Understanding Software Migration. part 1

Enterprise software is going beyond the line in matters of size and scalability; small companies depend on custom tailored software to manage their business rules, and large enterprises with onsite engineers, deal in a daily basis with the challenge to keep their systems up to date and running with the top edge technology.

In both cases the investment made in software systems to assist a given business is elevated, regardless if it was purchased from another company or if it was built and maintained by the own, it’s never going to stop being critical to update the current systems and platforms.

            Any enterprise software owner/designer/programmer must be aware of the market tendencies of operating systems, web technologies, hardware specs, and software patterns and brands; because of the raging nature of the IT industry it takes an eye blink to get obsolete.

Let’s recap about VB6 to VB.NET era, a transition with a lot of new technology, specs and a lot of new capabilities that promise the programmers to take their applications where it seems to be previously impossible like web services and remote facilities, numerous data providers are accessible with a common interface, and more wonders were presented with the .NET framework, however all this features can get very difficult or near to impossible to get incorporated in legacy applications. At this moment it was mandatory to get that software translated to the new architecture.

Initially the idea was to redesign the entire system using those new features in a natural way but this implicates to consume large amounts of resources and human efforts to recreate every single module, class, form, etc. This process results in a completely new application running over new technology that needs to be tested in the final environment, and that will impact the production performance because it has to be tested in the real business challenges. At the end, we got a new application attempting to copycat the behavior of the old programs and huge amount of resources spent.

Since this practice is exhaustive for the technical resources and for the production metrics, the computer scientists research about the functionally equivalent automated processes were used to create software that is capable to port one application from a given source platform to a different, and possibly upgraded one. During this translation process, the main objective is to use as much inherent constructions as possible in the newly generated code to take advantages of the target technology and to avoid the usage of legacy components. In case that the objective is to include a new feature found in the target platform, the application can be migrated and then the feature can be included more naturally than building communication subprograms to make that new capability to get in touch with the old technology.

This process is widely promising because it grants the creation of a new system based on the previous one, using minimum human efforts by establishing transformation rules to take the source constructions and generate equivalent constructions in the desired technology. Nevertheless, this will require human input, especially in very abstract constructions and user defined items.

All the comparisons done before to measure the benefits between redesign and migration, points to identify the second practice as the most cost-effective and fast, but now another metric becomes crucial. The automated stage is done by computers using proprietary technology depending on the vendor of the migration software, but how extensive the manual changes will be? Or, how hard will be to translate the non-migrated constructions?

 

The quality metrics of the final product will be redefined because a properly designed application will be translated with the same design considerations. This means that a given application will be migrated keeping the main aspects of design and the only changes in the resulting source code will be minor improvements in some language constructions and patterns. This makes the new quality metrics to be: maximize the automation ratio, minimize the amount of manual work needed, generate more maintainable code and reach the testing stage faster.

Understanding Software Migration. part 2

 As mentioned previously, the migration process is now an ally of every company while attempting to get their software systems revamped. It’s imperative to determine the rules to measure the process throughput, in order to compare all the options the market offers for this purpose, but, how it comes to be described the rules to compare a process where every single vendor employs proprietary technology that contrast from one to another?

After eye-witness the whole process, the ideas impressed in the user’s mind will decide the judgment made to some specified migration tool, and how it performs; but to make sure this judgment will be fair, here are some concepts, ideas and guidelines about how the migration process should be done, and the most important, how it should be measured.

Human efforts are precious; computer efforts are arbitrary, disposable and reusable. An automated process can be repeated as many times as necessary, as long as their design considerations allow the algorithms to accept all the possible input values. Migration processes can be done with straight one-on-one transformation rules resulting in poorly mapped items that will need small adjustments, but regardless of the size of those efforts, those must be human, so these single reckless rules may become hundreds of human hours to fix all this small issues; remember, we are dealing with large enterprise software products, meaning that a single peaceable imperfection can replicate million times. Another possible scenario will be complex rules that searches for patterns and complex structures to generate equivalent patterns on the other side, but as many AI tasks, it may take lots of computer efforts, because of the immense and boundless set of calculations needed to analyze the original rules and synthesize new constructions. For the sake of performance, the user must identify which resources are most valuable, the time spent by people fixing what the tool’s output provided; or computers time that will be employed by more complex migration tools to generate more human-like code.

