3,000 People Gather In Munich to Call for Easing of Coronavirus Lockdown Restrictions

Up to 3,000 people gathered in Munich, Germany, on May 9 to demonstrate against the restrictions put in place throughout the country to stem the spread of the coronavirus, according to local outlet TAG24. TAG24 reported that the protest had only been registered for 80 people. A larger crowd of people assembled, as this video shot in the central Marienplatz area of Munich shows. Similar protests took place across Germany on the same day in cities such as Berlin, Stuttgart, and Nuremburg. No violence was reported. On May 6, German Chancellor Angela Merkel announced steps to ease the country’s coronavirus lockdown and introduced a new “emergency mechanism” that can be triggered by regional authorities to contain local Covid-19 outbreaks. As of May 9, Germany had over 171,000 confirmed cases of the coronavirus, and 7,525 deaths, according to figures published in Tagesspiegel. Credit: @Franzisker2 via Storyful

A fuller picture: The building blocks of a 3-dimensional natural resource inventory

Accurate measurements of natural resources are a prerequisite for resource assessment. Demetrios Gatziolis, a scientist with the USDA Forest Service Pacific Northwest Research Station, and his colleagues with Washington State University developed and tested protocols for using structure-from-motion photogrammetry to obtain data that can be used to construct 3-dimensional (3-D) representations of trees, other vegetation, and down wood. This type of photogrammetry is a remote-sensing technique based on a sequence of digital images or video footage. Gatziolis and his colleagues focused on developing protocols for using it under the forest canopy. Their method can serve as a guide for others interested in obtaining inexpensive, precise 3-D data of trees in field plots. The researchers continue to perfect the technology so it can be reliably deployed by field crews with a minimal amount of training.

WestProPlus: A Stochastic Spreadsheet Program For The Management of All-Aged Douglas-Fir-Hemlock Forests In The Pacific Northwest

WestProPlus is an add-in program developed to work with Microsoft Excel to simulate the growth and management of all-aged Douglas-fir-western hemlock (Pseudotsuga menziesii (Mirb.) Franco-Tsuga heterophylla (Raf.) Sarg.) stands in Oregon and Washington. Its built-in growth model was calibrated from 2,706 permanent plots in the Douglas-fir-western hemlock forest type in Oregon and Washington. Stands are described by the number of trees per acre in each of nineteen 2-in diameter classes in four species groups: Douglas-fir, other shadeintolerant species, western hemlock, and other shade-tolerant species. WestProPlus allows managers to predict stand development by year and for many decades from a specific initial state. The simulations can be stochastic or deterministic. The stochastic simulations are based on bootstrapping of the observed errors in models of stand growth, timber prices, and interest rate. When used in stochastic simulations, this bootstrap technique simulates random variables by sampling randomly (with replacement) from actual observations of the variable, rather than from an assumed distribution. Users can choose cutting regimes by specifying the interval between harvests (cutting cycle) and a target distribution of trees remaining after harvest. A target distribution can be a reverse-J-shaped distribution or any other desired distribution. Diameterlimit cuts can also be simulated. Tabulated and graphic results show diameter distributions, basal area, volumes by log grade, income, net present value, and indices of stand diversity by species and size. This manual documents the program installation and activation, provides suggestions for working with Excel, and gives background information on West-ProPlus's models. It offers a comprehensive tutorial in the form of two practical examples that explain how to start the program, enter simulation data, execute a simulation, compare simulations, and plot summary statistics.

A synthesis of the literature on the biology, ecology, and management of western hemlock dwarf mistletoe

Hemlock dwarf mistletoe (Arceuthobium tsugense [Rosendahl] G.N. Jones) is a small, inconspicuous parasite that has significant effects on tree growth and stand structure in coastal forest ecosystems of western North America. Most previous research focused on the effects of hemlock dwarf mistletoe on timber production. Previous clearcut harvesting of large areas that removed virtually all infected trees and forestry practices that established even-aged stands of trees effectively prevented or minimized future hemlock dwarf mistletoe impacts. Under this regime, further research on hemlock dwarf mistletoe was considered unnecessary. However, current forestry practices that restrict clearcut harvesting to small openings and retain live trees to preserve attributes of old-growth forests create conditions that appear highly favorable for enhanced seed production by hemlock dwarf mistletoe, early spread of the mistletoe to infect young trees, and, consequently, increased growth impacts to residual trees over time. More information is needed on the biology and impacts of hemlock dwarf mistletoe in coastal western hemlock retention harvested forests in the United States of America and Canada. Further work is recommended to develop sampling and monitoring procedures to determine hemlock dwarf mistletoe spread and impacts. We also need to investigate several unusual aspects of hemlock dwarf mistletoe biology and development such as long-distance seed dispersal and persistence in old-growth forests. Detailed tree, stand, and forest-level models are needed to monitor and project hemlock dwarf mistletoe effects over a wide range of ecological conditions and management regimes in coastal forests.

