mr Mr. Modi goes to Washington (again) By webfeeds.brookings.edu Published On :: Fri, 03 Jun 2016 15:02:00 -0400 Next week, Americans will be looking westward to the Tuesday Democratic primary in California. Meanwhile, in Washington, President Obama and then the U.S. Congress will host someone very familiar with electoral politics: Indian Prime Minister Narendra Modi. This will be the third Modi-Obama summit since the Indian prime minister took office two years ago. Since their first phone call on May 16, 2014, the two leaders have also met multiple times at regional and global gatherings or on the sidelines of those summits. This frequency has been a departure from the past and has even led some—particularly in the Indian media—to ask: why is Modi visiting the United States again? A simple answer would be “because he was invited,” and there are a few reasons why the White House extended that invitation and why Modi accepted. At a time when [Obama] is being criticized for not having done enough or for doing the wrong thing on foreign policy, he can point to the U.S.-India relationship as a success. Achievements logged For President Obama, there’s the legacy issue. At a time when he is being criticized for not having done enough or for doing the wrong thing on foreign policy, he can point to the U.S.-India relationship as a success, particularly in the context of the rebalance to the Asia-Pacific. U.S. popularity is up in India according to polls and three-quarters of those surveyed in India last year expressed confidence in Obama on world affairs. President George W. Bush left office after having signed the historic civil nuclear deal with India. Obama can claim to have put quite a few more runs on the board. At a recent Senate Foreign Relations Committee hearing, Assistant Secretary of State for South and Central Asia Nisha Biswal indeed laid out some key developments in the relationship in the Obama era: the launch of the annual U.S.-India Strategic Dialogue (now the U.S.-India Strategic and Commercial Dialogue); the long list of functional and regional issues on which the two countries now have dialogues or working groups; the signing of the Joint Strategic Vision for the Asia-Pacific and Indian Ocean Regions and the deepening cooperation under that framework; the increase in trade from $60 billion in 2009 to $107 billion in 2015; the number of jobs that American exports to India have created in the United States; the tripling of foreign direct investment from India into the United States; and U.S. defense sales to India increasing from $300 million less than a decade ago to $14 billion today. Strengthening friendships For Prime Minister Modi and the Indian government, the visit represents another chance to strengthen India’s partnership with a country that Modi has called “a principal partner in the realization of India’s rise as a responsible, influential world power.” The United States is India’s largest trading partner and a crucial source of capital, technology, knowledge, resources, remittances, and military equipment. It can also help ensure multi-polarity in Asia, which is a crucial goal for Indian policymakers. The visit is also an opportunity for Modi to engage with legislators and the American private sector—two key constituencies that can help determine the pace of progress in the relationship. House Speaker Paul Ryan has invited the Indian leaders to address a joint session of the U.S. Congress, and Modi will be the fifth Indian prime minister to do so (India’s first prime minister Jawaharlal Nehru gave back-to-back speeches to the House and Senate separately in 1949). But it’ll likely hold special significance for the prime minister and his supporters, given that from 2005 to 2014, then Gujarat Chief Minister Modi was denied entry into the United States. A busy calendar Modi’s has a packed schedule in Washington. On June 6, he’ll visit Arlington National Cemetery, meet with the heads of think tanks, and participate in an event involving the recovery and return of stolen Indian antiquities. On June 7, he’ll meet with President Obama, who will also host a lunch for him, and then Defense Secretary Ashton Carter. That will be followed by meetings with business leaders and an address to the U.S.-India Business Council. Expect to see Modi highlight and defend his government’s two-year record on the economy and make a pitch for U.S. businesses to increase their involvement in India—and particularly some of Modi’s flagship initiatives such as Make in India and Digital India. Expect to see Modi highlight and defend his government’s two-year record on the economy and make a pitch for U.S. businesses to increase their involvement in India. June 8 will be devoted to Congressional engagement, including the joint address, a lunch hosted by Speaker Ryan, and a reception hosted by the House and Senate Foreign Relations Committees, as well as the India Caucus. Modi will acknowledge the legislature’s role and significance in developing the U.S.