Spin reorientation and the interplay of magnetic sublattices in Er2CuMnMn4O12

Through a combination of magnetic susceptibility, specific heat, and neutron powder diffraction measurements we have revealed a sequence of four magnetic phase transitions in the columnar quadruple perovskite Er2CuMnMn4O12. A key feature of the quadruple perovskite structural framework is the complex interplay of multiple magnetic sublattices via frustrated exchange topologies and competing magnetic anisotropies. It is shown that in Er2CuMnMn4O12, this phenomenology gives rise to multiple spin-reorientation transitions driven by the competition of easy-axis single ion anisotropy and the Dzyaloshinskii–Moriya interaction; both within the manganese B-site sublattice. At low temperature, one Er sublattice orders due to a finite f-d exchange field aligned parallel to its Ising axis, while the other Er sublattice remains non-magnetic until a final, symmetry-breaking phase transition into the ground state. This non-trivial low-temperature interplay of transition metal and rare-earth sublattices, as well as an observed k = (0, 0, ½) periodicity in both manganese spin canting and Er ordering, raises future challenges to develop a complete understanding of the R2CuMnMn4O12 family.

Room-temperature serial synchrotron crystallography structure of Spinacia oleracea RuBisCO

Ribulose-1,5-bisphosphate carboxylase/oxygenase (RuBisCO) is the enzyme responsible for the first step of carbon dioxide (CO2) fixation in plants, which proceeds via the carboxylation of ribulose 1,5-biphosphate. Because of the enormous importance of this reaction in agriculture and the environment, there is considerable interest in the mechanism of fixation of CO2 by RuBisCO. Here, a serial synchrotron crystallography structure of spinach RuBisCO is reported at 2.3 Å resolution. This structure is consistent with earlier single-crystal X-ray structures of this enzyme and the results are a good starting point for a further push towards time-resolved serial synchrotron crystallography in order to better understand the mechanism of the reaction.

Modulating phase segregation during spin-casting of fullerene-based polymer solar-cell thin films upon minor addition of a high-boiling co-solvent

Combined 100 ms resolved grazing-incidence small/wide-angle X-ray scattering and optical interferometry reveal that the additive diiodooctane can significantly double the solvent evaporation rate, thereby effectively suppressing the rapid spinodal decomposition process in the early stage of spin-coasting, favouring slow phase segregation kinetics with nucleation and growth.

Mapping domain structures near a grain boundary in a lead zirconate titanate ferroelectric film using X-ray nanodiffraction

The effect of an electric field on local domain structure near a 24° tilt grain boundary in a 200 nm-thick Pb(Zr0.2Ti0.8)O3 bi-crystal ferroelectric film was probed using synchrotron nanodiffraction. The bi-crystal film was grown epitaxially on SrRuO3-coated (001) SrTiO3 24° tilt bi-crystal substrates. From the nanodiffraction data, real-space maps of the ferroelectric domain structure around the grain boundary prior to and during application of a 200 kV cm−1 electric field were reconstructed. In the vicinity of the tilt grain boundary, the distributions of densities of c-type tetragonal domains with the c axis aligned with the film normal were calculated on the basis of diffracted intensity ratios of c- and a-type domains and reference powder diffraction data. Diffracted intensity was averaged along the grain boundary, and it was shown that the density of c-type tetragonal domains dropped to ∼50% of that of the bulk of the film over a range ±150 nm from the grain boundary. This work complements previous results acquired by band excitation piezoresponse force microscopy, suggesting that reduced nonlinear piezoelectric response around grain boundaries may be related to the change in domain structure, as well as to the possibility of increased pinning of domain wall motion. The implications of the results and analysis in terms of understanding the role of grain boundaries in affecting the nonlinear piezoelectric and dielectric responses of ferroelectric materials are discussed.

An alternative method to the Takagi–Taupin equations for studying dark-field X-ray microscopy of deformed crystals

This study introduces an alternative method to the Takagi–Taupin equations for investigating the dark-field X-ray microscopy (DFXM) of deformed crystals. In scenarios where dynamical diffraction cannot be disregarded, it is essential to assess the potential inaccuracies of data interpretation based on the kinematic diffraction theory. Unlike the Takagi–Taupin equations, this new method utilizes an exact dispersion relation, and a previously developed finite difference scheme with minor modifications is used for the numerical implementation. The numerical implementation has been validated by calculating the diffraction of a diamond crystal with three components, wherein dynamical diffraction is applicable to the first component and kinematic diffraction pertains to the remaining two. The numerical convergence is tested using diffraction intensities. In addition, the DFXM image of a diamond crystal containing a stacking fault is calculated using the new method and compared with the experimental result. The new method is also applied to calculate the DFXM image of a twisted diamond crystal, which clearly shows a result different from those obtained using the Takagi–Taupin equations.

