This Sunday's Screen Actors Guild Awards aren't as high profile as the Academy Awards, or even the Golden Globes, but they serve as one of the best predictors of who's going to take home a gold statue come Oscar night. Here's why.

Who votes for the SAG Awards?

SAG Award nominees are chosen by a committee of about 2,100 of the guild's members, according to awards news site Gold Derby. Then, all of the 111,228 members of the Guild have the chance to vote for their picks.

Meanwhile, the acting nominees for the Academy Awards are chosen by the 1,100 members in the Academy's actors branch, before being voted on by the Academy's full 5,700 members. Those actors are all part of SAG, so you're likely to see a strong correlation most years between the awards, particularly in the acting category.

How often do the SAG Awards predict the Oscar winners?

The SAG Awards have proven to be the best Oscar predictor in the acting category of any other major awards season prize since they began in 1995, both in nominations and winners. Of the 20 nominations and four winners from each shows, the overlap between the SAG Awards (aka "the Actors") and the Academy Awards in the last few years:

  • 2009: 18 nominations; 3 winners
  • 2010: 19 nominations; all 4 winners
  • 2011: 17 nominations; all 4 winners
  • 2012: 16 nominations; 3 winners
  • 2013: 15 nominations; 3 winners
  • 2014: 14 nominations; all 4 winners

This year, 17 nominees crossed over between the awards shows, with the Oscars matching up on all five nominations for best supporting actor and four of the five nominations in the other three acting categories.

Where have the SAG Awards differed from the Oscars?

SAG voters have lined up with the Academy on Best Actor 16 out of 20 times. The last time they differed from the Oscars was 2003, when Johnny Depp won at the SAG Awards for "Pirates of the Caribbean: Curse of the Black Pearl" before Sean Penn took the statue home at the Oscars for "Mystic River."

For Best Actress, SAG last split from Oscar in 2011, going with Viola Davis for "The Help" over eventual Oscar winner Meryl Streep for "The Iron Lady." They've matched up 14 out of 20 years.

In the supporting categories, the SAG Awards haven't fared as well. They went 12 for 20 in Best Supporting Actor, and 13 for 20 in Best Supporting Actress. That one also has an asterisk — one of those was a tie, so if you don't count that one, they're also only 12 for 20.

What does this all mean for the Oscars?

The SAG Awards remain the ones to watch when it comes to the acting awards — though their Best Ensemble category, the SAG Awards version of Best Picture, doesn't have a particularly strong correlation to the Oscars Best Picture winner. (For that, you'll want to watch for the Producers Guild Awards.)

High Commissioner Thors, in her OSCE Permanent Council address, discusses country engagement and highlights the increase in hate speech targeting national minorities

Addressing the OSCE Permanent Council in Vienna on 2 June 2016, OSCE High Commissioner on National Minorities Astrid Thors described country engagement and highlighted the disturbing increase in hate speech.

The statement covered the High Commissioner’s activities since her last statement to the Permanent Council in November 2015. During this period Thors visited Kyrgyzstan, Serbia, Ukraine, Bosnia and Herzegovina, Georgia, Croatia, Hungary, Slovakia and Moldova.

The High Commissioner expressed concern about the increase in hate speech targeting national minorities. Thors called for renewed efforts to tackle hate speech in order to prevent tensions and to promote integration with respect for diversity.

Thors also informed the Permanent Council about the work her institution is doing together with researchers to identify best practices that highlight the bridge building potential of national minorities in diverse societies.

OSCE Mission to Serbia and ODIHR launch joint Report on peer elections for High Judicial Council and State Prosecutors’ Council

Serbia’s legal framework for governing elections to the High Judicial Council and the State Prosecutors’ Council is fairly comprehensive although there are a few minor issues with implementing the laws and regulations, partly as a result of gaps in the law. This is the conclusion of a joint Report launched on 24 May 2016 by the OSCE Mission to Serbia and the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The OSCE Mission and ODIHR followed the elections of judges and prosecutors to the High Judicial Council and the State Prosecutors’ Council throughout Serbia in December 2015, in partnership with the Lawyers’ Committee for Human Rights (YUCOM), a local civil society organization. The election processes were conducted without any major irregularities observed.

The Report makes a number of recommendations, largely similar for both the judicial and prosecutorial councils, including amending and further developing the legal framework regarding the election process for the judicial and prosecutors’ councils, the candidates’ nomination process, and procedures for resolving disputes and providing effective remedies.

The findings and recommendations resulting from the election monitoring will help inform the public about the ongoing judicial reform process in Serbia. The relevant state institutions and justice stakeholders will also have an objective assessment to assist them in further strengthening the independence, accountability and efficiency of the Serbian judiciary.