-India relationship, and will likely highlight the democratic values the two countries share, as well as how India and Indians have contributed to the United States, global growth, and the international order. Importantly, in an election year, Modi will likely note the bipartisan nature of the relationship—there’s no indication yet that he will or wants to meet any of the presidential candidates on this visit, though the sessions potentially offer opportunities for him to do so. Republican members of Congress will also seek to highlight their role in the development of the partnership. The interactions on Capitol Hill will also be a chance for Modi to address some Congressional concerns—such as human rights, Iran, non-proliferation, the investment climate—and for Modi to call for the two countries to “accommodat[e] each other’s concerns.” Do not, however, expect to hear the word “Pakistan”—the Indian government wants to avoid hyphenation and get Americans to think of India beyond India-Pakistan terms. Nor should you expect to hear the word “China,” though there might be subtle attempts to note the contrast with that other Asian giant and make the case for the United States to support the rise of a large Asian democracy that can demonstrate that democracy and development aren’t mutually exclusive. Parting glance between Modi and Obama And what’s on the agenda for the Modi-Obama meeting? In one sense, the last few years have signaled a regularization of U.S.-India leader-level summits (with bilateral meetings in 2013, 2014, 2015, and 2016). Over the last two years, high-level meetings have been effective as action-forcing events. This time, officials have been managing expectations, broadly describing the visit as “part of consolidating and celebrating the relationship.” So this is a chance to recognize the steps that the other side has taken to increase the run-rate of the relationship—particularly on defense and security fronts—and tie up some loose ends with an eye towards sustaining momentum into the next administration (without necessarily tying its hands). In terms of focus areas, the governments have emphasized (to varying degrees) economic ties, energy and climate change, as well as defense and security cooperation. The Obama administration would like to India ratify the Paris agreement, for instance—unlike in the United States, India doesn’t require legislative approval. Indian officials recognize the importance of this issue to Obama, but are also concerned about U.S. policy continuity given the presumptive Republican nominee’s stand on the issue. Delhi, in turn, is partly using the shared desire for India to meet its clean energy commitments to make the case for an American full-court press to facilitate Indian membership in the Nuclear Suppliers Group (NSG)—similar to the Bush administration’s efforts to help India get an NSG waiver in 2008. The U.S. position has been that India is ready for NSG membership and meets requirements for membership of the Missile Technology Control Regime, and it has supported Indian application and eventual membership of both, as well as two other nonproliferation and export control regimes. Asked if Modi would ask Obama to “go to bat for India” with others on this, the Indian foreign secretary didn’t answer directly but noted: “countries that feel we’re doing the right thing...if they take it upon themselves to…articulate their positions and talk to others, this is what friends do for each other.” Modi himself will visit two other NSG members (Switzerland and Mexico) just before and after the U.S. visit partly to make the case for India’s membership. The visit will also be a chance to cement and highlight cooperation in and on the Indo-Asia-Pacific region. In addition, observers will be watching to see whether the two countries will sign the Logistics Exchange Memorandum of Agreement (LEMOA)—the logistics support agreement that the Indian defense minister said in April that Secretary Carter and he had “agreed in principle to conclude”—or whether there’ll be further announcements with regard to the Defense Technology and Trade Initiative. There’ll also be interest in whether the countries get serious talks restarted on a Bilateral Investment Treaty, and whether Westinghouse and the Nuclear Power Corporation of India can finalize an agreement to set up reactors in India. Overall, there is a desire to take the relationship to the “next level” but not necessarily in terms of a big deal; rather there’s a search for ways to deepen, operationalize, and institutionalize cooperation—such as through arrangements to share information in the counterterrorism space—and facilitate interaction between an increasing number of stakeholders. While highlighting areas of convergence, both sides will likely also discuss the divergences that remain—perhaps including the east-west divergence related to Pakistan, the north-south divergence related to Russia, the security-economic divergence with more progress in the partnership on the former than the latter, and the potential expectations-reality divergence. And while the direction of the U.S.