PINK: a tender X-ray beamline for X-ray emission spectroscopy

A high-flux beamline optimized for non-resonant X-ray emission spectroscopy (XES) in the tender X-ray energy range has been constructed at the BESSY II synchrotron source. The beamline utilizes a cryogenically cooled undulator that provides X-rays over the energy range 2.1 keV to 9.5 keV. This energy range provides access to XES [and in the future X-ray absorption spectroscopy (XAS)] studies of transition metals ranging from Ti to Cu (Kα, Kβ lines) and Zr to Ag (Lα, Lβ), as well as light elements including P, S, Cl, K and Ca (Kα, Kβ). The beamline can be operated in two modes. In PINK mode, a multilayer monochromator (E/ΔE ≃ 30–80) provides a high photon flux (1014 photons s−1 at 6 keV and 300 mA ring current), allowing non-resonant XES measurements of dilute substances. This mode is currently available for general user operation. X-ray absorption near-edge structure and resonant XAS techniques will be available after the second stage of the PINK commissioning, when a high monochromatic mode (E/ΔE ≃ 10000–40000) will be facilitated by a double-crystal monochromator. At present, the beamline incorporates two von Hamos spectrometers, enabling time-resolved XES experiments with time scales down to 0.1 s and the possibility of two-color XES experiments. This paper describes the optical scheme of the PINK beamline and the endstation. The design of the two von Hamos dispersive spectrometers and sample environment are discussed here in detail. To illustrate, XES spectra of phosphorus complexes, KCl, TiO2 and Co3O4 measured using the PINK setup are presented.

Developing an in situ LED irradiation system for small-angle X-ray scattering at B21, Diamond Light Source

Beamline B21 at the Diamond Light Source synchrotron in the UK is a small-angle X-ray scattering (SAXS) beamline that specializes in high-throughput measurements via automated sample delivery systems. A system has been developed whereby a sample can be illuminated by a focused beam of light coincident with the X-ray beam. The system is compatible with the highly automated sample delivery system at the beamline and allows a beamline user to select a light source from a broad range of wavelengths across the UV and visible spectrum and to control the timing and duration of the light pulse with respect to the X-ray exposure of the SAXS measurement. The intensity of the light source has been characterized across the wavelength range enabling experiments where a quantitative measure of dose is important. Finally, the utility of the system is demonstrated via measurement of several light-responsive samples.

Mapping of lithium ion concentrations in 3D structures through development of in situ correlative imaging of X-ray Compton scattering-computed tomography

Understanding the correlation between chemical and microstructural properties is critical for unraveling the fundamental relationship between materials chemistry and physical structures that can benefit materials science and engineering. Here, we demonstrate novel in situ correlative imaging of the X-ray Compton scattering computed tomography (XCS-CT) technique for studying this fundamental relationship. XCS-CT can image light elements that do not usually exhibit strong signals using other X-ray characterization techniques. This paper describes the XCS-CT setup and data analysis method for calculating the valence electron momentum density and lithium-ion concentration, and provides two examples of spatially and temporally resolved chemical properties inside batteries in 3D. XCS-CT was applied to study two types of rechargeable lithium batteries in standard coin cell casings: (1) a lithium-ion battery containing a cathode of bespoke microstructure and liquid electrolyte, and (2) a solid-state battery containing a solid-polymer electrolyte. The XCS-CT technique is beneficial to a wide variety of materials and systems to map chemical composition changes in 3D structures.

Vibrational stability improvement of a mirror system using active mass damping

Addressing the demand for high stability of beamline instruments at the SHINE facility, a high stability mirror regulating mechanism has been developed for mirror adjustments. Active mass damping was adopted to attenuate pitch angle vibrations of mirrors caused by structural vibrations. An internal absolute velocity feedback was used to reduce the negative impact of spillover effects and to improve performance. The experiment was conducted on a prototype structure of a mirror regulating mechanism, and results showed that the vibration RMS of the pitch angle was effectively attenuated from 47 nrad to 27 nrad above 1 Hz.

Pinaverium bromide

The structure of pinaverium bromide (systematic name: 4-[(2-bromo-4,5-di­meth­oxy­phen­yl)meth­yl]-4-{2-[2-(6,6-dimethyl-2-bi­cyclo­[3.1.1]hepta­nyl)eth­oxy]eth­yl}morpholin-4-ium bromide; C26H41Br2NO4), was determined at 110 K. It has monoclinic (P21) symmetry. It is of inter­est with respect to its anti-inflammatory properties. The asymmetric unit contains two independent mol­ecules, one of which exhibits disorder of the bi­cyclo terminal group (occupancy factors: 0.78 and 0.22).

Crystal structures, electron spin resonance, and thermogravimetric analysis of three mixed-valence copper cyanide polymers

