The African Light Source (AfLS) project is now almost eight years old. This article assesses the history, current context and future of the project. There is by now considerable momentum in building the user community, including deep training, facilitating access to current facilities, growing the scientific output, scientific networks and growing the local laboratory-scale research infrastructure. The Conceptual Design Report for the AfLS is in its final editing stages. This document specifies the socio-economic and scientific rationales and the technical aspects amongst others. Vulnerability management remains a cornerstone of preventive cybersecurity, but organizations still struggle with vulnerability overload and sophisticated threats. A critical vulnerability has been disclosed and attackers worldwide are actively exploiting it in the wild. Your vulnerability management team jumps into action and determines that the vulnerability is present in hundreds of your organization’s assets. Which ones do you patch first? How do you prioritize your remediation efforts? What criteria do you use? The clock is ticking. Hackers are on the prowl.

Historically, your vulnerability management team would rely on severity scores like Vulnerability Priority Rating (VPR). This is a great start, but only gives you one indicator of risk. To pinpoint riskiest vulns, vulnerability management needs broader exposure context 

In today's evolving cybersecurity landscape, vulnerability management remains one of the foundational pieces of an organization's proactive defense strategy. However, these teams still have difficulty in addressing the increased level of risks posed by the continuous surge of Common Vulnerabilities and Exposures (CVEs) and other flaws.

Many security teams are frequently overwhelmed by the sheer volume of vulnerabilities with limited resources to manage them effectively. The sophistication and speed of threat actors has escalated, with attackers having more entry points and using new tactics, techniques and procedures to access other critical areas of the business - demonstrating that attacks are no longer linear but multifaceted.

It’s common for security teams to struggle with:

• Vulnerability overload - This long-standing problem keeps getting worse. Security teams are finding it more difficult than ever to sift through the avalanche of CVEs and identify the areas of the business that have the most risk.

Need to shift from a vulnerability to an exposure mindset

The missing links between a vulnerability and an exposure are the additional layers of context. Having multidimensional context enables you to understand not just the vulnerabilities themselves but their potential impact within the broader attack surface. This approach provides a more comprehensive view of an organization's security posture by considering factors such as threat intelligence, asset criticality, identities and access, as well as other pieces of context. With this additional information, you spend significantly less time sorting through stacks of similar vulnerabilities and you can be more focused on identifying key issues that pose risk - exposures.

For those who have never heard of exposure management or are just getting started, there are many benefits to this discipline. When it comes to Tenable’s approach, we adopt that same mentality with our exposure management platform. The goal is simple: exposure management empowers organizations to prioritize remediation efforts more effectively. It surfaces information that helps develop strategies to address not only the vulnerabilities themselves but the emergence of exposures that could lead to significant breaches.

The jump from vulnerability to exposure

Bridging the gap from vulnerability management to exposure management requires connecting context across the entire attack surface. Vulnerability management provides context that predicts the likelihood of an attack and displays key drivers, age of vulnerability and threat sources. These attributes are helpful, but we can go much further to improve our prioritization effectiveness. This requires having broader visibility and deeper insights across the attack surface to understand the bigger picture of exposures.

Specifically, security teams need additional context around:

• Asset context - There are many levels to an asset that can help drive prioritization decisions. It’s key to understand the criticality of an asset related to its type, function, owner name and its relationships to other assets. Even knowing if the asset is accessible from the internet or not will shape how its remediation is prioritized.
   
• Identities - Identities serve as the cornerstone for successful attacks, so it’s key to contextualize them for exposure management. Understanding user-privilege levels, entitlements and user information can help prevent attackers from gaining privilege escalation and moving laterally. Focusing prioritization efforts on vulnerable assets with domain and admin-level privileges is a critical best practice in order to reduce the likelihood of a breach.
   
• Threat context - Having various levels of threat context is also important to prioritize exposures. We know that threats change over time, so leveraging dynamic scoring like VPR or Asset Exposure Score (AES) can show indicators of risk. We can also bring in context from attack path modeling to influence remediation decisions based on the attacker’s perspective by understanding the number of critical attack paths or choke points in your environment.

When security analysts have this additional information, they can now truly understand the breadth and depth of the exposure. This is how prioritization is done in this new world of exposure management.