-India relationship is likely to remain the same in the near future, how the two countries deal with these divergences will determine the trajectory and the pace of the relationship. mr Saudi Arabia’s execution of al-Nimr throws U.S. policy dilemmas into sharp relief By webfeeds.brookings.edu Published On :: Fri, 08 Jan 2016 12:05:00 -0500 What a way to start the new year. Decades of Saudi-Iranian tensions reached a new high this past week. The cycle of reactions to Riyadh’s execution of prominent Shiite cleric Nimr al-Nimr on January 2 is a reminder of how the Saudis, and their Iranian rivals, have viewed and used sectarianism throughout the tumultuous period since 2011. Al-Nimr was arrested in 2012 and subsequently sentenced to death for allegedly "seeking ‘foreign meddling’ in Saudi Arabia, ‘disobeying’ its rulers and taking up arms against the security forces." The arrest was meant not merely as a signal to Tehran, but at least as much to Saudi Arabia’s own Shiite minority. Shiites comprise as much as 20 percent of the Saudi population, and are concentrated in the oil-rich Eastern Province—and the community has regularly erupted in protests against its economic and political marginalization. In 2011, amid the Arab Spring uprisings in majority-Shiite Bahrain, Saudi Shiites also demonstrated for the release of long-held prisoners, and Saudi forces shot and killed several Shia in the streets. Riyadh’s decision to carry out the death sentence was greeted with demonstrations in Iran and attacks on Saudi diplomatic facilities. This Iranian reaction must have been calculated, as al-Nimr has been on “death row” for a very long time. In response, Saudi Arabia quickly cut ties with its longtime geopolitical foe and urged fellow Sunni governments to follow suit. So far, Bahrain and Sudan have also cut off relations, and both Qatar and the UAE have downgraded them. Governments on both sides of the Sunni-Shiite divide found a sectarian narrative useful in rallying their populations and in justifying their actions in response to the 2011 Arab uprisings. The sectarian narrative has helped the parties in this larger regional power struggle mobilize support by playing up the sectarian dimension of protests in Bahrain, the Assad regime’s crackdown in Syria, and the breakdown of inclusive politics in Iraq. Likewise, many Sunni-led countries have found sectarian rhetoric an effective way to rally Sunni citizens, intimidate their own Shiite populations, and to justify crackdowns on dissent. Governments on both sides of the Sunni-Shiite divide found a sectarian narrative useful in rallying their populations and in justifying their actions in response to the 2011 Arab uprisings. Last April, I wrote that Iran was likely to escalate its asymmetric efforts to destabilize Arab politics by exploiting the cracks within Arab societies. They have done so, and it is a form of escalation the Saudis are ill-equipped to match. Last summer, I suggested that the Sunni Arab states could defend best against this Iranian subversion by tamping down sectarian tensions and working to heal the rifts within their own societies through inclusive political and economic policies. So far, I have not seen much effort from the Arab Gulf states in that direction—instead, they have doubled down on divisive sectarianism in Yemen and elsewhere. As this escalatory spiral advances, civilians will pay the price. Some are portraying the decision to execute al-Nimr as a negative Saudi response to Iranian efforts at rapprochement over the last few weeks. I do not necessarily see it that way, because the Iranians have done as much as the Gulf Cooperation Council (GCC) states to provoke and exploit tensions between the two in recent times. That notwithstanding, there is no question this execution will inflame sectarian tensions in the Gulf and Iraq, as well as present the Islamic State with new opportunities. It has been clear for some time that the U.S. focus on the threat from the so-called Islamic State is simply not matched by the Saudis, who are far more concerned about Iran and Shiite expansionism than by this violent extremist Sunni group in their neighborhood. As such, the execution and ensuing crisis brings the clash of U.S. and Saudi interests into sharp relief and has the potential to become an inflection point in regional affairs – not necessarily because of the way the Saudi and Iranian governments choose to play, but because of how others might react. For example, Iraqi Prime Minister Haider al-Abadi quickly and publicly condemned the execution. The execution—and the inevitable crackdown on Shiite protests in Qatif—might increase pressure on Abadi from Shiites in Iraq (and from Iran) to demonstrate