Navy recruiting rebounds, but it will miss its target to get sailors through boot camp

The Navy will meet its goal to sign up 40,600 recruits by the end of September thanks to several new recruiting programs. But the crush of last-minute enlistments means the service won’t be able to get them all through boot camp by next month, falling 5,000 sailors short of its target. The gaps are hurting the Navy’s ability to fully staff its warships. Navy Vice Adm. Rick Cheeseman tells The Associated Press that the Navy has “not gotten to the point where we can’t do things." All of the military services have struggled in the past several years to attract recruits in a tight job market.

WIPO Broadcast Treaty Gets the Boot?

According to observers and civil society NGO participants, the WIPO Standing Committee on Copyright and Related Rights will not recommend a Diplomatic Conference on the proposed WIPO Broadcasting Treaty. In non-WIPO-ese, that means broadcasters won't get the unjustified grant of copyright-plus rights they've been asking for. Instead, they'll still have copyright protection for their programs, while the public will get its fair use without an extra layer of exclusion.

World Intellectual Property Organization negotiations for a treaty on rights for broadcasters broke down at the eleventh hour, according to participating government officials. A high-level final treaty negotiation scheduled for November will not take place, they said.

The SCCR, which does its work through "non-papers" and meetings in Geneva, has been pushing for a broadcasting treaty for nearly a decade. It was nearing its conclusion, sending the draft on to a Diplomatic Conference to be adopted as an international treaty, when delegates apparently finally recognized they could not reach consensus. The latest draft would have added DRM-protection, anti-circumvention, and new exclusive rights to broadcasts, threatening innovations like TiVo and SlingBox. While the United States was at most stages willing to sell out its innovators, even pushing at times for grant of new "webcasting" exclusive rights, Brazil, India, and the Africa Group took the lead in rejecting a new treaty if it lacked public rights and exceptions to balance those granted to broadcasters.

EFF and KEI, among others, have been keeping this process under scrutiny for a long time. Amazing how similar the debates look to what I first helped live-blog in 2004.

Rebooting the news

My opinion: At this point it doesn’t matter what the NYT says. Either way they jumped the shark for the last time in this election.

After the election if we still have freedom of speech, we should reboot news around the simple idea of news written by experts. They must know the basic rules of journalism, imho that's much easier than the know-nothing journalist posing as everyman with a view from nowhere, trying to understand what they're writing about. They don't have any basis to judge, we give them far too much power. That system is rooted in a time when publishing was expensive but that hasn't been true for thirty years. the old system has run its course. This election, either way, is a lesson in how that system, if it ever worked, doesn't work today. The next news system will be sources going direct to interested readers.

Jay Rosen and I did a series of podcasts in the early teens called Rebooting the News. This was the basic premise. I believe more than ever that this is the best path for news going forward.

They did this at Wired for a while. I was invited to be a columnist when my main qualification was that I was an accomplished software developer. I think that's the way to go. Experts sharing their perspectives on current events.

Before Twitter existed, in 2002, I proposed to the NYT that they offer a blog to anyone who is quoted in a NYT article. If they had done this, the NYT would be what Twitter became, and it wouldn't now be owned by Elon Musk, for the benefit of humanity. I wish they had done it. It would have been a real moneymaker. And good for the flow of knowledge.

Multiple iPhone units stored for forensic analysis have rebooted themselves, causing concern among law enforcement officials that Apple has a new security feature.


iPhones stored for forensic analysis have reportedly begun rebooting themselves.

The phones in question had a few things in common, they were all running iOS 18.0, and they had been disconnected from cellular networks for some time. They were sent into a forensics lab on October 3, 2024.

The affected devices even included one that was in Airplane Mode and another that was kept in a Faraday cage, which prevents electrical signals from accessing the device. While it's most likely that the devices began boot-looping or that they ran low on battery, officials believe the restarts were caused by something else entirely.

iPhones on iOS 18.1 will automatically reboot and lock down after being idle for a while

A hidden feature in iOS 18.1 will automatically reboot a locked iPhone when it is asleep but hasn't been unlocked for a while, presumably as a security measure.


The feature has been identified as an "inactivity reboot," and is similar to a feature found on Macs. The Mac version, known as "hibernation mode," saves the state of the device to disk when put to sleep, in case the power fails or the battery runs out before the user can return to the machine.

By flushing the last state of the device, iPhone users are better protected from forensic searches by law enforcement or other entities. The change also makes it more difficult for anyone to break into the device using brute-force or other methods.

The reboot timer is not reliant on charging or network functions, and is only tied to inactivity since the last unlock. This means the reboot will take place after a period of time, even if network connections are not maintained.

Assassin's Creed Shadows will reboot Assassin's Creed's patchy modern-day story

Put your hand up if you'd forgotten that every Assassin's Creed game is, strictly speaking, set in the present day. I know I had. That's not the actual distant past you're parkouring through. That isn't actual Renaissance architecture you're clambering on. It's a holographic Animus simulation, conjured from ancestral memories flash-frozen within your DNA - convenient, inasmuch as it means that any inconsistencies are your DNA's fault, not Ubisoft's. If the ledge-mantling animations are glitchy, that's simply because you have bad genes.

We can both be forgiven for losing sight of Assassin's Creed's modern day narrative frame. Ubisoft themselves have downplayed it since the era of Desmond Miles, the watery Peter Parker figure who served as puppetmaster protagonist for AC games up to Assassin's Creed 3. In Assassin's Creed Shadows, however, they're planning to bring back the modern day setting in a big way, though details are scanty.
