GARM, Tajikistan, 28 July 2016 – Some 20 representatives of civil society and state agencies working to provide direct assistance to domestic violence victims learned about good practices on local referral mechanisms in other regions of Tajikistan at a workshop held today in Garm by the OSCE Office in Tajikistan.

The representatives of crisis centres, the local police department, state services for social protection and medical care, the local Ombudsman’s Office, and religious leaders enhanced their knowledge of the multi-agency Working Group and how inter-agency co-operation can further assist victims of violence. They also discussed the current challenges and ways to improve the local mechanism through the use of a victim-centered approach.

“It is encouraging to see multidisciplinary approaches being applied by governmental and non-governmental partners in other regions of the country,” said Viorelia Rusu, the OSCE Office’s Gender and Anti-Trafficking Officer. “OSCE-supported Women Resource Centres in the regions also play an important role, supplementing the efforts of local government in providing direct assistance services to domestic violence victims.”

The event was part of the OSCE support offered to the Interior Ministry in gender mainstreaming in police reform, and was aimed at institutionalizing informal mechanisms for the referral and assistance of domestic violence victims at the local level.

The OSCE Office supported similar initiatives on multi-agency working groups in the Kulyab and Djaihun regions at the end of last year and beginning of this year.

The Head of the OSCE Mission to Skopje Nina Suomalainen attended an Iftar (fast-breaking) dinner on 20 June 2016 in Skopje, organized by the local NGO Woman Affirmation Association with the support of the Mission.

The event brought together women from different ethnic and religious backgrounds who sent a message of mutual respect, harmony, and understanding.

“Empowering women, providing equal opportunities for both women and men and integrating gender equality into policies and practices is one of our Mission’s main goals. By organizing this Iftar, you foster dialogue and respect among the different religious and ethnic communities and learn more about each other’s cultures and beliefs,” said Suomalainen in her address, wishing the Muslim community a blessed and joyful Ramadan.

The Woman Affirmation Association works on the affirmation, protection and development of the rights and position of women in society.

Around 100 boys and girls from different Kosovo communities took part in the OSCE Mission-organized Junior Basketball Tournament in Gёrmia/Grmija Park, Prishtinё/Priština, held from 20 to 30 June 2016. The aim was to empower young people through sport, help them get to know each other and socialize, overcome ethnic barriers, and make them more aware of issues young people face in Kosovo.

Besides a basketball competition that was held under the supervision of accredited trainers from Prishtinё/Priština and Belgrade, the participants also engaged in thematic workshops, designed especially for youth and focused on promoting dialogue, tolerance and mutual understanding.

VIENNA, 20 July 2016 – Possible roles for the OSCE in the context of the migration and refugee flows across the OSCE area were discussed today at a special meeting of the Permanent Council in Vienna.

The meeting was a milestone in the process launched in March 2016 by Germany’s 2016 OSCE Chairmanship. In a series of seven meetings and following an inclusive approach, an Informal Working Group took stock of the migration-related activities of the OSCE and developed proposals for future engagement. The Working Groups was chaired by Swiss Ambassador to the OSCE Claude Wild and open to all participating States, Partners for-Cooperation and OSCE executive structures as well as a number of international organizations and NGOs.

Presenting results of this ambitious preparatory process Wild said in today’s Permanent Council: “While the current situation is generally referred to as ‘the refugee and migration crisis’, it is in fact a crisis of international migration governance. Comprehensive governance is needed to deal responsibly with the phenomenon of migration and refugee flows. This includes addressing issues of protection, combating crime, border management, successful integration as well as solidarity and partnerships.”

Wild highlighted that the OSCE is uniquely positioned and equipped to use its political convening power and technical expertise to create formal and informal networks. “In such networks national experts and decision makers can exchange best practices in all specific issues that have to be addressed to design and implement responsible national policies on migration and refugee flows,” he said.

Chairperson of the Permanent Council and German Ambassador to the OSCE, Eberhard Pohl, thanked the Swiss OSCE Ambassador and his team for their committed work. “There was a clear common understanding among all OSCE States today that migration and refugee flows figure high on the OSCE agenda in line with its comprehensive approach to security,” Pohl said.

“Given the scale and transnational character of this issue, it is clear that no single country can cope with the challenge of current migration and refugee flows alone. It has to be addressed in a co-operative manner, in a spirit of shared responsibility. We will continue to support OSCE activities in this field and work to further develop the contribution of the OSCE.”

The OSCE Permanent Council is one of the main regular decision-making bodies of the Organization bringing together representatives of all 57 OSCE participating States and the 11 Partners for Co-operation.

RIGA, 22 June 2016 – Media development and reform were in focus of an OSCE-organized study visit to Latvia that concluded today for six representatives of Turkmenistan’s print and broadcast media and the Mejlis (Parliament).

