The two-day training course aimed at enhancing the knowledge of parliamentarians on human rights principles. National and international experts shared their know-how with participants on the international human rights standards, and the United Nations Human Rights Treaty System and its mechanisms. They also discussed the role of parliamentarians in promoting and protecting human rights, the principles of equality and non-discrimination as well as the relations between the state and other actors. “Today’s training course is an important step towards ensuring that new laws will be drafted in compliance with these principles for the continuous democratic development of Kyrgyzstan,” said Daniele Rumolo, Senior Human Dimension Officer at the OSCE Centre in Bishkek. “Following the successful organization of parliamentary elections in October 2015, it is necessary that Kyrgyz authorities continue to meet their obligations and implement the relevant OSCE commitments on human rights.” Ryszard Komenda, OHCHR ROCA Regional Representative, said: “It is critical that advisors and experts working closely with members of the parliament are fully versed in and committed to international and national human rights standards in order to propose and adopt legislation that is in full compliance with them. processes Impact of CPU-bound Processes on IP Forwarding of Linux and Windows XP By www.jucs.org Published On :: 2011-03-18T16:21:13+01:00 These days, commodity-off-the-shelf (COTS) hardware and software are used to build high-end and powerful workstations and servers to be deployed in today's local area networks of private homes and small- to medium-sized business. Typically, these servers are multipurpose and shared - running networking functionalities involving IP packet forwarding in addition to other CPU intensive applications. In this paper we study and investigate the impact of running CPU-bound applications on the performance of IP packet forwarding. We measure and compare the impact and performance for the two operating systems of choice for home and small-business users, namely Linux and Windows XP. The performance is studied in terms of key performance metrics which include throughput, packet loss, round-trip delay, and CPU availability. For our measurements, we consider today's typical home network hosts of modern processors and Gigabit network cards. We also consider different configuration setups and utilize open-source tools to generate relatively high traffic rates. Our empirical results show that Linux exhibits superior performance over Windows XP in terms of IP forwarding performance. Results also show that, unlike Windows XP, the IP forwarding performance of Linux is not significantly impacted by running CPU-bound applications. Full Article

processes The Effect of Team Communication Behaviors and Processes on Interdisciplinary Teams’ Research Productivity and Team Satisfaction By Published On :: 2021-08-31 Aim/Purpose: There is ample evidence that team processes matter more than the characteristics of individual team members; unfortunately, very few empirical studies have examined communication process variables closely or tied them to team outcomes. Background: The University of Miami Laboratory for Integrated Knowledge (U-LINK) is a pilot funding mechanism that was developed and implemented based on empirically-established best practices established in the literature on the Science of Team Science (SciTS). In addition to addressing grand societal challenges, teams engaged in processes designed to enhance the process of “teaming”. This study uses the Inputs-Mediator-Outputs-Inputs (IMOI) model as a blueprint for an investigation into how team communication processes (shared communication, shared leadership, formal meetings, informal meetings) influence intermediary team processes (goal clarity, role ambiguity, process clarity, trust) and team outcomes (team satisfaction, team productivity). Methodology: Monte Carlo methodologies were used to explore both longitudinal self-report (survey of communication and team outcome variables) data and objective data on scholarly productivity, collected from seventy-eight members of eleven real-world intact interdisciplinary teams to explore how team communication processes affect team outcomes. Contribution: This study is among the few that centers communication practice and processes in the operationalization and measurement of its constructs and which provides a test of hypotheses centered on key questions identified in the literature. Findings: Communication practices are important to team processes and outcomes. Shared communication and informal meetings were associated with increased team satisfaction and increased research productivity. Shared leadership was associated with increased research productivity, as well as improved process and goal clarity. Formal meetings were associated with increased goal clarity and decreased role ambiguity. Recommendation for Researchers: Studying intact interdisciplinary research teams requires innovative methods and clear specification of variables. Challenges associated with access to limited numbers of teams should not preclude engaging in research as each study contributes to our larger body of knowledge of the factors that influence the success of interdisciplinary research teams. Future Research: Future research should examine different team formation and funding mechanisms and extend observation and data collection for longer periods of time. Full Article

processes Analysis of COF-300 synthesis: probing degradation processes and 3D electron diffraction structure By journals.iucr.org Published On :: 2024-05-10 Although COF-300 is often used as an example to study the synthesis and structure of (3D) covalent organic frameworks (COFs), knowledge of the underlying synthetic processes is still fragmented. Here, an optimized synthetic procedure based on a combination of linker protection and modulation was applied. Using this approach, the influence of time and temperature on the synthesis of COF-300 was studied. Synthesis times that were too short produced materials with limited crystallinity and porosity, lacking the typical pore flexibility associated with COF-300. On the other hand, synthesis times that were too long could be characterized by loss of crystallinity and pore order by degradation of the tetrakis(4-aminophenyl)methane (TAM) linker used. The presence of the degradation product was confirmed by visual inspection, Raman spectroscopy and X-ray photoelectron spectroscopy (XPS). As TAM is by far the most popular linker for the synthesis of 3D COFs, this degradation process might be one of the reasons why the development of 3D COFs is still lagging compared with 2D COFs. However, COF crystals obtained via an optimized procedure could be structurally probed using 3D electron diffraction (3DED). The 3DED analysis resulted in a full structure determination of COF-300 at atomic resolution with satisfying data parameters. Comparison of our 3DED-derived structural model with previously reported single-crystal X-ray diffraction data for this material, as well as parameters derived from the Cambridge Structural Database, demonstrates the high accuracy of the 3DED method for structure determination. processes Millisecond X-ray reflectometry and neural network analysis: unveiling fast processes in spin coating By journals.iucr.org Published On :: 2024-03-15 X-ray reflectometry (XRR) is a powerful tool for probing the structural characteristics of nanoscale films and layered structures, which is an important field of nanotechnology and is often used in semiconductor and optics manufacturing. This study introduces a novel approach for conducting quantitative high-resolution millisecond monochromatic XRR measurements. This is an order of magnitude faster than in previously published work. Quick XRR (qXRR) enables real time and in situ monitoring of nanoscale processes such as thin film formation during spin coating. A record qXRR acquisition time of 1.4 ms is demonstrated for a static gold thin film on a silicon sample. As a second example of this novel approach, dynamic in situ measurements are performed during PMMA spin coating onto silicon wafers and fast fitting of XRR curves using machine learning is demonstrated. This investigation primarily focuses on the evolution of film structure and surface morphology, resolving for the first time with qXRR the initial film thinning via mass transport and also shedding light on later thinning via solvent evaporation. This innovative millisecond qXRR technique is of significance for in situ studies of thin film deposition. It addresses the challenge of following intrinsically fast processes, such as thin film growth of high deposition rate or spin coating.