OSCE Parliamentary Assembly Special Representative holds high-level meetings in Kyrgyzstan, delivers speech at OSCE Academy on conflict prevention

BISHKEK, 3 June 2016 – Wrapping up a two-day visit to Kyrgyzstan, which has included meetings with the Speaker of the Parliament, the Minister of Foreign Affairs, and officials at the OSCE Centre in Bishkek, Special Representative for Central and Eastern Asia and Vice-President of the OSCE Parliamentary Assembly Christine Muttonen spoke to students today at the OSCE Academy in Bishkek on conflict prevention and peace-building, noting the strengths of the OSCE’s approach, as well as areas for improvement.

Muttonen’s visit this week – her first to Kyrgyzstan since her appointment as Special Representative in January – has served as an opportunity to discuss confidence-building in the region and developing co-operative approaches to common challenges such as energy security, water management and border co-operation. In her meetings with Speaker of Parliament Chynybay Tursunbekov and Minister of Foreign Affairs Erlan Abdyldaev, Muttonen noted the importance of continuing to build trust and dialogue through the OSCE.

“There is a need to develop ways of countering the lack of trust and promoting co-operation between countries in the region,” she said. “The OSCE is our common organization, an inclusive organization in which all of its members have an equal voice, and we need to work effectively together within this forum.”

Discussions in Bishkek also focused on promoting follow-up on OSCE/ODIHR election-related recommendations and on the importance that Kyrgyzstan attaches to the OSCE and its Parliamentary Assembly. Muttonen expressed appreciation for the fact that Kyrgyzstan intends to send a full delegation to the OSCE PA’s 25th Annual Session in Tbilisi, Georgia, next month.

In meetings with staff of the OSCE Centre in Bishkek, Muttonen was briefed on the situation in the country and heard about the Centre’s ongoing projects, notably in the spheres of early warning and conflict prevention, as well as youth-oriented and parliamentary development projects. There was also discussion on the possibility of holding future OSCE PA events in the country.

In her lecture at the OSCE Academy, she highlighted the early warning capabilities of the OSCE – including through its field operations such as the Centre in Bishkek – but regretted that sometimes political considerations hamper effective implementation of early warning mechanisms. Discussing the OSCE’s consensus-based decision-making procedure and the non-binding character of its decisions, Muttonen pointed out the OSCE is only as strong as its participating States allow it to be.

Nevertheless, she said, the OSCE’s response to the crisis in and around Ukraine has served as an example of its ability to engage in conflict prevention and peace-building. “The Ukraine conflict has shown that the OSCE is well-placed and equipped to engage in conflict prevention and support mediation and peace-building,” said the PA Vice-President. “Through its unanimous vote principle, the OSCE and its participating States can formulate strong political agreements, even if the process may be slow.”

She noted that OSCE parliamentarians have been active in supporting the Central Asian countries’ peace-building efforts, notably through fact-finding missions.

Muttonen’s speech at the OSCE Academy concluded a week-long visit to Central Asia, which included meetings with government officials, parliamentary leaders and representatives of civil society in Astana, Almaty, and Bishkek.

In her mandate as Special Representative, she is tasked, inter alia, with encouraging active participation in the PA by parliamentarians from Central Asia, as well as liaising with and supporting the work of the OSCE field operations in the region.

Wi-Fi 8 Trades Speed For a More Reliable Experience

Wi-Fi 8 (also known as IEEE 802.11bn Ultra High Reliability) is expected to arrive around 2028, prioritizing an enhanced user experience over speed by optimizing interactions between devices and access points. While it retains similar bandwidth specifications as the previous standard, Wi-Fi 8 aims to improve network efficiency, reducing interference and congestion for a more reliable and adaptive connection. PCWorld's Mark Hachman reports: As of Nov. 2024, MediaTek believes that Wi-Fi 8 will look virtually identical to Wi-Fi 7 in several key areas: The maximum physical layer (PHY) rate will be the same at 2,880Mbps x 8, or 23Gbits/s. It will also use the same four frequency bands (2, 4, 5, and 6GHz) and the same 4096 QAM modulation across a maximum channel bandwidth of 320MHz. (A Wi-Fi 8 router won't get 23Gbps of bandwidth, of course. According to MediaTek, the actual peak throughput in a "clean," or laboratory, environment is just 80 percent or so of the hypothetical peak throughput, and actual, real-world results can be far less.) Still, put simply, Wi-Fi 8 should deliver the same wireless bandwidth as Wi-Fi 7, using the same channels and the same modulation. Every Wi-Fi standard has also been backwards-compatible with its predecessors, too. What Wi-Fi 8 will do, though, is change how your client device, such as a PC or a phone, interacts with multiple access points. Think of this as an evolution of how your laptop talks to your home's networking equipment. Over time, Wi-Fi has evolved from communications between one laptop and a router, across a single channel. Channel hopping routed different clients to different bands. When Wi-Fi 6 was developed, a dedicated 6GHz channel was added, sometimes as a dedicated "backhaul" between your home's access points. Now, mesh networks are more common, giving your laptop a variety of access points, channels, and frequencies to select between. The B200 posted a doubling of performance on some tests versus today’s workhorse Nvidia chip, the H100. And Trillium delivered nearly a four-fold boost over the chip Google tested in 2023.