The crystal structures of three mixed-valence copper cyanide alkanolamine polymers are presented, together with thermogravimetric analysis (TGA) and electron spin resonance (ESR) data. In all three structures, a CuII moiety on a crystallographic center of symmetry is coordinated by two alkanolamines and links two CuICN chains via cyanide bridging groups to form diperiodic sheets. The sheets are linked together by cuprophilic CuI–CuI inter­actions to form a three-dimensional network. In poly[bis­(μ-3-amino­propano­lato)tetra-μ-cyan­ido-dicopper(I)dicopper(II)], [Cu4(CN)4(C3H8NO)2]n, 1, propano­lamine bases have lost their hydroxyl H atoms and coordinate as chelates to two CuII atoms to form a dimeric CuII moiety bridged by the O atoms of the bases with CuII atoms in square-planar coordination. The ESR spectrum is very broad, indicating exchange between the two CuII centers. In poly[bis­(2-amino­pro­pan­ol)tetra-μ-cyanido-dicopper(I)copper(II)], [Cu3(CN)4(C3H9NO)2]n, 2, and poly[bis­(2-amino­ethanol)tetra-μ-cyanido-dicopper(I)copper(II)], [Cu3(CN)4(CH7NO)2]n, 3, a single CuII atom links the CuICN chains together via CN bridges. The chelating alkanolamines are not ionized, and the OH groups form rather long bonds in the axial positions of the octa­hedrally coordinated CuII atoms. The coordination geometries of CuII in 2 and 3 are almost identical, except that the Cu—O distances are longer in 2 than in 3, which may explain their somewhat different ESR spectra. Thermal decom­position in 2 and 3, but not in 1, begins with the loss of HCN(g), and this can be correlated with the presence of OH protons on the ligands in 2 and 3, which are not present in 1.

The crystal structure of olanzapine form III

The antipsychotic drug olanzapine is well known for its complex polymorphism. Although widely investigated, the crystal structure of one of its anhydrous polymorphs, form III, is still unknown. Its appearance, always in concomitance with forms II and I, and the impossibility of isolating it from that mixture, have prevented its structure determination so far. The scenario has changed with the emerging field of 3D electron diffraction (3D ED) and its great advantages in the characterization of polyphasic mixtures of nanosized crystals. In this study, we show how the application of 3D ED allows the ab initio structure determination and dynamical refinement of this elusive crystal structure that remained unknown for more than 20 years. Olanzapine form III is monoclinic and shows a similar but shifted packing with respect to form II. It is remarkably different from the lowest-energy structures predicted by the energy-minimization algorithms of crystal structure prediction.

Structural multiplicity in a solvated hydrate of the anti­retroviral protease inhibitor Lopinavir

Lopinavir is a potent protease inhibitor that is used as a first-line pharmaceutical drug for the treatment of HIV. The multi-component solvated Lopinavir crystal, systematic name (2S)-N-[(2S,4S,5S)-5-[2-(2,6-di­methyl­phen­oxy)acetamido]-4-hy­droxy-1,6-di­phenyl­hexan-2-yl]-3-methyl-2-(2-oxo-1,3-diazinan-1-yl)butanamide–ethane-1,2-diol–water (8/3/7) 8C37H48N4O5·3C2H6O2·7H2O, was prepared using evaporative methods. The crystalline material obtained from this experimental synthesis was characterized and elucidated by single-crystal X-ray diffraction (SC-XRD). The crystal structure is unusual in that the unit cell contains 18 mol­ecules. The stoichiometric ratio of this crystal is eight Lopinavir mol­ecules [8(C37H48N4O5)], three ethane-1,2-diol mol­ecules [3(C2H6O2)] and seven water mol­ecules [7(H2O)]. The crystal packing features both bi- and trifurcated hydrogen bonds between atoms.

Millisecond X-ray reflectometry and neural network analysis: unveiling fast processes in spin coating

X-ray reflectometry (XRR) is a powerful tool for probing the structural characteristics of nanoscale films and layered structures, which is an important field of nanotechnology and is often used in semiconductor and optics manufacturing. This study introduces a novel approach for conducting quantitative high-resolution millisecond monochromatic XRR measurements. This is an order of magnitude faster than in previously published work. Quick XRR (qXRR) enables real time and in situ monitoring of nanoscale processes such as thin film formation during spin coating. A record qXRR acquisition time of 1.4 ms is demonstrated for a static gold thin film on a silicon sample. As a second example of this novel approach, dynamic in situ measurements are performed during PMMA spin coating onto silicon wafers and fast fitting of XRR curves using machine learning is demonstrated. This investigation primarily focuses on the evolution of film structure and surface morphology, resolving for the first time with qXRR the initial film thinning via mass transport and also shedding light on later thinning via solvent evaporation. This innovative millisecond qXRR technique is of significance for in situ studies of thin film deposition. It addresses the challenge of following intrinsically fast processes, such as thin film growth of high deposition rate or spin coating. Beyond thin film growth processes, millisecond XRR has implications for resolving fast structural changes such as photostriction or diffusion processes.

Pinhole small-angle neutron scattering based approach for desmearing slit ultra-small-angle neutron scattering data

Presented here is an effective approach to desmearing slit ultra-small-angle neutron scattering (USANS) data, based on complementary small-angle neutron scattering (SANS) measurements, leading to a seamless merging of these data sets. The study focuses on the methodological aspects of desmearing USANS data, which can then be presented in the conventional manner of SANS, enabling a broader pool of data analysis methods. The key innovation lies in the use of smeared SANS data for extrapolating slit USANS, offering a self-consistent integrand function for desmearing with Lake's iterative method. The proposed approach is validated through experimental data on porous anodized aluminium oxide membranes, showcasing its applicability and benefits. The findings emphasize the importance of accurate desmearing for merging USANS and SANS data in the crossover q region, which is particularly crucial for complex scattering patterns.

