Assam has tightened the protocol for screening its citizens returning from outside the region following which every individual, symptomatic or asymptomatic and irrespective of the colour status of their originating location will be tested for Covid-19 and kept in institutional quarantine until the result of the test is obtained.

Nine hundred medical teams are carrying out Assam’s biggest door-to-door surveillance exercise to check the spread of Covid-19 in the community by capturing all fever, influenza and respiratory cases as its citizens start pouring in from other states.

2. The Informant is an association of the plywood manufacturers in State of Assam. The OP is a public sector undertaking of Government of Assam established for production of methanol and formalin.

3. As per the Information, formalin is used by plywood units for manufacture of resin, which, in turn, is used as a binding agent in the manufacture of plywoods. The Informant states that formalin is purchased by them from OP, which is the sole unit in North-Eastern India manufacturing the same. The Informant has alleged that the OP is abusing its dominant position by charging a discriminatory price of formalin in State of Assam and State of West Bengal, while it charges Rs. 15,300/- per Metric Tonne ('PMT') in State of Assam, it charges only Rs. 11,000/- PMT in State of West Bengal.

4. I have gone through contents of the FIR. The applicant has been named as accused No.1 in the FIR and is stated to be aged 27 years.

The FIR has been registered at the instance of father of the victim to the effect that on 19.8.2019, at about 7-00 PM, the applicant took his minor daughter to his house by tempting her that he would get married to her and had sexual intercourse with her. The other accused thereupon got angry on seeing her and they abused her using abusive language, surrounded her, threatened her, pulled her with hair and drove her away.

4. I have taken into account the accusations made by the informant who is the father of the victim. It has been alleged that on 23.10.2019 at about 6.15 PM, the applicant along with his associates came in a Maruti car, entered the house, asked the victim to serve water and in the meantime forcefully caught hold of her from the back, gagged her mouth and dragged her to the vehicle. Being helpless, she raised an alarm. Neighbours came there. On seeing that the neighbours had come, the accused fled.

By this application under Section 438 CrPC, the petitioner namely, Pranab Kr. Sharma is seeking pre arrest bail apprehending his arrest in All Women Police Station Case No. 57/2020 registered under Sections 376/313/498(A) of the IPC corresponding to G.R. No. 4553/2020.

The informant on 29.03.2020 lodged a written ejahar before the Officer-in-Charge of All Women Police Station alleging that the petitioner raped her prior to her marriage with him.

It is stated by the informant that she is serving in the office of the Assam Real Estate and Infrastructure Developer's Association (AREIDA) at Guwahati since 2015 and that the petitioner is the lone Director of the said Office and that at present she is residing in the house of the petitioner at New Guwahati. The informant also stated that only after her marriage with the petitioner she could come to know that she is his fourth wife. The informant alleged that the petitioner is physically and mentally torturing her, has his eyes on the money of her mother and her family members and that he is harassing her in all counts of her life and may even through her from the house at New Guwahati wherein she is residing now and from her job at AREIDA.

It is submitted by the learned Additional Public Prosecutor, Mr Kalita that so far as the accused Page No.# 3/3 petitioners, namely, 1) Imdadul Hoque and 2) Bilat Ali are concerned, their sufficient implication have been given by the eyewitnesses, regarding the commission of the offence.