Introducing Exposure Signals

To help make it easier for you to shift to this exposure management mindset, we have developed a new prioritization capability called Exposure Signals. In 2020, pivotal events ushered in a season of antiracism rhetoric in the U.S. The brutal deaths of unarmed black Americans at the hands of police officers and white vigilantes, and the disproportionately harsh impact of COVID-19 in the black American community, launched the nation into a discussion about systemic racism. Unfortunately, it seems likely that the 2020 antiracism discourse was merely seasonal rather than enduring, and unlikely to result in meaningful change. 

Black American’s vulnerability in the face of systemic racism is not limited to death, sickness and injury as a result of COVID-19 or antiblack bias in police departments. Our vulnerability is precipitated by things like lack of access to nonpredatory financial services. This is just one of the contexts that compromise black Americans’ economic survival. Unacknowledged systemic racism destroys the wealth and wellbeing of black individuals, families and communities, sometimes causing working and middle-class black Americans to plummet into poverty. As 2020 comes to a close, an election that threatened democracy in the U.S. and the existential threats of an uncontrolled pandemic, eclipse a system of intentional antiblack racism on the part of the financial institutions that engaged in predatory mortgage lending in the years leading up to and beyond the 2008 recession. It is now well documented that lenders, brokers, and mortgage servicers engaged in conduct that was fraudulent and misleading. The mortgage market charged excessively high rates and fees, engaged in high-pressure sales tactics, imposed unnecessarily harsh prepayment penalties, and distorted loan structures to avoid the application of consumer protection statutes.  But, more than a decade later, many black Americans are still fighting to prevent financial institutions from taking away their homes. 

In a book I coauthored with Dr. Janis Sarra, a law professor at the University of British Columbia, Predatory Lending and the Destruction of the African American Dream (Cambridge University Press, 2020), we describe new iterations of predation that continue to target black consumers years after financial institutions settled litigation that alleged pervasive fraud on their part for steering black Americans into predatory subprime loans. But these renovated predatory practices are obscured by the nation’s focus on COVID-19 and a vitriolic election season. Meanwhile, more black Americans will lose their homes even after investing all or most of their wealth in attempts to keep them. This reality requires the calls for moratoriums on mortgage foreclosures to be answered in the affirmative.

One confusion is already well recognized, but merits some mention here. The other befuddlement usually goes without remark, and yet it, too, has unfortunate consequences for young readers.

AUKUS reveals much about the new global strategic context Expert comment NCapeling 17 September 2021

The new AUKUS partnership as well as the furore in Paris surrounding its announcement says a lot about the new geopolitical landscape.

The growing diplomatic drama surrounding the announcement of the new Australia-UK-US (AUKUS) risks concealing rather than highlighting what the deal reveals about profound changes in the global strategic context. Several elements stand out.

First, Australia’s decision to break off the $66 billion contract it signed with France in 2016 to purchase a new fleet of diesel electric submarines underscores the heightened level of concern in Canberra about China’s growing naval capabilities.

Despite all the industrial, legal, and diplomatic disruption, the Australian government has decided only the stealthy nuclear-powered submarines developed by Britain with US support can provide the genuine naval capability it needs long-term.

Next, in helping Australia resolve this conundrum, the British government has revealed the versatility of its new foreign policy. Part of the reason UK prime minister Boris Johnson eschewed the concept of a formal foreign policy and security treaty in the post-Brexit deal with the European Union (EU) was to pursue freely new ventures such as the recent ‘G7-plus’ summit in Cornwall, and enhanced cooperation among the Five Eyes allies. AUKUS reveals that this approach can produce real results.

Europe or the Indo-Pacific

During this week’s Polish-British Belvedere Forum in Warsaw, one of the main Polish concerns was that this ‘tilt’ to the Indo-Pacific could overstretch Britain’s scarce resources when it should be focusing on Europe, where they are most needed.

But AUKUS does not over-extend Britain. There is no military commitment involved in the agreement. The UK also remains outside the Quad – made up of the US, India, Japan, and Australia. And the ongoing stately voyage of its new aircraft carrier from the Mediterranean into the South China Sea provides better insight into the substance of the UK’s Indo-Pacific tilt.

Much derided for not carrying enough of its own aircraft – and for depending on US and Dutch escort vessels – the UK has in fact managed to coalesce a flexible group of allies around the Queen Elizabeth while enabling it to fly the British flag in Asian waters and strengthening interoperability with its allies for future joint operations.

Despite the hype, Britain’s main defence investments and deployments remain firmly focused in Europe, as laid out by the recent Integrated Review. And the decision to draft a new NATO Strategic Concept – midwifed by Britain at the 70th anniversary NATO summit hosted in London in December 2019 and confirmed during Joe Biden’s visit to NATO headquarters in June – will give Britain’s role in European security a new purpose and focus in the coming years.