Formulation of perfect-crystal diffraction from Takagi–Taupin equations: numerical implementation in the crystalpy library

The Takagi–Taupin equations are solved in their simplest form (zero deformation) to obtain the Bragg-diffracted and transmitted complex amplitudes. The case of plane-parallel crystal plates is discussed using a matrix model. The equations are implemented in an open-source Python library crystalpy adapted for numerical applications such as crystal reflectivity calculations and ray tracing.

British actor Simon Pegg has had the chance to take on some pretty fun roles. He’s battled zombies in Shaun of the Dead. He’s taken on the role of Scotty in the J.J. Abrams reboot of "Star Trek." And he plays an Impossible Missions Force technician alongside Tom Cruise in the Mission Impossible film series.

In his latest film release, Pegg plays Hector, a psychiatrist who decides his life is just too “beige,” so he sets out into the world to find out what makes people truly happy.

Pegg joins Take Two to talk about what Hector’s journey brings him in “Hector and the Search for Happiness.”

On prepping to play the psychiatrist, Hector:

“Rosamund Pike and I…had dinner with a psychiatrist prior to starting shooting just to see, sort of, how he felt about dealing with people who have problems which aren’t necessarily, real problems, you know; which are what people call first world problems on Twitter.”

Why Hector sets out on his journey:

"I think Hector, at the beginning of the film, has a life that is very satisfactory; and to that degree, he’s unhappy…And, you know, what he learns is, you need more than that emotionally in your life to truly be happy. You know, if everything’s kind of just beige, you’re never going to be happy. You need to know misery, you need to know fear, and you need to know abandonment."

A little perspective:

"It was a very interesting thing to be shooting in Johannesburg, and to get out into…the townships…and see societies which contend with just abject poverty, and hardship everyday; but seeing so many smiles, and so many people genuinely joyful. And then get into the interior of Johannesburg, where there’s a lot of white people living in, sort of, gated communities, terrified...And see less smiles. It’s a very odd thing. And very, in keeping with the message of the film, which is, avoiding unhappiness is not the root to happiness.”

On his favorite emotion to convey as an actor – happiness, sadness, or anger:

“It’s a weird thing, I think, acting, sometimes. I sometimes almost resent it because you go through this sort of Pavlovian trauma sometimes because you have to recreate certain things that are sometimes a bit stressful.”

“Happiness is always a nice one because it’s fun to laugh on screen or to recreate moments of joy or euphoria, cause you do get a buzz from it, you know, you get this…vicarious, sort of, happiness in yourself. But that works as well for having to replicate sadness, or fear, or anger, or love even. “

“Your body thinks, ‘Oh, are we doing this now? Are we in love with someone here? Are we scared of something [laughs]?’ And you have to constantly intellectualize and remind your hormones that you’re actually – ‘No. This is fake, okay. You’re actually not about to die.’”

Jazz master Clark Terry gets his due from Quincy Jones in 'Keep On Keepin' On'

Trumpeter Clark Terry played in Count Basie's and Duke Ellington's bands. He was the first African American hired for The Tonight Show band. He mentored the teenage prodigies Miles Davis and Quincy Jones. But Terry isn't as well known as you might think he'd be. 

Thanks to the new documentary, "Keep On Keepin' On," you can see Clark Terry — or C.T., as everyone calls him — in action. The film tells the story of Terry's early love of the trumpet, his quick rise through the jazz ranks, and how he's devoted much of his life to inspiring other musicians — all with a sparkle in his eye.

The movie is directed by first time filmmaker Alan Hicks and made on a shoestring budget. Hicks is himself a drummer and had been one of Terry's students. Originally it was going to be a short film about Terry and Hicks' relationship, funded by the Australian Broadcasting Company. (Hicks is from Australia.) When that financing fell through, Hicks improvised. Determined to tell the world about Terry, he and a childhood buddy, Adam Hart, decided to do it themselves — despite having no filmmaking experience. They bought a camera and plane tickets to the U.S. and began following Terry.

For many years their schedule was to shoot until they ran out of funds, usually about three months, work for a few months to save more money, then go back to shooting. To demonstrate how Terry mentors his students, they followed one young man in particular. Justin Kauflin is a blind jazz pianist with stage fright who would spend days and nights practicing at Terry's bedside. Over the course of the film, as we learn about Terry's past, we see the aging trumpeter in the present (he's now 93) — struggling with advanced diabetes, but always composing riffs from his bed late into the night.  

In one moving scene, Kauflin is riddled with anxiety as he prepares to compete in the Thelonious Monk International Jazz competition. Terry sends him an audio letter and some lucky socks for inspiration.

Years into the project, when Quincy Jones came to visit Terry, he met Kauflin and the filmmakers. Eventually Jones signed on as an executive producer of "Keep On Keepin' On" — as is only fitting given that, at age 13, he'd been Terry's first student.

Jones, Hicks and Kauflin spoke with The Frame about Terry and his unparalleled talent as a musician and as a mentor.

