US downplays impact as China, Peru set to update trade pact, open mega port

brussels — As China and Peru prepare to sign an updated free-trade agreement at this year’s Asia-Pacific Economic Cooperation summit, Chinese President Xi Jinping is set to inaugurate a Chinese-financed mega port in Peru, known as Chancay, while attending the APEC meetings. China promotes the Chancay port on Latin America's Pacific coast as a key hub to boost trade connectivity with South America. The plan includes using infrastructure projects to link Chancay, reducing shipping times for goods. A senior U.S. official downplayed the port’s implications for the United States, stating that it does not complicate U.S. relationships in the region and that it is natural for Latin American countries to have diverse trade and investment partnerships beyond the U.S. Matt Murray, the U.S. senior official for APEC, spoke to VOA on Wednesday from Lima, Peru, outlining the U.S. agenda for this year’s APEC meetings. This interview has been edited for brevity and clarity. VOA: Could you unpack for us the agenda of APEC 2024? Matt Murray, U.S. senior official for APEC: APEC, as you know, is a multilateral forum with 21 member economies that account for half of global trade and 60% of global GDP. Each year, APEC is hosted by a different member economy. The United States was delighted to host in 2023, and this year, the forum has moved to Peru for 2024. APEC always focuses on three key areas: trade and investment, innovation and digitalization, and sustainable, strong, secure, inclusive and balanced growth. Peru has continued these priorities by bringing APEC economies together to discuss these issues and make progress on specific initiatives, including a renewed focus on sustainability. This year, during the energy ministerial meeting in August, Peru launched the Just Energy Transition Initiative within APEC. They have also supported new programming, focused on curbing food loss and waste in the region, which is crucial for the sustainability of our agricultural sectors. VOA: Chinese President Xi Jinping will sign an updated free-trade agreement with Peru and inaugurate a new mega port north of Lima, called Chancay. Can you talk about the implications for the United States? Murray: I think we expect countries, including APEC economies like Peru, to engage in trade and investment relationships with a variety of partners, including the People’s Republic of China. As President Xi arrives in Lima, attention will be given to areas where China has invested in Peru, as well as the trade and investment ties between the two countries. However, from the U.S. perspective, our primary focus is on our own relationship with Peru and with Latin America, particularly in terms of trade, investment and broader engagement. I don’t necessarily see this as complicating our relationship in the region. We view it as a natural part of business that Latin American countries will have diverse trade and investment partners. VOA: Given President-elect Donald Trump's stance on tariffs and the potential withdrawal from the Indo-Pacific Economic Framework, and with several IPEF members also part of APEC, how might the U.S. reassure global leaders about its commitment to deepening economic ties with other nations? Murray: Since 1989, both Democratic and Republican U.S. administrations have engaged with APEC. We view it as an opportunity to engage a wide range of partners in a consensus-based, nonbinding way. One of the key ways we reassure leaders is simply by showing up. This week, we’re showing up in a big way. The best way to demonstrate our commitment to deepening economic ties with the region is by having the president, secretary of state and U.S. trade representative all come to Lima to participate in APEC Economic Leaders Week. That, I think, demonstrates leadership and our willingness to continue engaging. VOA: What does the future look like for APEP, or Americas Partnership for Economic Prosperity, an economic initiative for Latin America, and IPEF? Murray: I don't think I can speculate on the future of these particular arrangements. As you know, this is part of our democracy. We have administrations in power that transition to new ones, which may make different or sometimes similar decisions. There are, in fact, areas where we've seen continuity from the Obama administration to the Trump administration and then to the Biden administration, and there may continue to be such continuity. So, I don’t think it's possible to speculate on any one particular issue.

PlayStation Plus Game Catalog additions for November include GTA V (again) and Dying Light 2

Sony has revealed the latest slate of PlayStation Plus Game Catalog additions for Extra and Premium members, and it's a dang solid lineup this month. The biggest name, of course, is Grand Theft Auto V. That's returning to the Game Catalog after Sony removed it in June. GTA V has now sold more than 205 million copies (not a typo), but if you've yet to dive into the game or its perennially popular online mode, here's your chance. GTA VI, meanwhile, is set to arrive next fall.

In case you're all GTA'd out for the time being, there are lots of other PS Plus additions to explore. One of those is the open-world zombie survival action RPG Dying Light 2: Stay Human, which I've been meaning to check out for a long time. Like A Dragon: Ishin (which, coincidentally, is leaving Game Pass this month) and Chivalry 2 are among the other big names on the list, but I'm especially happy to see Overcooked! All You Can Eat make the cut.

That's a terrific bundle of both Overcooked games and all of the expansions. For years, I've been calling these games the perfect relationship test. Just, uh, maybe don't play with your partner if you're going through a rough patch.

Elsewhere, The Sims 4 expansion pack Island Living is included. Naturally, you'll need the free-to-play base game to access that. Moto GP 24, Digimon Survive, Stick Fight: The Game, Clash: Artifacts of Chaos, the intriguing Killer Frequency and Hungry Shark World round out the newcomers to the PS Plus Game Catalog's Extra tier.

The Premium lineup is pretty exciting this month as well. I spent many hours playing the multiplayer modes of Resistance: Fall of Man in the PS3 era. Insomniac Games has been on an incredible run for the last six years, so it should be fun to hop back into that game and its sequel, Resistance 2, for a hit of nostalgia and to see how far the studio has come. Note, however, that these two games are streaming-only.