sectarian preferences in his rhetoric and policy. That could prevent him from moving forward on steps Washington has been pushing to bring Iraqi Sunnis back into the political fold. This easily could threaten the anti-Islamic State campaign in Iraq, since it relies on Sunnis in Ramadi, Mosul, and elsewhere turning away from Islamic State and back toward the Iraqi state. Iraqi counterterrorism forces have taken much of Ramadi, but they cannot hold it without local Sunni support. Increased Islamic State influence in the Arabian Peninsula would certainly challenge the Saudi government and prompt a renewed securitization of domestic policy. The Islamic State worked hard to stoke sectarian tensions within the Gulf states over the past year, carrying out attacks on Shiite mosques in Saudi Arabia and Kuwait. The GCC leaders were not drawn in at that stage, instead expressing solidarity with their Shiite compatriots. But this time, a Sunni Gulf government is taking steps that exacerbate sectarian tensions—and that could very easily push the Islamic State to take up the issue again by attempting more such attacks. Increased Islamic State influence in the Arabian Peninsula would certainly challenge the Saudi government and prompt a renewed securitization of domestic policy. It would be an ironic outcome of a Saudi move—47 executions, mostly of Sunni extremists—that was intended to deter ISIS sympathizers. At a moment when low oil prices and a tightened financial future constrain their capacity to coopt a large, underemployed, youthful populace, this is not a recipe for stability. The possibility that ISIS will gain from this crisis illustrates the problem with governments self-interestedly wielding that sectarian narrative is that it becomes a self-fulfilling prophecy, and it actually increases the incentive on both sides of the sectarian divide to escalate their real power competition, both directly and through proxies. Today, that narrative of sectarian conflict is far more than rhetoric in Iraq and Syria, where a true intercommunal conflict is underway. More immediately, the ripple effects of al-Nimr’s execution spotlight American policy dilemmas in the region. The escalation in sectarian conflict threatens the nascent Syrian peace process. It increases the Islamic State’s scope for action there, threatens the political dimension of the anti-Islamic State strategy in Iraq, and incentivizes Sunni extremism in the Arabian Peninsula. It pushes the Yemen war further from resolution as well, leaving al-Qaida in the Arabian Peninsula (AQAP) with room to grow and plan attacks against the American homeland. And it puts the United States into a very tight spot as it continues diplomatic dialogue with Iran in the wake of the nuclear agreement. Given this beginning, 2016 looks to be an even tougher year for the United States in the Middle East than 2015. Authors Tamara Cofman Wittes Full Article

mr The many shades of Amrita Sher-Gil By www.mid-day.com Published On :: 06 Apr 2019 15:30:01 GMT In her short but eventful life of 28 years, Amrita Sher-Gil soaked in a gamut of experiences, which she then suffused her canvas with. From her early years in Hungary, her family's move to Shimla when she was eight, her training in art in Paris, and her return to India, each phase of her life left its impression on her oeuvre. A rare solo show of Sher-Gil's artworks in the city now stitches together these chapters of her life with her brush strokes. Amrita Sher-Gil — Perhaps it will fly away if I get up, which opens next Tuesday, kicks off the 10th-anniversary celebrations of Akara Art, founded by art dealer and consultant Puneet Shah. "We wanted to enter our 10th year with a spectacular show. Given the sheer stature of the artist and her contribution to modern Indian art, it was an obvious choice," says Shah, who has dealt in Sher-Gil's works for many years. The sketch, Untitled, Pencil on paper, 10 x 7 inches, 1930, will be displayed at the gallery The exhibition, titled after a poem she wrote in 1934, features an essay by Skye Arundhati Thomas, who has also written the wall text. Conceived of and curated in-house, the show includes a self-portrait in oil, seven watercolours, and six works in charcoal. Untitled, Watercolor on paper, 14 x 10 inches, 1926 -28 "The idea was to show a large range and body of her work, and how versatile she was in different media," informs Shah. During the curatorial process, the gallery also discovered a picture of Sher-Gil at a young age in her study in Shimla, sketching a model. That drawing in charcoal is part of the show. mr MMRC completes 28th breakthrough from CSMT to Mumbai Central By www.mid-day.com Published On :: 30 Apr 2020 14:16:29 GMT Mumbai Metro Rail Corporation (MMRC) on Thursday achieved yet another milestone with its 28th breakthrough from Chhatrapati Shivaji Maharaj Terminus to Mumbai Central. Vaitarna-2 is the first TBM to complete the stretch of 4km in a single