Streetrail Battle - kunstform X Subrosa



On Saturday, July 23, 2022, the kunstform X Subrosa Streetrail Battle will take place in the center of Königstraße! Plenty of Subrosa streetrails, ledges and various smaller ramps are provided.

We will start from 12 p.m. - 1 p.m. with a relaxed "free riding" session, which will then continue into the warm-up of the kids class (up to 14 years) from 1 p.m. - 2 p.m. strong> to the Kids BMX Best Trick Contest from 2 - 3 p.m..

At 3 p.m. the warm-up of the AM class continues and at 4 p.m. the best trick contest in the AM class starts here too.

In the late afternoon at 5 p.m. the Pro warm-up starts and from 6 p.m. - 7 p.m. the BMX Best Trick Battle of the Pros takes place. Here you can win a whole 1000 euros in prize money!

La questione catalana presenta un forte interesse scientifico dal punto di vista del diritto internazionale, innescandosi nel solco formato da recenti manifestazioni di prassi internazionale, quali quelle per l’indipendenza del Quebec o del Kosovo. Preciso che non sono un sostenitore dell’indipendenza catalana a ogni costo e che ciò non avrebbe comunque molto senso, dato che non sono né cittadino spagnolo né tantomeno catalano. Sono però cittadino europeo, oltre che italiano, e in quanto tale interessato al rispetto della democrazia e dei diritti politici su tutto il nostro continente e oltre. Per tale motivo sono rimasto negativamente impressionato dalla selvaggia repressione scatenata dal governo Rajoy contro milioni di cittadini spagnoli e catalani che stavano semplicemente esercitando in modo pacifico un proprio elementare diritto democratico e cioè dichiarare o meno la loro preferenza per l’instaurazione di una Repubblica catalana indipendente.
 
Si può in altri termini discettare riguardo alle conseguenze giuridiche di tali atti, che taluni ritengono di nessun rilievo da tale punto di vista. Non si può invece negarne il valore politico né si può accettare la repressione avvenuta quel giorno né la conseguente criminalizzazione del movimento indipendentista, culminata con il mandato d’arresto internazionale, successivamente ritirato, dell’ex presidente catalano con i suoi quattro ministri. Mandando contro una buona parte del popolo catalano che voleva solo votare democraticamente truppe armate di manganelli e pallottole di gomma, il governo spagnolo ha senza dubbio violato la Convenzione europea dei diritti umani, dando un ulteriore pessimo segnale in un’Europa nella quale si moltiplicano inquietanti fenomeni di esaltazione del passato fascista che si sperava e pensava superato per sempre. Un passato fascista che in Spagna ha un solo nome: franchismo.
 
Tali fenomeni inquietanti hanno peraltro la loro radice nella crescente disaffezione della gente nei confronti della politica e della sua ispirazione generalmente antipopolare in Europa. Peraltro, la stessa consultazione referendaria del primo ottobre ha evidenziato l’esistenza di un malcontento estremamente diffuso, in Catalogna ma probabilmente anche altrove, che parte da un inevitabile giudizio negativo sul governo spagnolo per la corruzione in cui sta affogando e le sue spietate politiche neoliberali, ma esprime anche insoddisfazione e disagio a fronte di un quadro costituzionale che si è rivelato del tutto asfittico e inadeguato. Situazione di grave inadeguatezza, ulteriormente aggravata e evidenziata dall’improvvida decisione della Corte costituzionale sullo statuto catalano, decisione fortemente voluta e ispirata da quello stesso Rajoy.
Significativa appare del resto la circostanza che le organizzazioni colpite dalla repressione abbiano deciso di portare la propria protesta proprio a Bruxelles e cioè nel cuore dell’Europa. Se è vero che proprio l’Europa soffre le stesse malattie dello Stato spagnolo e di altri stati, quali soggezione alle politiche neoliberali e alle lobby che le predicano, corruzione, insufficiente funzionamento dei meccanismi democratici che provoca disaffezione crescente dalla politica e anche rigurgiti di fascismo e di razzismo, è pure vero che essa dovrebbe giocare un ruolo di mediazione politica in situazioni come quella catalana impedendo lo slittamento verso conflitti sempre più aspri e incontenibili. Occorre quindi auspicare che le istituzioni europee, dando senso alla loro stessa esistenza, vogliano accettare un ruolo di promozione del necessario dialogo politico tra il popolo catalano e il governo spagnolo, nel nome dei principi democratici iscritti nei propri trattati istitutivi oltre che, beninteso, del buon senso più elementare.

