSCE Mission to Montenegro. “After independence, this country entrusted the OSCE with an important responsibility: to help advance security, democracy, the rule of law and human rights for Montenegrin citizens,” Zannier said.  

During his visit, the Secretary General met with President Filip Vujanovic, Parliament Speaker Darko Pajovic, Prime Minister Milo Djukanovic, Deputy Prime Minister Dusko Markovic and Minister of Interior Goran Danilovic, as well as representatives of civil society.

Zannier commended the Montenegrin authorities for their commitment to undertaking reforms and encouraged further progress, offering OSCE’s continued support in line with national priorities. “The OSCE remains one of the country’s key partners in helping to further develop independent, open and transparent institutions that enjoy wide public trust,” he stated.

Discussing preparations for the parliamentary elections on 16 October, the Secretary General commended the sense of responsibility already demonstrated by political parties in overcoming the recent political crisis through a broad political agreement adopted last April, which was important, above all, for the Montenegrin people.

“Political leaders managed to successfully bridge their differences by reaching a compromise, one that aims to serve the public interest,” said Zannier. “Now we need to see this agreement implemented in full, and in good faith.”

During his meetings, the Secretary General stated that the parliamentary elections will be an important test for the country, adding that the Mission to Montenegro is providing technical assistance to the State Election Commission until the end of 2016. “All actors involved in the preparation of elections should work together as closely as possible in line with their responsibilities as set out in the law. This is vital for having a credible election,” Zannier concluded.

OSCE and UNECE join forces in promoting trade facilitation in Central Asia

DUSHANBE, 15 June 2016 – A three-day regional trade facilitation and border management workshop gathering senior trade and customs officials from UN Special Programme for the Economies of Central Asia (SPECA) countries Azerbaijan, Kyrgyzstan, Tajikistan, and Turkmenistan concluded today at the Border Management Staff College in Dushanbe. 

The workshop was co-organized by the OSCE Office in Tajikistan, the Office of the Co-ordinator of OSCE Economic and Environmental Activities, and the UN Economic Commission for Europe (UNECE) Trade Division.

“This workshop enabled participants to exchange national experiences and explore the scope for closer co-operation at the regional level. Trade facilitation is a key condition for the economic development of Central Asia,” said Martin Rossmann, Senior Economic and Environmental Officer at the OSCE Office in Tajikistan

The practice-oriented and interactive workshop combined expert presentations, roundtable discussions and group work. It aimed at equipping participants with an array of tools and approaches needed for the simplification and harmonization of procedures for international trade.

Roel Janssens, Economic Adviser at the OSCE Secretariat said: “Landlocked developing countries, in this region, and elsewhere, face higher trade transaction costs due to complexities of multimodal transportation and the multiple border-crossings, transit arrangements and documentation requirements involved.  The challenge for countries along Euro-Asian trade corridors is to turn this geographical challenge into an opportunity.”

Particular attention was paid to implementing the WTO Trade Facilitation Agreement in the region; the establishment of National Trade Facilitation Committees; and the development of a roadmap for implementing comprehensive trade facilitation reforms. All of this in support of governments’ efforts to reduce delays at border-crossings and speed up customs clearance, transit, import, and export procedures.  Participants also learnt about the development of Authorised Economic Operator programmes and tools aimed at improving inter-agency cooperation both domestically and internationally.

Mario Apostolov, Regional Adviser at the UNECE said: “Trade facilitation is not just a matter of one agency but can only be successful when adopting a ‘whole of government’ approach where customs and border authorities, trade and transport ministries as well as private sector and other relevant actors coordinate their tasks, conduct joint controls and exchange documents and data.”   

On the second day of the workshop, the participants paid a study visit to the Tursunzade border crossing-point between Tajikistan and Uzbekistan.

OSCE Project Co-ordinator calls for joint efforts in supporting voices of moderation, promoting dialogue and restoring trust

“Inter-cultural dialogue should not only lead to a deeper understanding of the other, but also include conflict prevention and de-escalation, combating prejudices and stereotypes in the public and political discourse,” Ambassador Alexis Chahtahtinsky, OSCE Project Co-ordinator in Baku, said in his remarks at the Third World Forum on Intercultural Dialogues that took place in Baku on 18-19 May 2015.

Ambassador Chahtahtinsky spoke at the plenary session titled Sharing Culture for Sharing Security which was devoted to the responsibility of international institutions and governments in building trust and understanding between cultures and civilizations and shaping common global agenda.

The rise of anti-Semitism, Christianophobia, often associated with violent extremism and radicalization leading to terrorism, as well as the rise of xenophobia, islamophobia and of the far right have a destructive potential for many societies in the OSCE area, Ambassador Chahtahtinsky said.

The Project Co-ordinator believes that international organizations need to join efforts in supporting voices of moderation, promoting dialogue and restoring trust. “One of the ways of doing is through participation in fora like this one, and I want to commend the Government of Azerbaijan for taking this initiative,” he said.

In conclusion, Ambassador Chahtahtinsky stated that the OSCE, with its comprehensive approach to security and co-operation, is uniquely equipped to address these challenges, and can provide a platform for participating states to learn from each other’s experience.

More Muslim voices in Europe condemning anti-Semitism needed, says Personal Representative of the OSCE Chairperson-in-Office on Combating Anti-Semitism

Personal Representative of the OSCE Chairperson-in-Office on Combating Anti-Semitism, Andrew Baker, stressed importance of different communities to join forces to tackle anti-semitism.

“We have witnessed important and moving symbolic actions such as the encircling of the synagogues in Oslo and Copenhagen by Muslims who want to show their solidarity with their fellow Jewish citizens. We must build on this,” said Baker speaking at the Third World Forum on Intercultural Dialogues that took place in Baku on 18-19 May 2015.

He noted that today many European Jews question their future in Europe. “An EU survey of Jews by the Agency for Fundamental Rights found that nearly 30 percent were considering emigration, while in some countries, notably Hungary, France and Belgium, this number was well over 40 percent,” Baker said.

Recalling the dangers the Jewish communities faced earlier this year as victims of terror attacks in Paris and Copenhagen, Baker applauded the French government for calling on the military to ensure that all Jewish schools and synagogues in France are protected. “But we know this is only a short-term solution and cannot be sustained indefinitely,” he said.

Underlining the important role that Muslim communities could play in this field, Baker called for more Muslim voices in Europe that will speak out and condemn anti-Semitism.

OSCE supports workshop on risks-oriented approach in combating money laundering and financing of terrorism in Kyrgyzstan

ISSYK-KUL, Kyrgyzstan, 8 July 2016 – A five-day training course supported by the OSCE Centre in Bishkek on a risk-oriented approach in supervising activities related to anti-money laundering and combating the financing of terrorism concluded today in Bosteri village, in the Issyk-Kul region.

The aim of the workshop, which was organized by the State Financial Intelligence Service under the Government of the Kyrgyz Republic (SFIS) in partnership with the International Monetary Fund (IMF), was to update the relevant State agencies and financial institutions on the practical aspects of a risks-oriented approach in their work. Some 46 officials from law enforcement agencies, supervisory agencies and financial institutions took part.

“A risks-oriented approach is the process which allows the countries to identify, assess and understand risks to effectively combat money laundering and financing of terrorism,” said Nana Baramidze, Senior Economic and Environmental Officer at the OSCE Centre. “The OSCE Centre in Bishkek fully supports the efforts of the Kyrgyz Government in its attempt to establish effective systems to counter money laundering and the financing of terrorism.”

Chyngyz Kenenbayev, Head of the Organizational and Legal department of the SFIS, said: “We are holding this educational seminar to train representatives of national authorities and the private sector so that we can successfully pass the second round of the evaluation by the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG). In order to fulfil international obligations under the EAG, the Kyrgyz Republic is to conduct a mutual assessment of its anti-money laundering and combating the financing of terrorism system. From 28 November to 9 December 2016, a visiting mission of EAG evaluators will conduct this assessment within the Financial Action Task Force (FATF) initiative."

The training course, which was conducted by two IMF experts and three SFIS officials, was part of the OSCE assistance to the Kyrgyz Government in preparing for the second round of the FATF evaluation.