New Hydrogen Entity Emerges from Major Energy Spin-Off

Jericho Energy Ventures Inc. (JEV:TSX.V; JROOF:OTC; JLM:FRA) has announced a strategic move to spin off its hydrogen solutions platform into a separate entity. The new entity, to be named Hydrogen Technologies Corp. (HTC), was approved by the company's board of directors. The intention is to create two specialized companies focusing on hydrogen technology and traditional energy assets, respectively. Each Jericho Energy shareholder will retain their Jericho shares while receiving shares of the new HTC entity on a pro-rata basis in consideration of the transfer of Jericho's hydrogen assets.

The planned transaction, still subject to regulatory and shareholder approvals, aims to allow both companies to focus on their distinct markets and strategies. Jericho Energy expects this restructuring to enable each company to operate with tailored capital structures and investment plans, positioning them for growth within their specific sectors. The final terms of the spinout will be detailed in a management information circular to be shared with shareholders before they vote on the proposal.

Approval processes for the spinout include a review by the TSX Venture Exchange, shareholder consent, and possibly court approval in British Columbia if the plan proceeds via a formal arrangement. Jericho's CEO, Brian Williamson, noted in the news release, "By separating our hydrogen platform, we can create two agile, focused companies . . . positioning them for long-term growth and success."

Jericho Energy, which will continue trading on the TSX Venture Exchange under the symbol JEV, will retain its traditional oil and gas assets following the separation. The company's annual general meeting on January 15, 2025, may serve as a venue for shareholder approval, or a separate meeting may be scheduled.

Hydrogen Energy and Clean Tech

Energy Storage, in its November 5 report, underscored the growth potential for green hydrogen in the U.S. Supported by the government's US$7 billion Regional Clean Hydrogen Hubs program, this program aimed to boost clean hydrogen production and reduce costs. The report noted that the Mid-Atlantic Hydrogen Hub (MACH2) anticipated large-scale green hydrogen projects, generating over 20,000 jobs and incorporating hydrogen applications across sectors like steel, aviation, and maritime.

On November 6, Reuters reported that despite political shifts, U.S. clean energy momentum continues to be driven by federal tax credits and technology advancements. Renewable energy sources, including hydrogen, were identified as the fastest-growing segments on the power grid, benefiting from initiatives like the Inflation Reduction Act (IRA) and state mandates. Carl Fleming, a partner at McDermott Will & Emery, highlighted that "the jobs and the economic benefits have been so heavy in red states, it's hard to see an administration come in that says we don't like this." Although political challenges might impact renewable sectors like offshore wind, the trajectory of clean energy, including hydrogen, remained strong due to market demand and state-level support.

The International Energy Agency's (IEA) 2024 Global Hydrogen Review reported that global hydrogen demand reached 97 Mt (metric tons) in 2023. This demand was projected to approach 100 Mt in 2024. The IEA highlighted a rising focus on low-emissions hydrogen, particularly for refining and heavy industries. Although new applications in transport and energy storage accounted for less than 1% of global demand, industry interest grew, with chemical, refining, and shipping sectors making strides in contracting low-emissions hydrogen. The IEA also noted substantial investments in electrolyzer projects worldwide, with installed capacity expected to grow significantly.

As part of its strategy, Jericho intends to leverage its expertise in traditional energy systems while directing resources to support innovation in hydrogen applications.

Ownership and Share Structure

Around 35% of Jericho's shares are held by management, insiders, and insider institutional investors, the company said. They include CEO Brian Williamson, who owns 1.19% or about 3.1 million shares; founder Allen Wilson, who owns 0.76% or about 1.97 million shares; and board member Nicholas Baxter, who owns 0.44%, or about 1.14 million shares, according to Refinitiv' latest research.

Around 10% of shares are held by non-insider institutions, and approximately 55% are in retail, the company said.

On March 6, 2023, JEV completed an insider-led private placement financing, above the current share price, for gross proceeds of CA$2.23 million.

Many wild southern sea otters in California are infected with the parasite Toxoplasma gondii, yet the infection is fatal for only a fraction of sea otters, which has long puzzled the scientific community. A National Science Foundation-funded study identifies the parasite's specific strains that are killing southern sea otters, tracing them back to a bobcat and feral domestic cats from nearby watersheds. The study marks the first time a genetic link has been clearly established between the Toxoplasma strains in felid hosts and parasites causing fatal disease in marine wildlife. The study's results highlight how infectious agents like Toxoplasma can spread from cat feces on land to the sea, leading to detrimental impacts on marine wildlife.

For Erwin Chemerinsky, this is a familiar feeling: Seven years ago, the dean of the University of California Berkeley School of Law publicly called for Justice Ruth Bader Ginsburg to retire from the Supreme Court because he reasoned too much was at stake in the 2016 elections.

Ginsburg didn't listen then, but he's hoping Justice Stephen Breyer will listen now — but Breyer has given no indication whether he plans to stay or go.

"If he wants someone with his values and views to take his place, now is the time to step down," Chemerinsky told NPR.

Progressive activists are hoping that Breyer, who will turn 83 in August, will announce he is retiring Thursday, the same day the Supreme Court delivers its final two opinions of the term. But a justice can decide to retire at any time — though both Anthony Kennedy and Sandra Day O'Connor announced their respective retirements at the end of the court's session.