Legacy applications were built using the code standards and conventions for the moment, the patterns and strategies used in the past have evolved ones for good other to became obsolete. During an automated software migration process there must be a way to adapt arcade techniques to newer ones; a simple one-on-one translation will generate the same input pattern and the resulting source code will not take advantage of all the new features on the target platform. A brilliant migration tool should detect legacy patterns, analyze its usage and look for a new pattern in the target platform that behaves the same way. Because of the time calculations explained previously, a faster tool will only mean non-detailed and superficial transformations that will be a poor replica of the original code or in the best scenario a code wrapper will fix all the damage done. Functional equivalence is the key to a successful migration, because the whole concept of software migration is not only about getting the software running in the target platform, it’s about adaptation to a new set of capabilities and the actual usage of those capabilities.

 

With that on mind, a comparison between different tools can be clearer now. Leaving aside the competitiveness of the market, the readers should identify the facts from the prevaricated marketing slogans, and appraise the resources to be spent during a migration process. Saving a couple of days of computer time may become hundreds of human hours, which at the end will not cure the faulty core, will just make it run.

L.A. Philharmonic To Take Over Operations At Ford Theatre

The L.A. Philharmonic will be the new operator of the John Anson Ford Theatre, the smaller outdoor venue near  the 101 Freeway across from the Hollywood Bowl, under a plan approved by the Los Angeles County Board of Supervisors.  

L.A.  funding sustains the Ford, and the county recently spent $80 million renovating the 1,200  seat amphitheater.  But attendance has been lackluster — and Supervisor Sheila Kuehl hopes the L.A. Philharmonic can change that. 

“The Ford will be able to take advantage of the natural synergies in marketing, capacity-building and program resources that simply haven’t been available to the Ford as an independent institution," she  said.

The move by the L.A. County  blindsided many local artists.  They say the Ford is an important incubator for diverse talent.  They also worry ticket prices will increase.  Prompted by their criticism, the Supervisors will require the Phil to meet with artists and annually review the diversity of the Ford’s shows with county officials.

Apple's latest mobile operating system — iOS 8 — is now available, and with it, a new technical hurdle for law enforcement. The company says it will be technologically impossible to access data on phones and iPads running iOS 8, because it won't allow user passcodes to be bypassed.

Our phones, of course, contain troves of information — contacts, messages, recordings — which can be helpful for investigative or prosecutorial purposes. The Supreme Court earlier this year ruled law enforcement cannot access that kind of data without a warrant. Prosecutors had already feared the warrant hurdle would be too much — Rockland County, N.Y., District Attorney Thomas Zugibe told the Wall Street Journal in June that technology "is making it easier and easier for criminals to do their trade," while the court "is making it harder for law enforcement to do theirs."

Now, even with a warrant, data from Apple devices running iOS 8 will be tough — and, Apple says, impossible — for law enforcement to get its hands on.

As The Washington Post reports, the move "amounts to an engineering solution to a legal quandary: Rather than comply with binding court orders, Apple has reworked its latest encryption in a way that prevents the company — or anyone but the device's owner — from gaining access to the vast troves of user data typically stored on smartphones or tablet computers."

 

Not so fast, writes an iOS forensics expert, Jonathan Zdziarski. Just because Apple will no longer help police doesn't mean police can't find ways to use existing commercial forensics tools to extract the data themselves. Wired Magazine describes how Zdziarski proved his own point:

Zdziarski confirmed with his own forensics software that he was still able to pull from a device running iOS 8 practically all of its third-party application data — that means sensitive content from Twitter, Facebook, Instagram, web browsers, and more — as well as photos and video. The attack he used impersonates a trusted computer to which a user has previously connected the phone; it takes advantage of the same mechanisms that allow users to siphon data off a device with programs like iTunes and iPhoto without entering the gadget's passcode.

