"Sex trafficking is a big money-maker for criminals and a scourge to society. Traffickers callously seek to furnish their market with women, girls, and boys who have been cast out by society and whose options are few. In many cases, they are young people – not even teenagers – who are looking for the home they’ve never had. What they find, instead, are betrayal, cruelty, and abuse. And sadly, too often our systems of support and justice have offered no quarter," said Acting Assistant Attorney General Leary.

"The Attorney General and I are committed to a criminal justice system and a sentencing policy that are both tough and fair; that deter those contemplating serious criminal conduct and that are guided by research that show when non-incarceration is the best sanction," said Deputy Attorney General Cole.

"It’s been remarkable to witness the way the issue of reentry has taken root in so many communities across the country. And it’s impressive to see how, thanks to visionary leaders in the Administration, in Congress, and in the states, the topic has become so prominent on the nation’s public safety agenda," said Acting Assistant Attorney General Leary

"Today, I’m very pleased to announce that we’re awarding almost $27 million to support NCMEC’s great work. The funds will continue all the great programs I just named – and many more, like the national resource center and information clearinghouse," said Acting Assistant Attorney General Leary.

"I’ve spent much of my career – as a prosecutor, in government, and as head of the National Center for Victims of Crime – working to strengthen our responses to victims of all ages. I never cease to marvel at the incredible devotion and resolve of victim advocates," said Acting Assistant Attorney General Leary.

"My colleagues and I across the Justice Department – and the entire Obama Administration – remain deeply committed to expanding this work through funding grants, training, and other forms of assistance. We’re eager to continue partnering with leading jurists like those who serve this Court, tireless advocates like our allies at the PSA and NADCP, and determined drug court participants like each of you," said Attorney General Holder.

Dr. Shih Chi Liu, 73, of Silver Spring, Md., pleaded guilty before U.S. District Judge James C. Cacheris.

"As we all know, the challenges facing us in criminal justice are considerable. But our knowledge about what works is growing, and the tools and technology we have at our disposal are expanding. We are becoming – every day – more sophisticated, more informed, and more effective," said Assistant Attorney General Leary.

"We look forward to welcoming these new additions to our nation's law enforcement community - and to building on the partnerships, and record of success, that we've established here in Philadelphia and beyond," said Attorney General Holder.

"For too long, our jails and prisons have been thought of as sealed institutions, where all problems – and all dangers – are contained. But that is clearly not the case. Health care is a powerful example of how issues that are unresolved – and, too often, exacerbated – in the corrections setting can lead to public health and public safety risks," said Acting Assistant Attorney General Leary.

"You’ve already shown that leadership is a quality available in abundance in tribal communities. The future clearly is in good hands. Thank you for everything you’re doing for your communities, and keep up the good work," said Acting Assistant Attorney General Leary.

"Providing information, strengthening police-community relationships, and protecting officers – these are all ways the Office of Justice Programs is working to support law enforcement," said Acting Assistant Attorney General Leary.

The Department of Justice’s Bureau of Justice Assistance, on behalf of the White House Neighborhood Revitalization Initiative, today announced the eight neighborhoods that will receive training and technical assistance through the groundbreaking Building Neighborhood Capacity Program.

"The message we’re sending is that youth violence is not inevitable. When communities engage partners across disciplines and use a data-driven, balanced approach – one that emphasizes prevention, intervention, enforcement, and reentry – they can reduce violence and improve outcomes for our youth," said Acting Assistant Attorney General Leary.

The Attorney General announced today the closure of the criminal investigations into the death of two individuals while in United States custody at overseas locations.

Sheila Birnbaum, Special Master of the September 11th Victim Compensation Fund (VCF), released the following statement on the final rule by the National Institute for Occupational Safety and Health (NIOSH) to include certain cancers into the World Trade Center Health Program.

"There’s still much more we need to do, and it’s incumbent on all of us in the field – and throughout the justice system – to work together to meet the challenges that we – and all victims – continue to face," said Acting Assistant Attorney General Leary.

"No one program can solve all the challenges our communities face, but programs such as CityLIFT that provide families access to sustainable homeownership are critical," said Assistant Attorney General Perez.

"Several years ago, our Office for Victims of Crime funded the Clery Center to develop a training curriculum for university administrators and law enforcement executives about the requirements of the Clery Act. The Center continues to deliver the training throughout the country," said Acting Assistant Attorney General Leary.

Two former employees of the Alabama Administrative Office of the Courts were indicted today in Montgomery, Ala., for stealing the programming code for a sensitive court data system, announced Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division and U.S. Attorney Joyce White Vance for the Northern District of Alabama.

Program director Lydia Ward, 47, and therapist Nichole Eckert, 35, were each found guilty of one count of conspiracy to commit health care fraud.

