One year course in border security and management for senior leadership starts at the OSCE Border Management Staff College in Dushanbe

DUSHANBE, 8 June 2016 – A one-year learning course on Border Security and Management for Senior Leadership (BSMSL) was launched with an introductory meeting that took place in Dushanbe from 6-8 June.

The course was designed and developed by the OSCE Border Management Staff College and the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and aims to enhance the knowledge, competencies and leadership potential of mid- to senior-level professionals working in the area of border security and management.

Twenty-four participants from Afghanistan, Bosnia and Herzegovina, Georgia, Jordan, Lithuania, Moldova, Poland, Portugal, Tajikistan, Tunisia and Ukraine will participate in the course, providing a comprehensive insight into the contemporary security environment, leadership and management competencies as well as mechanisms to prevent and combat existing and emerging security threats and challenges.

The course programme is divided in three modules that involve participants in fact-finding, analyzing, decision-making, and management activities. Its format provides an opportunity to draw from various international best practices and expertise, putting emphasis on co-operation between operational and academic approaches and encouraging peer-learning.

Each module is presented through a variety of training and learning methods, including e-learning, face-to-face study, follow-on discussions and follow-up activities, group exercises, and study visits.

“Borders exist to unite people and not to divide them. This course is one of the college’s long-term initiatives aiming to promote and implement the concept of open but secure borders. With the knowledge obtained here participants will not only be able to enhance their professional skills but also be capable to develop and provide analysis and recommendations to improve capacities and the situation at borders,” said Ambassador Marcel Pesko, Director of the OSCE Conflict Prevention Centre, while addressing the BSMSL participants.

Andrus Oovel, Head of the DCAF Border Security Programme added: “This course is a combination of social, political and security science, covering a wide range of academic disciplines on global governance and security, humanities, law, criminal justice and studies which include leadership and management for strategic and operational planning in managing migration, border security, and trade facilitation.”

Perceptions of Senior Academic Staff in Colleges of Education Regarding Integration of Technology in Online Learning

Aim/Purpose: The goal of the study was to examine the perceptions of senior academic staff who also serve as policymakers in Israeli colleges of education, regarding the integration of technology in teacher education, and the shift to online learning during the Covid-19 pandemic. There is little research on this issue and consequently, the aim of the present study is to fill this lacuna. Background: In Israel, senior academic staff in colleges of education play a particularly important role in formulating institutional policies and vision regarding the training of preservice teachers. They fulfil administrative functions, teach, and engage in research as part of their academic position. During the Covid-19, they led the shift to online learning. However, there is little research on their perceptions of technology integration in teacher education in general, and during the Covid-19, in particular. Methodology: This qualitative study conducted semi-structured interviews with 25 senior academic staff from 13 academic colleges of education in Israel. Contribution: The study has practical implications for the implementation of technology in teacher education, suggesting the importance of establishing open discourse and collaboration between college stakeholders to enable enactment of a vision for equity-that allows programs to move swiftly from crisis-management to innovation and transformation during the Covid-19 pandemic. Findings: The findings obtained from content analysis of the interviews reveals a central concept: “On both sides of the divide”, and points of intersection in the perceptions of the senior academic staff. The central concept encompassed three themes: (1) centralization - between top-down and bottom-up policies, (2) between innovation and conservation, and (3) between crisis and growth. The findings indicate that in times of crisis, the polarity surrounding issues essential to the organisation’s operation is reduced, and a blend is formed to create a new reality in which the various dichotomies merge. Recommendations for Practitioners: The study has practical implications for the scope of discussions on the implementation of technology in teacher education (formulating a vision and policies, and their translation into practice), suggesting that such discussions should consider the perceptions of policymakers. Recommendation for Researchers: The findings reflect the challenges faced by senior academic staff at colleges of education that reflect the ongoing attempts to negotiate and reconcile different concerns. Impact on Society: The findings have implications for colleges of education that are responsible for pre-service teachers' teaching practices. Future Research: An enacted vision for equity-based educator preparation that allows programs to move swiftly from crisis-management to innovation and transformation. Future research might reveal a more complete picture by investigating a broader spectrum of stakeholders both in Israel and elsewhere. Hence, future research should examine the power relations between senior college staff and external bodies such as the Higher Education Council (which determines higher education policies in Israel).