"I can do it. I'm sure the guys in suits in the governments can do it," says Zdziarski.

And, Apple will still be able to turn over user data stored outside its phones, for example, on its iCloud service, The Washington Post notes. Users often back up photos, videos, emails and more to iCloud, as the recent nude photo theft reminded us.

Apple, in creating plausible deniability for itself, is also using its strongly worded new privacy stance as a marketing opportunity. It's reinforcing what it says is a commitment to privacy and transparency when it comes to government data requests. Apple says so far this year, it has received fewer than 250 government requests for data, including requests to unlock encrypted iPhones.

AICPA and Wall Street Blockchain Alliance Announce Collaboration

Associations Plan Joint Effort to Advance Blockchain Technology for Accounting Profession

NEW YORK (Oct. 23, 2017) – The American Institute of CPAs (AICPA) and Wall Street Blockchain Alliance (WSBA), a leading nonprofit trade association promoting the comprehensive adoption of blockchain technology across global markets, today announced plans to work together to define the impact of blockchain technology for the accounting profession and advance the interests of both the public and profession in this area.

As part of this collaboration, the AICPA – through its technology arm, CPA.com – will administer the WSBA’s working group on tax and accounting, a focal point for advocacy and education on blockchain adoption within the profession. Other existing WSBA working groups include research and innovation, legal, and technology and product. The working group model is designed to provide a forum for experts to share information, guide advocacy and technical efforts and create broader educational opportunities—such as webcasts, roundtables and other content—to address issues arising from the adoption of blockchain, distributed ledgers and smart contract technologies.

“The accounting profession is built on confirmation and verification, and that’s what blockchain is all about,” said AICPA President and CEO Barry C. Melancon, CPA, CGMA. “This technology can have a profound impact on accounting and finance going forward, and it’s important we make sure that its adoption proceeds in a way that’s in the best interest of the public and our financial markets. Our working relationship with the WSBA, combined with our expanded global reach through the Association of International Certified Professional Accountants, will help further that goal.”

The collaboration was announced at the fall meeting of the AICPA’s governing Council in San Antonio, Tex.

“The WSBA is very pleased to be collaborating with the AICPA and CPA.com to guide the evolution of the global accounting profession in a future with blockchain technology,” said Ron Quaranta, chairman of the WSBA. “We look forward to working together to advance the world of accountancy and its use of blockchain, as accountants become integral participants in the adoption of this innovative technology for global markets.”

As a first step in collaboration, the AICPA will be part of an accounting-related panel at the WSBA’s Blockchain for Wall Street education day on Nov. 14, 2017.

“Blockchain is one of several innovations that are reshaping the accounting profession,” said Erik Asgeirsson, president and CEO of CPA.com, one of the participants in the upcoming panel. “Our role with the WSBA working group is to guide and speed the use of blockchain technology as it applies to the core areas of an accounting practice.”

OSCE Mission to Montenegro supports seminar on strengthening co-operation between prosecutors and police on forensic evidence

Application of modern forensic standards in the judiciary with a particular focus on treatment of evidence, forensic analytics and quality control, as well as DNA analysis and crime scene investigation were the focus of an OSCE-supported seminar on 3 June 2016 in Danilovgrad, Montenegro.

The OSCE Mission to Montenegro organized the event together with the Judicial Training Centre (JTC) and the Forensic Centre (FC) of the Interior Ministry’s Police Directorate. 

Three eminent national forensic experts held lectures for 20 representatives of prosecutor’s offices and the judiciary on how to increase the efficiency of prosecutor-led investigations through the well-prepared execution of warrants for evidence. Particular emphasis was placed on the enhancement of direct communication between the forensic services of the police and prosecutors at the very beginning of an investigation.

The Director of the FC, Zoran Tomčić, underlined the necessity of improving the system of search warrants prepared by prosecutors: “The number of warrants for forensic evidence has to be reduced and prepared more effectively. In May of this year alone, the FC received 200 warrants for DNA analysis, requesting results within a disproportionate time. In some cases, warrants are not sufficiently detailed, so that the results provided by forensic expertise do not stand up as evidence at the court.”