Chemerinsky is part of a growing rank of progressives who are breaking with the polite, political norms of the past when it comes to questioning service on the Supreme Court. Ginsburg's death last year and the subsequent appointment of Amy Coney Barrett to deliver a conservative supermajority on the court had a lot to do with that.

"I think a lot of people who thought that silence was the best approach in 2013 came to regret that in the aftermath of [Ginsburg's] untimely passing last year," said Brian Fallon, executive director of Demand Justice. "I think it would be foolish of us to repeat this same mistake and to greet the current situation passively and not do everything we can to signal to Justice Breyer, that now is the time for him to step down"

Since Democrats took control of the Senate in January, Demand Justice has organized public demonstrations, billboard and ad campaigns, and assembled a list of scholars and activists to join their public pressure campaign for Breyer to retire.

The risk, as Fallon sees it, is twofold. The first is the perils of a 50-50 Senate.

"The Democrats are one heartbeat away from having control switch in the Senate," he said. "There's a lot of octogenarian senators, many of whom have Republican governors that might get to appoint a successor to them if the worst happened."

The second is the 2022 midterms when control of the Senate will be in play.

"If [Senate Minority Leader] Mitch McConnell reassumes the Senate majority leader post, at worst, he might block any Biden pick, and at best, Biden is going to have to calibrate who he selects in order to get them through a Republican-held Senate."

Both Chemerinsky and Fallon concede the public campaign is not without some risk.

"I've certainly heard from some that this might make him less likely to retire, perhaps to dig in his heels," Chemerinsky said.

The campaign has also not caught fire on Capitol Hill, where only a small handful of progressive senators have — tactfully — suggested they'd like to see Breyer retire of his own accord.

Sen. Jeff Merkley, D-Ore., told CNN this month he did not support any Senate-led pressure campaigns on the court, but he added: "My secret heart is that some members, particularly the 82-year-old Stephen Breyer, will maybe have that thought on his own, that he should not let his seat be subject to a potential theft."

Senate Judiciary Chairman Dick Durbin, D-Ill., also distanced himself from the public retirement push, telling NPR: "I'm not on that campaign to put pressure on Justice Breyer. He's done an exceptional job. He alone can make the decision about his future. And I trust him to make the right one."

Absent any change in the status quo, Democrats will control the Senate at least until 2023. If the court's session ends without a retirement announcement, Fallon said he expects the calls for Breyer's retirement will grow louder. It's all part of what he said is a new, more aggressive position on the Supreme Court from the left.

"In some way, we are trying to make a point that progressives for too long, have taken a hands-off approach to the court," he said. "And they've been sort of foolish for doing so because the other side doesn't operate that way."

A Military Plane Crash In The Philippines Has Left At Least 31 People Dead

MANILA, Philippines — A Philippine air force C-130 aircraft carrying combat troops crashed in a southern province while landing Sunday, killing at least 29 army soldiers on board and two civilians on the ground, while at least 50 were rescued from the burning wreckage, officials said.

Some soldiers were seen jumping off the aircraft before it crashed and exploded around noon in the periphery of the Jolo airport in Sulu province, military officials said. Two of six villagers who were hit on the ground have died.

Defense Secretary Delfin Lorenzana said rescue and recovery efforts were ongoing. The aircraft had 96 people on board, including three pilots and five crew and the rest were army personnel, the military said, adding 17 soldiers remained unaccounted for by nightfall. The pilots survived but were seriously injured, officials said.

The Lockheed C-130 Hercules was one of two ex-U.S. Air Force aircraft handed over to the Philippines as part of military assistance this year. It crashed while landing shortly before noon Sunday in Bangkal village in the mountainous town of Patikul, military chief of staff Gen. Cirilito Sobejana said.

Military officials said at least 50 people on board were brought to a hospital in Sulu or flown to nearby Zamboanga city and troops were trying to search for the rest. "Per eyewitnesses, a number of soldiers were seen jumping out of the aircraft before it hit the ground, sparing them from the explosion caused by the crash," a military statement said.

Initial pictures released by the military showed the tail section of the cargo plane relatively intact. The other parts of the plane were burned or scattered in pieces in a clearing surrounded by coconut trees. Soldiers and other rescuers with stretchers were seen dashing to and from the smoke-shrouded crash site.

The plane was transporting troops, many of them new soldiers who had just undergone basic training, from the southern Cagayan de Oro city for deployment in Sulu, officials said.

"They were supposed to join us in our fight against terrorism," Sulu military commander Maj. Gen. William Gonzales said. Government forces have been battling Abu Sayyaf militants in the predominantly Muslim province of Sulu for decades.

It was not immediately clear what caused the crash. Regional military commander Lt. Gen. Corleto Vinluan said it was unlikely that the aircraft took hostile fire, and cited witnesses as saying that it appeared to have overshot the runway then crashed in the periphery of the airport.

"It's very unfortunate," Sobejana told reporters. "The plane missed the runway and it was trying to regain power but failed and crashed."

An air force official told The Associated Press that the Jolo runway is shorter than most others in the country, making it more difficult for pilots to adjust if an aircraft misses the landing spot. The official, who has flown military aircraft to and from Jolo several times, spoke on condition of anonymity because of a lack of authority to speak publicly.