Ahead of Legacy of Kain: Soul Reaver 1-2 Remastered arriving next month, you can warm up by playing Blood Omen: Legacy of Kain and Blood Omen 2. Last but not least, there's one PS VR2 addition to the lineup in the form of action shooter Synapse. PS Plus Premium and Extra subscribers can play these games at no extra cost starting on November 19.

Surprise of the Day: Cristiano Ronaldo Plays Soccer with Kid in Disguise

Real Madrid player and underwear model Cristiano Ronaldo became slightly less ridiculously good looking last week and kicked a soccer ball around with a clueless kid in the streets of Madrid.

The two played juggled the ball around a bit without drawing any attention.

He eventually removed his disguise, revealing his true identity to the boy and everyone else in the street who immediately pull out their phones to take pictures.

Before walking away, he gave the boy a hug and signed a ball for him.

Phil Spencer: Xbox Won't Rule Out Any Games for PlayStation or Nintendo

Microsoft Gaming CEO Phil Spencer speaking with Bloomberg said Xbox won't rule out releasing any game on other platforms like PlayStation and Nintendo.

"I do not see sort of red lines in our portfolio that say 'thou must not,'" said Spencer. He added it is too early to make a decision on the next version of Halo.

Spencer did say he was pleased with the sales of the first wave of Xbox games that released on other platforms.

Xbox announced in February it would be releasing four its game on other platforms like the PlayStation 5 and Nintendo Switch. The four games were PentimentHi-Fi RushGrounded, and Sea of Thieves. Pentiment and Grounded released for the PS5, PS4, and Switch, while Hi-Fi Rush and Sea of Thieves released for the PS5.

Sony Interactive Entertainment on the PlayStation Blog has revealed the PlayStation Plus Game Catalog games for November 2024.

The PlayStation Plus Extra and Premium Game Catalog and Classics will be available from Tuesday, November 19.

The PlayStation Plus monthly games for November 2024 are currently available and includes Hot Wheels Unleashed 2 – Turbocharged for the PS5 and PS4, Ghostwire: Tokyo for the PS5, and Death Note Killer Within for the PS5 and PS4.

North Korea abandons Nukes, plays Chess

Good News or just an Elaborate Ruse?

This was an impressive photo-op but there is no reason to celebrate (yet). What this really demonstrates is how important it is for the U.S. to settle this region of the globe, even if it is only just a stop-gap measure. The U.S. has more than enough on its plate with Iraq and Katrina to contend with.

Apparently North Korea has agreed to give up nuclear weapons activities and rejoin the nuclear non-proliferation treaty. Of course, that comes with a proviso that the US promises it will not attack and will provide aid and electricity.

Interestingly, it was China that brokered the compromise:

"The agreement was reached on the basis of a compromise proposal put forward by China in an effort to bridge differences between the United States and Pyongyang over a North Korean demand for a light-water nuclear reactor to produce electricity. The compromise suggested that North Korea be accorded the right in principle to peaceful nuclear energy, but only after dismantling its nuclear weapons program and rejoining the U.N. nuclear inspection regime and the nuclear Non-Proliferation Treaty."

GIVEN THAT knowledge gained from the "peaceful" use of nuclear technology can easily be transferred to building bombs, it will be incumbent on the U.S. to keep a close eye on Kim whose instability is world renowned.

Sure, U.N. inspectors will eventually be allowed in, but let's hope they will have more success than they did in Iraq. Which demonstrates to this writer how important it is for the U.S. to settle (at least temporarily) this region of the globe. The U.S. has more than enough on its plate with Iraq and Katrina to contend with.

It was a veritable PR coup de gras for the Chinese. So does this imply that China is not really the monstrous behemoth that we have all been told? Is it an evil regime that is finally beginning to come to its senses? Perhaps it is neither and Political FootBall remains suspicious that China was even involved in the deal.

Could it really be part of an elaborate ruse by communist Asia to buy time for N. Korea to get the aid it desperately needs, and while China seeks to become the next economic superpower? All the while lulling the west into a false sense of security in the deadly game of nuclear checkmate. And what about their military alliance? In the grand scheme of things doesn't that make this 'historical' photo-op moot? Many questions that only time will answer.

IT SEEMS likely that economic pressure, $$$ capitalism and carrying the big stick (moving stealth bombers to South Korea) have all contributed to bringing another regime to its knees. That would also be in keeping with the Pentagon's announcement of a new strategy that includes a preemptive strike using nuclear weapons.

No matter, so long as an unstable pompass like Kim remains in control the future of the world will continue to hang in the balance.

BUT THE QUESTION BEGS to be asked if the same tactics would also work for its ally China. Probably not, for unlike it's Soviet counterpart China seems to have found a working formula that successfully blends capitalism and communism, making it an emerging super power. So long as we continue to demand cheap shirts from Walmart that appears to be an almost certainty.

AND WHAT ABOUT Iran and other muslim nations where religious fanaticism is the rule? So long as there remains opposing idealogues and economic disparity in this world the prospect for peace in the long term remains unlikely.

The bottom line is Political FootBall is of the opinion that this latest news does little in the long term for world stability. It only buys time for both sides before making their next power-play.

So we won't be breaking out the champagne, at least for the near future anyhow.