Organized in close co-operation with Latvian Foreign Ministry, the three-day visit familiarized the delegation from Turkmenistan with Latvia’s experiences in implementing media reforms and enhancing national legislation in line with international standards and requirements of the modern media environment.

“Media development and reform should be underpinned by the reforms of the relevant national legislation that serves to promote the freedom of the media and freedom of expression,” said Adam Walendzik, Project Co-ordinator at the OSCE Centre in Ashgabat.

“In the last several years, Turkmenistan has been undertaking successive steps to reform its media legislation and we believe that this visit will facilitate the exchange of practical experiences of implementing media legislation and developing free media.”

The delegation from Turkmenistan had meetings with high-level representatives of the Latvian Parliament’s European Affairs Committee and Human Rights and Public Affairs Committee, Foreign and Culture Ministries, the National Electronic Mass Media Council, and the Latvian State Radio and Television Centre.

Meetings with representatives from the national news agency LETA, the News Service of the Latvian Public |Service Television, the Internet portal Delfi and newspaper Latvijas Avize familiarised participants with the practical aspects and experiences of the Latvian media’s activities.

The delegation members included a member of the Mejlis of Turkmenistan, representatives from newspapers Neytralniy Turkmenistan and Turkmenistan, TV channels Altyn Asyr and Turkmenistan, as well as the State Information Agency of Turkmenistan (TDH).

The OSCE Mission to Skopje organized a workshop on 23 June 2016 for 35 police managers from the Sector of Internal Affairs on identification, prevention and investigation of hate crimes.

The aim of the workshop was to strengthen the capacity of police officers to identify hate crimes and provide responses in line with democratic policing principles and international human rights standards. 

This workshop complemented other previous and ongoing activities of the Mission in this area which are implemented in co-operation with national authorities.

The event was the first in a series of eight workshops which will be held in each sector for internal affairs in the country.

The OSCE Mission to Skopje on 28 June 2016 launched a two-day workshop for 22 members of the Police Union on countering gender-based discrimination with the aim of advancing the position of women in police services and increasing gender sensitivity among police officers.

The workshop focused on areas of gender-based discrimination in employment, education, health and family, explaining what gender inequality is and how it is addressed in international and domestic legislation and in practice.

Participants will learn how to identify harassment and sexual harassment as forms of discrimination, as well as workplace bullying. The legal protection, prevention and measures against such bullying will be illustrated through real cases.

This workshop is part of the Mission’s programme to support the democratization of the Police and is in line with the Mission’s efforts to encourage gender equality in all segments of society.

Fifty-two representatives of Local Crime Prevention Centres (LCPCs) in Kyrgyztsan, including members of the courts of Aksakals (local elders), women and youth councils completed a two-day workshop supported by the OSCE Centre in Bishkek  on 7July 2016 in Osh, with the aim of enhancing interactions between the police, civil organizations and the public.

Participants improved their practical skills on analyzing security situations and applying problem-solving methods, and in strengthening effective communication with the police and other stakeholders. LCPC members learned about the development and implementation of crime prevention projects and programmes. Participants also revised the normative-legal documents that regulate LCPCs and crime prevention activities.

“Preserving public order and preventing crime is the shared responsibility of the police, local self-government bodies, and local communities,” said Pavel Khalashnyuk, acting Head of Police Affairs at the OSCE Centre. “This training course seeks to strengthen this collective, consultative approach and the LCPCs’ capacity to foster community engagement in crime prevention and to strengthen the effectiveness of the partnership with police in addressing community security concerns.”

The workshop was conducted at the Community Policing Training Centre by a local expert and trainers from the Main Directorate for Public Safety of the Ministry of Internal Affairs and of the Ministry’s Academy.

The OSCE Mission to Skopje, in co-operation with the Ministry of Internal Affairs, organized a two-day workshop in Ohrid on policing in a multi-ethnic society on 11 and 12 July 2016. Some forty police officers of different ethnicities working in Ohrid and Bitola police stations attended the event and exchanged information and experiences related to multi-ethnic policing.

The workshop also served as a platform for generating ideas on future measures to foster effective functioning of ethnically mixed police units and ensure the acceptance and equal treatment of police officers coming from smaller communities.

The workshop is one of the ways the Mission is supporting efforts to strengthen police capacities and build trust across multi-ethnic communities.

Building capacities of Ukrainian gender equality advisors was the focus of the workshop Mainstreaming Gender into Communication, organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Equal Opportunities Caucus of the Parliament of Ukraine in Lviv, western Ukraine, on 24 June 2016.

Twenty-five participants from government and civil society, representing seven regions of Ukraine, had the opportunity to learn about effective ways to include a gender perspective into their internal and external communication.

