Understanding the Creation of Public Consensus: Migration and Integration in Germany, 2005 to 2015

As immigrant-skeptic movements gained salience, and even political representation, in several European countries in recent years, Germany remained a relative outlier until mid-2015. This report explains how a pro-immigrant consensus evolved and persisted in Germany during the period from 2005—as the country emerged from recession and embarked on a reform of its immigration laws—through to the events of mid-2015.

As European asylum systems are tested again by the COVID-19 pandemic, which has injected the need for social distancing during processing and in reception centers, it appears lessons learned during the 2015-16 migration and refugee crisis may be fading. Chief among them: A number of Member States have phased out their buffer capacity. This MPI Europe commentary explores the diametrically different approaches taken to asylum during the pandemic.

The Importance of Being Clustered: Uncluttering the Trends of Statistics from 1970 to 2015

Laura Anderlucci, Angela Montanari, Cinzia Viroli.

Source: Statistical Science, Volume 34, Number 2, 280--300.

Abstract:
In this paper, we retrace the recent history of statistics by analyzing all the papers published in five prestigious statistical journals since 1970, namely: The Annals of Statistics , Biometrika , Journal of the American Statistical Association , Journal of the Royal Statistical Society, Series B and Statistical Science . The aim is to construct a kind of “taxonomy” of the statistical papers by organizing and clustering them in main themes. In this sense being identified in a cluster means being important enough to be uncluttered in the vast and interconnected world of the statistical research. Since the main statistical research topics naturally born, evolve or die during time, we will also develop a dynamic clustering strategy, where a group in a time period is allowed to migrate or to merge into different groups in the following one. Results show that statistics is a very dynamic and evolving science, stimulated by the rise of new research questions and types of data.

Safer Internet Day 2015

Safer Internet Day (SID) is an international education and awareness-raising effort spanning more than 100 countries around the globe to promote safer and more responsible use of online technology and mobile phones, especially amongst children and young people across the world.

Mauritius is among one of the very first countries where government has taken keen interest to protect children and youngsters on the Internet.  In this context, a Child Online Safety Action Plan was developed by the National Computer Board (NCB) and endorsed by the cabinet in 2009.  Following the aproval of the action plan, number of activities have been started on Child Online Safety since 2009 including organisation of the Safer Internet Day.

This year is the 6th edition of Safer Internet Day which will be celebrated in Mauritius. On this occasion, CERT-MU, a division of the National Computer Board is organising several activities.  The activities are as follows:

  • A half day workshop with theme "Let's create a better Internet together" in collaboration with the Ministry of Technology, Communication and Innovation and the Ministry of Education and Human Resources, Tertiary Education and Scientific Research.  The proposed workshop is targeted towards State and Private secondary school students to sensitise them on the impact of threats and consequences that improper use of the Internet may have on the youth.

  • Awareness sessions on “Internet Safety” will be carried out for secondary school students (State and Private) in all four school zones of the country.  These sessions will highlight issues like sexting, sextortion, cyber bullying, online predators and identity theft etc.

  • Organisation of awareness sessions on “Dangers of the Internet” for secondary school teachers (State and Private) in all four school zones during the school holidays. Trainings on the Dangers of the Internet and how to help youngsters choose a better way of socialising in the virtual world will be organised for the teachers of  secondary schools.

  • Awareness sessions for Parents, Senior Citizens and House Wives on "Secure Usage of Internet".  Parents, Grandparents and House Wives need to be aware of the dangers on the Internet and how to protect their kids online.  An awareness session will be organised to address this issue with parents, in collaboration with the PTA of secondary schools.  The Senior Citizens and House Wives sessions will take place in NCB cyber caravans and community welfare centres.

  • Dissemination of brochures on "Child Online Protection" to the students and teachers.

Trends in Pediatric Malpractice Claims 1987-2015: Results From the Periodic Survey of Fellows

BACKGROUND:

Pediatricians are less frequently sued than other physicians. When suits are successful, however, the average payout is higher. Little is known about changes in the risk of litigation over time. We sought to characterize malpractice lawsuit trends for pediatricians over time.

METHODS:

The Periodic Survey is a national random sample survey of American Academy of Pediatrics members. Seven surveys between 1987 and 2015 asked questions regarding malpractice (n = 5731). Bivariate and multivariable analyses examined trends and factors associated with risk and outcome of malpractice claims and lawsuits. Descriptive analyses examined potential change in indemnity amount over time.

RESULTS:

In 2015, 21% of pediatricians reported ever having been the subject of any claim or lawsuit, down from a peak of 33% in 1990. Report of successful outcomes in the most-recent suit trended upward between 1987 and 2015, greatest in 2015 at 58%. Median indemnity was unchanged, averaging $128 000 in 2018 dollars. In multivariate analysis, male sex, hospital-based subspecialty (neonatology, pediatric critical care, pediatric emergency medicine, and hospital medicine), longer career, and more work hours were associated with a greater risk of malpractice claim.

CONCLUSIONS:

From 1987 to 2015, the proportion of pediatricians sued has decreased and median indemnity has remained unchanged. Male pediatricians and hospital-based subspecialists were more likely to have been sued. Greater knowledge of the epidemiology of malpractice claims against pediatricians is valuable because it can impact practice arrangements, advise risk-management decisions, influence quality and safety projects, and provide data to guide advocacy for appropriate tort reform and future research.
