TASHKENT, 20 May 2015 – A two-day workshop on cyber and ICT security issues began in Tashkent today. The event brought together some 40 participants, including 10 international experts from Austria, Estonia, France, Germany, Switzerland, UK, USA as well as representatives of the national parliament, judiciary, ministries for information technology, foreign affairs, academia and law enforcement agencies.

The event facilitated discussions among international and national experts on global, regional and bilateral efforts to enhance international Cyber Security. Best practice and lessons learned in investigations in the field of counter-narrative strategies to counter extremism online as well as countering the use of the Internet for terrorist purposes were also debated. Participants also discussed current threats in cybercrime, local legislations and strategies in use.

“Cybercrime is a new kind of threat that makes people vulnerable to cyber-criminals who can commit crimes against victims located thousands of kilometres away”, stated Deputy Head of Police Academy, Abror Otajonov, in his opening remarks. “This threat to our security can only be addressed by ensuring close international cooperation and adopting comprehensive national policies and developing relevant capacities”.

Ben Hiller, Cyber Security Officer of the OSCE Transnational Threats Department, said: ”With its comprehensive and inclusive approach the OSCE represents a bridge between different national and international approaches to tackling cyber/ICT threats and allows various stakeholders dealing with different cyber threats to move forward in a complementary manner.“

This event was organized in co-operation with the OSCE Transnational Threats Department, as part of the multi-year support provided by the OSCE Project Co-ordinator in Uzbekistan to the National Police Academy to improve the staff training system.

VIENNA, 8 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović, today expressed concern about a proposed law on the German Foreign Intelligence Agency (BND, Bundesnachrichtendienst), which was debated in the Bundestag, Germany’s Federal Parliament, today.

“Increasing surveillance capabilities of journalists is a clear threat to media freedom,” Mijatović said. “This draft law runs counter to the very core of fundamental freedoms such as media freedom and freedom of expression.”

The draft law increases BND’s capabilities to place foreign journalists under surveillance. Moreover, no exemption is made for the work of journalists, and journalists without citizenship of the European Union can be subjected to surveillance without an explicit court order.

“I call on the German Bundestag to revise the current draft law and ensure proper the protection of journalists regardless of their nationality,” Mijatović said.

VIENNA, 12 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović today expressed concern about the decision of Federal Financial Monitoring Service in Russia to publish an updated “list of terrorists and extremists” which includes members of the media.

“Publishing this list could put the journalists at risk and jeopardize their safety,” Mijatović said. “It’s the government’s responsibility to ensure journalists’ safety; it should not put them in harm’s way based on state prosecutors’ suspicions under an anti-extremism law.”

On 12 July, the Federal Financial Monitoring Service, tasked with monitoring legal entities’ and individuals’ compliance with Russia's terrorist and extremist financing legislation, published a searchable list of some six thousand individuals on its website.

Previously held confidential, the list includes Crimean journalists Nikolay Semena from the Krym-realii online media, and Anna Andrievskaya from the Centre for Journalistic Investigations.

Mijatović noted that she and other intergovernmental bodies have repeatedly pointed to the shortcomings of anti-extremism legislation in Russia and voiced their concerns regarding its application, including past verdicts in relation to journalists and warnings to media entities.

“I call on the relevant authorities to take down the list with the names of the journalists and review the policy which puts those exercising their freedom of expression in danger,” Mijatović said. “Labeling journalists as terrorists because of their critical voices and critical reporting cannot be justified.”

Mijatović also pointed to a previous public statement in which she criticized amendments to the Criminal Code of the Russian Federation that increased criminal liability for online calls for extremist activity to up to five years in prison (available atwww.osce.org/fom/120175).

ASHGABAT, 31 May 2016 – Some 25 law-enforcement and military officials, at an OSCE-organized training course that concluded in Ashgabat today, discussed practices of responding to terrorism threats to large public events.

The OSCE Centre in Ashgabat organized the eight-day training course to assist the host government in strengthening the capacities of relevant officials in countering terrorism threats while ensuring the security during large public events. Representatives from the Ministries of Defence and National Security, Interior Ministry, as well as the State Border Service, State Migration Service and the General Prosecutor’s Office discussed ensuring the security of public events, including facility security, resistance, emergency power, medical emergency and fire precaution.

International experts from Turkey introduced participants to the philosophy and models of crisis/hostage negotiations, practices of responding to hostage incidents and applying optimal negotiation tools.   

The course also addressed the relevant legislative acts, such as the Laws of Turkmenistan on Emergency Rule and on Organizing and Holding Meetings, Rallies, Demonstrations and other Mass Events.

“As Turkmenistan recently passed a number of laws addressing the organization of public events, rallies and demonstrations, the Centre designed this training course to facilitate the exchange of best practices in ensuring the security during mass gatherings and events in line with international standards and national legislation,” said Richard Wheeler, Political Officer of the OSCE Centre in Ashgabat.

“The training course has an added value as it familiarized the relevant officials with effective techniques and instruments they will need to successfully accomplish their important task of ensuring the security and maintaining public order during the 2017 Asian Indoor and Martial Arts Games and other large-scale events which will be held in Turkmenistan.”

During the course, participants also discussed contemporary crowd management techniques and took part in simulation exercises.

At 10:10 on 2 August, an armed man at a known Ukrainian Armed Forces position wearing military-style clothing with no markings stopped two SMM vehicles in government-controlled areas travelling east on the road from Lopaskyne (government-controlled, 24km north-west of Luhansk) to Lobacheve (government-controlled, 17km north-west of Luhansk).  When one of the SMM monitors stepped out of the vehicle to speak with the man, the latter chambered a round into his submachine gun (AKSU-74) and after removing the weapon’s safety, pointed it at the SMM monitor and put his finger on the trigger. Speaking in Russian, the armed man told the SMM “Stop. You are not going anywhere”.

The SMM requested the armed man call his commander, which he did. Standing approximately two metres away, the man kept his gun pointed at the SMM monitor and spoke to someone in Russian on his handheld radio. Approximately five to seven minutes later, another man arrived at the scene carrying an assault rifle (AK-74) with a silencer. He was accompanied by three other armed men carrying assault rifles, some of whom appeared to be intoxicated, and appeared to be in a position of authority. Some of the men were dressed in military-style clothing. Using Russian and speaking in an aggressive manner, the man said that he and the other armed men present were members of the Ukrainian Armed Forces. The SMM monitor asked the man who appeared to be in charge to order the armed man to lower his weapon. He did so but the weapon was not made safe.

Speaking with the commander of the group, the SMM monitor tried to diffuse the situation by explaining the Mission’s mandate and after approximately fifteen minutes, the SMM was allowed to leave the area and proceed to Lobacheve to complete their tasks.

The SMM returned safely to its base at 16:00. The Joint Centre for Control and Co-ordination was informed.

Madrid — New storms in Spain caused school closures and train cancellations on Wednesday, two weeks after flash floods in Valencia and other parts of the country killed more than 220 people and destroyed thousands of homes. The forecast in Malaga delayed the start of the Billie Jean King Cup tennis finals between Spain and Poland, which was set for Wednesday. The storm system affecting Spain is caused by warm air that collides with stagnant cold air and forms powerful rain clouds. Experts say that drought and flood cycles are increasing with climate change.