On World Anti-Trafficking Day, OSCE calls for comprehensive, co-ordinated and victim-centred approach to combatting modern-day slavery

VIENNA / WARSAW, 29 July2016 – To combat human trafficking,  a comprehensive, co-ordinated and victim-centred approach that includes creating opportunities for regular and safe migration, as well as protecting the human rights of migrants, is urgently needed by all state actors, civil society and multilateral organizations, said senior OSCE officials today ahead of World Anti-Trafficking Day on 30 July.

Multiple and complex security challenges such as armed conflict, the spread of violent extremism and radicalization leading to terrorism and climate change, have recently pushed millions of people into mass, mixed migration flows throughout the OSCE region, putting an increasing number of  them at risk of being trafficked.

OSCE Secretary General Lamberto Zannier emphasized that “effective and early identification of potential victims and the fight against the impunity of perpetrators need to be at the core of any resilient security governance strategy. This is particularly important within the context of mixed migration flows, which expose already vulnerable individuals to trafficking syndicates.”   

“Human trafficking is a grave violation of the human rights of its victims – human beings who are exploited, most often for profit,” said Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR). “A victim-centred approach, placing the protection of all human rights at the heart of efforts to prevent and end trafficking, is essential if we are to ensure that anti-trafficking measures do not further threaten the safety, dignity and rights of those we are responsible to help and protect.”

OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings Madina Jarbussynova stressed that crisis situations are placing strenuous challenges on already vulnerable groups within and around the OSCE region. “As we join the efforts of the United Nations on this World Day against Trafficking in Persons to raise awareness and promote the protection of rights and dignity of all, any protective measures should first and foremost be conducted in the best interest of potential victims, especially amongst irregular migrants, asylum seekers, internally displaced persons and unaccompanied minors.” Focusing on the complex nexus between trafficking and conflict situations, Ambassador Jarbussynova will on Monday start a week-long official visit to Ukraine to raise awareness of human trafficking threats.

ODIHR Director Link and IHRA Chair Constantinescu, on day to commemorate genocide against Roma and Sinti, say greater efforts needed to protect endangered memorial sites and ensure dignity of victims

WARSAW / BUCHAREST, 2 August 2016 – Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and Ambassador Mihnea Constantinescu, Chair of the International Holocaust Remembrance Alliance (IHRA), called today for greater efforts to protect endangered memorial sites related to the Roma and Sinti genocide during World War II.

Speaking on the occasion of the commemoration of the liquidation of the “Gypsy family camp” at Auschwitz-Birkenau in 1944, when the close to 3,000 remaining Roma and Sinti in the camp were murdered, they stressed that states have to do more to demonstrate their sincere and strong commitment to education about and remembrance of the genocide.

“Positively, we have seen increasing attention in recent years on the part of OSCE participating States to commemorate the Roma and Sinti genocide, and to educate people about this horrible event. This practice and these experiences should be widely shared and replicated,” Director Link said. “Promoting understanding of the Holocaust and its effect on different communities can help to create empathy and promote equality and non-discrimination for all.”

“Accurate and ethical education about the Holocaust includes the respectful and dignified preservation of memorial sites,” said Ambassador Constantinescu. “States have to take resolute action to protect endangered memorial sites and continue to do more to commemorate the Roma and Sinti victims. The history of these endangered sites should be included as part of broader efforts to educate about the consequences of indifference to racism.”

They called on governments to ensure that endangered memorial sites for Roma and Sinti victims are preserved and protected, to include this history as an integral part of civic and human rights education in their countries. They stressed that current developments, including a disturbing rise in xenophobic public rhetoric and racism, mean it is even more essential to build strong alliances among different communities.

In 2003, with the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area, the OSCE participating States committed themselves to strengthen education about the Roma and Sinti genocide. Through its Contact Point for Roma and Sinti Issues, ODIHR promotes knowledge about and recognition of the plight of Roma and Sinti during the Holocaust to counter present-day discrimination and racism, and to promote tolerance. According to ODIHR’s recent publication Teaching about and Commemorating the Roma and Sinti Genocide: Practices within the OSCE Area, seven OSCE participating States officially commemorate the Roma and Sinti genocide on 2 August, while a larger number of states commemorate the Roma and Sinti victims on the International Holocaust Memorial Day, 27 January.

The International Holocaust Remembrance Alliance is an inter-governmental organization and the foremost international network of political leaders and professionals advancing and shaping Holocaust education, remembrance and research. Its 31 member countries are committed to the tenets of the Stockholm Declaration. The IHRA Committee on the Genocide of the Roma aims to increase the commitment of IHRA Member Countries to educate, research and commemorate the genocide of the Roma.

Restrictions on foreign broadcasters in Moldova breach international standards on media freedom, OSCE Representative says

VIENNA, 13 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović today said that media laws under consideration by the Parliament in Moldova run counter to international standards on media freedom.

On 7 July the Parliament adopted, in the first reading, three amendments to the Audio-visual Code of the Republic of Moldova. All three amendments aim to limit broadcasts in foreign languages or those originating from abroad.

“It is counterproductive to try to limit speech through excessively restrictive legislation,” Mijatović wrote in a letter yesterday to the Chairperson of the Parliament of the Republic of Moldova, Andrian Candu. “In my view it seems excessive and may be ineffective.”

The reasoning given for introducing the restrictive provisions banning broadcasts or rebroadcasts of certain content is that it originates from states that are neither members of the European Union, nor are parties to the European Convention on Transfrontier Television. 

“I trust that the draft laws will be carefully reviewed by the members of Parliament before being adopted in the second reading, ensuring that the regulation does not pose undue limits on free expression and free flow of information,” Mijatović said.

The Representative also pointed to the recommendations of her Office’s non-paper “Propaganda and Freedom of the Media” published in 2015 (available at www.osce.org/fom/203926).

OSCE Representative mourns photojournalist killed in Turkey, expresses concern for media freedom

VIENNA, 16 July 2016 – OSCE media freedom representative Dunja Mijatović today said she was deeply saddened upon learning of the death of photojournalist Mustafa Cambaz in Turkey, and worried about the state of media freedom in the country.

“I was deeply saddened to learn about Cambaz’ death,” Mijatović said. “The authorities must do their utmost to ensure journalists’ safety and free flow of information during times of crisis.”

Cambaz, a photojournalist with the media outlet Yeni Safak, was shot last night during the unrest in Turkey. Reportedly, a number of members of the media were detained last night for a short period of time. Some journalists were also injured, including Reporters Without Borders correspondent Selçuk Şamiloğlu who was beaten when reporting from the Bosphorus Bridge in Istanbul.

“Journalists continue to put themselves in great danger in order to provide information to the public,” Mijatović said. “They must be able to report freely and safely.”

Further, Mijatović noted reports that the editorial offices of several newspapers, including the Hürriyet newspaper, Hürriyet Daily News, and broadcaster CNNTürk, were raided and taken over for a few hours by a group of soldiers in Istanbul.

The Representative also welcomed the attention attributed to journalists’ safety by Prime Minister Binali Yildirim in his public remarks today, expressing regret for any harm that media workers might have suffered during the events.

Mijatović said she will continue to follow and closely monitor all issues related to media freedom and safety of journalists in the country.

Democratic governments must ensure media freedom and journalists’ safety, OSCE Representative urges Turkey

VIENNA, 21 July 2016 – The mass cancellation of broadcasting licenses, criminal investigations against, and dismissal of, hundreds of journalists at the state broadcaster, and blocked websites are the latest, severe challenges to freedom of expression and media freedom in Turkey, Dunja Mijatović, the OSCE Representative on Freedom of the Media, said today.

Fully aligning herself with the statement made by the Chairperson-in-Office and German Foreign Minister Frank-Walter Steinmeier, and OSCE Secretary General Lamberto Zannier on 16 July, strongly condemning any attempt to change the democratic order of Turkey through the use of force (statement available at www.osce.org/cio/254431), the Representative said:

“Democratically elected governments must be safeguarded, but they in turn must protect media freedom and support the role journalists play in ensuring and strengthening democracies,” Mijatović said.  “Fully recognizing the difficult times that Turkey is going through, the authorities need to ensure media freedom offline and online in line with their international commitments.”

