budget Foreign aid: rebounds in 2013 to highest levels ever despite budget pressures, but still way below promised amounts By www.globalissues.org Published On :: Sun, 28 Sep 2014 22:38:00 GMT The OECD (Organisation for Economic Co-operation and Development) recently published new preliminary figures for aid in 2013. It showed official development assistance (ODA) aid from wealthy governments had increased to just under $135 billion in 2013 (at constant 2012 prices). This is roughly 0.3% of GNI (Gross National Income) of the donor nations. Yet, over 40 years ago nations promised to reach 0.7% of their GNI by the mid-1970s. While each year the amount of aid falls quite short of that 0.7% target (less than half of that target), the quality and effectiveness of that aid is often questionable, sometimes benefiting the donor more than the recipient due to the types of conditions attached to this aid. This update includes a number of new and updated charts and graphs. Read full article: Foreign Aid for Development Assistance Full Article Sustainable Development Aid
budget US budget deal: Winners and losers By www.bbc.co.uk Published On :: Sat, 09 Apr 2011 18:17:43 +0000 Everyone is breathing a sigh of relief. Everyone in my family, that is. We are about to take some holiday, spend some time taking friends round the sights of Washington DC and then visit a national park. Now these attractions will stay open for business. I am sure many Americans share this sense of relief - that their government has not shut down, and for more serious reasons than mere avoidance of holiday season disappointment. There's little doubt that it would have made America look rather ridiculous and people would have blamed politicians as a class. But who are the winners and losers? The Republican leader, Speaker John Boehner, is a clear winner. Had there been a shutdown, his party would have suffered, and his authority would have been damaged. He negotiated skilfully between the Democrats and his own ardent members and won a deal that many independents will welcome as sensible and necessary. For the Tea Party movement, too, it is a success. They have made their agenda Washington's agenda. They have stiffened the steel in their leadership's spine to hold our for deeper cuts. But if they complain that this is not enough, or that they've been betrayed, they will look petulant and fall into a Democrat trap - that of looking and sounding like extremists. The social conservatives, for a time insisting on a rather incoherent anti-abortion policies tacked onto the budget ("fungible money" doesn't make it into a soundbite), risked disaster for their party. They appeal to a minority in the country and look politically irresponsible - a danger to their party's electability and the purity of the Tea Party's economic and constitutional messages. The Democrats as a whole don't come off well. They look like realists, but they've given a lot of ground. These cuts will hurt their natural supporters and undermine plans and projects dear to their hearts. The tactics were quite skilful but I can't see the strategy . President Obama has made the best of a bad job. He has tried to celebrate the agreement as the American virtue of compromise in action. He made himself look like an honest broker, standing for sensible compromise, rather than the deeply involved player that he is. He did a good job of making a shutdown sound really scary, and so pushing the Republicans towards a deal. But once again he looks like a skilful chairman, rather than a leader. The cuts he has had to accept will, I imagine, undermine important parts of his programme. With bigger battles ahead, over the 2012 budget, the debt ceiling and the deficit, President Obama has yet to explain how he will fund hope and pay for change. By welcoming the deal, as he must, he has embraced a pared-down vision, accepted something smaller and meaner than he offered in 2008. It was obvious this blow was coming after last year's elections, but it is a serious blow to the presidency nonetheless. I'll be back in a couple of weeks. Full Article

budget Harnessing Budget's strengths By www.news.gov.hk Published On :: Sun, 01 Mar 2020 00:00:00 +0800 The Financial Secretary just delivered the latest Budget on Wednesday. The Department of Justice would foster the policy initiatives relating to "Diversified Economy" and continue our ongoing works. The Inclusive Dispute Avoidance & Resolution Office (IDAR Office, email: idar@doj.gov.hk), which was set up in January last year, is to better co-ordinate and implement initiatives in the areas of dispute avoidance and resolution, thereby further consolidating our position as an international legal and dispute resolution services centre in the Asia-Pacific region. The Department of Justice has always been actively striving for the presence of international dispute resolution bodies in Hong Kong in order to meet the upsurge in demand for legal and dispute resolution services arising from the Belt & Road Initiative and the Greater Bay Area Plan. Their presence in Hong Kong would also enhance our status as a leading centre for international legal and dispute resolution services. With the support of the Central People's Government, we are now exploring the possibility for the Asian-African Legal Consultative Organization (AALCO) to establish a regional centre for international commercial arbitration in Hong Kong. Last year, the inter-sessional meetings of the Judgments Project of the Hague Conference on Private International Law were successfully concluded in Hong Kong. This invaluable experience has reinforced our determination in looking for decision-making meetings of international and intergovernmental organisations to be held in Hong Kong, including hosting the 59th Annual Session of AALCO and an intersessional meeting of UNCITRAL's Working Group III this year. High ranking government officials and legal experts from member states would take part in these meetings to discuss matters such as maritime law and cyber space law. In addition, we are committed to strengthening Hong Kong's status as a regional capacity building centre which seeks to enhance legal infrastructure in the neighbouring regions and facilitate cross-border mobility and business activities. For instance, the Department of Justice organised the Investment Law & Investor-State Mediator Training Course for two consecutive years since 2018. World-renowned trainers were invited to share with the participants their experience in international investment law and investor-state mediation. We would be stepping up our efforts in organising capacity building courses in dispute resolution. At the same time, the Department of Justice has reached an agreement with the Hague Academy of International Law, one of the world's leading academic institutes on international law, to support them in organising law courses in Hong Kong regularly in collaboration with the Asian Academy of International Law from this year. We anticipate this cooperation would provide Hong Kong and the neighbouring regions with high quality training for legal professionals, which helps further raise our international profile. Looking ahead, colleagues in the Department of Justice would keep pursuing co-operation or partnership agreements with other jurisdictions and international organisations and host important events in Hong Kong, with a view to raising the international profile of Hong Kong in deal-making and dispute resolution through overseas capacity building and promotional activities. Secretary for Justice Teresa Cheng wrote this article and posted it on her blog on March 1. Full Article
