Incorporating understanding of informal economic activity in natural resource and economic development policy

This report synthesizes the literature on the role of informal economic activity in the United States postindustrial economy. Informal economic activity is expanding in the United States and is likely to continue in the foreseeable future. The formal and informal economic sectors are inextricably intertwined, with individuals and households combining elements of both sectors to construct their livelihoods. Although the informal economy is often thought of as the domain of economically marginal individuals and households, virtually everyone participates in the informal economy to some extent. However, the literature highlights how factors such as social status and household position in the formal economy affect whether participation in informal economic activity is exploitative or empowering. The nontimber forest products sector serves as a case study of why it is important to consider informal economic activity when developing natural resource and economic development policy. We recommend steps policymakers can take to identify and encourage positive aspects of the informal economic activity. We also highlight several areas of research to improve understandings of the role of informal economic activity in postindustrial societies.

The method includes the following stages: representing an event processing application as an event processing network, being a graph with event processing agents as nodes; generating a finite state machine based on the event processing network, wherein the finite state machine is an over-approximation of the event processing application; expressing stateful rules and policies that are associated with the event processing application using temporal logic, to yield a temporal representation of the event processing application; combining the temporal representation and the finite state machine into a model; generating a statement associated with a user-selected verification-related property of the event processing application, wherein the statement is generated using the temporal representation; and applying the statement to the model, to yield an indication for: (i) a correctness of the statement or (ii) a counter example, respectively.

A system and method for detecting analytes using a conformal filter. A conformal filter, which may comprise a tunable filter, is configured to filter interacted photons conforming to a spectral shape correlated with an analyte of interest. Conformal filter configurations may be selected by consulting a modified look-up table associated with an analyte. An iterative methodology may be used to calibrate a conformal design for an analyte of interest, refine a previous conformal filter design for an analyte of interest, and/or generate a new conformal filter design for an analyte of interest.

A wood-containing composite are described that may include a lignocellulosic material, and a formaldehyde-free binder in contact with at least a portion of the lignocellulose material. The binder is formed from a binder composition that includes a soy flour, a polymer, and a crosslinking agent, at least a portion of each of which are covalently crosslinked to each other in the binder. Also described are methods of making wood-containing composites by providing a pre-mixed, one-part binder composition of at least 60 wt. % soy flour, a polymer, and a crosslinking agent. The binder composition is applied to lignocellulosic material, and the combination may be heated at a temperature of about 100° C. or more to cure the binder composition into a binder. The cured binder has the soy protein, polymer, and crosslinking agent covalently bonded to each other.

Etherified melamine/formaldehyde condensates having a high solid content and low viscosity

Process for the preparation of etherified melamine/formaldehyde condensates, in which first a methylolation of melamine with a formaldehyde component in the molar ratio of from 1:6 to 1:15, preferably at a pH of >7, is carried out. This is followed by an etherification of the resulting hydroxymethylation intermediate in the presence of a C1-C20-alkyl, preferably of a C1-C6-alcohol, particularly preferably of a C1-C4-alcohol, at a pH of 9.5 being established before, during and/or after the distillation. According to the invention, a plurality of hydroxymethylation, etherification and distillation steps follow in order to achieve an etherified melamine/formaldehyde condensate which is distinguished by a high degree of hydroxymethylation, a high solids content and a low viscosity.

In one aspect, a method is disclosed that includes providing a substrate having a topography that comprises a relief and providing an anti-reflective film conformally over the substrate using a molecular layer deposition step. The anti-reflective film may be formed of a compound selected from the group consisting of: (i) an organic compound chemically bound to an inorganic compound, where one of the organic compound and the inorganic compound is bound to the substrate and where the organic compound absorbs light at at least one wavelength selected in the range 150-500 nm, or (ii) a monodisperse organic compound absorbing light at at least one wavelength selected in the range 150-500 nm. The method further includes providing a photoresist layer on the anti-reflective film.

By enabling formal trade, Nigeria can unleash its vast potential

Nigeria’s booming informal trade is costly for society, business and government, yet a critical opportunity exists to formalize such trade and drive more sustainable and less volatile growth, argues a new report from Chatham House.

According to one estimate, informal activity accounts for up to 64 per cent of Nigeria’s GDP. Nigeria's Booming Borders: The Drivers and Consequences of Unrecorded Trade finds that this is a result of obstacles that impede trading through formal channels. These drivers include bureaucratic burdens and other factors, such as:

  • The need for Nigerian businesses to produce at least nine documents in order to send an export shipment and at least 13 in order to bring in an import consignment.
  • Rigid and dysfunctional foreign-exchange regulations that push most smaller traders into the incompletely regulated parallel exchange market.
  • Corruption and unofficial ‘taxation’, especially on major border highways, which delegitimize formal channels and encourage the use of smuggling routes.

As a result, the state loses direct tax revenues that would be generated by formal cross-border trade. This is not just siphoned into the informal economy; some is lost entirely. For example, many shippers opt to dock in neighbouring countries rather than deal with the expense and difficulty of using Nigeria’s ports.

Informal trade also undermines the social contract between the private sector and government. The state lacks tax revenues to pay its officials, improve infrastructure or implement reforms, while traders feel the government provides no services in return for any taxes they might pay.

‘Every day tens of thousands of unofficial payments are made, none destined for the government. Policy-makers need to create an environment that encourages trade to flow through formal channels and capture lost revenue’, says co-author Leena Koni Hoffmann.

‘Formalization would assist Nigeria to pursue more high-quality, high-tech economic activity at a time when rising labour costs in Asia are creating scope for Nigerian manufacturers to compete’, she adds.

The report makes a number of recommendations for how Nigeria could encourage more formal trade, including:

  • Strengthening the resources and capacity of the Federal Ministry of Industry, Trade and Investment to coordinate action across key government ministries, departments and agencies, as well as public and private stakeholders.
  • Prioritizing engagement in the development of Economic Community of West African States (ECOWAS) trade policies and fully implementing the ECOWAS Protocol on Free Movement of Persons to reduce harassment at borders.
  • Allowing banks to operate simple services for small and medium-sized businesses to make trade payments directly from Nigerian naira to CFA francs and vice versa.
  • Improving basic facilities that support traders, including improving the efficiency of border posts, installing truck parks and all-weather surfacing on market access roads, and introducing online booking for trucks to enter ports.
  • Separating responsibilities for assessing duty and tariff liabilities from revenue collection in order to reduce opportunities for corruption, an approach already tested with success by the Lagos State Internal Revenue Service.
  • Increasing funding and technical support for the National Bureau of Statistics, which has a significant role to play in measuring and capturing more of Nigeria’s external trade.

Interviews conducted for the report reveal that business people would welcome the opportunity to pay taxes, but only if they received assurance that these payments would represent a contract with government guaranteeing that conditions for business would be improved.

‘As Africa’s largest economy, formalizing external trade would allow Nigeria to fulfil its potential as the trading engine of the West and Central African economy and shape the business landscape across the region,’ says co-author Paul Melly.