Maša Adžić, Head of the Training Unit in the JTC, said: “Good co-operation in a criminal investigation, communication between police, prosecutors and judges and their timely and professional performance are of crucial importance for a positive outcome.”

Participants emphasized the need for continued training in the field of forensic evidence as well as an expansion of the content of lectures on DNA expertise to cover such topics as sampling, types of biological evidence, writing orders for expert DNA analysis and interpretation of results. They also requested the organization of a seminar on forensic expertise regarding explosions and fire.

Today we celebrate a significant milestone for Montenegro and its people. A decade ago, the country restored its independence. At the same time, Montenegro also joined the Organization for Security and Co-operation in Europe (OSCE), which with 57 participating States is the largest regional security organization worldwide.

By becoming a full-fledged OSCE participating State, and by inviting an OSCE field mission into the country, Montenegro entrusted the OSCE with important responsibilities to assist the country’s development. Hand in hand with Montenegro’s young state institutions and civil society, we embarked on responding to the country’s evolving needs with great enthusiasm.

Evolving democracy

I am proud that we have been able to make a substantial contribution towards further advancing the country’s democratic reform process. Through the hard work and energies of our Montenegrin partners, we can now see that these efforts have borne results and delivered tangible benefits for Montenegrin citizens.

The responsibility displayed in overcoming the recent political crisis is important above all for the people of this country but it is also a positive signal that resonates in the wider region. Political leaders managed to bridge their differences by reaching a compromise that will serve the public interest. It showed us that a crisis can turn into an opportunity.

With strong leadership to success

Leadership, a long-term vision and willingness to compromise will all be greatly needed in the coming months to ensure full implementation of all adopted laws and agreements, thereby creating a level playing field for the parliamentary elections scheduled for this autumn. The elections will be an important test for the country. At present, the Mission to Montenegro is providing technical assistance to the State Election Commission, who will play a key role in the administration of the coming elections.

Public trust requires commitment

Full implementation of necessary laws is vital, particularly in countering transnational threats, strengthening the rule of law and protecting media freedoms. That is where the OSCE can help. We will continue providing assistance in the implementation of many aspects of the reform process in accordance with our mandate. The OSCE, as a strategic partner, can continue to assist Montenegro in developing strong and independent institutions that enjoy wide public trust. Key changes need time, dedication and commitment by all stakeholders.

Diversity and pluralism a key objective

Looking at the broader international context, we see mounting challenges and a complex security environment. Armed conflict is once again a reality on European soil. Unprecedented waves of refugees and migrants continue to test the unity of the international community, and extremist movements continue to promote radical ideologies that threaten dialogue and peaceful coexistence. In these challenging circumstances, building and empowering diverse and pluralistic communities is fundamental, as is the promotion of dialogue and tolerance.  

These challenges show how volatile stability can be and how crises can escalate into violent conflict. Particularly in times of growing tensions, they also underscore the importance of the OSCE’s unique role as a platform for dialogue and as a driver for joint action.

Regional security – Montenegrin security

Only last year, the OSCE marked the 40th anniversary of the Helsinki Final Act, which is the foundation of our security order and the OSCE’s comprehensive approach to security. It is thanks to this heritage that the OSCE Mission to Montenegro has become engaged in many diverse activities, from destroying heavy weapons and unsafe and obsolete military ammunition to supporting the rule of law, democratic policing and good governance, or enhancing environmental awareness and security.

We are pleased with what the OSCE has accomplished not only in Montenegro, but across the Western Balkans. The Organization has played an important role in post-conflict rehabilitation, promoting human rights and building democratic institutions. We have not acted alone but in co-operation with our national and international partners. We believe that strong partnerships offer the best guarantee for broad participation, effectiveness and our joint success.