Initial pictures showed that the weather was apparently fine in Sulu although other parts of the Philippines were experiencing rains due to an approaching tropical depression. The airport in Sulu's main town of Jolo is located a few kilometers (miles) from a mountainous area where troops have battled Abu Sayyaf militants. Some militants have aligned themselves with the Islamic State group.

The U.S. and the Philippines have separately blacklisted Abu Sayyaf as a terrorist organization for bombings, ransom kidnappings and beheadings. It has been considerably weakened by years of government offensives but remains a threat.

President Rodrigo Duterte expanded the military presence in Sulu into a full division in late 2018, deploying hundreds of additional troops, air force aircraft and other combat equipment after vowing to wipe out the Abu Sayyaf and allied foreign and local gunmen.

Government forces at the time were running after Muslim armed groups a year after quelling the five-month siege of southern Marawi city by hundreds of militants linked to the Islamic State group. More than 1,000 people, mostly militants and long-elusive Abu Sayyaf commanders, were killed in months of intense air and ground assaults.

Sunday's crash comes as the limited number of military aircraft has been further strained, as the air force helped transport medical supplies, vaccines and protective equipment to far-flung island provinces amid spikes in COVID-19 infections.

The Philippine government has struggled for years to modernize its military, one of Asia's least equipped, as it dealt with decades-long Muslim and communist insurgencies and territorial rifts with China and other claimant countries in the South China Sea.

Florida Condo Deaths Climb To 32 As Officials Try To Pinpoint The Number Of Missing

Crews searching the building collapse site in Surfside, Fla., have discovered four more victims since Monday, bringing the death toll to 32. Authorities have identified 26 of the bodies.

Another 113 people were unaccounted for, though local officials said they had only been able to confirm that about 70 of those people were in the building at the time of the collapse nearly two weeks ago.

Detectives are continuing to follow up on reports submitted about possible victims in the partial collapse, but in some cases they have been unable to reach those who submitted the tips in the first place.

"People call anonymously. People call and don't leave return phone numbers. People call with partial information, not enough to really secure whether that person may or may not have been in the building," Miami-Dade County Mayor Daniella Levine Cava told reporters on Tuesday.

Some of the reports of possible victims are also incomplete, she said, including a name but no apartment number or no date of birth.

Levine Cava urged people who are missing loved ones to communicate with local authorities. She said there may also be victims of the collapse who have not been reported missing.

The rescue effort stopped briefly overnight due to lightning from a passing storm. Surfside Mayor Charles Burkett said high winds were hampering the cranes moving heavy debris from the collapse site.

Lt. Gov. Jeanette Nuñez said Florida has declared a state of emergency ahead of Tropical Storm Elsa, which is expected to reach hurricane strength before making landfall Wednesday morning on the state's west coast.

Schools Are Dropping Mask Requirements, But A New CDC Study Suggests They Shouldn't

New research released Friday by the Centers for Disease Control and Prevention reinforces an old message: COVID-19 spreads less in schools where teachers and staff wear masks. Yet the study arrives as states and school districts across the country have begun scaling back or simply dropping their masking requirements for staff and students alike.

With the majority of school-age children still too young to qualify for vaccination, Friday's research is the latest salvo in a simmering fight between public health officials and politicians — with parents lining up on both sides.

The new study comes from Georgia and compares COVID-19 infection rates across 169 K-5 schools. Some schools required teachers, staff and sometimes students to wear masks; some did not.

Between Nov. 16 and Dec. 11, researchers found that infection rates were 37% lower in schools where teachers and staff members were required to wear masks. The difference between schools that did and did not require students to wear masks was not statistically significant.

This is one more study showing that masking, among other mitigation efforts, "can reduce infections and ultimately save lives," said Dr. Sean O'Leary, a professor of pediatrics at the University of Colorado and vice chair of the Committee on Infectious Diseases for the American Academy of Pediatrics.

O'Leary points to a previous CDC study, of schools in Florida, that also found "a strong association with student mask requirements and lower rates of infections in students."

Like any study, Friday's release comes with caveats. Only 12% of schools invited to share their data did so. And it's always worth remembering: Correlation is not causation. Still, the results offer an important warning to states and school districts that are now lifting their school-based mask requirements, especially for adults: It's safer if you don't.

The latest, and perhaps broadest effort to change schools' masking policies comes from Texas, where Republican Gov. Greg Abbott issued an executive order Tuesday banning all mask mandates in the state's public schools. After June 4, the order says, "no student, teacher, parent or other staff member or visitor may be required to wear a face covering."

For Abbott, and many opponents of mask mandates, the move is about restoring a balance between safety and freedom. "We can continue to mitigate COVID-19 while defending Texans' liberty to choose whether or not they mask up," he said in announcing the order.

Zeph Capo, president of the Texas American Federation of Teachers, called the move "unconscionable" in a statement. "The governor's new verdict takes a blanket approach to addressing what is still extremely dangerous for some Texans — a return to school unmasked."

And Texas isn't alone. On Thursday, Iowa's Republican governor, Kim Reynolds, also signed a law banning schools from requiring masks. The justification is similar: "I am proud to be a governor of a state that values personal responsibility and individual liberties," Reynolds said in a statement.