On 19 July, the Radio and Television Supreme Council of Turkey (RTÜK) cancelled the licenses of radio and television stations that allegedly support the Gulen movement. The following television channels are currently affected: STV, Samanyolu Haber, Samanyolu Haber Radyo, Can Erzincan TV, Kanal 124, Yumurcak TV, Hira TV, MC TV, Dünya TV, Kanal Türk, Bugün TV, Mehtap TV, Berfin FM, Kanal Türk Radyo, Burç FM, Samanyolu Haber Radyosu, Radyo Mehtap, Haber Radyo Ege, Dünya Radyo, Radyo Küre, Merkür TV, Esra Radyo, Tuna Shoping TV, and Radyo Anadolu.

“Using the full force of my mandate, I urge the authorities of Turkey to ensure that pluralistic debate, diverging views and safety of journalists are respected,” Mijatović said, adding that the deteriorating media freedom situation in Turkey have been subject to numerous interventions from her Office in the past few years (available at www.osce.org/fom).

Also on 19 July, the Ankara Public Prosecutor’s Office launched an investigation against 370 staff members of the state broadcaster TRT, for their alleged links to the Gulen movement.  

Further, the Representative expressed concern about the rapidly growing number of blocked websites in Turkey. In the past few days, dozens of websites suspected for endangering national security and public order have been blocked. More than 112.000 websites are reported being blocked in the country today.  

Mijatović noted with deep concern reports about death threats being made in social media against journalists critical to the authorities, and emphasized the importance of journalists’ safety. She also recalled warnings in several major media outlets announcing the possible arrests of members of the media on terrorism charges. She said that Turkey holds more journalists in prison than any other OSCE participating State – a fact her Office continuously raises attention to, by regularly publishing a detailed table on imprisoned journalists.

“Freedom of expression does not stop at views deemed appropriate by the government,” Mijatović said. “It remains the role of journalists to inform people of public issues, including highly sensitive ones, and it remains the role of the authorities to ensure that journalists can do so freely and safely.”

The Representative offered the continued assistance and expertise of her Office to the authorities in Turkey ensuring that media freedom and freedom of expression are protected, even under difficult circumstances.

OSCE High Commissioner encourages inclusive approach to integration and education issues in Moldova and welcomes joint working group on Gagauzia

While in Chisinau, High Commissioner Thors handed the second price in the video contest Our school, our diversity to Alisa Feghiu and Liviu Rotaru from Elena Alistar Theatrical Lyceum in Chisinau, Moldova.

OSCE High Commissioner on National Minorities (HCNM) Astrid Thors visited Moldova from 23 to 25 May 2016 to discuss issues including the draft integration strategy developed with HCNM’s assistance to the Bureau for Interethnic Relations, relations between Chisinau and the autonomous territorial unit of Gagauzia, and the education of national minorities. The High Commissioner also visited Tiraspol.

In Chisinau, the High Commissioner discussed the draft integration strategy with Prime Minister Pavel Filip and other interlocutors and encouraged the Government to fulfil without delay its commitment to adopt the strategy. “Adoption of the integration strategy will underscore the Government’s commitment to promoting an inclusive, diverse society,” said Thors. “Even more important will be the strategy’s implementation. I am ready to assist the Bureau for Interethnic Relations in this process.”

The High Commissioner praised the parliamentary decision in November 2015 to establish a permanent joint working group between the Moldovan Parliament and the People’s Assembly of Gagauzia. She discussed the functioning of the working group with its co-chairs, Member of Parliament Elena Bacalu and People’s Assembly Member Gheorghii Leichu, Speaker of Parliament Adrian Candu, and the Bashkan of Gagauzia Irina Vlah. Thors encouraged the working group to be fully utilized as the primary platform for discussing issues related to the functioning of the autonomy so that questions that may contribute to tensions can be successfully addressed.

With Minister of Education Corina Fusu, the High Commissioner discussed implementation of the Education Code and the effect of education reforms on schools teaching in minority languages, including optimization of the school network and new procedures for the selection of school directors. “Having heard from national minority representatives that education is a primary concern, I encouraged the Minister to ensure that national minorities are consulted when implementing reforms,” she said. The High Commissioner noted with interest the adoption of a new programme to improve teaching of the State language in minority-language schools, remarking that it provides an opportunity to expand multilingual education as a tool for integration.

The High Commissioner met members of the Council of Ethno-Cultural Organizations in Chisinau and with the Transdniestrian de-facto authorities and civil society representatives in Tiraspol. She visited the Theoretical Lyceum Alexandru cel Bun in Bender and learned about the practical difficulties the school faces in maintaining its operations as a Moldovan-administered school teaching in the Latin script. Thors welcomed the active efforts of the OSCE Mission to Moldova and the German Chairmanship of the OSCE to find sustainable solutions for the Latin-script schools among other issues as part of the Transdniestrian Settlement Process, and noted the anticipated resumption of talks in the 5+2 format, which she discussed with Deputy Prime Minister on Reintegration Gheorghe Balan and Transdniestrian Chief Negotiator Vitaly Ignatiev.

The High Commissioner also met with Deputy Prime Minister on Social Issues Gheorghe Brega, Director General of the Bureau for Interethnic Relations Oleg Babenco, Deputy Minister of Foreign Affairs Lilian Darii, and representatives of civil society and the international community.

OSCE Office in Tajikistan organizes first regional forum for promoting women’s political participation in Khujand

The OSCE Office in Tajikistan on 24 July 2016 organized the first regional forum for promoting women’s political participation in Khujand, with the aim of increasing community outreach, engaging women leaders in the region and supporting women’s empowerment in political and public life.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

ODIHR Director Link and IHRA Chair Constantinescu, on day to commemorate genocide against Roma and Sinti, say greater efforts needed to protect endangered memorial sites and ensure dignity of victims

WARSAW / BUCHAREST, 2 August 2016 – Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and Ambassador Mihnea Constantinescu, Chair of the International Holocaust Remembrance Alliance (IHRA), called today for greater efforts to protect endangered memorial sites related to the Roma and Sinti genocide during World War II.

Speaking on the occasion of the commemoration of the liquidation of the “Gypsy family camp” at Auschwitz-Birkenau in 1944, when the close to 3,000 remaining Roma and Sinti in the camp were murdered, they stressed that states have to do more to demonstrate their sincere and strong commitment to education about and remembrance of the genocide.

“Positively, we have seen increasing attention in recent years on the part of OSCE participating States to commemorate the Roma and Sinti genocide, and to educate people about this horrible event. This practice and these experiences should be widely shared and replicated,” Director Link said. “Promoting understanding of the Holocaust and its effect on different communities can help to create empathy and promote equality and non-discrimination for all.”

“Accurate and ethical education about the Holocaust includes the respectful and dignified preservation of memorial sites,” said Ambassador Constantinescu. “States have to take resolute action to protect endangered memorial sites and continue to do more to commemorate the Roma and Sinti victims. The history of these endangered sites should be included as part of broader efforts to educate about the consequences of indifference to racism.”

They called on governments to ensure that endangered memorial sites for Roma and Sinti victims are preserved and protected, to include this history as an integral part of civic and human rights education in their countries. They stressed that current developments, including a disturbing rise in xenophobic public rhetoric and racism, mean it is even more essential to build strong alliances among different communities.

In 2003, with the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area, the OSCE participating States committed themselves to strengthen education about the Roma and Sinti genocide. Through its Contact Point for Roma and Sinti Issues, ODIHR promotes knowledge about and recognition of the plight of Roma and Sinti during the Holocaust to counter present-day discrimination and racism, and to promote tolerance. According to ODIHR’s recent publication Teaching about and Commemorating the Roma and Sinti Genocide: Practices within the OSCE Area, seven OSCE participating States officially commemorate the Roma and Sinti genocide on 2 August, while a larger number of states commemorate the Roma and Sinti victims on the International Holocaust Memorial Day, 27 January.

The International Holocaust Remembrance Alliance is an inter-governmental organization and the foremost international network of political leaders and professionals advancing and shaping Holocaust education, remembrance and research. Its 31 member countries are committed to the tenets of the Stockholm Declaration. The IHRA Committee on the Genocide of the Roma aims to increase the commitment of IHRA Member Countries to educate, research and commemorate the genocide of the Roma.

