In an interview with Information Week's Eric Chabrow, (Nov 22, 2004), Kelso announced, "We need to start changing the inefficeinent way we provide services." The state spends between $2 billion and $4 billion annually on IT. Kelso is the author of the "California State Information Technology Strategic Plan" (PDF), a 5-year plan presented this month to Governor Arnold Schwarzenegger. The Plan follows a more lengthy report issued in August by the California Performance Review Commission. The Commision was charged by Gov. Schwarzenegger with figuring out how to make state government work better and cheaper. Among the ideas in the panel's $32 billion cost-cutting recommendations: favoring open-source software over proprietary alternatives for new IT purchases. The report, titled Government for the People for a Change, is a 4-volume study with recommendations including recommendations to "Explore Open Source Alternatives." "The state should more extensively consider use of open source software," it recommends, "which can in many cases provide the same functionality as closed source software at a much lower total cost of ownership." The CIO's most recent plan to bring efficiency to California Information Technology promotes six strategic goals including three that could be facilitated by open source RSS syndication: Make Government services more accessible to citizens and State clients. Implement common business applications and systems to improve efficiency and cost-effectiveness. Lower costs and improve the security, reliability and performance of the State's IT infrastructure. The report also identifies needs and priorities important to most or all California agencies including "the ability to easily access information and services while ensuring that such access is allowed only to those intended," "efficient and cost saving means to deliver services," and the "need to respond and transact quickly" [p.8]. Unfortunately, there is no mention of RSS news feeds or xml syndication anywhere in the plan. California prides itself as the world's fifth largest economy, but in the world of providing syndicated news and services, it lags behind Rhode Island and Delaware. Social Commentator Jamais Cascio writing in WorldChanging wryly observes, "Some states that you'd think would be technologially on the ball (California, for example) have few if any feeds, while other locations are swimming in them." dol Generating a Template for an Educational Software Development Methodology for Novice Computing Undergraduates: An Integrative Review By Published On :: 2024-09-24 Aim/Purpose: The teaching of appropriate problem-solving techniques to novice learners in undergraduate software development education is often poorly defined when compared to the delivery of programming techniques. Given the global need for qualified designers of information technology, the purpose of this research is to produce a foundational template for an educational software development methodology grounded in the established literature. This template can be used by third-level educators and researchers to develop robust educational methodologies to cultivate structured problem solving and software development habits in their students while systematically teaching the intricacies of software creation. Background: While software development methodologies are a standard approach to structured and traceable problem solving in commercial software development, educational methodologies for inexperienced learners remain a neglected area of research due to their assumption of prior programming knowledge. This research aims to address this deficit by conducting an integrative review to produce a template for such a methodology. Methodology: An integrative review was conducted on the key components of Teaching Software Development Education, Problem Solving, Threshold Concepts, and Computational Thinking. Systematic reviews were conducted on Computational Thinking and Software Development Education by employing the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) process. Narrative reviews were conducted on Problem Solving and Threshold Concepts. Contribution: This research provides a comprehensive analysis of problem solving, software development education, computational thinking, and threshold concepts in computing in the context of undergraduate software development education. It also synthesizes review findings from these four areas and combines them to form a research-based foundational template methodology for use by educators and researchers interested in software development undergraduate education. Findings: This review identifies seven skills and four concepts required by novice learners. The skills include the ability to perform abstraction, data representation, decomposition, evaluation, mental modeling, pattern recognition, and writing algorithms. The concepts include state and sequential flow, non-sequential flow control, modularity, and object interaction. The teaching of these skills and concepts is combined into a spiral learning framework and is joined by four development stages to guide software problem solving: understanding the problem, breaking into tasks, designing, coding, testing, and integrating, and final evaluation and reflection. This produces the principal finding, which is a research-based foundational template for educational software development methodologies. Recommendations for Practitioners: Focusing introductory undergraduate computing courses on a programming syllabus without giving adequate support to problem solving may hinder students in their attainment of development skills. Therefore, providing a structured methodology is necessary as it equips students with essential problem-solving skills and ensures they develop good development practices from the start, which is crucial to ensuring undergraduate success in their studies and beyond. Recommendation for Researchers: The creation of educational software development methodologies with tool support is an under-researched area in undergraduate