Catalogna, niente estradizione per Puigdemont: il giudice ritira il mandato di cattura internazionale

L'ex presidente avrà libertà di movimento in tutto il mondo, ma non potrà rientrare a Barcellona: in polemica con la magistratura tedesca, che aveva respinto l'accusa di ribellione, il Tribunale supremo spagnolo rinuncia a farsi consegnare il leader indipendentista per non doverlo giudicare solo per il reato di malversazione

Estradizione? No, grazie. Pur di non dover sottostare al diktat della giustizia tedesca - che nei giorni scorsi aveva ritenuto legittima solo l’accusa di malversazione respingendo quella, ben più grave, di ribellione (reato punibile in Spagna con 30 anni di carcere) – il giudice del Tribunale Supremo di Madrid, Pablo Llarena, ha deciso di ritirare il mandato di cattura internazionale nei confronti dell’ex presidente catalano Carles Puigdemont e di altri cinque dirigenti separatisti riparati all’estero. Resta in vigore, invece, l’ordine di detenzione all’interno del territorio spagnolo.
 
Questo significa che Puigdemont, attualmente in libertà in Germania, avrà d’ora in poi completa libertà di movimento in tutto il mondo ma non potrà rientrare a Barcellona. E come lui gli ex assessori Toni Comín, Meritxell Serret, Lluis Puig e Clara Ponsatí e l’ex segretaria generale di Esquerra Republicana, Marta Rovira. Il giudice Llarena sceglie dunque l’unica soluzione che, al momento, gli consente di non dover rimettere in discussione tutto l’impianto accusatorio formulato in questi mesi (a partire dall’ottobre scorso, quando il Parlament de Catalunya approvò la dichiarazione d’indipendenza) contro tutto lo stato maggiore del movimento secessionista. Se Puigdemont fosse stato consegnato a Madrid dalle autorità tedesche, la magistratura spagnola avrebbe potuto prendere in considerazione solo l’ipotesi accusatoria riconosciuta come ammissibile dal tribunale dello Schleswig-Holstein, cioè quella di malversazione di fondi pubblici (l’eventualità che l’ex presidente abbia utilizzato denaro delle casse della Generalitat, l’amministrazione regionale, per organizzare il referendum secessionista dello scorso 1 ottobre, dichiarato illegale dal Tribunale costituzionale spagnolo). In questo caso, trattandosi di un reato minore, non solo sarebbe stato improponibile ipotizzare una carcerazione preventiva per Puigdemont.
 
 
Ma con ogni probabilità Llarena avrebbe dovuto rimettere in libertà anche tutti gli altri dirigenti indipendentisti che sono in cella (prima nella regione madrilena, ora trasferiti da poco in carceri catalane) arrestati tra l’ottobre e il gennaio scorsi. Dall’ex vice-presidente Oriol Junqueras ai due “Jordis” (gli ex presidenti dei movimenti della società civile catalana Anc e Omnium Cultural, Jordi Sànchez e Jordi Cuixart), agli ex responsabili degli Esteri e degli Interni del Govern, Raül Romeva e Joaquim Forn, oltre al candidato alla presidenza della regione Jordi Turull, arrestato 24 ore dopo aver perso il voto di investitura parlamentare.
 
Niente libertà, invece, per tutti loro: proprio oggi la procura ha respinto l’ipotesi di scarcerazione, mantenendo lo stesso criterio seguito ai tempi del governo conservatore di Mariano Rajoy, nonostante l’arrivo in queste settimane di una nuova procuratrice generale dello Stato, Maria José Segarra, nominata su proposta dell’esecutivo socialista di Pedro Sánchez.

