The Department has entered into a consent decree today with Muskegon County, Mich., that, if approved by the court, will resolve the Department’s lawsuit against the county alleging that a former employee was subjected to sexual harassment that caused a hostile work environment, in violation of Title VII of the Civil Rights Act of 1964.

Patrick Cochran, 47, of Lake Jackson, Texas, pleaded guilty today to one count of travel with intent to engage in illicit sexual conduct with a minor, and one count of possession of child pornography.

Christopher Handley, 39, of Glenwood, Iowa, pleaded guilty today in Des Moines, Iowa, to possessing obscene visual representations of the sexual abuse of children and mailing obscene material.

Andrew Warren, 41, has been charged in U.S. District Court for the District of Columbia with one count of sexual abuse in Algeria within the special maritime and territorial jurisdiction of the United States.

Steven W. Burgess, a former Jackson County, Mo., sheriff’s deputy, pleaded guilty in federal court today to violating the civil rights of a teenage girl whom he sexually assaulted in his patrol car.

Consuelo Carreto Valencia, a member of the Carreto family sex trafficking ring that operated between Mexico and Queens, N.Y., was sentenced to 121 months in prison for benefitting financially from her participation in the organization, which transported young Mexican women to the United States and forced them into prostitution.

Mack Gordon Harris Sr., 67, of Social Circle, Ga., pleaded guilty today to transporting a minor for illegal sexual activity.

“Today’s extradition brings a criminal to justice and paves the way forward in our law enforcement partnership with El Salvador,” said Assistant Attorney General Lanny A. Breuer of the Criminal Division.

Mack Gordon Harris Sr., 67, was sentenced today to 121 months in prison for transporting a minor for illegal sexual activity.

U.S. District Judge Gray H. Miller sentenced Robert Luis Loya to three years in prison and five years of supervised release for violating the civil rights and the sexual abuse of females in his custody.

"We should all be encouraged by President Obama’s historic commitment to shining a light on this problem and to seeking new pathways toward help, healing and justice," said Attorney General Holder.

This year is not merely a commemoration of an anniversary. It is a time to recommit ourselves to ending sexual and domestic violence. Our government and this Department have a responsibility to speak out and act on issues of violence against women.

Andrew Warren, 42, a former official with the Central Intelligence Agency (CIA), pleaded guilty today to a two-count criminal information charging him with abusive sexual contact and unlawful use of cocaine while possessing a firearm.

According to an indictment dated June 24, 2010, and unsealed today, James Dale Brown, 27, is alleged to have used the Internet social networking website Facebook to communicate with a minor female identified as Jane Doe. 

A judge sentenced Feliciano Sanchez, a former officer with the Bell, Calif., Police Department, to nine years in federal prison and three years of supervised release for sexually assaulting a female motorist and violating her civil rights.

The Justice Department today filed a lawsuit against Cincinnati landlord Henry E. Bailey alleging that Bailey sexually harassed female tenants at residential properties he has owned and managed in the Cincinnati metropolitan area.

Andrew Warren, 43, a former official with the Central Intelligence Agency (CIA), was sentenced today to 65 months in prison on charges of abusive sexual contact and unlawful use of cocaine while possessing a firearm.

A federal court in Detroit has ordered Ypsilanti, Mich., property owner and Washtenaw County Commissioner Ronnie Peterson, and his former manager Glen E. Johnson to pay a total of $82,500 in civil penalties in a sexual harassment case.

Today a grand jury in the Eastern District of Wisconsin returned a one-count indictment against U.S. citizen Roland J. Flath for traveling in foreign commerce and engaging in and attempting to engage in illicit sexual conduct with a minor less than 18 years of age.

The Justice Department today filed suit against Rawland Leon Sorensen, the owner and manager of more than 50 residential rental properties in Bakersfield, Calif., alleging a pattern or practice of sexual harassment in violation of the Fair Housing Act.

Joseph Taunton, 31, from Jonesville, La., a former corrections officer at the LaSalle Parish Detention Center in Jena, La., pleaded guilty in federal court for engaging in a sexual act with a federal detainee.

The Departments of Justice and Education participated in a town hall-style event today at Benjamin Banneker Academic High School in Washington, D.C., in recognition of Sexual Assault Awareness Month.

The Justice Department today announced the unsealing of an indictment charging Contract Security Officer Edwin Rodriguez, 31, of Raymondville, Texas, with sexual abuse of a female Immigration and Customs Enforcement (ICE) detainee who was under his supervision at the Willacy Detention Center, a federally contracted detention facility in Raymondville, Texas.

The operator of Morning Star Center, a residential facility located in Port-au-Prince, Haiti, that provided food and shelter to minors, has been charged with offenses involving the sexual abuse of minors in Haiti.