OSCE seminars promote traffic safety in Turkmenistan

MARY, Turkmenistan, 29 April 2016 – A two-day OSCE-organized seminar for 20 officers from the Traffic Control Police Service of Mary province, in southern Turkmenistan, on enhancing their capacity to efficiently manage traffic and safeguard road security, concluded today.

The global road safety situation, traffic control and regulation measures as well as the use of new technologies for ensuring road safety were among the main topics addressed by the training course. International experts shared good practices in conducting effective traffic safety campaigns, and elaborated on road safety risk management and mitigation as well as safety performance indicators.

“Modern means of transportation are changing the world around us. While new types of roads are emerging and infrastructure is being improved, traffic law enforcement bodies are putting much effort to update traffic rules and traffic signals and signs which regulate the movement of vehicles and pedestrians,” said Adam Walendzik, Project Co-ordinator of the OSCE Centre in Ashgabat.

“Being well aware of the degree of dangers posed by road traffic, the international community has been undertaking several new initiatives aimed at spreading information on road safety issues and their solutions on the global level. It is highly commendable that the Government of Turkmenistan adopted the National Programme for Road Safety for 2015-2017, and the OSCE Centre in Ashgabat is committed to providing further support in this field.”

The course in Mary was preceded by a similar event in Dashoguz province in northern Turkmenistan, which brought together 21 participants, including officers from the Dashoguz Traffic Control Police Service and representatives of the Dashoguz city municipality.

OSCE seminar promotes traffic safety awareness campaigns in Turkmenistan

ASHGABAT, 16 June 2016 – Officials from the Traffic Control Inspectorate of Turkmenistan’s Interior Ministry and representatives of a local public organization dealing with road safety discussed good practices for promoting road safety awareness at an OSCE-organized three-day seminar that concluded today in Ashgabat.

Shpresa Mulliqi from the OSCE Mission in Kosovo who conducted the seminar talked about the significance of the legal framework for traffic safety, the main factors influencing the road infrastructure and behaviour, including education and culture, as well as ways to raise public awareness about road traffic safety.

The seminar placed special emphasis on the involvement of children and youngsters in awareness-raising activities for pedestrians.

 “Promoting traffic safety is essential for guaranteeing the health and harmonious development of all citizens, including the youngest who represent a group of risk at roads,” said Radovan Znasik, Officer-in-Charge of the OSCE Centre in Ashgabat.

“Our seminar highlights the importance of awareness raising activities in ensuring traffic safety and we hope that the event will be of practical use for the relevant bodies of Turkmenistan as it is committed to upgrading its efforts in the area of promoting traffic safety and designing awareness raising campaigns.”

Participants exchanged views on the role of educational institutions, public organizations and media in raising public awareness on traffic safety. The seminar also covered the main content of traffic safety education, which includes general traffic safety knowledge, and the skills for analyzing and solving problems in traffic activities.

As part of the practical exercises, the participants developed traffic safety awareness messages for different target groups taking into account identified needs, the legal framework, the cultural context and financial implications.

Prior to the seminar, the OSCE expert visited the Traffic Safety School for Children of the Interior Ministry and was familiarized with national road safety campaigns.

OSCE seminar in Turkmenistan promotes freedom of religion and belief

ASHGABAT, 17 June 2016 – Religious literacy, society and security were discussed at an OSCE-organized seminar for some 20 legislators, law-enforcement officials and researchers that concluded today in Ashgabat.

The OSCE Centre in Ashgabat organized the three-day event to facilitate the exchange of best practices in implementing international standards on freedom of religion and belief, and raising public awareness in the area of religious freedom.

International experts presented experiences of other OSCE participating States in promoting religious freedom and discussed with participants the social and political benefits of religious literacy in relation to the freedom of religion and belief.

“In the age of globalization, which enhances interaction between different cultures and faiths, it is essential to educate the public about other religions and promote understanding of the important role of religious freedom,” said Adam Walendzik, Project Co-ordinator at the OSCE Centre in Ashgabat.

The seminar also featured an overview of the Centre’s previous activities addressing religious freedom and highlighted links between international standards, education, religious literacy, society, and security. 

“Today’s seminar was organized to summarize the results of the Centre’s activities in this area, and it is our belief that it will contribute to the strengthened co-operation between the OSCE Centre and the Government of Turkmenistan in enhancing implementation of international standards on the freedom of religion and belief,” added Walendzik.

Orderly election day, competitive campaign did not offset impact of late election law changes on Mongolia’s democratic development, international observers say

ULAANBAATAR, 30 June 2016 – Election day was orderly and followed a competitive campaign. This, however, did not offset the impact of late fundamental changes to election laws on Mongolia’s democratic development, the international observers concluded in a preliminary statement released today. While the June 29 parliamentary elections were highly contested and freedoms of assembly and association were respected, restrictive campaign provisions, coupled with the media’s subservience to political interests, limited impartial and comprehensive information available to voters, the statement says.

“We were pleased to see that voting took place in a calm and peaceful manner. This was a genuinely competitive contest, with high turnout and no certainty as to which party would win. We applaud the fact Mongolia is a functioning democracy,” said Laima Liucija Andrikienė, Head of the European Parliament delegation. “There were, however, some elements which cause concern, including significant last-minute changes to the election laws, which, among other things, prevented 150,000 Mongolian citizens living outside the country, including diplomats, from voting.”

The observers said the consolidation of election legislation into a new law adopted on 25 December 2015, following an inclusive process, was a positive development toward establishing a cohesive electoral framework. However, changes in May 2016 – from a mixed electoral system to a solely majoritarian one, establishing 76 single-mandate constituencies and approving their boundaries – were introduced by parliament in a process that lacked transparency, public consultation and adherence to established criteria, the observers said. This resulted in profound population discrepancies among constituencies.

A total of 498 candidates, including 69 independents, was registered in a process that was largely inclusive and provided voters with a range of political choices. Contrary to OSCE commitments and other international obligations, however, there are disproportionate restrictions on candidacy rights the statement says. While there was general confidence in the accuracy and inclusiveness of the voting register, the May changes to the election laws also effectively disenfranchised 150,000 citizens living abroad for the parliamentary elections.

“For an election to be meaningful, voters first have to be offered a genuine choice, and voters were given that choice here. That choice also has to be between candidates competing on a level playing field and who have equal access to independent media to explain their platforms. In this, there is still work to do,” said Ambassador Audrey Glover, Head of the OSCE/ODIHR long-term election observation mission. “Elections are about voters, and the main problem for voters was understanding the significant last-minute changes to election laws, which affected the rules of the game profoundly and raised questions about political motivation.” 

Despite undue campaign restrictions, the freedoms of assembly and association were respected and candidates were generally able to convey their messages to the electorate. At times the lines were blurred between parties and the administration at both the national and local levels, the observers said. There were multiple instances of alleged vote-buying, which resulted in a number of formal complaints and the deregistration of two candidates.

The GEC received some 50 pre-election complaints. Courts reviewed 21 cases regarding candidate registration, and the police handled more than 1,000 campaign-related complaints. Although legislation clarifies the complaints and appeals process to some extent, a general lack of formalization and transparency in the process within the election administration and the protracted handling of disputes in courts undermined the right to effective remedy.

The media offered extensive election coverage, but abandoned their journalistic role, for the most part simply granting direct access to the politicians. Paid political advertisements and free airtime overshadowed editorial content, and campaign material prepared by political parties was also included in news programming, undercutting the credibility of the media. Consequently, voters were deprived of independent and analytical reporting, the observers said.

In preparation for election day, the General Election Commission met key operational deadlines and fulfilled its mandate. At the same time, the observers said, it lacked transparency and accountability to stakeholders, diminishing trust in the credibility of the process. The testing of vote-counting machines was conducted professionally by the Commission in the presence of stakeholders and, to address concerns over the machines’ accuracy and integrity, the law was amended stipulate that up to 50 per cent of polling stations would be subject to manual recounts. The procedures stipulating the manual re-count, however, were only finalized two days prior to the elections.