"Whether a child wears a mask in school is a decision that should be left only to a student's parents," South Carolina Gov. Henry McMaster said last week as he issued an executive order allowing parents to opt their children out of school-based mask requirements.

Public health experts have been quick to sound the alarm.

"All along in this pandemic, we have seen the tragic consequences when politics start to play a role in public health decisions. And to me, this kind of maneuver smells like politics — to ban the requirements that are ultimately there to save lives," O'Leary said. "The body of evidence shows us that masks work."

And Dr. Aaron Milstone, a professor of pediatric infectious diseases at Johns Hopkins, likens the banning of mask mandates to having a variable speed limit.

"Unfortunately, with contagious diseases the decisions I make impact someone else," Milstone said. "It would be like saying: You can drive 55 mph if you think that's safe for you, but if someone else thinks they can safely drive 90 mph, their choice may wind up risking your life."

While the CDC recently scaled back its masking guidance for people who are fully vaccinated, the agency also reiterated that schools should continue to require universal masking, at least through the end of the current school year. Though one vaccine has been approved for use for 12- to 15-year-olds, those kids won't be considered fully vaccinated for another month.

Milstone said it's simply too early to talk about schools without masking. "Until vaccines are eligible for all children, it's hard to abandon the practices that we know work the best to prevent the spread of COVID."

Dr. Anthony Fauci, chief medical adviser to the White House, told CNBC this week that it is conceivable the CDC could recommend that middle and high schools be mask-free in the fall — if, that is, enough students 12 years of age and older get vaccinated.

This School District Erased All Holiday Names After Dropping Columbus Day

Memorial Day. Thanksgiving. Labor Day.

You may be used to seeing your calendar punctuated by the various holidays that occur throughout the year.

But on one New Jersey school district's calendar, each one of these days will be listed, simply, as "day off."

It all started when the school board in Randolph Township voted to change Columbus Day to Indigenous Peoples' Day. Some residents were outraged, so the board said that instead it would wipe holiday names from the school calendar altogether while still observing the days off.

"The overwhelming majority of the township population feels that they've [Randolph Township school board members] grossly overstepped their bounds, that they're completely pushing their own personal, political ideologies," Randolph resident Tom Tatem told Fox News. He started a petition calling on school officials to resign.

Institutions across the country are wrestling with the question of what to do with Columbus Day.

Critics have derided the idea of celebrating the Italian explorer, who perpetrated violence on Native Americans when he arrived in the United States. Boosters say it is critical to recognize the contributions of Christopher Columbus, and that Italian-Americans have historically faced discrimination.

Some places have switched to marking Indigenous Peoples' Day in recognition of the Native Americans who occupied the United States long before European explorers like Columbus arrived.

Randolph Township arrived at a novel solution to this problem: eliminate every holiday name to avoid taking a side.

The goal appears to have been to sidestep the debate over Columbus Day, but the Randolph Township school system instead found itself squarely in it, and opponents of the move have called on school officials to resign.

The Randolph Board of Education is now scheduled to convene Monday for a special meeting to reconsider its plan to remove holiday names from the school calendar.

What's happening in New Jersey

In May, the Randolph school board voted unanimously to replace Christopher Columbus Day with Indigenous Peoples' Day.

Some parents grew angry with the decision, but instead of reverting back to the old calendar, the board moved in early June to scrap all holiday names from the school calendar, not giving preference to either one of the October celebrations.

"If we don't have anything on this calendar, then we don't have to have anyone [with] hurt feelings," Randolph school board member Dorene Roche said during a June 10 public meeting, according to NJ.com.

The backlash has only grown.

A petition calling on Randolph Township Schools superintendent Jennifer Fano and members of the board of education to resign has topped 4,000 signatures. "They represent everything that is wrong in education today and are completely incompetent in every aspect of their role," the petition says.

For its part, the school board acknowledged the public outcry but said its decision was misconstrued by some people.

A press release issued by the Randolph board of education on Sunday clarified that the holidays will still be observed as days off and that their decision was not meant to dishonor "the great veterans and the heroes" after which several of those holidays are named.

"These State, Federal and other holidays have not been cancelled or taken away by this Board of Education as some are falsely claiming," the board said. "Everyone is still encouraged to celebrate them in whatever way they deem appropriate."

Matthew Pfouts, director of communications and digital media for the Randolph Township Schools, told NPR the board has no further comment.

Changing views on holidays

On the national level, Columbus Day remains a federal holiday.

But a number of states, including Alaska and Virginia, as well as some cities either observe Indigenous Peoples' Day as a holiday or celebrate it in some way.

The movement away from Columbus Day has not come without controversy.

The New York City Department of Education tried to rename Columbus Day over objections and eventually settled on marking a holiday called "Italian Heritage Day/Indigenous People's Day," which drew its own set of critiques. New York Gov. Andrew Cuomo said it was wrong to make the two groups share one holiday.

There are also other efforts to recognize the role people of color played in American history.

This week, the Senate unanimously passed a bill to make Juneteenth — the day marking the end of slavery in the U.S. — a public holiday.