The Block: Stories from a Meeting Place

These are stories about a patch of land in Sydney, an infamous acre known as the Block, a place steeped in a rich history of Aboriginal culture, activism and hope. Over time, tragedy, drug abuse and crime crept into the Indigenous-owned housing precinct. In September 2010, the few remaining tenants received notice to vacate their homes. The Aboriginal Housing Company, which owned the crumbling terraces, was keen to redevelop the land. Now vacant, the Block sits on the verge of a new, uncertain rebirth. This virtual time capsule invites you to explore the Block, to witness the events that defined its 40-year history, and to meet the people whose lives it has shaped.

Judge rules Iowa law unconstitutional that blocked sex education funding to Planned Parenthood

An Iowa judge has ruled unconstitutional a state law that would have blocked Planned Parenthood of the Heartland from receiving federal money to provide sex education programs to Iowa youth.

Fifth Judicial District Judge Paul Scott on Wednesday ruled the law “has no valid, ‘realistically conceivable’ purpose that serves a legitimate government interest as it is both irrationally overinclusive and under-inclusive.”

“The act violates (Planned Parenthood of the Heartland’s) right to equal protection under the law and is therefore unconstitutional,” Scott ruled in issuing a permanent injunction to prevent the law’s implementation.

House File 766, passed in 2019 by the Republican-controlled Iowa House and Senate, excluded any Iowa organization that “provides or promotes abortion” from receiving federal dollars that support sex education and related services to Iowa youth.

Planned Parenthood of the Heartland and ACLU of Iowa challenged the law, filing a lawsuit shortly after Gov. Kim Reynolds signed the bill into law.

Polk County District Court issued a temporary injunction blocking the law, which was to go into effect July 1, allowing Planned Parenthood to continue providing sex education programming throughout the past year.

The governor’s office did not immediately respond to requests for comment on the ruling.

Law challenged

In its lawsuit, Planned Parenthood and ACLU argued that by blocking the abortion provider from the two federal grants — the Personal Responsibility Education Program (PREP) and the Community Adolescent Pregnancy Prevention (CAPP) — the law violated protections of free speech, due process and equal protection.

“The decision recognizes that the law blocking Planned Parenthood from receiving grants to provide this programming violated the constitutional requirement of equal protection,” ACLU of Iowa Legal Director Rita Bettis Austen said in a statement Thursday.

Though Planned Parenthood would be excluded, the law did allow “nonprofit health care delivery systems” to remain eligible for the federal funding, even if they are contracted with or are affiliated with an entity that performs abortions or maintains a facility where abortions are performed.

By doing so, the law effectively singles out Planned Parenthood, but allows other possible grant recipients to provide an array of abortion-related services, according to the court documents.

“The carved-out exception for the ‘nonprofit health care delivery system’ facilities undermines any rationale the State produces of not wanting to be affiliated with or provide funds to organizations that partake in any abortion-related activity,” Scott ruled. .

Programs in Iowa

In fiscal year 2019, Planned Parenthood received about $265,000 through the federal grants, including $85,000 to offer PREP curriculum in Polk, Pottawattamie and Woodbury counties.

It was awarded $182,000 this year to offer CAPP curriculum in Linn County, as well as in Dallas, Des Moines, Jasper, Lee, Polk, Plymouth and Woodbury counties.

The grants are administered by the Iowa Department of Human Services and the Iowa Department of Public Health.

Planned Parenthood has provided sex education to students in 31 schools and 12 community-based youth organizations in Iowa using state-approved curriculum since 2005, according to a new release.

The focus has remained “on areas with the highest rates of unintended pregnancies and sexually-transmitted infections,” the news release said.

“Today’s decision ensures that teens and young adults across Iowa will continue to have access to medically accurate sex education programs, despite the narrow and reckless policies of anti-abortion lawmakers,” said Erin Davison-Rippey, executive director of Planned Parenthood North Central States.