drive. Vaitarna-2, the Tunnel Boring Machine (TBM) of this package was commissioned on February 2, from CSMT launching shaft and completed its longest run at Mumbai Central station with 2,730 RCC rings. "This part of the tunneling was very challenging particularly because the alignment runs very close to old and dilapidated buildings and also parallel to the sea shore and very shallow ground water table which is approximately 1-4 meters below only", said Ranjit Singh Deol, Managing Director, MMRC. "Another challenge posed before the team was the outbreak of COVID-19. However, we ensured physical distancing and strictly followed all the guidelines stipulated by the state government”, said Deol further. The 4-km long tunneling, on the Colaba-Bandra-SEEPZ Metro-3 Corridor, includes the construction of five underground stations beginning from Chatrapati Shivaji Maharaj Terminus to Mumbai Central via Kalbadevi, Girgaon and Grant Road. mr COVID-19: MMR wants to keep its distance from Mumbai By www.mid-day.com Published On :: 2 May 2020 02:25:14 GMT While the BMC has issued an order for 100 per cent attendance of its employees, municipal corporations in the Mumbai Metropolitan Region (MMR) want its residents to stay away from the city. The corporations are working on a plan to restrict the transmission of COVID-19 through residents who regularly go to Mumbai for essential services. The plan is still in a primary mode but the corporations are likely ask service providers to make accommodation available for its employees near their respective work areas. MMR, which includes Thane, Thane rural, Navi Mumbai, Kalyan-Dombivali, Ulhasnagar, Bhiwandi-Nizampur, Mira-Bhayandar, Palghar, Vasai-Virar, and Panvel Corporation, collectively has 1,159 patients, way below that in Mumbai which has close to 7,000. "Nearly one lakh people travel to Mumbai from MMR every day for their jobs under essential services like banks, hospitals, and BMC. So if these areas maintain minimum contact with Mumbai, the transmission of COVID in MMR will be low," said a bureaucrat from the region. "The number of positive patients in our area has gone up because of some residents who work at a private hospital in Mumbai. We are going to ask private hospitals to arrange for stay facilities for them," said a commissioner of one of these corporations. The civic body has identified 36 employees who work with the hospital. The ideal situation is to create accommodation facilities for the employees near the work area. The chances of transmission increase due to travel. We are speaking to BMC," said a civic officer from MMR. Alternatively, he said, respective corporations could prepare Care Centres outside their residential areas for these employees who visit Mumbai daily. The administration is also thinking of a 15-day work, 15-day off policy for these employees. While the MMR region comes under the red zone, some activities can start here if the number of patients go down. A list of migrants in each district – Thane, Palghar and Raigad — is also being prepared so they can go to their states safely. The news of his sudden demise came as shock to her. "It is a personal loss for everyone at this point in time. For everyone who watched his movies or worked with him and met him personally, this is absolutely shocking. I think the face of Indian cinema will not be the same without Irrfan Khan. He was a one-man army. Every film and film stars are on one side and his films are on the other. My heart goes out to his family at this point in time, when we all are suffering under a specific situation. Losing a loved one is always painful but I think this (the COVID-19 lockdown) is worse. I cannot imagine I am talking about Irrfan in the past tense," Nimrat told IANS. Nimrat worked with Irrfan in "The Lunchbox", the directorial debut of Ritesh Batra, which released in 2013. I was quite overwhelmed by the response to the film, the way it was celebrated and what it became overnight! I remember I asked him, ‘how do you handle so much appreciation, adulation when a film meets a great success like this?' he smiled and told me, ‘sock up to good times and don't be shy of celebration. This is the gift that God has given us. The bad time is around the corner.' "This moment does not come very often in life. So take it as a gift after all the struggle we have gone through.' He always said to embrace the good time because that's when we celebrate life," recalled Nimrat. Irrfan had been admitted in Mumbai's Kokilaben Dhirubhai Ambani hospital with a colon infection on Tuesday and passed away on Wednesday. mr Mrs. Serial Killer Review: Miss Jacqueline Fernandez robs off all the fun from this film By www.mid-day.com Published On :: 3 May 2020 03:30:00 GMT Mrs. Serial KillerOn: NetflixDirector: Shirish KunderCast: Manoj Bajpayee, Jacqueline Fernandez, Mohit RainaRating: Forget everything! Forget that filmmaker Shirish Kunder's last feature film was Joker, forget that the