The benchmark tests, called MLPerf v4.1, consist of six tasks: recommendation, the pre-training of the large language models (LLM) GPT-3 and BERT-large, the fine tuning of the Llama 2 70B large language model, object detection, graph node classification, and image generation.

Training GPT-3 is such a mammoth task that it’d be impractical to do the whole thing just to deliver a benchmark. Instead, the test is to train it to a point that experts have determined means it is likely to reach the goal if you kept going. For Llama 2 70B, the goal is not to train the LLM from scratch, but to take an already trained model and fine-tune it so it’s specialized in a particular expertise—in this case, government documents. Graph node classification is a type of machine learning used in fraud detection and drug discovery.

As what’s important in AI has evolved, mostly toward using generative AI, the set of tests has changed. This latest version of MLPerf marks a complete changeover in what’s being tested since the benchmark effort began. “At this point all of the original benchmarks have been phased out,” says David Kanter, who leads the benchmark effort at MLCommons. In the previous round it was taking mere seconds to perform some of the benchmarks.

According to MLPerf’s calculations, AI training on the new suite of benchmarks is improving at about twice the rate one would expect from Moore’s Law. As the years have gone on, results have plateaued more quickly than they did at the start of MLPerf’s reign. Kanter attributes this mostly to the fact that companies have figured out how to do the benchmark tests on very large systems. Over time, Nvidia, Google, and others have developed software and network technology that allows for near linear scaling—doubling the processors cuts training time roughly in half.

First Nvidia Blackwell training results

This round marked the first training tests for Nvidia’s next GPU architecture, called Blackwell. For the GPT-3 training and LLM fine-tuning, the Blackwell (B200) roughly doubled the performance of the H100 on a per-GPU basis. The gains were a little less robust but still substantial for recommender systems and image generation—64 percent and 62 percent, respectively.

The Blackwell architecture, embodied in the Nvidia B200 GPU, continues an ongoing trend toward using less and less precise numbers to speed up AI. For certain parts of transformer neural networks such as ChatGPT, Llama2, and Stable Diffusion, the Nvidia H100 and H200 use 8-bit floating point numbers. The B200 brings that down to just 4 bits.

Google debuts 6th gen hardware

Google showed the first results for its 6th generation of TPU, called Trillium—which it unveiled only last month—and a second round of results for its 5th generation variant, the Cloud TPU v5p. In the 2023 edition, the search giant entered a different variant of the 5th generation TPU, v5e, designed more for efficiency than performance. Versus the latter, Trillium delivers as much as a 3.8-fold performance boost on the GPT-3 training task.

But versus everyone’s arch-rival Nvidia, things weren’t as rosy. A system made up of 6,144 TPU v5ps reached the GPT-3 training checkpoint in 11.77 minutes, placing a distant second to an 11,616-Nvidia H100 system, which accomplished the task in about 3.44 minutes. That top TPU system was only about 25 seconds faster than an H100 computer half its size.

A Dell Technologies computer fine-tuned the Llama 2 70B large language model using about 75 cents worth of electricity.

In the closest head-to-head comparison between v5p and Trillium, with each system made up of 2048 TPUs, the upcoming Trillium shaved a solid 2 minutes off of the GPT-3 training time, nearly an 8 percent improvement on v5p’s 29.6 minutes. Another difference between the Trillium and v5p entries is that Trillium is paired with AMD Epyc CPUs instead of the v5p’s Intel Xeons.

Google also trained the image generator, Stable Diffusion, with the Cloud TPU v5p. At 2.6 billion parameters, Stable Diffusion is a light enough lift that MLPerf contestants are asked to train it to convergence instead of just to a checkpoint, as with GPT-3. A 1024 TPU system ranked second, finishing the job in 2 minutes 26 seconds, about a minute behind the same size system made up of Nvidia H100s.

Training power is still opaque

The steep energy cost of training neural networks has long been a source of concern. MLPerf is only beginning to measure this. Dell Technologies was the sole entrant in the energy category, with an eight-server system containing 64 Nvidia H100 GPUs and 16 Intel Xeon Platinum CPUs. The only measurement made was in the LLM fine-tuning task (Llama2 70B). The system consumed 16.4 megajoules during its 5-minute run, for an average power of 5.4 kilowatts. That means about 75 cents of electricity at the average cost in the United States.

While it doesn’t say much on its own, the result does potentially provide a ballpark for the power consumption of similar systems. Oracle, for example, reported a close performance result—4 minutes 45 seconds—using the same number and types of CPUs and GPUs.