Oksana Yurynets, a Member of Ukrainian Parliament and the Equal Opportunities Caucus, said: "The workshop focused on enhancing the abilities of regional state-administration gender advisors to communicate clear, strong messages to general public. Such communication helps to create an environment where dialogue about gender equality is possible. Working on these issues is very important for Ukraine as a country where equality remains a strategic target."

Kateryna Ryabiko, Project Co-ordinator at ODIHR, said that in accordance with the 2004 OSCE Action Plan for the Promotion of Gender Equality, ODIHR is tasked to promote equality between women and men throughout the OSCE area, including through education in gender awareness. "Promoting gender mainstreaming is essential to recognizing gender equality as a vital element of democratization of society."

Participants also discussed findings of the recent report by the UN Committee on the Elimination of Discrimination against Women that urged Ukraine to intensify its efforts to overcome persistent stereotypes that are discriminatory against women and to improve national capacity for promoting gender equality.

The event was organized as part of ODIHR’s project on “Strengthening dialogue among civil society and with key government stakeholders in Ukraine on human dimension issues”. It was launched in April 2015 with the aim of enhancing effective mechanisms for dialogue to address key human rights issues in Ukraine, in line with OSCE commitments and international standards.

The OSCE Office in Tajikistan on 24 July 2016 organized the first regional forum for promoting women’s political participation in Khujand, with the aim of increasing community outreach, engaging women leaders in the region and supporting women’s empowerment in political and public life.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

Similar forums are to be organized across the country.

Team officials said this development proposal was possible thanks to a “major investment” from a new ownership group: Wilton Rancheria, the Tribe which owns Sky River Casino in Elk Grove. 

City officials said Wilton Rancheria is the first Tribe to hold majority ownership in a men’s professional sports franchise. 

“This partnership is far more than a business transaction, it represents a significant step forward,” said Wilton Rancheria Chairman Jesus Tarango. “[It] honors the Tribe’s deep and enduring connection to this land, while celebrating the diversity that defines the Sacramento region in an industry where ownership has traditionally lacked diversity.”

Former majority owner and team CEO Kevin Nagle will remain a part owner and manage the team-Tribe partnership.

Sacramento’s long fight for a Downtown soccer stadium

In 2019, city and team officials similarly held a press conference announcing plans to develop a soccer stadium and entertainment district in the Downtown Railyards. But that came with one big caveat: It would only be built if Major League Soccer picked Sacramento as a franchise location.

City Council approved the $262 million plan just days after the announcement was made. Five months later, MLS announced Sacramento Republic FC would be its newest expansion franchise. 

“In a few short years, your club has captured the hearts and minds of soccer fans in this city and throughout the region, and the entire sport has taken notice,” MLS Commissioner Don Garber said in 2019. “There is no doubt that this is a soccer city.”

The team was initially supposed to make their MLS debut in 2022. But the pandemic pushed back that start date to 2023, and then lead investor Ron Burkle backed out in 2021, scrapping Republic’s opportunity to play in the top division.

In the years since, there have been a number of rumors around new investment groups and potential MLS expansion bids, but none have come to fruition.

“If the opportunities down the road appear, I think we'll be more than welcome to that opportunity, and I think [MLS] would be more than welcome to have Sacramento's region involved in that, especially with our media market here,” he said on Thursday.

Postseason exit and a leadership change

The announcement of a new stadium comes after the end of The Indomitable Club’s 2024 season. Sacramento reached the USL Championship playoffs for the 10th time in its 11-year history, traveling to Cashman Field on Nov. 1 to face Las Vegas Lights FC in the Western Conference Quarterfinal. It was only the second time in the team’s history that Republic FC played on the road for the opening round.

The teams played to a scoreless draw after 120 minutes and the match went to a penalty shootout, which Las Vegas won 3-2.

Following their playoff exit, Republic FC announced on Nov. 4 that it was parting ways with head coach Mark Briggs after five years.

Briggs was Republic FC’s fourth head coach and the longest-tenured coach in the club’s history. He led the team to the postseason in four out of five seasons — the opening round in 2020 and 2024, the Western Conference Semifinal in 2022 and the Western Conference Final in 2023.

Briggs also coached Sacramento to a historic U.S. Open Cup final in 2022, beating three MLS teams along the way. This was the first time a second-division club reached the cup final in almost two decades.

“Sacramento is a very special place, with a one-of-a-kind club and incredible fans. I’d like to thank the players who’ve been a part of the past five years, the front office who’ve been incredibly supportive, and the fans who welcomed me into the club with tremendous passion and vigor,” Briggs said in a prepared statement earlier this week. “I’m grateful for my time here and it has been an honor to be a part of this community.”