Categorification via blocks of modular representations for sl(n). (arXiv:1612.06941v3 [math.RT] UPDATED)

Bernstein, Frenkel, and Khovanov have constructed a categorification of tensor products of the standard representation of $mathfrak{sl}_2$, where they use singular blocks of category $mathcal{O}$ for $mathfrak{sl}_n$ and translation functors. Here we construct a positive characteristic analogue using blocks of representations of $mathfrak{sl}_n$ over a field $ extbf{k}$ of characteristic $p$ with zero Frobenius character, and singular Harish-Chandra character. We show that the aforementioned categorification admits a Koszul graded lift, which is equivalent to a geometric categorification constructed by Cautis, Kamnitzer, and Licata using coherent sheaves on cotangent bundles to Grassmanians. In particular, the latter admits an abelian refinement. With respect to this abelian refinement, the stratified Mukai flop induces a perverse equivalence on the derived categories for complementary Grassmanians. This is part of a larger project to give a combinatorial approach to Lusztig's conjectures for representations of Lie algebras in positive characteristic.

A reaction-diffusion system to better comprehend the unlockdown: Application of SEIR-type model with diffusion to the spatial spread of COVID-19 in France. (arXiv:2005.03499v1 [q-bio.PE])

A reaction-diffusion model was developed describing the spread of the COVID-19 virus considering the mean daily movement of susceptible, exposed and asymptomatic individuals. The model was calibrated using data on the confirmed infection and death from France as well as their initial spatial distribution. First, the system of partial differential equations is studied, then the basic reproduction number, R0 is derived. Second, numerical simulations, based on a combination of level-set and finite differences, shown the spatial spread of COVID-19 from March 16 to June 16. Finally, scenarios of unlockdown are compared according to variation of distancing, or partially spatial lockdown.

ZebraLancer: Decentralized Crowdsourcing of Human Knowledge atop Open Blockchain. (arXiv:1803.01256v5 [cs.HC] UPDATED)

We design and implement the first private and anonymous decentralized crowdsourcing system ZebraLancer, and overcome two fundamental challenges of decentralizing crowdsourcing, i.e., data leakage and identity breach.

First, our outsource-then-prove methodology resolves the tension between the blockchain transparency and the data confidentiality to guarantee the basic utilities/fairness requirements of data crowdsourcing, thus ensuring: (i) a requester will not pay more than what data deserve, according to a policy announced when her task is published via the blockchain; (ii) each worker indeed gets a payment based on the policy, if he submits data to the blockchain; (iii) the above properties are realized not only without a central arbiter, but also without leaking the data to the open blockchain. Second, the transparency of blockchain allows one to infer private information about workers and requesters through their participation history. Simply enabling anonymity is seemingly attempting but will allow malicious workers to submit multiple times to reap rewards. ZebraLancer also overcomes this problem by allowing anonymous requests/submissions without sacrificing accountability. The idea behind is a subtle linkability: if a worker submits twice to a task, anyone can link the submissions, or else he stays anonymous and unlinkable across tasks. To realize this delicate linkability, we put forward a novel cryptographic concept, i.e., the common-prefix-linkable anonymous authentication. We remark the new anonymous authentication scheme might be of independent interest. Finally, we implement our protocol for a common image annotation task and deploy it in a test net of Ethereum. The experiment results show the applicability of our protocol atop the existing real-world blockchain.

QuickSync: A Quickly Synchronizing PoS-Based Blockchain Protocol. (arXiv:2005.03564v1 [cs.CR])

To implement a blockchain, we need a blockchain protocol for all the nodes to follow. To design a blockchain protocol, we need a block publisher selection mechanism and a chain selection rule. In Proof-of-Stake (PoS) based blockchain protocols, block publisher selection mechanism selects the node to publish the next block based on the relative stake held by the node. However, PoS protocols may face vulnerability to fully adaptive corruptions. In literature, researchers address this issue at the cost of performance.

In this paper, we propose a novel PoS-based blockchain protocol, QuickSync, to achieve security against fully adaptive corruptions without compromising on performance. We propose a metric called block power, a value defined for each block, derived from the output of the verifiable random function based on the digital signature of the block publisher. With this metric, we compute chain power, the sum of block powers of all the blocks comprising the chain, for all the valid chains. These metrics are a function of the block publisher's stake to enable the PoS aspect of the protocol. The chain selection rule selects the chain with the highest chain power as the one to extend. This chain selection rule hence determines the selected block publisher of the previous block. When we use metrics to define the chain selection rule, it may lead to vulnerabilities against Sybil attacks. QuickSync uses a Sybil attack resistant function implemented using histogram matching. We prove that QuickSync satisfies common prefix, chain growth, and chain quality properties and hence it is secure. We also show that it is resilient to different types of adversarial attack strategies. Our analysis demonstrates that QuickSync performs better than Bitcoin by an order of magnitude on both transactions per second and time to finality, and better than Ouroboros v1 by a factor of three on time to finality.
