This is a paper produced as part of the PROP2 (Practitioner Research: Outcomes and Partnership) programme, a partnership between the Centre for Research on Families and Relationships (CRFR) at the University of Edinburgh and IRISS that was about health and social care in Scotland. This paper was written by Elaine Monteith from ENABLE Scotland who participated in the PROP2 programme. What this research paper explores: All women are asked to go to the doctor every few years to get a check for cancer but women who have a learning disability don’t go for these checks as often as other women. The paper explore what barriers there are for women attending for checks and also looks at what could be done to encourage women them to attend.

In his book Secrets of Polar Travel, explorer Robert Peary speaks about a ration that he brought on his expeditions to the Arctic between 1886 and 1909. Among his supplies in his trips, he considers this ration as the “first in importance”. What’s more, he comments that this is one meal that “a man can eat twice a day for three hundred and sixty-five days in a year and have the last mouthful taste as good as the first.” What is this that Peary says is food that you won’t get tired of eating everyday?

Peary was talking about pemmican, a blend of rendered fat and powdered, dried meat that fueled exploration and expansion long before his attempts to reach the North Pole. Archaeological evidence suggests that as early as 2800 BC humans hunted the bison that roamed North America’s Great Plains and blended their meat, fat, and marrow into energy-dense patties with a serious shelf-life. A single pound of pemmican lasted for years and might’ve packed as many as 3,500 calories.

Did the Paycheck Protection Program Hit the Target? -- by João Granja, Christos Makridis, Constantine Yannelis, Eric Zwick

This paper takes an early look at the Paycheck Protection Program (PPP), a large and novel small business support program that was part of the initial policy response to the COVID-19 pandemic. We use new data on the distribution of PPP loans and high-frequency micro-level employment data to consider two dimensions of program targeting. First, we do not find evidence that funds flowed to areas more adversely affected by the economic effects of the pandemic, as measured by declines in hours worked or business shutdowns. If anything, funds flowed to areas less hard hit. Second, we find significant heterogeneity across banks in terms of disbursing PPP funds, which does not only reflect differences in underlying loan demand. The top-4 banks alone account for 36% of total pre-policy small business loans, but disbursed less than 3% of all PPP loans. Areas that were significantly more exposed to low-PPP banks received much lower loan allocations. As data become available, we will study employment and establishment responses to the program and the impact of PPP support on the economic recovery. Measuring these responses is critical for evaluating the social insurance value of the PPP and similar policies.