education. The template produced by this research can serve as a foundational conceptual model for researchers to create concrete tools to better support computing undergraduates. Impact on Society: Improving the educational value and experience of software development undergraduates is crucial for society once they graduate. They drive innovation and economic growth by creating new technologies, improving efficiency in various industries, and solving complex problems. Future Research: Future research should concentrate on using the template produced by this research to create a concrete educational methodology adapted to suit a specific programming paradigm, with an associated learning tool that can be used with first-year computing undergraduates. The absence of a unified methodology and appropriate analytic approaches prior to the implementation of reengineering projects has made authorities not to adopt correct decision making approaches in this respect. The objective of this paper is to propose a methodology that has to be adopted prior to the implementation of reengineering projects. The statistical population here consists of 25 expert analysts with MA and PhD degrees who are subject to answering a questionnaire. In this proposed methodology the Multi Criterion Decision Making model is applied to allow the analysts to select appropriate models for better and accurate implementation through the least failure coefficient. The study aims to develop a conceptual framework for designing accessible E-government for PWDs in developing countries. Background: Studies on E-government accessibility for persons with disabilities in developing countries have been minimal. The few studies conducted until now have failed to integrate PWDs, a population already marginalized, into the digital society. Accessibility has been identified by researchers as a major hindrance to PWDs participating in E-government. It is imperative therefore to examine the manner in which researchers investigate and acquire knowledge about this phenomenon. Methodology : The study synthesizes literature from top IS journals following a systematic literature review approach. The data synthesis focuses on identifying key concepts relating to E-government accessibility for PWDs. Contribution: The study contributes to the field of E-government, with a focus on how E-government services can be made accessible to PWDs. The study calls on researchers to reflect on their epistemological and ontological paradigms when examining accessibility of E-government services in developing countries. Findings: The findings show that most researchers focus on the evaluation of E-government websites and predominantly adopt quantitative methods. The study also reveals that the use of technological determinism as a theoretical lens is high among researchers. Recommendations for Practitioners : The study recommends that E-government web developers and policy makers involve PWDs from design to evaluation in the development of E-government applications. Recommendation for Researchers: The study advocates the need to conduct studies on E-government accessibility by employing more qualitative and mixed approaches to gain in-depth and better understanding of the phenomenon. Impact on Society : This study creates greater awareness and points out inadequacies that society needs to address to make E-government more inclusive of and participatory for PWDs. dol Critical Success Factors for Implementing Business Intelligence Projects (A BI Implementation Methodology Perspective) By Published On :: 2020-08-27 Aim/Purpose: The purpose of this paper is to identify Critical Success Factors (CSFs) for Business Intelligence (BI) implementation projects by studying the existing BI project implementation methodologies and to compare these methodologies based on the identified CSFs. Background: The implementation of BI project has become one of the most important technological and organizational innovations in modern organizations. The BI project implementation methodology provides a framework for demonstrating knowledge, ideas and structural techniques. It is defined as a set of instructions and rules for implementing BI projects. Identifying CSFs of BI implementation project can help the project team to concentrate on solving prior issues and needed resources. Methodology: Firstly, the literature review was conducted to find the existing BI project implementation methodologies. Secondly, the content of the 13 BI project implementation methodologies was analyzed by using thematic analysis method. Thirdly, for examining the validation of the 20 identified CSFs, two questionnaires were distributed among BI experts. The gathered data of the first questionnaire was analyzed by content validity ratio (CVR) and 11 of 20 CSFs were accepted as a result. The gathered data of the second questionnaire was analyzed by fuzzy Delphi method and the results were the same as CVR. Finally, 13 raised BI project implementation methodologies were compared based on the 11 validated CSFs. Contribution: This paper contributes to the current theory and practice by identifying a complete list of CSFs for BI projects implementation; comparison of existing BI project implementation methodologies; determining the completeness degree of existing BI project implementation methodologies and introducing more complete ones; and finding the new CSF “Expert assessment of business readiness for successful implementation of BI project” that was not expressed in previous studies. Findings: The CSFs that should be considered in a BI project implementation include: “Obvious BI strategy and vision”, “Business requirements definition”, “Business readiness assessment”, “BI performance assessment”, “Establishing BI alignment with business goals”, “Management support”, “IT support for BI”, “Creating data resources and source data quality”, “Installation and integration BI programs”, “BI system testing”, and “BI system support and maintenance”. Also, all the 13 BI project implementation methodologies can be