All parties and coalitions complied with the 20 per cent gender quota provided for by law, and 26 per cent of contestants were women. There were, however, no women candidates in more than one-third of the constituencies. While there is only one woman member of the General Election Commission, women were better represented in lower-level election commissions. Overall, women remain underrepresented in political life.

Election day proceeded in an orderly manner in most of the country and, while the right to vote was respected, the secrecy of the vote was not consistently ensured. The observers’ assessment of the counting and tabulation of votes was a notable exception to the overall positive assessment of voting, mostly as a result of significant procedural errors or omissions. A number of civil society organizations monitored the pre-election environment, including campaign finance and the media, and issued timely statements highlighting key shortcomings.

Institutional dialogue between central and Gagauz authorities in focus of OSCE Mission to Moldova-supported roundtable discussion

As part of a one-year project to support the engagement of national minority youth and civil society in public discussions and public service, a roundtable discussion was held at the OSCE Mission to Moldova on 24 June 2016.

The event brought together 23 representatives of the Moldovan Parliament, the authorities of Gagauz-Yeri, civil society and the international community to discuss institutional dialogue between central and Gagauz authorities.

Independent researchers from the Comrat-based NGO Piligrim-Demo presented a recent report detailing the joint commissions formed over the years to initiate dialogue on the implementation of Gagauzia’s status as an Autonomous Territorial Unit. They outlined their recommendations for improving the functioning of the current working group established between the Parliament of Moldova and the People’s Assembly of Gagauzia. 

“Such discussions on the process of dialogue between civil society, the expert community and members of the Parliament and People's Assembly are important as they provide critical input to the process and build common understanding of issues,” said Jale Sultanli, Country Manager Moldova of the Crisis Management Initiative (CMI). Participants from Comrat and Chisinau welcomed the opportunity to study past and present practices to strengthen co-operation between the central and regional authorities in Moldova.

OSCE Mission to Moldova strengthens professional skills and civic engagement among young people from both banks

The OSCE Mission to Moldova held a training event on essential debate techniques for 37 high-school students and 7 teachers from both banks of the Dniester/Nistru River on 1 to 3 July 2016 in Vadul-lui-Vodă, a town by the river. The event, which gathered students from Balti, Bender, Cahul, Ceadir-Lunga, Comrat, Parcani, Tiraspol and Vulcanesti, aimed to enhance youth engagement in civic processes at the local and national levels.

“This event has equipped me with skills that will be vital for both my professional and private life,” said Daria Bogdanova, a student from Tiraspol. “Engaging in debates is an excellent way to help us convey our thoughts more convincingly, search for compromise and exercise objectivity.”

The training event introduced students to the Karl Popper debate format that teaches students how to conduct and participate in academic debates, demonstrate leadership, make public speeches, co-operate in teams and apply critical thinking. The aim of the event was to develop students’ analytical and debate skills in order to strengthen their professional opportunities and civic engagement.

The students attending the training will apply their newly acquired knowledge and skills in a series of two debate tournaments to be held in the autumn. The training sessions and tournaments are organized as part of a one-year project implemented jointly by the OSCE Mission to Moldova and the Comrat-based NGO Piligrim-Demo that aims to actively engage young people, including those representing national minorities, in civic process at the local and national levels by developing their debate skills.

OSCE PA human rights committee Chair Ignacio Sanchez Amor follows up on developments in Turkey

COPENHAGEN, 25 July 2016 – In response to the measures taken by the Turkish authorities following the attempted coup, Ignacio Sanchez Amor (MP, Spain), Chairperson of the OSCE PA Committee on Democracy, Human Rights and Humanitarian Questions, issued the following statement today:

“I remain concerned by the developments which have been taking place in Turkey since the attempted coup, as expressed in an earlier statement. As I joined the rest of the international community in offering strong support to the restoration of constitutional order, I also warned against reprisals and hasty purges and underscored the need to safeguard democratic institutions.

“Unfortunately, the sudden dismissal of thousands of judges, prosecutors, academics, and journalists across the country has challenged human rights standards, due process, the right to a fair trial, and freedom of expression. As underlined by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), and the OSCE Representative on Freedom of the Media, Turkey’s response to these unconstitutional events should seek to reinforce, not undermine, the rule of law, the independence of the judiciary, and media freedom.

“I once again call on the Turkish authorities to follow a responsible approach to ensure that the constitutional order is reinforced through the respect of human rights and the independence of democratic institutions in line with OSCE commitments.”

OSCE Office in Tajikistan organizes first regional forum for promoting women’s political participation in Khujand

The OSCE Office in Tajikistan on 24 July 2016 organized the first regional forum for promoting women’s political participation in Khujand, with the aim of increasing community outreach, engaging women leaders in the region and supporting women’s empowerment in political and public life.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

Latest from OSCE Special Monitoring Mission (SMM) to Ukraine, based on information received as of 19:30, 31 July 2016

The SMM recorded a significant increase in the number of ceasefire violations recorded in Donetsk region on 30 July compared to 29 July. A decrease in the number of recorded violations was noted on 31 July, though this figure was still higher than that recorded on 29 July. The SMM recorded a decrease in the number of ceasefire violations observed in Luhansk on 30 July compared to the day before. No violations were recorded on 31 July. Two SMM unmanned aerial vehicles came under small-arms fire on 30 July. The SMM analysed craters on both sides of the contact line. It continued to monitor the withdrawal of weapons. The SMM observed armoured combat vehicles in the security zone. The SMM monitored border areas not controlled by the Government on five occasions, and faced conditional access on two occasions. It faced freedom-of-movement restrictions, the majority of which were in areas not under government control.

The SMM recorded an increased number of ceasefire violations in Donetsk region compared to 29 July[1]. Fewer ceasefire violations were recorded on 31 July compared to the day before but the number of recorded ceasefire violations remained high.

Whilst in “DPR”-controlled Debaltseve (58km north-east of Donetsk) throughout the night of 29 July, the SMM recorded at least 50 undetermined explosions approximately 10km north.

On the evening of 29 July, while in government-controlled Sartana (15km north-east of Mariupol) the SMM heard nine explosions 1-2km east-south-east and three undetermined explosions (one assessed as from a mortar) 2-3km south-south-east and east-north-east of its position.

On 30 July positioned in “DPR”-controlled Yasynuvata (16km north-east of Donetsk) throughout the day, the SMM heard 12 undetermined explosions and uncountable, overlapping bursts of heavy machine gun-fire 1-7km west and north-west of its position over a 40-minute period. Later, in the afternoon, the SMM recorded a salvo of approximately 20 outgoing Grad rockets, 51 undetermined explosions, approximately 40 mortar impacts; uncountable, overlapping heavy-machine gun and small-arms bursts in areas 2-6km west-south-west, west-north-west, west, and north-west of its position over approximately two and a half hours.

Positioned in government-controlled Avdiivka (17km north of Donetsk) throughout the day on 30 July, the SMM heard, over a two and a half-hour period, four undetermined explosions, two mortar impacts (one 120mm and one 82mm) and bursts of heavy-machine-gun fire 2-5km south and south-east of its position. Two outgoing explosions caused by 122mm artillery were also heard 3-4km south-east of the SMM’s position in Avdiivka.

While at Maiorsk checkpoint (45km north-east of Donetsk) on 30 July, the SMM saw and heard four airbursts assessed as recoilless-gun (SPG-9) fire, heard 10 outgoing explosions of armoured personnel carrier (BMP-1, 73mm) cannon fire and bursts of heavy-machine gun and small-arms fire all 2-3km east and east-south-east of its position.

On 30 July, positioned in “DPR”-controlled Horlivka (39km north of Donetsk) the SMM heard two 82mm mortar impacts 3-4km north-west. The SMM also saw one 120mm mortar airburst, heard five undetermined explosions, 14 shots of automatic-grenade-launcher (AGL) fire and bursts of small-arms fire, all 1–3km north-west, north-north-west and north of its position. A short time later the SMM heard 39 undetermined explosions, 20 shots of automatic-grenade-launcher fire and heavy machine gun-fire, all 7–10km west and north-east of its position.

