I’m writing this on August 15. It is our Independence Day. A young Kashmiri Muslim told me in Srinagar a few months ago that this is the day on which everyone there tries to stay indoors. This is not because the people support Pakistan, but because they are most suspect on August 15. You are questioned, searched, and locked. If any of the readers have had a chance to view Sanjay Kak’s powerful documentary Jashn-e-Azadi (How We Celebrate Freedom) you’ll see how Sanjay, coming in to Srinagar for a visit around Independence Day, is struck by the fact that the only people present for the ceremony are the cops and members of the armed forces. Last week’s announcement of the Indian Express-CNN/IBN poll, that an overwhelming majority of Kashmiris in the valley want azadi, also underlines the importance of a genuine rethinking on the question of independence rather than empty, nationalist sabre-rattling. We compute non-extremal three-point functions of scalar operators in $mathcal{N}=4$ super Yang-Mills at tree-level in $g_{YM}$ and at finite $N_c$, using the operator basis of the restricted Schur characters. We make use of the diagrammatic methods called quiver calculus to simplify the three-point functions. The results involve an invariant product of the generalized Racah-Wigner tensors ($6j$ symbols). Assuming that the invariant product is written by the Littlewood-Richardson coefficients, we show that the non-extremal three-point functions satisfy the large $N_c$ background independence; correspondence between the string excitations on $AdS_5 imes S^5$ and those in the LLM geometry.

On the fifth day of the Hebrew month of Iyar, Israeli communities worldwide celebrate their Independence Day, known locally as Yom Ha’atzmaut. Today’s Doodle pays tribute to this annual holiday in recognition of the day in 1948 when the State of Israel declared its independence. 

Depicted in the Doodle artwork, the flag of Israel features two blue stripes running horizontally over the white background with the Star of David at its center. Officially adopted in 1948, the same year as independence, the flag will be waved proudly wherever Israeli’s call home.

Times entertainment columnist Glenn Whipp and film critic Justin Chang sat down to reminisce about their favorite movies and moviegoing experiences of the season.

In recent times, criminal damage has been repeatedly inflicted on our court buildings through graffiti. Some went as far as making derogatory remarks against specific judges which may amount to contempt of court. It is bewildering as to what such acts could achieve except a futile attempt to undermine the very core value that we cherish and respect.

Judicial independence is the key building block to our society. These rampant acts and statements, and for that matter, any views expressed in society or media, would not in any way usurp the decision-making process in court proceedings, nor will they affect our judicial independence as our judges will continue to decide cases based only on evidence and law, setting out how they have arrived at such decisions in their judgments, which are available to the general public. They have taken a judicial oath to administer justice without fear or favour and it is their duty to so do.

Judges in Hong Kong are appointed upon the recommendation by a statutory committee comprising nine members including the Chief Justice of the Court of Final Appeal, the Secretary for Justice, two judges from the Judiciary, one barrister and one solicitor, as well as three eminent and respected members of the society not connected with the practice of law. Our judges would not be subjected to any political vetting. The only criteria upon which they are considered before appointment is the judicial and professional quality that contributes to our renowned judicial independence.

Judges enjoy security of tenure and immunity. Upon the appointment, district court judges and above are precluded from returning to practice in Hong Kong as a barrister or a solicitor. This “non-revolving door” system has worked well in preventing perceived potential conflicts of interest and enhances the independence of our judiciary.

Our judges manifest the highest professional and judicial quality as well as impartiality through the reasoned judgments that they deliver. Hong Kong cases are often cited in overseas jurisprudence evidencing the confidence and respect of the global legal community in Hong Kong’s judicial and legal systems.

The institutional framework described above, the guarantee of judicial independence explicitly set out in the Basic Law and the quality of our judgments contribute to the much respected judiciary and rule of law in Hong Kong. To top it all is that eminent and highly respected judges from apex court of other common law jurisdictions sit on our Court of Final Appeal as non-permanent judges. They sit on all types of cases, from commercial, criminal to constitutional and have witnessed Hong Kong’s system in administering justice.

One of our non-permanent judges of the Court of Final Appeal, the Right Honourable the Lord Neuberger of Abbotsbury (former President of the Supreme Court of England and Wales who presided over the Brexit case), pointed out in a seminar in 2017 that his own direct experience as a non-permanent judge since 2010 proved that the Permanent Judges of the Court of Final Appeal are as institutionally independent and impartial. He also said that he has every reason to believe that this is equally true of the judges in the other courts of Hong Kong. He even said he would not be sitting in the Court of Final Appeal if he had any serious concerns about judicial independence or judicial impartiality in Hong Kong.

More recently, the Right Honourable Beverley McLachlin, PC, another non-permanent judge of the Court of Final Appeal and also a retired chief justice of Canada, described in an interview that Hong Kong’s law is very rigorously applied, the judges are of high calibre, it is a very high level of judging, and the court is independent.