Legitimate aspirations of today – concrete realities of tomorrow

We commend Montenegro’s achievements, its commitment to further democratic progress, and its role as a recognized factor for stability in the region. Working closely with the Montenegrin authorities and citizens, the OSCE will further develop its role as a partner that is responsive to the country’s evolving strategic priorities. We stand ready to support Montenegro as it continues to progress along the path of reform, where the legitimate aspirations of today can become the concrete realities of tomorrow.

OSCE supports workshop on irregular migration management and readmission practices in Kazakhstan

An OSCE Programme Office in Astana-supported workshop on international best practices in irregular migration management and readmission procedures for 10 Internal Affairs Ministry and National Security Committee officials started on 6 June 2016 in Astana.

The three-day event was organized by the EU-funded Border Management Programme in Central Asia (BOMCA) in co-operation with the OSCE Programme Office in Astana, the International Organization for Migration (IOM) and Latvia’s State Border Guard. It focused on national legislation and best international practices in dealing with vulnerable groups of migrants passing through borders.

An Office-supported legal analysis of readmission policies was presented along with a draft bylaw to participants who brainstormed ways to further develop the legal and institutional framework. Participants also engaged in an in-depth discussion on readmission as well as countering trafficking of human beings. As a result of the discussions, the participants developed a set of recommendations on amendments to relevant national legislation in line with international best practices.

The workshop is a part of the OSCE Programme Office’s activities related to enhancing the host country’s border security and efficient labour migration management practices.

OSCE States explore role for the Organization regarding migration and refugee flows

VIENNA, 20 July 2016 – Possible roles for the OSCE in the context of the migration and refugee flows across the OSCE area were discussed today at a special meeting of the Permanent Council in Vienna.

The meeting was a milestone in the process launched in March 2016 by Germany’s 2016 OSCE Chairmanship. In a series of seven meetings and following an inclusive approach, an Informal Working Group took stock of the migration-related activities of the OSCE and developed proposals for future engagement. The Working Groups was chaired by Swiss Ambassador to the OSCE Claude Wild and open to all participating States, Partners for-Cooperation and OSCE executive structures as well as a number of international organizations and NGOs.

Presenting results of this ambitious preparatory process Wild said in today’s Permanent Council: “While the current situation is generally referred to as ‘the refugee and migration crisis’, it is in fact a crisis of international migration governance. Comprehensive governance is needed to deal responsibly with the phenomenon of migration and refugee flows. This includes addressing issues of protection, combating crime, border management, successful integration as well as solidarity and partnerships.”

Wild highlighted that the OSCE is uniquely positioned and equipped to use its political convening power and technical expertise to create formal and informal networks. “In such networks national experts and decision makers can exchange best practices in all specific issues that have to be addressed to design and implement responsible national policies on migration and refugee flows,” he said.

Chairperson of the Permanent Council and German Ambassador to the OSCE, Eberhard Pohl, thanked the Swiss OSCE Ambassador and his team for their committed work. “There was a clear common understanding among all OSCE States today that migration and refugee flows figure high on the OSCE agenda in line with its comprehensive approach to security,” Pohl said.

“Given the scale and transnational character of this issue, it is clear that no single country can cope with the challenge of current migration and refugee flows alone. It has to be addressed in a co-operative manner, in a spirit of shared responsibility. We will continue to support OSCE activities in this field and work to further develop the contribution of the OSCE.”

The OSCE Permanent Council is one of the main regular decision-making bodies of the Organization bringing together representatives of all 57 OSCE participating States and the 11 Partners for Co-operation.

Assembly’s work on migration presented to OSCE ambassadors by Ad Hoc Committee Chair Lombardi at special Permanent Council

VIENNA, 20 July 2016 – Presenting the OSCE Parliamentary Assembly’s work concerning the refugee and migrant crisis at a special meeting of the OSCE Permanent Council in Vienna today, Swiss parliamentarian Filippo Lombardi laid out the Assembly’s plan of action going forward, which includes monitoring the situation on the ground and developing policy recommendations for the OSCE and its participating States.