Positioned at “DPR”-controlled Donetsk central railway station (6km north-west of Donetsk city centre) on the morning of 30 July, the SMM heard 20 undetermined explosions 4-8km north, north-west and north-north-east of its position. In the afternoon the SMM heard 171 undetermined explosions and bursts of heavy machine-gun and small-arms fire 2-5km north-north-east of its position.

Whilst in “DPR”-controlled Donetsk city on the night of 30-31 July, the SMM heard 138 explosions (47 assessed as outgoing artillery explosions, 91 undetermined) all 5-15km west, west-north-west, north-west, north and north-north-east of its position.

On the same night the SMM camera in Shyrokyne recorded multiple bursts of tracer fire in areas to the north-east. At 21:10 the camera recorded 25-27 tracer rounds fired from south-south-west to north-north-east; two undetermined explosions; 23-25 tracer rounds fired from south-west to north-east, and 17-19 tracer rounds fired from north-west to north-east.

Positioned in “DPR”-controlled Yasynuvata throughout the day of 31 July the SMM heard 241 undetermined explosions, many bursts of heavy machine gun-fire and small-arms fire, all 1-6km west-south-west and west.

Positioned in government-controlled Avdiivka on 31 July the SMM heard five undetermined explosions south-south-east.

While conducting monitoring with an unmanned aerial vehicle (UAV) over “DPR”-controlled Debaltseve (58km north-east of Donetsk) on 30 July, the SMM heard two shots of small-arms fire immediately followed by two bursts of small-arms fire 300-400m north-east of the SMM’s position.* The SMM assessed the fire as likely directed at its UAV, which was immediately landed. No damage was observed.

Positioned at “DPR”-controlled Donetsk central railway station throughout the day of 31 July the SMM heard 44 undetermined explosions and uncountable bursts of small-arms fire all 1-8km south-south-west, north, north-north-east and north-east of its position.

In Luhansk region the SMM recorded fewer ceasefire violations on 30 July compared to 29 July. The SMM recorded no ceasefire violations in Luhansk region on 31 July.

Positioned in government-controlled Stanytsia Luhanska (16km north-east of Luhansk) on the night of 30 July, the SMM heard a total of 15 outgoing rounds followed by 15 impacts assessed as automatic-grenade-launcher (AGS-17) fire. The rounds were fired from 3.5-4km south (from the direction of the disused railway bridge and/or pedestrian bridge) and impacted 4-5.7km south of the SMM’s position.

While flying a UAV over government-controlled Lobacheve (17km north-west of Luhansk) on 30 July the SMM heard small-arms fire and bursts of heavy-machine-gun fire approximately 600-700 metres north-east of its position, in the area of the UAV. The SMM landed the UAV, which had not sustained damage. The SMM phoned a Ukrainian officer at the Joint Centre for Control and Co-ordination (JCCC) in government-controlled Novoaidar (49km north-west of Luhansk) who said that Ukrainian Armed Forces had fired at the UAV.

On 29 July the SMM conducted crater analysis in Donetsk city’s Kuibyshevskyi district in the presence of the Russian Federation Armed Forces officers from the JCCC. Five metres in front of a house the SMM saw one large crater that had been filled in with debris, making analysis impossible. The SMM saw shrapnel damage to nearby fences and a gas pipeline, which was undergoing repair. Residents reported that a shell had hit at 1:20 on 29 July and that no one had been injured. A second crater was in the garden within two metres of a house. The SMM saw that the walls surrounding the crater had been penetrated with shrapnel and that the south-west facing wall near the crater was demolished. Based on size, and the presence of shrapnel, the SMM assessed the crater as caused by an artillery round of at least 122mm; the direction of fire could not be assessed. According to residents, the impact occurred at approximately 2:00 on 29 July and no one was injured.

The SMM, accompanied by Russian Federation officers from the JCCC, observed two fresh craters in a residential street in “DPR”-controlled Staromykhailivka (15km north-west of Donetsk). Based on analysis and a tail fin found at the site, the SMM assessed the craters as caused by 120mm mortars fired from a north-north-westerly direction. The SMM observed shrapnel damage to walls and shattered windows. Residents said that shells had struck at 1:30 on 29 July and that no one was injured.

The SMM observed two houses damaged by shelling in Avdiivka that an accompanying Ukrainian Armed Forces JCCC representative said had taken place on 30 July. A fresh crater was seen a few meters from a house. The walls, roofs and windows of two nearby houses were badly damaged by shrapnel. An electricity pole had been snapped in half and had fallen into a yard of one of the houses. No injuries were reported. The residents of the house - a couple aged in their 70s - said that this was the second time their house had been shelled since May. They added that shelling starts every day at 17:00 and lasts until 5:00.

The SMM, following up on JCCC reports of shelling in government-controlled Popasna (69km west of Luhansk) observed four fresh craters and damage to houses in a residential area. One crater was situated in the middle of the street and another in the garden of a house, with shrapnel damage evident to the wall and fence of two houses. One house had broken windows. Two shells had landed away from houses, causing little damage. The SMM were told of another shell that had landed in tall grass which the SMM could not observe because of security concerns. Based on analysis of four craters the SMM assessed that they were caused by 82mm mortars fired from an easterly direction. Residents told the SMM that the shelling happened on 29 July and that no one was injured.

On 31 July in the Zhovanka neighbourhood of Zaitseve (50km north-east of Donetsk) the SMM observed a wounded man being taken by ambulance to Horlivka general hospital. According to ambulance personnel, he had been struck by shrapnel from an automatic grenade launcher while in his garden.

The SMM continued to monitor the withdrawal of weapons, in implementation of the Package of Measures and its Addendum, as well as the Minsk Memorandum.

In violation of the respective withdrawal lines an SMM UAV observed two tanks and other military-type vehicles in a compound near the railway station in the centre of “DPR”-controlled Debaltseve (58km north-east of Donetsk). Aerial surveillance imagery available to the SMM revealed the presence on 26 July of a multiple-launch rocket system (MLRS) in the south-western suburbs of “DPR”-controlled Makiivka (12km north-east of Donetsk).

The SMM revisited Ukrainian Armed Forces permanent storage sites and observed that three continued to be abandoned as of 11 February, 14 and 17 March 2016 respectively, with 27 tanks (16 T-72, 11 T-64) and 19 mortars (13 2B9 Vasilek, 82mm, and six 2B11 Sani, 120mm) missing. Thirty tanks (T-64), missing from one site as of 19 March 2016, continued to be absent. Additional weapons were observed at this site.

The SMM observed weapons that could not be verified as withdrawn, as their storage does not comply with the criteria set out in the 16 October 2015 notification. In a government-controlled area beyond the respective withdrawal lines, the SMM observed six self-propelled howitzers (2S1 Gvozdika, 122mm) and nine MLRS (BM-21 Grad, 122mm). Six self-propelled howitzers (2S1 Gvozdika, 122mm) first observed missing on 1 May 2016 continued to be absent from one area. Another area was abandoned as it had been since 1 May 2016 with all six self-propelled howitzers (2S1 Gvozdika, 122mm) missing. Two MLRS (BM 21 Grad, 122mm) continued to be missing from one site, as first reported on 5 April 2015. One site continued to be observed as abandoned as of 22 April 2016, with all previously recorded 18 towed howitzers (2A65 Msta-B, 152mm) missing. The SMM was unable to visit one site as a newly constructed earth barrier blocked the road.*

Beyond the withdrawal lines but outside assigned areas the SMM saw three tanks (T-64s) in a known training area near “LPR”-controlled Myrne (28km south-west of Luhansk). Aerial surveillance imagery available to the SMM revealed the presence on 26 July of: 34 tanks, 20 artillery pieces (two self-propelled, 18 towed) in areas near “LPR”-controlled Kruhlyk (31km south-west of Luhansk).

Aerial surveillance imagery available to the SMM revealed the presence on 28 July of a jamming communication station, assessed as an R-330ZH Zhytel system, hidden among trees in “DPR”-controlled Novohryhorivka (61km north-east of Donetsk).

