The CISA Known Exploited Vulnerabilities (KEV) catalog and enhanced logging guidelines are among the new measurement tools added for the 2024 State and Local Cybersecurity Grant Program.

Last month, the Department of Homeland Security announced the availability of $279.9 million in grant funding for the Fiscal Year (FY) 2024 State and Local Cybersecurity Grant Program (SLCGP). Now in its third year, the four-year, $1 billion program provides funding for State, Local and Territorial (SLT) governments to implement cybersecurity solutions that address the growing threats and risks to their information systems. Applications must be submitted by December 3, 2024.

While there are no significant modifications to the program for FY 2024, the Federal Emergency Management Agency (FEMA), which administers SLCGP in coordination with the Cybersecurity and Infrastructure Security Agency (CISA), identified key changes, some of which we highlight below:

The FY 2024 NOFO adds CISA’s KEV catalog as a new performance measure and recommended resource

The FY 2024 notice of funding opportunity (NOFO) adds the CISA Known Exploited Vulnerabilities (KEV) catalog as a recommended resource to encourage governments to regularly view information related to cybersecurity vulnerabilities confirmed by CISA, prioritizing those exploited in the wild. In addition, CISA has added “Addressing CISA-identified cybersecurity vulnerabilities” to the list of performance measures it will collect through the duration of the program.

Tenable offers fastest, broadest coverage of CISA’s KEV catalog

At Tenable, our goal is to help organizations identify their cyber exposure gaps as accurately and quickly as possible. To achieve this goal, we have research teams around the globe working to provide precise and prompt coverage for new threats as they are discovered. Tenable monitors and tracks additions to the CISA KEV catalog on a daily basis and prioritizes developing new detections where they do not already exist.

Tenable updates the KEV coverage of its vulnerability management products — Tenable Nessus, Tenable Security Center and Tenable Vulnerability Management — allowing organizations to use KEV catalog data as an additional prioritization metric when figuring out what to fix first. FY 2024 NOFO continues to require applicants to address program objectives in their applications

As with previous years, the FY 2024 NOFO sets four program objectives. Applicants must address at least one of the following in their applications:

• Objective 1: Develop and establish appropriate governance structures, including by developing, implementing, or revising Cybersecurity Plans, to improve capabilities to respond to cybersecurity incidents, and ensure operations.
• Objective 2: Understand their current cybersecurity posture and areas for improvement based on continuous testing, evaluation, and structured assessments.
• Objective 3: Implement security protections commensurate with risk.
• Objective 4: Ensure organization personnel are appropriately trained in cybersecurity, commensurate with responsibility.

A “whole-of-state” approach — which enables state-wide collaboration to improve the cybersecurity posture of all stakeholders — allows state governments to share resources to support cybersecurity programs for local government entities, educational institutions and other organizations. Shared resources increase the level of defense for SLTs both individually and as a community and reduce duplication of work and effort. States get real-time visibility into all threats and deploy a standard strategy and toolset to improve cyber hygiene, accelerate incident response and reduce statewide risk. FY 2024 NOFO advises SLT agencies to adopt key cybersecurity best practices

As in previous years, the FY 2024 NOFO again recommends SLT agencies adopt key cybersecurity best practices. To do this, they are required to consult the CISA Cross-Sector Cybersecurity Performance Goals (CPGs) throughout their development of plans and projects within the program. This is also a statutory requirement for receiving grant funding.

In the state of Oregon, there is a glut of grass. A wealth of weed. A crisis of chronic.

And, jokes aside, it's a real problem for people who work in the cannabis industry like Matt Ochoa. Ochoa runs the Jefferson Packing House in Medford, Oregon, which provides marijuana growers with services like drying, trimming and packing their product. He has seen literal tons of usable weed being left in marijuana fields all over the state of Oregon. Because, Ochoa says, there aren't enough buyers.

There are just over four million people in Oregon, and so far this year, farmers have grown 8.8 million pounds of weed. Which means there's nearly a pound of dried, smokable weed for every single person in the state of Oregon. As a result, the sales price for legal marijuana in the last couple of years has plummeted.

Economics has a straightforward solution for Oregon's overabundance problem: trade! But, Oregon's marijuana can only be sold in Oregon. No one in any state can legally sell weed across state lines, because marijuana is still illegal under federal law. On today's episode, how a product that is simultaneously legal and illegal can create some... sticky business problems.

In 2019, Mike Ketchmark got a call. Mike is a lawyer in Kansas City, Missouri, and his friend, Brandon Boulware, another lawyer, was calling about a case he wanted Mike to get involved with. Mike was an unusual choice - he's a personal injury lawyer, and this was going to be an antitrust case.

But Brandon knew Mike was great in front of a jury. And that he'd won huge settlements for his clients in the past.

So the lawyer friend drops by Mike's office, and pitches him the case. Rhonda and Scott Burnett had just sold their home for $250,000, and out of that amount, they had paid $15,000 in commission (plus a small fee), which was split between two real estate agents - even though they had hired only one. And the commission was high - 6%. Mike's friend said the whole thing seemed... suspicious. Maybe even illegal.

Mike agreed to take the case, a case that would soon become bigger than one about just what had happened to the Burnetts. It would become a fight about the way homes are bought and sold in the U.S. and challenge the way real estate agents have done business for more than 100 years.

You will never guess where you can find a wide selection of biblical quotations when you visit Harrisburg. Well, yeah, the bible. But I’m talking a building. It’s the State Capitol of all places–hard to believe in this day and age where there is always someone looking to be offended. PA Rep. Kathy Rapp, a Republican out of the northwestern part of the state, put out a nice booklet that is complete with the verses and the scenes that accompany those verses. Many are in the Governor’s reception room, House chambers and Senate chambers. Rapp stated in the first page of her book “Pennsylvania’s history and heritage is rooted in religious significance. From William Penn’s own vision and statement of establishing a Holy Experiment, to the first laws proposed by the General Assembly, to the first section of the first Constitution, the Charter of Privileges, entitled the freedom of conscience, our founders based their way of life on religious convictions. There are verses from the Old Testament, including Isaiah 42:1,4,7,10 “Behold my servant whom I uphold to pen the blind eyes, to bring out the prisoners from the prison, and them that sit in darkness out of the prison house. Sing unto the Lord a new song ye that go down to the sea.” There are also several from the New Testament and the Gospels, like Matthew 5:10 “Blessed are they which are persecuted for righteousness sake.” No, this would not happen today. Not with the hyper-politically correct world we live in. In fact, it’s kind of surprising no one has fought to take it down. Maybe they have and I don’t know it. For example… There’s a case involving Lehigh County and the cross on its county seal that was added in 1944. It was fine then, but of course it had to offend somebody eventually. Yep. It did. The Wisconsin-based Freedom From Religion Foundation—how they came across the symbol is beyond me—joined four Lehigh County residents and filed a lawsuit. According to the Morning Call, they argued “the seal was a violation of their first amendment rights.” U.S. District Judge Edward G. Smith agreed with the folks who were offended. He ruled in September that Lehigh Co. would have to change it on flags, cars or other property but could keep it on older documents. The County appealed to the Third Circuit U.S. Court of Appeals, which is waiting for the U.S. Supreme Court to act on a similar case before it makes a ruling.
