Policymakers are in danger of sleepwalking into ineffective carbon dioxide removal solutions in the quest to tackle climate change. This paper warns against overreliance on bioenergy with carbon capture and storage (BECCS). 

Development assistance may be a blunt tool for reshaping migration patterns—and indeed one that could increase flows over the short term. Shifting the focus away from increasing individuals’ skills and assets toward investments in the broader economic or governance structures that are a prerequisite for growth and stability may offer more alternatives to emigration in the long run.

In the Philippines, a pervasive culture of migration has led millions to seek opportunities abroad, particularly since an economic downturn in the 1970s. The government has long embraced exporting labor as official economic policy, but over time, the focus has shifted: first to protecting workers overseas and much more recently to linking migration and development. Since the 2015–16 refugee crisis, European policymakers have eagerly sought cooperation with origin and transit countries in the hopes of stemming unauthorized migration to Europe. This approach is neither new, nor without its limitations. By examining the evolution of two longstanding Mediterranean partnerships—between Spain and Morocco, and Italy and Tunisia—this report offers insights on what has and has not worked.

As migrant- and refugee-receiving countries in Europe, North America, and beyond prioritize services that are focused on employment, language instruction, and civic integration, newcomers who are not in the workplace are at high risk for social isolation. As a result, societies should reconsider what successful integration looks like for vulnerable newcomers who will never find traditional employment or who need a longer-than-average timeline to get there.

Abstract:
Simple correlation coefficients between two variables have been generalized to measure association between two matrices in many ways. Coefficients such as the RV coefficient, the distance covariance (dCov) coefficient and kernel based coefficients are being used by different research communities. Scientists use these coefficients to test whether two random vectors are linked. Once it has been ascertained that there is such association through testing, then a next step, often ignored, is to explore and uncover the association’s underlying patterns. This article provides a survey of various measures of dependence between random vectors and tests of independence and emphasizes the connections and differences between the various approaches. After providing definitions of the coefficients and associated tests, we present the recent improvements that enhance their statistical properties and ease of interpretation. We summarize multi-table approaches and provide scenarii where the indices can provide useful summaries of heterogeneous multi-block data. We illustrate these different strategies on several examples of real data and suggest directions for future research.

Abstract:
Nonparametric Bayesian inference has seen a rapid growth over the last decade but only few nonparametric Bayesian approaches to time series analysis have been developed. Most existing approaches use Whittle’s likelihood for Bayesian modelling of the spectral density as the main nonparametric characteristic of stationary time series. It is known that the loss of efficiency using Whittle’s likelihood can be substantial. On the other hand, parametric methods are more powerful than nonparametric methods if the observed time series is close to the considered model class but fail if the model is misspecified. Therefore, we suggest a nonparametric correction of a parametric likelihood that takes advantage of the efficiency of parametric models while mitigating sensitivities through a nonparametric amendment. We use a nonparametric Bernstein polynomial prior on the spectral density with weights induced by a Dirichlet process and prove posterior consistency for Gaussian stationary time series. Bayesian posterior computations are implemented via an MH-within-Gibbs sampler and the performance of the nonparametrically corrected likelihood for Gaussian time series is illustrated in a simulation study and in three astronomy applications, including estimating the spectral density of gravitational wave data from the Advanced Laser Interferometer Gravitational-wave Observatory (LIGO).