The meeting was convened by the OSCE German Chairmanship to present and discuss the report by Amb. Claude Wild, Chair of the OSCE Informal Working Group Focusing on the Issue of Migration and Refugee Flows. The participants discussed in particular the importance of improving global migration governance and how the OSCE can lend its contribution to promoting regional implementation of a global migration governance architecture.

Lombardi noted that the OSCE PA’s Ad Hoc Committee on Migration, which he chairs, has been active in three main areas, including by organizing field visits, strengthening co-operation with the OSCE and other international actors, and promoting discussions on the migration crisis within the OSCE PA.

“The migration and refugee crisis remains high on the agenda of the OSCE Parliamentary Assembly as highlighted by the importance accorded to this issue in the Tbilisi Declaration adopted at the OSCE PA Annual Session on 5 July,” Lombardi said. “Indeed, the various aspects of this complex issue are addressed in the resolutions of all three general committees as well as in a number of supplementary resolutions” adopted in Tbilisi, he added.

Stressing the need for better communication strategies between governments and the public, Lombardi said that while media plays a fundamental role in shaping public opinion on migration, “political forces bear an equally important responsibility.

“Governments, diplomats and parliamentarians must join forces to tackle the root causes of migration,” he said.

Lombardi further highlighted a recent field visit to camps in Calais and Dunkirk, the Parliamentary Assembly’s contribution to the 27 June meeting of the Informal Working Group, which was addressed by five OSCE parliamentarians, and noted that the PA’s Ad Hoc Committee on Migration met officially for the first timeduring the OSCE PA Annual Session in Tbilisi on 3 July.

In June, the OSCE PA’s then-human rights and humanitarian committee chair, Portuguese parliamentarian Isabel Santos, joined a delegation of the OSCE’s Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Ambassador Madina Jarbussynova, for a visit to Lampedusa, Italy, to an aircraft carrier in the Mediterranean Sea, and to a refugee reception centre in Catania.

Migration will also occupy a prominent position in the discussions of the OSCE PA Autumn Meeting to be held in Skopje from 29 September to 2 October, Lombardi pointed out.

Other than Lombardi’s presentation, today’s special meeting of the Permanent Council included a comprehensive report by Amb. Wild, who noted that addressing the migration crisis requires a multidimensional response based on protection, combating crime, border management, successful integration, and solidarity and partnerships. The OSCE has a number of comparative advantages when addressing migration and refugee flows and is thus uniquely positioned to address this crisis, he emphasized.

Lombardi welcomed the priorities of the OSCE’s Informal Working Group and stressed that members of the PA’s Ad Hoc Committee have agreed to keep in mind the principles identified by this body in carrying out its work.

The Permanent Council and the Ministerial Council are the primary decision-making bodies of the OSCE.

Co-operation matters! OSCE interactive campaign seeks global vision of security and co-operation

VIENNA, 17 April 2015 – In a new interactive campaign launched today, the OSCE is inviting members of the public to send in photos, videos and social media messages on how we can work together to make security a reality and promote peace through co-operation.

The campaign “Co-operation matters” aims to show that everyone, as part of a global community, has a stake in efforts to make the world a safer and more peaceful place. It is part of a series of events commemorating the 40th anniversary of the signing of the Helsinki Final Act, the key founding document that brought the OSCE into being and guides its comprehensive approach to security to this day.

The public can get involved by using the hashtags #WeCooperate and #OSCE and submitting their entries via Twitter, Instagram, or directly to the campaign webpage and/or the OSCE Facebook page. The best entries will be published on the website with prizes of a gadget reflecting different areas of security and cooperation every two weeks and a visit to an OSCE event for the best overall entry. OSCE Project Co-ordinator calls for joint efforts in supporting voices of moderation, promoting dialogue and restoring trust

“Inter-cultural dialogue should not only lead to a deeper understanding of the other, but also include conflict prevention and de-escalation, combating prejudices and stereotypes in the public and political discourse,” Ambassador Alexis Chahtahtinsky, OSCE Project Co-ordinator in Baku, said in his remarks at the Third World Forum on Intercultural Dialogues that took place in Baku on 18-19 May 2015.