The SMM observed the presence of armoured combat vehicles (ACV) and anti-aircraft weapons in the security zone. The SMM saw an armoured reconnaissance vehicle (BRDM-2) in government-controlled Zolote (60km north-west of Luhansk); three infantry fighting vehicles (IFVs, BMP-2) near government-controlled Novotoshkivske (53km north-west of Luhansk); two IFVs (one BMP-2, one BMP-1-Ksh) in government-controlled Svitlychne (48km north-west of Luhansk); one stationary armoured personnel carrier (BTR-60) near government-controlled Komyshuvakha (68km west of Luhansk); two BMP-2 parked between houses near government-controlled Stanytsia-Luhanska and one stationary BMP-2 near government-controlled Bolotene (21km east of Luhansk). An SMM UAV observed at least eight BMP, three armoured tracked vehicles (MT-LB), one MT-LB engineering variant and one BTR in a compound close to the railway station in “DPR”-controlled Debaltseve.

In government-controlled Krasnohorivka (21km west of Donetsk), the SMM saw a parade of five military-style and 12 civilian vehicles, all of which carried Ukrainian flags while the lead vehicle also carried a red and black flag. A Ukrainian Armed Forces officer at the JCCC told the SMM the parade marked the anniversary of the “liberation of Krasnohorivka from the “DPR””.

The SMM monitored four border areas not controlled by the Government, visiting one area twice. At the border crossing point near “LPR”-controlled Izvaryne (53km south-east of Luhansk) for a total of 30 minutes on 29 July, the SMM observed 36 vehicles and three buses with Ukrainian number plates, a covered commercial truck with Belarus plates and five vehicles with Russian plates waiting to cross into the Russian Federation. Two covered trucks and a bus, all with Ukrainian number plates, entered Ukraine. The SMM returned to the border crossing point on 31 July and had their names, ID numbers taken by an “LPR” member.* Over 50 minutes of monitoring the SMM saw 52 cars, six with Russian Federation number plates, 46 with Ukrainian plates and four covered commercial trucks with Ukrainian plates waiting to cross into the Russian Federation. Four cars were observed entering Ukraine in this period. At the border crossing point near “LPR”-controlled Dovzhanskyi (84km south-east of Luhansk) the SMM observed the following over a 25-minute period: three covered trucks and 28 cars with Ukrainian number plates, one minibus with Russian plates (travelling from Luhansk to Rostov) and one minibus (travelling from Rovenky to Rostov); two buses with Ukrainian plates leaving Ukraine; and eight cars with Ukrainian and two with Russian Federation plates entering Ukraine. At the border crossing point near “LPR”-controlled Sievernyi (50km south-east of Luhansk) an “LPR” member took the names and ID numbers of SMM monitors and the plate numbers of vehicles. Over a total of 20 minutes of observation, the SMM saw 29 vehicles (all had Ukrainian plates bar one with a Russian plate) and five motorbikes, all with Ukrainian plates, crossing into the Russian Federation. Four pedestrians were seen entering the Russian Federation while one entered Ukraine. At the border crossing point near “DPR”-controlled Novoazovsk (40km east of Mariupol), the SMM saw two trucks and six cars waiting to cross east into the Russian Federation during ten minutes of monitoring.

*Restrictions to SMM’s freedom of movement or other impediments to the fulfilment of its mandate

The SMM’s monitoring is restrained by security hazards and threats, including risks posed by mines and unexploded ordnance, and by restrictions of its freedom of movement and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations.

Denial of access:

  • On 29 July, armed “LPR” members at the “LPR” forward position on the Stanytsia Luhanska bridge denied the SMM passage from government-controlled to “LPR”-controlled areas. The JCCC was informed.
  • On 29 July, an armed “LPR” member stopped the SMM at the “LPR” checkpoint south of Stanytsia Luhanska bridge and took the names and ID numbers of SMM monitors. The SMM was allowed to proceed. Passing the “LPR” forward position on the bridge, an armed “LPR” member told the SMM that they could not travel from government-controlled areas towards “LPR”-controlled areas .
  • On 31 July armed “LPR” members at the same position on Stanytsia Luhanska bridge denied the SMM further passage from government-controlled to “LPR”-controlled areas. The JCCC was informed.
  • On 31 July armed “DPR” members - citing security concerns - turned the SMM away from a checkpoint close to Horlivka after a detonation was heard in the area.
  • On 31 July a Ukrainian Armed Forces soldier stopped the SMM near government-controlled Mykolaivka (57km north of Donetsk) and prevented the SMM from proceeding to Svitlodarsk. The JCCC was informed.
  • On 31 July Ukrainian Armed Forces soldiers prevented the SMM from monitoring the area along the railway line near Lomonosova Street in government-controlled Stanytsia Luhanska (16km north-east of Luhansk), citing demining work in the area.
  • On 31 July a Ukrainian Armed Forces soldier told the SMM that he would shoot down an SMM UAV if it was launched near government-controlled Trokhizbenka (33km north-west of Luhansk). He claimed not to have received the information the SMM had passed to the JCCC regarding the flight. The JCCC was informed.
  • On 31 July the SMM was unable to visit a Ukrainian Armed Forces weapons storage site as a newly constructed earth barrier blocked the road.

Delayed access:

  • On 30 July an armed “DPR” member at a weapons storage site told the SMM to retreat ten steps while he sought approval for the SMM’s access. While saying this, he loaded his rifle and refused SMM requests to use their mobile phones, return to their vehicles, or to return later. After 15 minutes, another “DPR” member arrived and confirmed the SMM’s access.

Conditional access:

  • On 30 July at a checkpoint near Horlivka, armed “DPR” members searched two SMM vehicles.
  • On 30 July an armed “LPR” member at the border crossing point near Sievernyi took the names and ID numbers of SMM monitors.
  • On 31 July an armed “LPR” member at the border crossing point near “LPR”-controlled Izvaryne took the names and ID numbers of SMM monitors.

Other restrictions:

  • On 30 July, an SMM UAV was targeted with small-arms fire over government-controlled Lobacheve.
  • On 30 July, an SMM UAV was targeted with small-arms fire over “DPR”-controlled Debaltseve.

The SMM recorded fewer ceasefire violations in Donetsk region on 1 August compared to both 30 and 31 July, particularly with regard to explosions. In Luhansk region the SMM recorded more ceasefire violations than on 30 and 31 July combined. The SMM followed up on reports of casualties and analysed craters on both sides of the contact line. The Mission noted mines and mine hazard signs. The SMM observed armoured combat vehicles in the security zone. The SMM facilitated repairs to essential infrastructure on both sides of the contact line in Shchastia, Krasnyi Lyman and Zolote. The SMM monitored two border areas not controlled by the Government and its access was restricted at one*.

The SMM recorded fewer ceasefire violations in Donetsk region compared to both 30 and 31 July with no violations recorded during the night by the SMM forward patrol base in government-controlled Svitlodarsk (57km north-east of Donetsk) and “DPR”-controlled Debaltseve (58km north-east of Donetsk)[1].

While in “DPR”-controlled Donetsk city, in the night hours of 31 July, the SMM heard 79 undetermined explosions, at a range of 3 to 15km north and north-west of its location.

In the area of “DPR”-controlled Horlivka (39km north of Donetsk), in the evening hours of 31 July the SMM recorded 24 undetermined explosions, at a range of 2 to 7km north-north west of its location within a 70 minute period. Earlier in the evening, positioned 7km north of Horlivka, the SMM heard four explosions assessed as impacts of automatic-grenade-launcher rounds 0.5-0.8km north of its position.

In the evening hours of 31 July, the SMM heard seven undetermined explosions north-east of its location in Mariupol city (government-controlled, 102km south of Donetsk). On the same night the SMM camera in Shyrokyne (20km east of Mariupol) between 20:36 and 22:59, facing north-east and north, recorded 21 undetermined explosions, seven rocket-assisted projectiles, and 21 bursts of direct heavy-machine gun tracer fire all from west to east. Later, the camera recorded one burst of direct tracer fire from east to west as well as one unidentified indirect ballistic projectile fired from east to north-west, and two impacts of an unknown projectile at an undetermined distance.

Positioned in government-controlled Avdiivka (17km north of Donetsk) during the entire day on 1 August, the SMM heard ten undetermined explosions at an unknown distance south-south-east of its position.

