Photo: Getty Images. 1 July marks the 20th anniversary of the transfer of Hong Kong’s sovereignty from Britain to China. Kerry Brown speaks with Jason Naselli about what the future holds for the territory. How sustainable is the ‘one country, two systems’ framework? Will the arrangement last the full 50 years (until 2047) as originally envisioned? It is questionable whether the arrangement that exists today was the one envisioned in 1997 when the handover happened. It was always a very abstract, flexible system, granting Hong Kong a high degree of autonomy, meaning it could maintain its capitalist system. Of course, in the lead up to 1997 all these things were broadly seen as being in Beijing’s interests to preserve. But these days, the one thing that few said in 1997 has come to pass – the People’s Republic has maintained one-party rule as a political system, but become one of the world’s great economies. It has been so far a huge success. Hong Kong therefore has diminished in importance over the years to the point that maintaining at least some semblance of one country, two systems is almost like an act of charity. It has been nibbled at, compromised and seems to grow weaker by the day. Most in Hong Kong would say there is a system: one country, one system. That’s the deal. The central government’s deepening involvement in the territory’s politics is a subject of growing controversy in Hong Kong. Does the Chinese government need to alter its approach? Not particularly. It doesn’t want to see Hong Kong fail as an economy. That doesn’t suit its interests at all. But nor does it want a truculent, disobedient polity that is meant to be part of its sovereign territory. So it has increasingly set political parameters. Hong Kong can have its unique system – as long as it is obedient. And on the whole, that is the deal that all of the city’s chief executives until now have internally understood perfectly. As part of the 1997 handover, the UK has ‘a continuing moral and political obligation’ to Hong Kong. How will this relationship play out as Brexit shifts Britain’s place in the world? The Foreign Office offers a six-monthly report to Parliament, updating on how the handover deal is going. As the years go on, however, it becomes increasingly illusive how the UK has any real locus to say much about the situation on Hong Kong. It did say, rightly, that the detainment of one of the booksellers taken in in 2015 was a violation of the treaty because he was British. This was the strongest wording that has ever appeared from an official British source. But with dependence on creating a new kind of relationship with China now foremost in people’s minds because of Brexit and other economic pressures, it is not surprising that the priority increasingly lies elsewhere. With direct management of Hong Kong gone, the UK was always going to be more and more irrelevant. That has happened. And in any case, relations with China have had to become more complex and multifaceted. Hong Kong was always the tail wagging the dog for the UK relations with China. Now there has been a rebalancing, the calculation always has to be how much unilaterally supporting Hong Kong will damage relations with Beijing. This has become an increasingly asymmetrical question: in a playoff, preserving links with Beijing will always prevail. That’s just the reality of the new world we are seeing come into being. Hong Kong has played an important financial role for China over the past 20 years, but where will it fit as markets and financial institutions on the mainland mature? It maintains is role as a major RMB hub, and as a finance centre. But it is surrounded by competition. Singapore, and Sydney, and other places in the region have RMB deals. Shanghai and Tianjin aspire to be portals for entry to the domestic Chinese market. Hong Kong every day has to think of new ways to maintain its relevance and beat back competition. So far, it has done well. But this is an issue it can never be complacent about. What has been the most significant change in Hong Kong society since 1997? The rising cultural and linguistic influence of the mainland on Hong Kong. Hong Kong has maintained its difference – but it has had to change. It is clear that Hong Kong is now in the hands of Hong Kongese – they cannot rely on others to stick up for them now. The culture, identity and future of the territory are in their hands. Finally, we use two quadrotors with suspended electromagnet systems to collaboratively grasp and pick up a larger payload for transportation. hands Boston Dynamics’ Latest Vids Show Atlas Going Hands On By spectrum.ieee.org Published On :: Mon, 04 Nov 2024 17:00:03 +0000 Boston Dynamics is the master of dropping amazing robot videos with no warning, and last week, we got a surprise look at the new electric Atlas going “hands on” with a practical factory task. This video is notable because it’s the first real look we’ve had at the new Atlas doing something useful—or doing anything at all, really, as the introductory video from back in April (the first time we saw the robot) was less than a minute long. And the amount of progress that Boston Dynamics has made is immediately obvious, with the video showing a blend of autonomous perception, full body motion, and manipulation in a practical task.We sent over some quick questions as soon as we saw the video, and we’ve got some extra detail from Scott Kuindersma, senior director of Robotics Research at Boston Dynamics.If you haven’t seen this video yet, what kind of robotics person are you, and also here you go: Atlas is autonomously moving engine covers between supplier containers and a mobile sequencing dolly. The robot receives as input a list of bin locations to move parts between. Atlas uses a machine learning (ML) vision model to detect and localize the environment fixtures and individual bins [0:36]. The robot uses a specialized grasping policy and continuously estimates the state of manipulated objects to achieve the task. There are no prescribed or teleoperated movements; all motions are generated autonomously online. The robot is able to detect and react to changes in the environment (e.g., moving fixtures) and action failures (e.g., failure to insert the cover, tripping, environment collisions [1:24]) using a combination of vision, force, and proprioceptive sensors.Eagle-eyed viewers will have noticed that this task is very similar to what we saw hydraulic Atlas (Atlas classic?) working on just before it retired. We probably don’t need to read too much into the differences between how each robot performs that task, but it’s an interesting comparison to make.For more details, here’s our Q&A with Kuindersma:How many takes did this take?Kuindersma: We ran this sequence a couple times that day, but typically we’re always filming as we continue developing and testing Atlas. Today we’re able to run that engine cover demo with high reliability, and we’re working to expand the scope and duration of tasks like these. Is this a task that humans currently do?Kuindersma: Yes.What kind of world knowledge does Atlas have while doing this task?Kuindersma: The robot has access to a CAD model of the engine cover that is used for object pose prediction from RGB images. Fixtures are represented more abstractly using a learned keypoint prediction model. The robot builds a map of the workcell at startup which is updated on the fly when changes are detected (e.g., moving fixture).Does Atlas’s torso have a front or back in a meaningful way when it comes to how it operates?Kuindersma: Its head/torso/pelvis/legs do have “forward” and “backward” directions, but the robot is able to rotate all of these relative to one another. The robot always knows which way is which, but sometimes the humans watching lose track. Are the head and torso capable of unlimited rotation?Kuindersma: Yes, many of Atlas’s joints are continuous. How long did it take you folks to get used to the way Atlas moves?Kuindersma: Atlas’s motions still surprise and delight the team. OSHA recommends against squatting because it can lead to workplace injuries. How does Atlas feel about that?Kuindersma: As might be evident by some of Atlas’s other motions, the kinds of behaviors that might be injurious for humans might be perfectly fine for robots. Can you describe exactly what process Atlas goes through at 1:22?Kuindersma: The engine cover gets caught on the fabric bins and triggers a learned failure detector on the robot. Right now this transitions into a general-purpose recovery controller, which results in a somewhat jarring motion (we will improve this). After recovery, the robot retries the insertion using visual feedback to estimate the state of both the part and fixture. Were there other costume options you considered before going with the hot dog? Kuindersma: Yes, but marketing wants to save them for next year.How many important sensors does the hot dog costume occlude?Kuindersma: None. The robot is using cameras in the head, proprioceptive sensors, IMU, and force sensors in the wrists and feet. We did have to cut the costume at the top so the head could still spin around. Our proposed framework utilizes a multi-critic reinforcement learning algorithm to effectively handle the mixture of dense and sparse rewards. In the experiments, the multi-critic method significantly reduces the effort of hyperparameter tuning compared to the standard single-critic alternative.