Article Alert: Scientific names of organisms: attribution, rights, and licensing

Background: As biological disciplines extend into the ‘big data’ world, they will need a names-based infrastructure toindex and interconnect distributed data. The infrastructure must have access to all names of all organisms if it is to manage all information. Those who compile lists of species hold different views as to the intellectual property rights that apply to the lists. This creates uncertainty that impedes the development of a much-needed infrastructure for sharing biological data in the digital world.
 
Findings: The laws in the United States of America and European Union are consistent with the position that scientific names of organisms and their compilation in checklists, classifications or taxonomic revisions are not subject to copyright. Compilations of names, such as classifications or checklists, are not creative in the sense of copyright law. Many content providers desire credit for their efforts.
 
Conclusions: A ‘blue list’ identifies elements of checklists, classifications and monographs to which intellectual property rights do not apply. To promote sharing, authors of taxonomic content, compilers, intermediaries, and aggregators should receive citable recognition for their contributions, with the greatest recognition being given to the originating authors. Mechanisms for achieving this are discussed.

The need for a more open attitude towards invasive alien species data

New research published with the support of the FP7 large-scale bioinformatics project Building the European Biodiversity Observation Network (EU BON) and the Alien Challenge COST action reveals the importance of open data in the study and control of invasive alien species. The study was published online in open access in the journal Management of Biological Invasions.

Invasive alien species cause a wide variety of problems, including issues related to conservation; to human and animal health; to agriculture and to fisheries management. But how can science be useful to manage such potential issues?

"To advise policy makers and inform land managers on the dangers posed by and how to fight alien species we need to understand the invasion process. Ideally, we would like to be able to predict the causes, routes and progression of invasions." explains Dr. Quentin Groom, Botanic Garden Meise, Belgium.

Recently, several research groups have pioneered the process of "Horizon Scanning" for new alien species, also there have been parallel developments in the creation of dynamic ecological models to predict invasions. However, the greatest limitation to these advances is the lack of suitable data.

"The problem of invasive species is international and rapidly changing. Data are required from an extensive area, for many species and for a long period but what is currently available is patchy and often inaccessible. We argue for the importance of open data to tackle the problem of invasive alien species." explains Dr. Groom.

This new research reviews why access to data are so important to invasive alien species research and gives an overview of the reasons why data are unavailable to researchers. Currently access to data is patchy and is restricted in many ways:

  • Legally, the use of restrictive data licensing blocks its use.
  • Technically, many software systems don't adequately support sharing, particularly in their provision of unique identifiers.
  • Culturally, data secrecy is the default position for most organizations.

Gradually, data are becoming more accessible and attitudes towards data access are changing. The advent of data publications allows researchers to attract citations from their data, while simultaneously making their data accessible and discoverable.

The community of biodiversity observers is highly fragmented and the creation of a European biodiversity network will improve communication so that grassroots biodiversity surveyors will understand issues of data sharing, citation and licensing that are so critical for a rapid response to invasive species.

Europe for GEOSS: EU BON attracts high level attention at the GEO XII Plenary in Mexico City

The GEO-XII Plenary and Ministerial Summit, as well as many associated meetings and events were hosted by the Mexican Government and took place in Mexico City from 9 to 13 November 2015.

The five-day event brought together GEO member countries and organizations, as well as scientists and stakeholders from across the world to debate the next decade for GEO, and to discuss the latest developments in Earth Observation technologies and applications. The GEO-XII Plenary approved the GEO Strategic Plan 2016-2025, and the Summit endorsed a Mexico City Declaration (see: http://www.earthobservations.org/geo12.php).

EU BON participated at GEO-XII and was represented at the European Commission Stand "Europe for GEOSS" with a poster and a short video clip. A real highlight was the visit by the European Commissioner for Research, Science and Innovation, Carlos Moedas. During his short visit, the Commissioner took specific interest in the project and spent some time discussing EU BON's relevance with the coordinator and his staff.