Ambassador Chahtahtinsky spoke at the plenary session titled Sharing Culture for Sharing Security which was devoted to the responsibility of international institutions and governments in building trust and understanding between cultures and civilizations and shaping common global agenda.

The rise of anti-Semitism, Christianophobia, often associated with violent extremism and radicalization leading to terrorism, as well as the rise of xenophobia, islamophobia and of the far right have a destructive potential for many societies in the OSCE area, Ambassador Chahtahtinsky said.

The Project Co-ordinator believes that international organizations need to join efforts in supporting voices of moderation, promoting dialogue and restoring trust. “One of the ways of doing is through participation in fora like this one, and I want to commend the Government of Azerbaijan for taking this initiative,” he said.

In conclusion, Ambassador Chahtahtinsky stated that the OSCE, with its comprehensive approach to security and co-operation, is uniquely equipped to address these challenges, and can provide a platform for participating states to learn from each other’s experience.

OSCE Project Co-ordinator in Baku discontinues its operations in Azerbaijan

VIENNA, 4 July 2015 – The OSCE Project Co-ordinator in Baku’s operations in Azerbaijan were discontinued today. The OSCE remains open to other forms of co-operation with Azerbaijan.

The discontinuation follows the termination by Azerbaijan of the Memorandum of Understanding on the Project Co-ordinator in Baku between the government of Azerbaijan and the OSCE at the beginning of last month, resulting in a month-long process which ended today.

OSCE Centre signs long-term agreement on co-operation with Kyrgyz State Committee on National Security

BISHKEK, 19 July 2016 – The OSCE Centre in Bishkek and the State Committee on National Security (SCNS) signed a long-term agreement with the aim of increasing co-operation to support the country's security sector.

The signing of this agreement will expand and boost co-operation between the OSCE and the Kyrgyz government in the fight against terrorism and violent extremism. It will also contribute to promoting joint efforts in combating internal and external threats with the aim of protecting peace and stability in the country and the region.

“In recent years, due to the increasing threat of terrorism in the world and particularly in Central Asia, close co-operation between the OSCE and the SCNS in countering violent extremism and radicalization that lead to terrorism is becoming an urgent task,” said Sergey Kapinos, Head of the OSCE Centre in Bishkek. “Signing of a long-term cooperation agreement is an important step towards addressing this issue. The OSCE Centre highly values co-operation with the SCNS, and expresses its great appreciation for collaboration and willingness to continue active co-operation in countering terrorist threats."

Deputy Chairperson of the SCNS and Director of Anti-terrorism Centre (ATC) of the SCNS Rustam Mamasadykov highlighted the OSCE Centre’s significant contribution to the development and strengthening of democratic institutions, the rule of law, and its efforts to enhance the capacity of state authorities in effectively preventing and responding to terrorism and extremism.

“Co-operation between SCNS and the OSCE Centre in Bishkek has resulted in significant counter-terrorism capacity building and the strengthening of the national security agencies and other relevant state agencies in responding to terrorist attacks,” said Mamasadykov.

The OSCE Centre in Bishkek is also supporting the SCNS and the Kyrgyz government to carry out comprehensive security sector reform and in ensuring the implementation of the provisions of international treaties, UN Security Council resolutions, and OSCE decisions in the areas of defence, security and counter-terrorism.

OSCE Presence helps Albanian police better respond to irregular migration

The OSCE Presence in Albania on 24 March 2016 launched a series of workshops for the Albanian border and migration police with the aim of raising their capacity to respond to the challenges of irregular migration, particularly in light of the increased migrant flows through the Western Balkans.

The first of the workshops, which are being organized in close partnership with the Directorate of the Albanian State Police and the General Directorate of Border and Migration, took place in Korça, where 20 border and migration police were trained on measures to be taken to cope with the situation.

The subjects were based on trends as identified by Frontex and EUROPOL, and included migrant routes, the pre-screening of migrants, profiling of possible terrorist fighters, and the detection of criminal offences. The workshop was conducted by experts from the Albanian Europol National Unit and the Albanian Border and Migration Police.

