Williams By www.nber.org Published On :: We study the trade-offs faced by Internet Service Providers (ISPs) that serve as platforms through which consumers access both television and internet services. As online streaming video improves, these providers may respond by attempting to steer consumers away from streaming video toward their own TV services, or by attempting to capture surplus from this improved internet content. We augment the standard mixed bundling model to demonstrate the trade-offs the ISP faces when dealing with streaming video, and we show how these trade-offs change with the pricing options available to the ISP. Next, we use unique household-level panel data and the introduction of usage-based pricing (UBP) in a subset of markets to measure consumers' responses and to evaluate quantitatively the ISP's trade-offs. We find that the introduction of UBP led consumers to upgrade their internet service plans and lower overall internet usage. Our findings suggest that while steering consumers towards TV services is possible, it is likely costly for the ISP and therefore unlikely to be profitable. This is especially true if the ISP can offer rich pricing menus that allow it to capture some of the surplus generated by a better internet service. The results suggest that policies like UBP can increase ISPs' incentive to maintain open access to new internet content. Full Article

Dieter Bohn reports via The Verge: Soltero tells me that there are no immediate plans to change or integrate any of Google's apps, so don't get your hopes up for that (yet). "We believe people make choices around the products that they use for specific purposes," Soltero says. Still, Google's communications apps are in dire need of a more coherent and opinionated production development, and Soltero could very well be the right person to provide that direction. Prior to joining Google, he had a long career that included creating the much-loved Acompli email app, which Microsoft acquired and essentially turned into the main Outlook app less than two months after signing the deal. Soltero has also moved rapidly (at least by the standards of Google's communication apps) to clean up the Hangouts branding mess, converting Hangouts Video to Google Meet and Hangouts Chat to Google Chat -- at least on the enterprise side. Google Meet also became free for everybody far ahead of the original schedule because of the pandemic. Cleaning up the consumer side of all that is more complicated, but Soltero says, "The plan continues to be to modernize [Hangouts] towards Google Meet and Google Chat." "Soltero will remain on the cloud team but will join Hiroshi Lockheimer's leadership team," Dieter adds. While Lockheimer believes there are opportunities to better integrate Google's apps into its platforms, he says it doesn't make sense to force integration or interoperability too quickly. This article highlights the need for paying more attention to non-state diplomacy in conflict situations outside the western world. We examine how rebel groups use new media to enhance their communications, and what the motivations behind this are. Our public diplomacy perspective helps convey the scope of rebel communications with external actors and provides insights for policy-makers seeking to ascertain the nature, intentions and capacities of myriad rebel groups. Our focus is on the Sahel region, where numerous such groups vying for international attention and support make use of multiple social media channels. We analyse two groups in Mali: the MNLA, a Tuareg secessionist group; and Ansar Dine, a Salafist insurgency with ties to Al-Qaeda in the Islamic Maghreb. Our qualitative analysis of Ansar Dine and MNLA communications on several digital platforms helps identify these African rebel groups' international and local framing activities. Rebel groups use public diplomacy nimbly and pragmatically. The digital age has fundamentally changed which stakeholders such groups can reach, and we suggest that social media increase the power they are able to carve out for themselves on the international stage. communication GADMM: Fast and Communication Efficient Framework for Distributed Machine Learning By Published On :: 2020 When the data is distributed across multiple servers, lowering the communication cost between the servers (or workers) while solving the distributed learning problem is an important problem and is the focus of this paper. In particular, we propose a fast, and communication-efficient decentralized framework to solve the distributed machine learning (DML) problem. The proposed algorithm, Group Alternating Direction Method of Multipliers (GADMM) is based on the Alternating Direction Method of Multipliers (ADMM) framework. The key novelty in GADMM is that it solves the problem in a decentralized topology where at most half of the workers are competing for the limited communication resources at any given time. Moreover, each worker exchanges the locally trained model only with two neighboring workers, thereby training a global model with a lower amount of communication overhead in each exchange. We prove that GADMM converges to the optimal solution for convex loss functions, and numerically show that it converges faster and more communication-efficient than the state-of-the-art communication-efficient algorithms such as the Lazily Aggregated Gradient (LAG) and dual averaging, in linear and logistic regression tasks on synthetic and real datasets. Furthermore, we propose Dynamic GADMM (D-GADMM), a variant of GADMM, and prove its convergence under the time-varying network topology of the workers. Full Article

GNNs represent this connectivity as sparse matrices, which have lower arithmetic intensity and thus higher communication costs compared to dense matrices, making GNNs harder to scale to high concurrencies than convolutional or fully-connected neural networks. We present a family of parallel algorithms for training GNNs. These algorithms are based on their counterparts in dense and sparse linear algebra, but they had not been previously applied to GNN training. We show that they can asymptotically reduce communication compared to existing parallel GNN training methods. We implement a promising and practical version that is based on 2D sparse-dense matrix multiplication using torch.distributed. Our implementation parallelizes over GPU-equipped clusters. We train GNNs on up to a hundred GPUs on datasets that include a protein network with over a billion edges. Full Article