The Impact of Middle and Senior Leadership Styles on Employee Performance -- Evidence From Chinese Enterprises

Aim/Purpose: This paper examines the impact of the transformational, servant, and paternalistic leadership styles on employee performance at the middle and senior levels. Background: Transdisciplinary research promotes the integration and development of various sciences. It provides more choices for leaders to adopt ways and practical activities to promote enterprise development. Complexity leadership theory emphasizes that effectively functioning organizations need distinct forms of leadership to work together. Leaders rely on different leadership practices in an emergent collaborative context, and finding an optimal balance is challenging. Many scholars have attempted to explore which leadership styles have a more significant impact on employees by distinguishing and defining types of leadership styles and explaining the process by which they influence employee behavior and performance. Various scholars have further explored and empirically demonstrated the impact of these three types of leadership styles (transformational, servant, paternalistic)on employee performance. While transformational and servant leadership have their roots in the West, paternalistic leadership has roots in China. Few scholars have conducted comparative studies on their positive impact on employee performance. How do these three leadership styles affect employee performance at the middle and senior levels in the Chinese context? Which combination of middle and senior leadership styles performs best? These are the second area that this paper will attempt to explore. Methodology: This study constructs a three-tier model at the senior, middle, and grassroots levels. A questionnaire survey was used to collect data. SPSS 22.0 and Amos were used for data analysis. Contribution: Through its construction of a three-tier model (senior, middle, and grassroots levels), the paper explores the combined effect of three leadership styles (transformational, servant, and paternalistic) on grassroots employees. It explores the impact of senior leaders across levels on grassroots employee performance, which is expected to provide a valuable addition to theories on leadership styles. It is also instructive to examine which leadership style performs better and what middle and senior leadership configurations are more conducive to driving beneficial employee behavior and, ultimately, corporate growth. Findings: The transformational, servant, and paternalistic leadership styles, both at the top and middle levels, have a significant positive relationship with employee performance; the middle leadership style plays a positive mediating role between the top leadership style and employee performance. In terms of impact on employee performance, transformational leadership shows the best results at both the top and middle levels, with paternalistic leadership second and servant leadership at the same level. Regarding which middle and senior leadership style pairing is the best, the sample is relatively small, and the gap between various pairing combinations is not evident from the data. If the sample size is enlarged, the coefficient will likely expand year-on-year. Therefore, we can assume that the pairing effect of top servant leadership and middle transformational leadership is the best, top paternalistic leadership and middle transformational leadership is the second-best, and the combination of top paternalistic leadership and middle-level servant leadership leaders is the weakest. Recommendation for Researchers: This paper extends the study of top and middle leadership’s combined effect on employee performance as a positive response to the call for multi-layer or cross-layer analysis in leadership research. The findings further enrich the literature on leadership style-related theories. The middle leadership style plays a positive mediating role between the top leadership style and employee performance. The trickle-down effect is further verified, i.e., the top leadership will have a permeating influence on employees through the middle leadership, and the top’s influence on the middle is generally more significant than the influence on grassroots employees. However, the difference between the influence of the middle leadership on the grassroots and that of the top on the grassroots is not apparent, which is inconsistent with the trickle-down effect that the middle leadership communicates more with the grassroots and has more influence on the grassroots, and further verification is needed. All three types of leaders positively affected employee performance, with the best being transformational leadership, paternalistic leadership, and servant leadership. This finding is consistent with some scholars and inconsistent with some scholars. The interested scholars can do further research. The better performance of diverse pairings in middle and senior leadership combinations is consistent with previous research suggesting that leadership styles have their own strengths and can be complementary. This paper further provides a comparative study of multiple leadership styles to validate the recognition and adaptability of leadership styles and further explain the complex relationship between leadership styles and employee job performance. Scholars can conduct comparative research on other leadership styles, and there may be different results. Future Research: Because of the cross-sectional data taken, the findings’ generalizability still needs further validation. There are many types of leadership styles, and there are other types of leadership styles that can be explored comparatively, perhaps leading to different findings. From another point of view, various leaders have their strengths, and they are not mutually hindering. More research is needed on team formation in a variety of contexts. Organic organizational structure enables knowledge creation and integration through the process of organizational learning through deep and continuous social interaction or dialogue. So we can further examine the influence process of leaders on employees from how to give full play to their advantages, such as improving shared leadership and shared communication.

The Powerful Act of Honoring Your Seniors

I recently took on a new position leading worship in a small church on the outskirts of Nashville. They are good people and there are a lot of great things happening in those church walls. However, they are feeling the same stress that many of our churches feel today, and that is staying relevant with our ever changing culture in music worship and not leaving our senior population in the background feeling marginalized.  Let’s be honest, if it were not for their lives, traditions and heritage we would not be in those walls today. So what is the answer for young worship leaders today trying to navigate this tug of war? One word. Love. You have to love your senior people.

I worked for 13 years in a health and wellness center spending much of my days working alongside senior adult participants. One of the most important things I learned in that job was that when an older adult begins to lose their independence, they often begin to lose hope. And when people lose hope, they often grasp onto anything that is known and trusted in their lives. Change is difficult and people naturally want what is familiar. But I also found as I validated their giftedness and encouraged them to reach out to the people around them, they were willing to rise to the challenge and hope would begin to return in their lives. 

My fellow worship leader friends, can I encourage you to validate your people? Honor your seniors with a genuine love and respect. You will be amazed at the things that you will learn from them!