Attorney General Holder and Department of Homeland Security (DHS) Secretary Napolitano announced today the unsealing of three indictments and one complaint charging a total of 72 individuals for their participation in an international criminal network dedicated to the sexual abuse of children and the creation and dissemination of graphic images and videos of child sexual abuse throughout the world.

The Justice Department announced today that former Contract Security Officer Edwin Rodriguez, 30, pleaded guilty to engaging in sexual abuse of a female detainee under his supervision and control.

A Peace Corps volunteer was arrested today and charged in a federal criminal complaint with traveling from the United States to South Africa to engage in illicit sexual conduct with multiple children who were all younger than six years of age.

The Department of Justice announced today the filing of a lawsuit against the Texas Department of Family and Protective Services, alleging the agency discriminated against a black male former employee on the basis of race and/or sex by subjecting him to a hostile work environment and then terminating him in violation of Title VII of the Civil Rights Act of 1964, as amended.

U.S. Bureau of Prisons employee Jack Chris Jackson, 45, was indicted today on charges of sexual abuse of an inmate and false statements.

Former Milwaukee Police Officer Ladmarald Cates, 43, was indicted today by a federal grand jury for sexually assaulting a woman while he was on duty.

Attorney General Eric Holder today convened a panel of experts from Facebook, Microsoft and the National Center for Missing and Exploited Children to discuss concrete ways to prevent and deter child sexual exploitation at a national summit entitled, “A Call to Action: Protecting Children from Sexual Exploitation.”

"To more effectively prevent and combat child exploitation and abuse, we need greater engagement – and not just from our traditional law enforcement, advocacy and government partners," said Attorney General Holder.

Former Lincoln County, Mo., Sheriff’s Office Detective Scott Edwards, 49, of Troy, Mo. was indicted on civil rights charges for violating the constitutional rights of five women through acts of aggravated sexual abuse and sexual contact.

Bureau of Prisons employee Jack Chris Jackson, 45, pleaded guilty today to the charge of sexual abuse of a ward.

A federal jury today convicted Ladmarald Cates, 44, a former Milwaukee Police Officer, of a civil rights charge stemming from his July 16, 2010, sexual assault of a Milwaukee woman.

The Department of Justice announced today the filing of a consent decree with the Louisiana Department of Public Safety and Corrections (LDPSC) that resolves allegations of sexual harassment of an office administrator in violation of Title VII of the Civil Rights Act of 1964, as amended (Title VII).

The department’s complaint, filed today along with the consent decree, alleges that Susan Peterson, a female correctional officer at the Arizona State Prison Complex in Tucson, Ariz., was regularly subjected to verbal and physical sexual harassment by several of her male supervisors and coworkers from early 2005 through November 2008.

A federal grand jury in Albuquerque indicted Sylvester Bruce, 44, a former corrections officer with Navajo Nation’s Shiprock, N.M., Detention Center, on charges related to the sexual abuse of an inmate during the summer and fall of 2010.

A federal grand jury in London, Ky., returned a three-count indictment charging David Jason Jenkins, 37, and Anthony Ray Jenkins, 20, for kidnapping and assaulting Kevin Pennington, and for conspiring with each other and with other unnamed individuals to commit the kidnapping.

The Justice Department announced today that two Harlan County women admitted they assisted others in kidnapping and assaulting a gay man because of his sexual orientation.

"This month is an invitation. It’s an invitation for us to stand together and confront the enormity of sexual violence; to re-dedicate ourselves to bringing justice to victims and their families; to break the silence and to redouble our efforts to hold perpetrators of sexual assault accountable," said Acting Associate Attorney General West.

"Over the past couple of years OVW has made a concerted effort to prioritize sexual violence by providing grants to address the gap in services and resources for victims and survivors of rape and sexual violence," said Acting Director Hanson.

The Department of Justice today announced a series of investigations stemming from allegations of sexual assault and sexual harassment at the University of Montana and in the greater Missoula, Mont., community. These investigations will seek to determine whether gender discrimination affected the prevention, investigation and prosecution of sexual assaults and sexual harassment in Missoula.

Lawrence Etsitty, 30, a former police officer with the Navajo Police Department, pleaded guilty today in federal court to two charges related to the sexual abuse of a woman who was in his custody on Jan. 25, 2009. Etsitty pleaded guilty to violating the civil rights of the victim when he touched and kissed her against her will, while she was handcuffed. Etsitty also pleaded guilty to making false statements to the FBI in connection with the sexual assault. Etsitty did not enter a plea to the portion of the indictment that alleged the offense included kidnapping.

John Wyss, aka “Bones,” 55, of Monroe, Wis., was found guilty of one count of engaging in a child exploitation enterprise, one count of conspiracy to advertise child pornography and one count of conspiracy to distribute child pornography.

U.S. Customs and Border Protection Officer Paulo Morales, 47, was arrested today after having been indicted yesterday by a federal grand jury in the Southern District of Florida on charges of deprivation of civil rights and abusive sexual contact.