leading lady of his fresh film, Mrs. Serial Killer, is Jacqueline Fernandez. And just read this premise- A helpless and hapless wife takes the suicidal decision of going on a murderous rage and becoming a serial killer when her husband is arrested on the charges of brutally killing six unmarried and pregnant women. In short, a woman will go to any lengths to save her husband. Any film with this plot can amalgamate its narrative with both thrill and tragedy. You first feel a sense of sympathy for the man who has been wrongly accused and unfairly imprisoned. You feel empathetic towards the woman who now has to fight what could be the most traumatic battle of her life. And then you feel the tension and thrill of wanting to know how she would execute all her murders! What unfolds is your perfect Bollywood potboiler, driven by drama and fueled by unpredictability. But what we see in Mrs. Serial Killer is a puerile and almost-preposterous telling of an unseen and unknown CID episode. The performances are all ham-and-cheese, and not even worthy of being your enjoyable and entertaining guilty pleasure stuff. It's juvenile and joyless from start to finish. If Manoj Bajpayee played your perfect hero in The Family Man, Fernandez plays your loyal family woman in this film who readily agrees to become Mrs. Serial Killer to save her husband. Kunder does what no other filmmaker even imagined he would, he gives her more screen time than Bajpayee and let her have her moment of glory. To say she falters would be an understatement, she collapses ever before her mission has begun. Watch the trailer of Mrs. Serial Killer Her performance is both annoying and alarming and makes you smile more than scared and that too in all the incorrect ways and at the incorrect moments. Look how she reacts when a gatekeeper refuses to let her in, look how she reacts when a receptionist refuses to let her meet a gynecologist, look how she reacts when she successfully unlocks her husband's laptop, and look how she reacts when she's about to drug and almost kill her prey. And after a while, you stop looking at all. Kunder has certainly been unwise while casting someone deadpan for a deep role. There's barely anything that works, not even Manoj Bajpayee. He's hardly there and dedicates all his screen time in hamming. A languid Mohit Raina nearly puts you off to sleep, and the climatic twist suggests nothing but the sheer limitations and lunacy of everyone involved in this Netflix nonsense. Kunder's debut, Jaan-E-Mann, although a commercial failure, was earnest in its craftsmanship and entertaining in its moments, but his repertoire has deteriorated ever since. Mrs. Serial Killer is his weakest film to date, worsened by its frustratingly limited leading lady. It does deliver unintentionally comical moments and there are plenty of them. Watch out for the implausible and innocuous climax where Bajpayee snarls, "Comedy Kahaan Hai?" It's right there, sir! Catch up on all the latest entertainment news and gossip here. mr Sandhya Mridul headlines video to make people aware of cancer By www.mid-day.com Published On :: 7 May 2020 10:55:35 GMT Last week, India lost two of its most iconic Bollywood personalities, Rishi Kapoor and Irrfan Khan, to cancer. This eventuality brings the conversation around cancer into the mainstream. In the past few years, many celebrities including Lisa Ray, Nafisa Ali, Manisha Koirala, Sonali Bendre, Rakesh Roshan, Tahira Kashyap and Yuvraj Singh have publicly spoken about their battle with cancer. Each of them have inspired us with their stories of grit and determination, and have raised awareness about the disease, by sharing their personal experiences. In the last few years there we have seen so many reel and real examples of cancer survivors who initiated these conversations and engaged in creating a dialogue that there is a possibility of staying two steps ahead of cancer. To mobilise awareness on cancer, actress Sandhya Mridul in collaboration with Cancer Society has done a video. The one thing that is common among these cancer survivors is that they got themselves diagnosed on time for possible signs and symptoms. For instance, filmmaker Rakesh Roshan recalled how he did not ignore a niggling blister and consulted an ENT surgeon, who recommended a biopsy. Once his results came positive for cancer, he began seeking treatment immediately. Today, he is back in action, with his workout videos on social media inspiring everyone! All this was possible due to early detection and maintaining a positive outlook during the treatment. On basis of available scientific evidence Indian Cancer Society shares, “While medical advancements, accessibility and cheaper medicines show improved survival rates, the much needed way to reduce the incidence and increase survival rates of the disease is mass awareness and picking up early signs and symptoms of cancer.” Catch up on all the latest entertainment news and gossip here.
