KOY-TASH, Kyrgyzstan, 13 April 2016 – A two-day donor assessment of the OSCE Centre in Bishkek’s ongoing programme on small arms and light weapons (SALW) and conventional ammunition (CA) concluded today in Koy-Tash village of Kyrgyzstan.

The assessment coincided with the launch of disposal facility for SALW, jointly organized by the Kyrgyz Armed Forces and the OSCE Centre.   

A delegation comprised of representatives of the embassies of the United States, United Kingdom, Germany and Finland, as well as members of the EU Delegation to Kyrgyzstan, OSCE Secretariat, OSCE Mission to Bosnia and Herzegovina and the International Trust Fund. Representatives of Kyrgyzstan’s government administration, the General Staff of the Armed Forces and the State Defence Committee also joined the visit.

The main goal of the programme is to increase the capacities of the Kyrgyz Armed Forces, focusing on effective management and disposal of SALW and CA, improving the relevant normative framework, enhancing the security of the storage warehouses for weapons and ammunition and capacity building among military staff.

According to Colonel Adyl Kurbanov, Deputy Chair of the State Defence Committee, the Kyrgyz Armed Forces and the OSCE Centre in Bishkek successfully implemented the measures stipulated in the memorandum signed in 2013. He stated that, in the long-term, the contribution of the OSCE Centre will enhance the potential of the Armed Forces and ensure physical security of military depots. “Within the OSCE-implemented programme, Kyrgyzstan will receive modern warehouses that meet all security requirements and safety standards.”

“Some of the major achievements of the programme include the establishment of an electronic record-storing and tracing database, which will significantly help to manage the stockpiles of SALW and ammunition available in the Kyrgyz Republic,” said Sergey Kapinos, the Head of the OSCE Centre in Bishkek. “The database will be the only one operating in Central Asia and it will reflect best practices of the SALW and ammunition management adopted in the OSCE area.”

Rodney Robideau, Grants Officer at the U.S. Department of State, Bureau of Political-Military Affairs, reassured the Kyrgyz Armed Forces and the OSCE Centre in Bishkek that additional funds in the amount of USD 100,000 will be allocated in 2016 for the construction of a new warehouse for rockets and artillery in the Buzhum village of Batken oblast.

The donors familiarized with programme activities, and visited warehouses where construction and refurbishment works are ongoing, and where the SALW disposal facility is established and equipped. The representatives of the Kyrgyz Armed Forces organized a demonstration of the destruction of unserviceable weapons through the use of a special hydraulic shear that is considered to be one of the most efficient tools in this field. Donors also visited the training centre for electronic database for SALW and CA record-storing and tracing.

The OSCE Centre in Bishkek has been implementing this programme since February 2012 with the financial contributions of the USA, United Kingdom, European Union, Germany, Finland and Kazakhstan.

Some 60 representatives of the Aarhus Centres, regional and central government entities, environmental non-governmental organizations and private sector discussed the ways to improve Kazakhstan’s compliance with its obligations under the Aarhus Convention.

They reviewed the ongoing activities in promoting its principles in the regions as well as new amendments to the national environmental legislation. They also examined the draft Aarhus Convention implementation report for 2014-2016 and exchanged opinions on its further enhancement.

The event was organized by the OSCE Programme Office in Astana in partnership with the Energy Ministry’s Information and Analytical Centre of Environment Protection.

The 1998 Aarhus Convention consists of three pillars: access to information, public participation in environmental decision-making, and access to justice in environmental matters. Aarhus Centres provide platforms to engage citizens, governments and the private sector in a dialogue on environmental challenges.

Sea-Meow, which bills itself as Washington’s largest cat convention, invaded Seattle Center’s Exhibition Hall over the weekend and brought with it appearances from the Two Crazy Cat Ladies, Moshow the Cat Rapper, and Christopher Watson aka the Catluminati, as well as a cat costume contest, a cat-calling contest, cat bingo, and dozens of vendors slinging everything from cat beds to catnip to cat coffee. (That is, cat-themed coffee that benefits cat rescues and not, like, coffee for cats.)

But most importantly, there were cats. So many cats. Old cats, young cats, kitten cats. Cats available for adoption, cats available for snuggles, and cats being pushed, carried, and cradled in backpacks and strollers and those bags with little clear bubble cutouts that make them look like grumpy-faced astronauts. 

Election results won’t be in for several hours, and even then, it may take days to know who won. So close Twitter (what are you still doing on that hell site anyway???), mute Steve Kornacki, unclench your jaw, and scroll through these sweet scenes from Sea-Meow.

For the past almost 40 years, Treb Heining has engineered the balloon drops at every Republican National Convention and most Democratic National Conventions. I photographed how he and his team inflated and then dropped 100,000 balloons on the final night of the RNC this year in Milwaukee.

This is a story I'd been wanting to do since I noticed the balloons suspended from the ceiling during the 2016 conventions. I though, "Huh, there's got to be a story behind these balloons." What I found was Treb Heining, who got his start in balloons at age 15 selling balloons on foot at Disneyland. Heining went on to invent the balloon arch and built a balloon decorating business that now spans the globe. He invented the Glasshouse Balloon, a clear balloon surrounding the Mickey-shaped balloon sold at Disney resorts worldwide. And he's been in charge of the balloon drops at every RNC since 1988 and most DNCs since then (he was not involved in the 2004 DNC failure). He's also been in charge of the Times Square New Year's Eve confetti drop for more than 30 years and engineered balloon events at Super Bowls and Olympics opening ceremonies. For the conventions, Heining and a team of balloon decoration professionals and some local volunteers spend a couple days before the convention inflating and tying approximately 100,000 balloons by hand, putting them into giant net bags, and rigging them to the ceiling of the arena. Then, after the final speech on the last day of the convention, the balloons are dropped onto the delegates. I pitched this story to Bloomberg Businessweek in 2020, but the conventions were initially cancelled and then held in a modified form without balloon drops, so the story was killed. "Researchers at the University of Texas have unveiled a new thermal interface material that could revolutionize cooling, outperforming top liquid metal solutions by up to 72% in heat dissipation," writes Slashdot reader jjslash. "This breakthrough not only improves energy efficiency but also enables higher-density data center setups, cutting cooling costs and energy usage significantly." TechSpot reports: Thanks to a mechanochemically engineered combination of the liquid metal alloy Galinstan and ceramic aluminum nitride, this thermal interface material, or TIM, outperformed the best commercial liquid metal cooling products by a staggering 56-72% in lab tests. It allowed dissipation of up to 2,760 watts of heat from just a 16 square centimeter area. The material pulls this off by bridging the gap between the theoretical heat transfer limits of these materials and what's achieved in real products. Through mechanochemistry, the liquid metal and ceramic ingredients are mixed in an extremely controlled way, creating gradient interfaces that heat can flow across much more easily. Beyond just being better at cooling, the researchers claim that the higher performance reduces the energy needed to run cooling pumps and fans by up to 65%. It also unlocks the ability to cram more heat-generating processors into the same space without overheating issues. [...] As for how you can get your hands on the material: it's yet to make it out of the labs. The UT team has so far only tested it successfully at small scales but is now working on producing larger batches to put through real-world trials with data center partners. The material has been detailed in a paper published in the journal Nature Nanotechnology.