divided into four groups based on their completeness degree. Recommendations for Practitioners: The results can be used to plan BI project implementation and help improve the way of BI project implementation in the organizations. It can be used to reduce the failure rate of BI implementation projects. Furthermore, the 11 identified CSFs can give a better understanding of the BI project implementation methodologies. Recommendation for Researchers: The results of this research helped researchers and practitioners in the field of business intelligence to better understand the methodology and approaches available for the implementation and deployment of BI systems and thus use them. Some methodologies are more complete than other studied methodologies. Therefore, organizations that intend to implement BI in their organization can select these methodologies according to their goals. Thus, Findings of the study can lead to reduce the failure rate of implementation projects. Future Research: Future researchers may add other BI project implementation methodologies and repeat this research. Also, they can divide CSFs into three categories including required before BI project implementation, required during BI project implementation and required after BI project implementation. Moreover, researchers can rank the BI project implementation CSFs. As well, Critical Failure Factors (CFFs) need to be explored by studying the failed implementations of BI projects. dol E-Safety in the Use of Social Networking Apps by Children, Adolescents, and Young Adults By Published On :: 2018-12-16 Aim/Purpose: Following the widespread use of social networking applications (SNAs) by children, adolescents, and young adults, this paper sought to examine the usage habits, sharing, and dangers involved from the perspective of the children, adolescents, and young adults. The research question was: What are the usage habits, sharing, drawbacks, and dangers of using SNAs from the perspective of children, adolescents, and young adults? Background: Safety has become a major issue and relates to a range of activities including online privacy, cyberbullying, exposure to violent content, exposure to content that foments exclusion and hatred, contact with strangers online, and coarse language. The present study examined the use of social networking applications (SNAs) by children, adolescents, and young adults, from their point of view. Methodology: This is a mixed-method study; 551participants from Israel completed questionnaires, and 110 respondents were also interviewed. Contribution: The study sought to examine from their point of view (a) characteristics of SNA usage; (b) the e-safety of SNA; (c) gender differences between age groups; (d) habits of use; (e) hazards and solutions; and (f) sharing with parents and parental control. Findings: Most respondents stated that cyberbullying (such as shaming) happens mainly between members of the group and it is not carried out by strangers. The study found that children’s awareness of the connection between failures of communication in the SNAs and quarrels and disputes was lower than that of adolescents and young adults. It was found that more children than adolescents and young adults believe that monitoring and external control can prevent the dangers inherent in SNAs, and that the awareness of personal responsibility increases with age. The SNAs have intensified the phenomenon of shaming, but the phenomenon is accurately documented in SNAs, unlike in face-to-face communication. Therefore, today more than ever, it is possible and necessary to deal with shaming, both in face-to-face and in SNA communication. Recommendations for Practitioners: Efforts should be made to resolve the issue of shaming among members of the group and to explain the importance of preserving human dignity and privacy. The Internet in general and SNAs in particular are an integral part of children’s and adolescents’ life environment, so it can be said that the SNAs are part of the problem because they augment shaming. But they can also be part of the solution, because interactions are accurately documented, unlike in face-to-face communication, where it is more difficult to examine events, to remember exactly what has been said, to point out cause and effect, etc. Therefore, more than ever before, today it is possible and necessary to deal with shaming both in face-to-face and in the SNA communication, because from the point of view of youngsters, this is their natural environment, which includes smart phones, SNAs, etc. Recommendations for Researchers: The study recommends incorporating in future studies individual case studies and allowing participants to express how they perceive complex e-Safety situa-tions in the use of social networking apps. Impact on Society: Today more than ever, it is possible and necessary to deal with shaming, both in face-to-face and in SNA communication. The dolls were made in collaboration with the movie adaptation of the award-winning musical ‘Wicked’, fashioned after the characters. CNBC reported that the website link printed on the dolls’ packaging lead to a pornographic website instead of the ‘Wicked’ movie adaptation’s official website. Among those offering their condolences were the Perak Menteri Besar Datuk Seri Saarani Mohamad, Perlis Menteri Besar Mohd Shukri Ramli, Terengganu Menteri Besar Datuk Seri Dr Ahmad Samsuri Mokhtar and Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor.In posts shared on their respective Facebook pages, they prayed for Daim, who served as Finance Minister from 1984 to 1991 and again from 1999 to 2001, to be placed among the righteous.Also offering condolences was Kelantan Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan, who referred to the passing of the former minister as a significant loss due to his many contributions to the nation.“On behalf of the state, we extend our deepest condolences to the family of Tun Daim. We have lost a figure who made remarkable contributions to the country,” he told reporters in Kota Bahru today.