In Luhansk region the SMM recorded more ceasefire violations on 1 August compared to 30 and 31 July combined.

Whilst in government-controlled Stanytsia Luhanska (16km north-east of Luhansk) on the night of 31 July, in an hour around midnight, the SMM heard seven undetermined explosions as well as small-arms and machine-gun fire 3-5km south-south-west of its location. In the same time period, the SMM also heard three explosions assessed as outgoing, one of which it assessed as a cannon round (23mm or 30mm), as well as machine-gun bursts and small-arms shots 3.5km south-west of its location. Additionally, the SMM heard 32 undetermined explosions and machine-gun bursts 10 - 14km south-east of its location.

Within 10 minutes in the morning, while positioned at the northern outskirts of government-controlled Troitske (69km west of Luhansk) the SMM heard three explosions assessed as impacts of an unknown projectile 10-15km north-west of its position.

The SMM followed-up on reports of casualties and conducted crater analysis on both sides of the contact line. In government-controlled Popasna (69km west of Luhansk) the SMM spoke to a doctor on duty at the hospital who said that one Ukrainian Armed Forces soldier had received minor injuries caused by an explosive device and had been brought to the clinic on the night of 31 July. The physician added that he had not been seriously injured and had already been transferred to another hospital. In government-controlled Lopaskyne (24km north-west of Luhansk), the SMM talked to a man (50 years old) who had been injured in the village as a result of a booby-trap explosion. According to him, he and another man who had also been injured were planning to transport some watermelons to their relatives on the other side of the Siverskyi Donets river and accidentally moved a boat on the river bank, which turned out to be booby-trapped. The SMM saw the man had injuries to his head, torso and legs.

The SMM observed the aftermath of shelling in a residential area, a 250m-by-250m block at the northern outskirts of “DPR”-controlled Yasynuvata (16km north-east of Donetsk), accompanied by a Russian Federation Armed Forces officer at the Joint Centre for Control and Co-ordination (JCCC) and armed “DPR” members. According to residents, the shelling occurred around 22:00 on 31 July. The SMM saw a large volume of blood at a second-floor apartment, which was destroyed by an impact and a man had reportedly been killed. In the same area, the SMM analysed two fresh craters 50m-apart it assessed as caused by 122mm artillery rounds fired from a west-north-westerly direction. The SMM saw shrapnel damage to surrounding buildings, cars and trees at a 50m radius and a first floor apartment in the same building destroyed, the roof had been penetrated and a balcony had been destroyed. The SMM also saw overhead cables had been damaged, while gas pipes were being repaired by local services. At the Yasynuvata central hospital, the SMM confirmed the death of a man (51 years old) from the second-floor apartment on the night of 31 July and saw that he had received multiple penetrating injuries to his head, chest and stomach. The SMM did not observe armed presence in the area.

The SMM, accompanied by a Russian Federation Armed Forces officer at the JCCC and armed “DPR” members, observed three impact sites in close proximity (100m-by-100m area) in Kuibyshevskyi district of Donetsk city. No casualties were reported. According to residents, shelling had started about 22:00 on 31 July and continued through the night of 1 August. The SMM analysed one fresh crater, which it assessed as caused by a 122mm or larger calibre artillery round fired from a west-north-westerly direction. Shrapnel had lacerated and penetrated a metal fence and residential building walls in the vicinity. The SMM also observed damage assessed as resulting from a 122mm artillery round striking the roof of a detached house and exploding. The roof had partially collapsed and surrounding walls and foliage were shrapnel lacerated. Finally, the SMM observed the completely destroyed and still burning wing of a residential building which it assessed as having been struck by a 152mm artillery round (direction of fire could not be determined). One of the owners of the house claimed that, as a result of the blast wave, he had become partially deaf in his left ear. The SMM did not observe armed presence in the area.

Near a Ukrainian Armed Forces position south-east of government-controlled Orikhove (56km north-west of Luhansk), the SMM followed up on reports of shelling in the area during the previous night. The SMM analysed two fresh craters 200-300m from the position and assessed them as caused by 82mm mortar rounds, fired from an easterly direction. No casualties or material damage were reported. At the northern bank of the Siverskyi Donets river, in the area of the “LPR” forward position, some 10-20 meters away from the Stanytsia Luhanska bridge, the SMM saw four fresh craters 20-30 centimetres in diameter on the side of the road. An armed “LPR” member present said that the shelling had occurred in the night hours of 31 July and nobody had been injured.

The SMM observed the presence of armoured combat vehicles in the security zone. The SMM saw in government-controlled areas: two infantry fighting vehicles (one BMP-2, one BMP-1-Ksh) in Nyzhnie (56km north-west of Luhansk); an armoured reconnaissance vehicle (ARV; BRDM-2) in Novozvanivka (70km west of Luhansk); one stationary ARV (BRDM-2) near Komyshuvakha (68km west of Luhansk); three stationary armoured personnel carriers (BTR) near Popasna (69km west of Luhansk).

The SMM observed the presence of mines. In areas controlled by the “DPR” the SMM saw, 2km south of “DPR”-controlled Styla (34km south of Donetsk), one mine attached to a tree, approximately 2-2.5m above the ground. Previously, the SMM had observed three mines in the same area (see SMM Daily Report 16 March 2016). In government-controlled areas, at the western outskirts of Pavlopil (26km north-east of Mariupol), the SMM saw a Ukrainian State Emergency Services team visually inspecting for mines an area on the side of the road.

The SMM observed new mine hazard signs. In government-controlled Lopaskyne (24km north-west of Luhansk), in the area of the local cemetery the SMM saw a new improvised mine hazard sign (a white plastic board reading “Welcome on” in English and underneath it “Mines” in Russian and a white plastic board with red letters reading “Mines” in Russian). The SMM spoke to two different groups of residents (men and women, about 60 years old) who said that there had been a fire in the cemetery, which they had extinguished, but were afterward warned for the first time by Ukrainian Armed Forces personnel not to enter the cemetery because the area was mined.  The SMM also observed a new mine hazard sign (dark green metal board reading “Mines” in red Cyrillic letters) on the northern side of the road approximately 1km east of “LPR”-controlled Raivka (16km north-west of Luhansk).

The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential infrastructure on both sides of the contact line. The SMM monitored the cleaning of a water pump zone at the Shchastia power plant; repairs to the water pipes in “LPR”-controlled Krasnyi Lyman (30km north-west of Luhansk) as well as repair works on electrical power lines in Zolote (60km north-west of Luhansk).

The SMM monitored two border areas not controlled by the Government, and was restricted in its freedom of movement at one of them.* At the “LPR”-controlled Novoborovytsi pedestrian border crossing point (79km south of Luhansk), the SMM, within 30 minutes, saw no people crossing the border in either direction and again observed no armed “LPR”-members present (see SMM Daily Report 24 July 2016). At the “LPR”-controlled Dovzhanskyi border crossing point, the SMM noted a significant increase in traffic flow. The SMM saw two parked covered cargo trucks, both with Ukrainian plates. The SMM also observed six full passenger buses, all with Ukrainian plates (bearing signs reading: ‘Luhansk – Moscow’, ‘Moscow – Horlivka’, ‘Alchevsk – Yalta’, ‘Luhansk – Krasnodar’ and ‘Luhansk – Rostov’) queuing to enter the Russian Federation. The SMM saw 37 civilian cars (26 with Ukrainian licence plates and 11 with Russian Federation plates). Ten cars with Ukrainian plates were parked by the side of the road. Within 40 minutes the SMM saw five cars cross into the Russian Federation, but no buses or trucks. An armed “LPR” member then told the SMM to leave.*

*Restrictions to SMM’s freedom of movement or other impediments to the fulfilment of its mandate

The SMM’s monitoring is restrained by security hazards and threats, including risks posed by mines and unexploded ordnance, and by restrictions of its freedom of movement and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations.

Denial of access:

  • An armed man at the “LPR”-controlled Dovzhanskyi border crossing point (85km south-east of Luhansk) asked the SMM to show its patrol plan. The SMM did not comply and the armed man told it to leave the area. The SMM informed the JCCC.