"We recognize that crime rates are high in Indian country and help is not easy to come by, given tribes’ geographical remoteness and scarcity of resources. But tribal victim service providers have shown time and again that their efforts to meet these challenges are unflagging," said Acting Assistant Attorney General Leary.

Florida-based American Sleep Medicine LLC has agreed to pay $15,301,341 to resolve allegations that it billed Medicare, TRICARE – the health care program for Uniformed Service members, retirees and their families worldwide – and the Railroad Retirement Medicare Program for sleep diagnostic services that were not eligible for payment.

"Over the last four years, we've generated tremendous momentum in our work to integrate evidence into our programs and activities. Our leadership – not only at BJS and NIJ, but across OJP – has demonstrated a strong scientific ethic," said Assistant Attorney General Leary.

The Department of Justice announced today that it will not challenge a proposal by the Greater New York Hospital Association (GNYHA) to offer a gainsharing program to member hospitals in New York.

"For more than a quarter century, Americans from all backgrounds and walks of life have come together each January to pay tribute to Dr. King’s memory, to reflect upon his contributions in the struggle for civil rights, and to rededicate ourselves to the cause that came to define him – and which must remain our common endeavor," said Deputy Attorney General Cole.

"One of our top priorities is addressing youth violence. As I’m sure many of you would agree, this is one of the most complex and intractable problems in criminal justice. And because it is so complex, we’ve learned over time that tackling it involves many people – stakeholders from all sectors and from all levels of government," said Acting Assistant Attorney General Leary.

The former program director and two former marketers for Miami-based mental health care company American Therapeutic Corporation (ATC) have been sentenced to prison for their roles in a $205 million Medicare fraud and kickback scheme in which patients were forced to attend inappropriate treatment programs.

"I’m especially proud of the part that we – at the Office of Justice Programs – have played in improving knowledge about what works in the fields of criminal and juvenile justice. Our National Institute of Justice and Bureau of Justice Statistics have, for many years, made significant contributions to our base of knowledge," said Acting Assistant Attorney General Leary.

"We’re here to recognize 18 extraordinary individuals for their quick thinking, selflessness, and exceptional courage. They are law enforcement and corrections officers and firefighters who went beyond the call of duty to risk – and in some cases, to give – their lives for their fellow citizens and colleagues," said Acting Assistant Attorney General Leary.

"Today, as we come together to commemorate Black History Month, it is not only a chance to reflect on how far our nation and the African-American community has traveled on the long road toward equality and freedom. It’s also a time to rededicate ourselves to the principles at the core of all that we stand for in this Department," said Deputy Attorney General Cole.

"We also gather this morning to reflect on the contributions - and sacrifices - that DOJ’s women have made in advancing the Justice Department’s mission as well as how women have made significant contributions to all aspects of our nation’s cultural, academic, economic, and military institutions," said Deputy Attorney General Cole.

The Justice Department today announced recent results of its civil injunction efforts to combat unscrupulous tax return preparers and tax fraud promoters.

"The issues you’re discussing here at this summit – the intersection of drugs and crime, gang and youth violence, the future of juvenile justice – are all issues the Department of Justice and my office, the Office of Justice Programs, are working diligently to address," said Acting Assistant Attorney General Leary.

A former program coordinator at the defunct health provider Health Care Solutions Network Inc. (HCSN) was sentenced in Miami to 70 months in prison today for her role in a $63 million fraud scheme.

Attorney General Eric Holder and Acting Assistant Attorney General for the Office of Justice Programs Mary Lou Leary announced several improvements to the Public Safety Officers’ Benefits (PSOB) Program following the completion of a comprehensive review of the program ordered by the Attorney General in May 2012.

Larry Lehmann of Giddings, Texas has agreed to pay $400,000 to settle allegations that he violated the False Claims Act in connection with the Federal Communications Commission’s E-rate Program, the Department of Justice announced today. The E-rate Program, created by Congress in the Telecommunications Act of 1996, subsidizes eligible equipment and services to make Internet access and internal networking more affordable for public schools and libraries.

It is our hope – it’s definitely our belief – that these resources will offer public safety agencies here in Oakland and throughout California some much-needed assistance to address major issues like homicides, gang crimes, youth violence, and crimes against children.

The impact of this violence, and of our acquiescence, is greater than it appears on the surface. We can see the immediate physical damage it does, and we know it causes emotional trauma in the kids it touches.

There were more than a dozen separate conspiracies each operating independently but all targeting the U.S. automotive industry. Some of the price-fixing conspiracies lasted for a decade or longer, and many car models were fitted with multiple parts that were fixed by the auto parts suppliers.
