The session took place on 27 June 2016 in Rybnitsa, a town on the left bank of the Dniester/Nistru River. The event aimed to equip participants with essential skills in family counselling and post-traumatic stress rehabilitation. Participants studied means to identify family violence, various coaching techniques to use when working with families, as well as methods for handling trauma and post-traumatic stress among domestic violence victims. In the past week, similar training events have been held in Chisinau and Tiraspol with the total participation of 50 professionals from Bender, Causeni, Chisinau, Comrat, Drochia, Rybnitsa and Tiraspol. Participants in the training sessions included psychologists, teachers, medical professionals, lawyers and social workers, all of whom encounter cases of domestic violence in their work through Moldova’s referral system. The training events were held as part of the Mission’s project to strengthen the capacity of those who provide crisis services to women and families on both banks of the Dniester/Nistru River. The project was developed following a country-wide assessment conducted in 2014 and 2015. The assessment identified a number of challenges in this field in Moldova, most notably the difficulties in accessing domestic violence services – including shelters and crisis centres – for those living in rural areas, and a lack of state resources. While the stated intention of the President was to contribute to the resolution of the ongoing crisis, the citizens nevertheless are entitled to see political and legal accountability being carried out. The judiciary and the Special Prosecutor’s Office must be allowed to continue to do their very important work in line with the principles of independence and impartiality. The investigation of the cases surrounding and arising from the content of the unauthorized interception of communications, and subsequent court cases should help rebuild the trust of citizens in the rule of law and in a well-functioning and impartial justice system. als ODIHR Director Link expresses concern over sentencing of officials of political party banned in Tajikistan By feeds.osce.org Published On :: Fri, 03 Jun 2016 14:26:25 +0000 WARSAW, 3 June 2016 – Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), expressed concern today over yesterday’s sentencing by a court in Dushanbe of two leaders of the banned Islamic Renaissance Party (IRPT) to life imprisonment, and 11 other high-ranking party officials to jail terms ranging from two to 28 years. “The harsh sentences handed down yesterday, following the earlier ban of the IRPT and the arrest and harassment of its members and their families and lawyers, raise concerns in relation to the commitments Tajikistan has made as an OSCE participating State to uphold key values of democracy, including political pluralism and political participation,” the ODIHR Director said. “ODIHR has raised this issue with the authorities in the past, and asked for more information on the rationale behind these actions.” The IRPT party officials were convicted and sentenced by the court on charges that they had conspired in and taken part in the organization of an army coup in the country in September 2015. At that time, the Supreme Court banned the party as an “extremist and terrorist organization”. Participants, who are candidates to join the reintegrated justice system in northern Kosovo, were briefed and engaged in in-depth discussions on the human rights requirements, international standards and best practices in ensuring a fair trial. The training consisted of presentations and lectures on international human rights standards, search tools for the European Court of Human Rights database, rights of access to justice and equality in the administration of justice, right to a public hearing, right to be presumed innocent and privilege against self-incrimination, protection of victims and witnesses, the equality of arms principle and the right to a hearing before a competent, independent and impartial tribunal established by law. “The justice system in the northern Kosovo has been dysfunctional for years now. Such a situation negatively impacted both the rule of law, proper delivery of justice and the observance of fundamental human rights, including the right of access to justice and the right to trial within a reasonable time,” said Jean-Claude Schlumberger, Head of the OSCE Mission in Kosovo. “The aim of this training was two-fold: enhance participants’ awareness of the importance of promoting and protecting human rights and fundamental freedoms in the courtroom but also encourage them to use pertinent international mechanisms in their daily work.” Nikola Kabašić, a leading representative of the judicial community in northern Kosovo, said: “Continuous and systematic education of professionals whose main responsibility is to promote, implement and protect human rights is an obligation of all local and international institutions and organizations. That is why this training is important because the level of democracy of one society is measured by the extent of respect of human rights and fundamental freedoms.” Kosovo Deputy Minister of Justice, Nusret Hoxha, who was a guest at the training course noted the Ministry’s support as well as the need for local judges and prosecutors to be given additional opportunities to become familiar with best international practices in the justice sector. The course was held following a needs assessment conducted by the OSCE Mission, which highlighted the need to engage in educational programs as a priority in building the capacities of judicial professionals in the north.