The OSCE Presence, together with its Albanian partners, will organize similar workshops in the coming days with the border and migration police in Gjirokastra and in Shkodra.

OSCE field operations in Tajikistan and Albania work together to support women’s participation in political life

A group of eight women politicians from all registered political parties in Tajikistan, including a member of parliament, paid a visit to Albania from 2 to 8 April 2016 to strengthen inter-regional co-operation and share experiences on empowering women in political life. The visit was jointly organized by the OSCE Office in Tajikistan and the OSCE Presence in Albania.

"One of the main goals of the OSCE Office in Tajikistan is to promote gender equality and to further support Tajik women leaders, as well as to create new opportunities for learning, exchange of experience and networking for women at all levels of political and public life,” said  Markus Mueller, Head of the OSCE Office in Tajikistan “This jointly organized high-level working visit will help women politicians and parliamentarians from both countries to learn from each other’s experiences, to grow stronger and reach their full potential."

The delegation met with the Speaker of Albania’s Assembly, representatives of the Alliance of Women Members of Parliament, three women members of the Albanian government, the Chair of the Central Election Commission, women mayors of Roskovec and Patos, and members of the National Platform of Women – an informal voluntary network of around 500 women from political parties and civil society established by the OSCE Presence.

On 6 April, they participated in the launch of the second edition of the “Empowering women in politics” brochure – a collection of interviews with successful women politicians in Albania published by the Presence.

Head of the OSCE Presence in Albania,  Florian Raunig, said: "In the OSCE we believe passionately in the importance of women's participation in political and public life, and we will continue to work at all levels - from national legislation to grass root activism - to promote it. I would encourage women politicians to co-operate and compromise across party lines."

This is the second time the OSCE field operations in Tajikistan and Albania co-operate on supporting women’s advancement in the political life in Tajikistan. In December 2015, the Office in co-ordination with the Presence organized a roundtable in Dushanbe aimed at empowering Tajik women politicians.

Preservation, inspiration and dialogue: Twenty years of The Hague Recommendations Regarding the Education Rights of National Minorities

In promoting education as a tool for conflict prevention, The Hague Recommendations Regarding the Education Rights of National Minorities have offered a toolkit for preservation, inspiration and dialogue, said OSCE High Commissioner on National Minorities (HCNM) Astrid Thors as she opened an expert meeting on 21 April 2016 at The Hague to mark two decades of these ground-breaking Recommendations.

Thors said that the Recommendations had been instrumental in preserving minority education during times of transition and education reforms, and an inspiration in calling for a proactive approach by OSCE participating States towards a progressive yet realistic realization of minority rights in education. She said the Recommendations have also encouraged the involvement of parents and minorities in formulating policies as well as providing a framework for dialogue that is useful for both the participating States and national minorities.

Discussions during the meeting focused on reforms to the education sector and accommodating diversity, language in multilingual educational contexts, and respect for diversity and pluralism in education content.

Participants agreed on the need to further share best practices, promote broader engagement and to adapt to changing environments.

Particularly emphasized was the need for teachers to receive adequate training to be equipped to manage multilingual and multicultural classrooms and for the foundations of education systems to be solid enough to handle adversity, such as budget cuts and extensive reforms.

Acknowledging the role of education in fostering a sense of opportunity and belonging, experts said that the politicization of history is not conducive to conflict prevention. Instead, different views should be allowed as an increased level of historical knowledge and understanding will lead to historical empathy, which can in turn lead to a unifying feeling when the pain of the past is shared.

The experts agreed a set of recommendations for future work in the field of minority education rights, which will be published as follow up to this event.

The expert meeting was held a day after a HCNM-organized conference gathered 180 participants from 32 participating States to assess two decades of The Hague Recommendations. Among the participants of the conference were government officials, experts, teachers, education professionals, non-governmental actors and other local and international stakeholders active in the field of education, conflict prevention and peace-making.