These remarks from eminent and respected judges from around the world speak volume about Hong Kong. One cannot help but be perplexed as to why some chose to try to undermine these core values baselessly and insidiously. It behoves each of us, in particular the legal sector including the two branches of the legal profession, to protect our judicial independence that underpins Hong Kong’s success and encourage others to join hands through our own sphere of influence. It is high time we bring back the Hong Kong we are familiar with.

Abstract:
The conditional independence assumption for nonparametric multivariate finite mixture models, a weaker form of the well-known conditional independence assumption for random effects models for longitudinal data, is the subject of an increasing number of theoretical and algorithmic developments in the statistical literature. After presenting a survey of this literature, including an in-depth discussion of the all-important identifiability results, this article describes and extends an algorithm for estimation of the parameters in these models. The algorithm works for any number of components in three or more dimensions. It possesses a descent property and can be easily adapted to situations where the data are grouped in blocks of conditionally independent variables. We discuss how to adapt this algorithm to various location-scale models that link component densities, and we even adapt it to a particular class of univariate mixture problems in which the components are assumed symmetric. We give a bandwidth selection procedure for our algorithm. Finally, we demonstrate the effectiveness of our algorithm using a simulation study and two psychometric datasets.

A distributed binary hypothesis testing (HT) problem over a noisy (discrete and memoryless) channel studied previously by the authors is investigated from the perspective of the strong converse property. It was shown by Ahlswede and Csisz'{a}r that a strong converse holds in the above setting when the channel is rate-limited and noiseless. Motivated by this observation, we show that the strong converse continues to hold in the noisy channel setting for a special case of HT known as testing against independence (TAI), under the assumption that the channel transition matrix has non-zero elements. The proof utilizes the blowing up lemma and the recent change of measure technique of Tyagi and Watanabe as the key tools.

Abstract:
Symmetric independence relations are often studied using graphical representations. Ancestral graphs or acyclic directed mixed graphs with $m$-separation provide classes of symmetric graphical independence models that are closed under marginalization. Asymmetric independence relations appear naturally for multivariate stochastic processes, for instance, in terms of local independence. However, no class of graphs representing such asymmetric independence relations, which is also closed under marginalization, has been developed. We develop the theory of directed mixed graphs with $mu $-separation and show that this provides a graphical independence model class which is closed under marginalization and which generalizes previously considered graphical representations of local independence. Several graphs may encode the same set of independence relations and this means that in many cases only an equivalence class of graphs can be identified from observational data. For statistical applications, it is therefore pivotal to characterize graphs that induce the same independence relations. Our main result is that for directed mixed graphs with $mu $-separation each equivalence class contains a maximal element which can be constructed from the independence relations alone. Moreover, we introduce the directed mixed equivalence graph as the maximal graph with dashed and solid edges. This graph encodes all information about the edges that is identifiable from the independence relations, and furthermore it can be computed efficiently from the maximal graph.

Abstract:
In this paper, new tests for the independence of two high-dimensional vectors are investigated. We consider the case where the dimension of the vectors increases with the sample size and propose multivariate analysis of variance-type statistics for the hypothesis of a block diagonal covariance matrix. The asymptotic properties of the new test statistics are investigated under the null hypothesis and the alternative hypothesis using random matrix theory. For this purpose, we study the weak convergence of linear spectral statistics of central and (conditionally) noncentral Fisher matrices. In particular, a central limit theorem for linear spectral statistics of large dimensional (conditionally) noncentral Fisher matrices is derived which is then used to analyse the power of the tests under the alternative. The theoretical results are illustrated by means of a simulation study where we also compare the new tests with several alternative, in particular with the commonly used corrected likelihood ratio test. It is demonstrated that the latter test does not keep its nominal level, if the dimension of one sub-vector is relatively small compared to the dimension of the other sub-vector. On the other hand, the tests proposed in this paper provide a reasonable approximation of the nominal level in such situations. Moreover, we observe that one of the proposed tests is most powerful under a variety of correlation scenarios.

Abstract:
We introduce a novel Bayesian approach for quantitative learning for graphical log-linear marginal models. These models belong to curved exponential families that are difficult to handle from a Bayesian perspective. The likelihood cannot be analytically expressed as a function of the marginal log-linear interactions, but only in terms of cell counts or probabilities. Posterior distributions cannot be directly obtained, and Markov Chain Monte Carlo (MCMC) methods are needed. Finally, a well-defined model requires parameter values that lead to compatible marginal probabilities. Hence, any MCMC should account for this important restriction. We construct a fully automatic and efficient MCMC strategy for quantitative learning for such models that handles these problems. While the prior is expressed in terms of the marginal log-linear interactions, we build an MCMC algorithm that employs a proposal on the probability parameter space. The corresponding proposal on the marginal log-linear interactions is obtained via parameter transformation. We exploit a conditional conjugate setup to build an efficient proposal on probability parameters. The proposed methodology is illustrated by a simulation study and a real dataset.