Alone on the strategic landscape

For France, of course, the cancellation of its submarine deal is a painful humiliation, and a severe blow to thousands of workers in its hi-tech defence industry. It also comes at a sensitive moment politically, with Emmanuel Macron keen to demonstrate his international standing ahead of the 2022 presidential election. Instead, France now looks rather lonely on the strategic landscape alongside the more homogeneous and collectively powerful AUKUS trio.

But, rather than take the high road, a furious French reaction has compared Biden to Donald Trump and argued that this defence industrial failure for France should drive an acceleration towards European – for which, read EU – strategic autonomy.

This implies France sees European strategic autonomy as protecting and extending its own sovereign power and industrial interests rather than as a process for EU members to achieve more together in security and foreign policy than they can alone – thereby undermining rather than enhancing its case.

The gap between European strategic rhetoric and practical action was further highlighted by the AUKUS partnership being announced the evening before the EU launched its own Indo-Pacific strategy, and on the same day as China refused to allow a German frigate its first planned port visit to Shanghai.

America is still back

There is still a long way to go before the new submarine deal becomes reality. Australia needs to extricate itself from the French deal, decide how to secure the highly enriched uranium to power its new nuclear submarines, decide with the US and UK the division of labour and technology transfer of production, and assuage the International Atomic Energy Agency’s concerns about the precedent this deal sets. The fruits of this dramatic announcement will, therefore, be a long time in coming.

But, however the details play out, 15 September 2021 was a consequential day. The AUKUS announcement showed that China’s growing hard power is now eliciting a genuinely tough and structural political-military reaction.

Across the Atlantic, it also allowed President Biden – flanked ‘virtually’ by the British and Australian prime ministers – to send the global message that America is indeed back, just three weeks after the ignominious retreat from Afghanistan and chaotic exit from Kabul. And it offered him the opportunity to remind the world that the Indo-Pacific is where the US will be putting its main effort in the future.

For many in China, AUKUS now confirms their belief that the US and its principal allies are determined to contain China’s rise in its own ‘backyard’, where it believes it has the right to flex its muscles. For others, it will confirm Xi Jinping has overreached and China is now paying the price of his more assertive strategy. Either way, the Chinese are on notice that the ambivalent nature of the Obama pivot to Asia has given way to a more determined pivot under Biden.

While the US is stepping up, the UK has shown it is in the mix, leveraging opportunities as they arise. For example, the goodwill the UK has generated in Tokyo with this new partnership with Australia could help its case as it pursues membership of the Transpacific Partnership trade area in 2022.

The EU looks like a bystander in comparison and ill-equipped for the geopolitical competition inherent in this new strategic context. It is essential, therefore, once the dust has settled from these fraught few days, that the US and UK reach out to find ways to involve France and its EU partners in a meaningful, shared transatlantic approach to the Indo-Pacific.

This paper evaluates the market-based approaches adopted in the MEI projects in Kenya and Burkina Faso. It articulates how such commercial strategies can be applied to the delivery of energy in displacement settings and compares this to real world examples.

• Development of long-term energy solutions in displacement settings tends to be perceived as investment that falls outside the remit of emergency responses. In addition, when emergency energy supply measures are implemented they often result in expensive, unreliable and unhealthy energy provision for those in protracted or recurrent crises.
• There is widespread agreement among humanitarian and development experts that an effective refugee response should include long-term development solutions as well as emergency relief.
• The energy access imperative is more pronounced when considering the need for effective energy distribution in practically all camp activities and basic necessities: pumping and treatment of clean water; heating and cooling for food storage and cooking; energy for livelihood activities; and provision of light for schooling, hospitals and the prevention of violence against women and children.
• Minor shifts in household energy use to basic solar lighting options and non-wood fuels would save $303 million annually on refugee fuel costs.
• Within refugee contexts in Kenya and Burkina Faso, the MEI sought to examine opportunities to use market interventions, rather than in-kind distributions, to improve clean energy access over the long-term and test the delivery of market-based approaches.

The stated aims of the government’s economic reform plans include the support of job creation in labour intensive industries, but the reform of the state and rebalancing of the economy and fiscus could lead to further job losses in state agencies and enterprises.

Protecting jobs while ensuring the health and safety of workers are dual priorities, and require the joint commitment and ‘social compact’ of labour, business and government.