My current worship leading position is part time and I don’t have the luxury of spending hours in the office for drop in appointments and lunch dates. So, this week I hosted a luncheon for around 50 seniors who attend our church so that I could get to know them a little bit and let them hear from my heart. I sent them an invitation stating that I wanted to meet with them and explain to them why they are the most important key to growth in our local church.  Let me say right off, we never once discussed music worship in the church. Maybe someday...but not this day.

Instead, I validated them with a message that I have shared before. Here’s the message.

“You are valuable.”

Isaiah 46:4 - "Even to your old age and gray hairs, I am he, I am he who will sustain you. I have made you and I will carry you; I will sustain you and I will rescue you.’

“This was a promise to the people of Israel.  But our God is the same God that spoke those words to His people. We are also His people. I believe today that God MADE you, he will SUSTAIN you EVEN TO YOUR OLD AGE.  Why would God do this? Why would He make this promise to us if our lives are no longer valuable here on earth? You may be retired from a job...but God has not retired you!”

I shared with them Hebrews 12:7 - “Endure hardship as discipline; God is treating you as sons. For what son is not disciplined by his father?” I went on to tell them this.    

“Your history and heritage in Jesus is unlike anyone else’s. No one else can effect the world around you like you can. The lessons you have been taught and the hardships you have faced have made you who you are. And hopefully, we have all learned to allow those life lessons draw us closer to Christ and to become more like Him.”

We then dove into this scripture:

Eph. 2:10 For we are God’s handiwork, created in Christ Jesus to do good works, which God prepared in advance for us to do.

I reminded them that “God still has work for you to do... work that He has prepared in advance for you! That’s exciting! He has specific assignments just for you!!!!”

I went on to explain “God Assignments” as a way of life to listen to the Spirit throughout your day and be willing to act on His assignments when He speaks. Perhaps it will be paying for someone’s gas or spending time with a teen in the church. I challenged them to be faithful to ask the Lord daily and be willing to share with each other what God is doing in their midst. I asked them to speak out their faith because a younger generation is starving and thirsty to know that God is real. Young people can see fake a mile away and they are not interested in just “doing church.” I reminded them that no one else in these walls can testify to the reality of God in their lives the way they could.

I left them with this challenge:

“Young people hunger to know God...but they can detect fake and they don’t like it. How can YOU help them to see the reality of God? You can offer them love and acceptance.  You can invest in them. You can offer God Talk. God talk is sharing what God is doing in your life TODAY... answered prayer, sharing hope, sharing the Joy of the Lord.

Let’s face it...when you and I are gone... when Jesus takes us home... the future of this church remains in the hands of those coming after us. And if we don’t foster right relationship, testimony and genuine love of God with the younger generation, this church will not grow...it will die.  It’s a heavy assignment. But I believe it is the assignment God is calling us to step into.”

We closed with this scripture and very few dry eyes in the room. The Spirit of God was near and there was a new sense of awareness that we are called with a purpose...even to our old age.

John 13:34-35

 “A new command I give you: Love one another. As I have loved you, so you must love one another. By this everyone will know that you are my disciples, if you love one another.”

When the Spirit leads and we have another luncheon (as they have already requested that we do this again!) we will begin to discuss the importance of letting change happen in our music so that the same message of God is delivered in a relevant way that younger generations can understand. But not this day...this day was all about love.

Illustrating Identity: Senior Cords in Monroe County Exhibit

Ongoing through Saturday, December 28, 2024

Senior cords, decorated corduroy pants and skirts popular with high school and college seniors, are a unique piece of Hoosier heritage. This exciting exhibit guest-curated by Kelly Richardson (Director of IU Sage Collection) follows their history from their Purdue University origins through their high school heyday in the 50s and 60s and up to their contemporary revival in bespoke fashion brands like BODE.
Exhibit is currently open and closes Dec. 28th

Catawba County Social Services releases data from Livable and Senior Friendly Community Survey.

In the fall of 2009, as a part of the Catawba Aging Leadership Planning Project, Catawba County, along with aging service providers, volunteers and local municipalities developed a �Livable & Senior Friendly Community Survey�. This survey was widely distributed throughout Catawba County and targeted the County�s Senior Community, their caregivers and professionals in the aging field. The purpose of the survey was to obtain current and relevant information on the quality of life of seniors. Obtaining this information is important when looking toward the future of Catawba County.

A new Seniors Morning Out location has opened at Bethlehem United Methodist Church in Claremont. This program, which is operated by Catawba County Social Services, provides a nutritious lunch, plus social activities, for persons age 60 or older.

Senior Nutrition Services is now housed at 507 Boundary Street in Conover. Senior Nutrition Services includes Home Delivered Meals (Meals on Wheels), Seniors Morning Out, Nutritional Supplements (Ensure and Boost), Frozen Meals, and In Home Aide Services.

Despite the profound health consequences — and the associated costs — the health care system remains an underused partner in preventing, identifying, and intervening for social isolation and loneliness among adults over age 50.