Abstract:
The Wishart distribution defined on the open cone of positive-definite matrices plays a central role in multivariate analysis and multivariate distribution theory. Its domain of parameters is often referred to as the Gindikin set. In recent years, varieties of useful extensions of the Wishart distribution have been proposed in the literature for the purposes of studying Markov random fields and graphical models. In particular, generalizations of the Wishart distribution, referred to as Type I and Type II (graphical) Wishart distributions introduced by Letac and Massam in Annals of Statistics (2007) play important roles in both frequentist and Bayesian inference for Gaussian graphical models. These distributions have been especially useful in high-dimensional settings due to the flexibility offered by their multiple-shape parameters. Concerning Type I and Type II Wishart distributions, a conjecture of Letac and Massam concerns the domain of multiple-shape parameters of these distributions. The conjecture also has implications for the existence of Bayes estimators corresponding to these high dimensional priors. The conjecture, which was first posed in the Annals of Statistics, has now been an open problem for about 10 years. In this paper, we give a necessary condition for the Letac and Massam conjecture to hold. More precisely, we prove that if the Letac and Massam conjecture holds on a decomposable graph, then no two separators of the graph can be nested within each other. For this, we analyze Type I and Type II Wishart distributions on appropriate Markov equivalent perfect DAG models and succeed in deriving the aforementioned necessary condition. This condition in particular identifies a class of counterexamples to the conjecture.

A group of Assamese dancers perform Jhumur, the dance form associated with tea gardens

Asam, known for its picturesque river basins and tea gardens in and around the Brahmaputra Valley, is steeped in the arts with music occupying a special place. The sounds change with every region. There is Jhumur dance (associated with tea gardens), Bihu (the celebrated folk dance and music) and Kamrupi lokgeet (music from the Kamrup district) to name a few. Amid the melodies, there also lies a rich tradition of folk tales and folklore. “I used to listen to a lot of stories from my grandmother, both fictional as well as mythological,” recalls singer Joi Barua, who hails from Jorhat. The 39-year-old didn’t take the Bihu route to come under spotlight. He stuck to his Rock sound, but wrote songs based on those old stories.

Barua, who juggles between working in films (including regional projects) and making independent music, will present a set of stories in the form of music with his band, Joi, at the Living Traditions concert that celebrates the northeastern state.

“We are a Rock band in the World Music space. We try to retell folklore, talk about the history of traditions as well as contemporary history through our songs. I also like to weave music around traditions still in practice,” shares Barua, who composed two songs sketching the antiquity of bareback horse races in Jorhat. The event, more than 100 years old, doesn’t allow jockeys to have a saddle or a stirrup. One of the compositions is Riders Of The Mist. “It talks about the origins of the races and the horses (there are many horses who are brought to the race from across the Brahmaputra River). There is another song on the same subject, called Pitol Soku. In Assamese, Pitol means brass and soku means eyes. It means a jockey with copper eyes. The song has a stadium-like vibe to it,” he explains.

On the other hand, the song Tejimola is about a girl who was tortured and beaten to death by her stepmother. “This is a story written in the early part of the last century. She is buried in the garden and a flower blossoms out of her grave one day. The story celebrates the girl in different forms,” says Barua, who was inspired to make original and independent music after listening to the stalwarts, Khagen Mahanta and Dr Bhupen Hazarika in his early days.

“I have grown up within the tradition of listening to music about the land, the rivers and the culture. My band will be presenting the same kind of music in the contemporary fashion. These songs shaped our state as well as our musical selves,” he reasons.

Barua’s music pays tribute to his homeland and Mumbai — his current work sphere. He has sung tracks like Dusokute (Margarita With A Straw), Dil Dhadakne Do (Zindagi Na Milegi Dobara) and Kahani Aankhon Ke Pardon Pe (Udaan) and more.

People were seen lining up outside liquor stores in huge numbers here on Monday after the Assam government permitted retail stores to remain open for seven hours and sell liquor. While standing in queue, the people were seen adhering to the norms of social distancing -- as advised by the health ministry and experts. They were also seen carrying bags in an attempt to stock up the liquor in their houses.

The shopkeepers also maintained social distancing in the stores as the staff strength was down to a bare minimum. On Sunday, the Assam government permitted retail liquor outlets in the state to open for seven hours daily from April 13.

An official notification stated that all liquor shops shall remain open from 10 am to 5 pm on the permitted days and follow social distancing. Along with the liquor shops, wholesale warehouses, bottling plants, distilleries and breweries have also been allowed to operate from Monday.
