officer OSCE-trained Ukrainian cyber-police officers begin fulfilling their mission By feeds.osce.org Published On :: Mon, 18 Jul 2016 15:03:32 +0000 KHARKIV, Ukraine, 18 July 2016 – Today is the first working day for eighty-four cyber-police officers, trained by the OSCE Project Co-ordinator in Ukraine on the grounds of Kharkiv National University of Internal Affairs. 20 special agents and 64 inspectors make up one-third of the personnel of the new Cyber Police Department, which was created within the National Police of Ukraine as part of the wider law enforcement reforms in the country. The Project Co-ordinator helped to organize the selection process by facilitating the integrity testing of over 500 candidates in 2015, developing the 760-hour training curricula and materials, and supporting four months of training for the selected officers. “Cyber security is an important area of efforts for the National Police of Ukraine,” said Khatia Dekanoidze, chief of the country’s National Police. “It took us a lot of time to find good people for this job. They had to pass a difficult competitive selection, and the training was delivered not only by local, but also by international experts. And we are grateful to our partners, the OSCE for making this happen.” Jeffrey Erlich, Senior Project Officer of the OSCE Project Co-ordinator, said: “As Ukraine moves into the new economy, crimes affecting e-governance, e-banking, e-commerce and other highly technological areas are shadowing this progress. This is a threat to people’s human rights, it hurts their economic wellbeing, some perpetrators may even threaten national and international security.” The OSCE Project Co-ordinator has been building the capacity of Ukrainian law enforcers in their responses to cybercrime since 2011. The Project Co-ordinator has helped to equip a training room with modern equipment in two police education establishments and headquarters, and trained police staff with the support of international practitioners. officer Trump's team drawing up list of Pentagon officers to fire: Sources By www.asiaone.com Published On :: Thu, 14 Nov 2024 09:15:42 +0800 WASHINGTON — Members of President-elect Donald Trump's transition team are drawing up a list of military officers to be fired, potentially to include the Joint Chiefs of Staff, two sources said, in what would be an unprecedented shakeup at the Pentagon. The planning for the firings is at an early stage after Trump's Nov 5 election victory and could change as Trump's administration takes shape, said the sources, who are familiar with the Trump transition and requested anonymity to speak candidly about the plans. One of the sources questioned the feasibility of a mass firing at the Pentagon. It was also unclear if Trump himself would endorse the plan, although in the past he has railed extensively against defence leaders who have criticised him. Trump has also spoken during the campaign of firing "woke" generals and those responsible for the troubled 2021 pullout from Afghanistan. The Trump campaign did not immediately respond to request for comment. Full Article

officer Are you Chief Blogging Officer Material? By Published On :: 2004-11-30T23:41:33-07:00 Government is already rife with chiefs, why not one more? HighBeam Research, Inc. has set the pace by announcing today the appointment of Christopher Locke as Chief Blogging Officer (CBO). Looks like the role of CBO is a pace setter who creates a buzz about the company products and enlists others to blog the cause. Ironically, the announcement came in the form of a (oh, so 20th century) press release. HighBeam is looking for bloggers interested in exclusive use of its new "blog this document" tools and free access to the company's premium archives of over 3,000 print publications for adding depth and historical background to virtually any subject. HighBeam, under the direction of Chairman and CEO Patrick Spain, is the recent amalgamation two paid content sites (eLibrary and Encyclopedia.com) and a meta-search site, Researchville.com. Locke says, "The HighBeam database of 33 million articles going back almost 25 years is the best resource I've found for adding historical depth of focus to the sort of stuff I write about. Any blogger who wants to get at the trends and issues underlying today's headlines will immediately see the same benefit I did. And their readers will too. I'm turned on at the prospect of making the HighBeam Research content and tools more accessible to the blogging world." I don't think Highbeam will need to look too far for volunteers. Chris' own Chief Blogging Officer blog, offers a preview of how you can turn your own ordinary blog musings into a Blogipedia. According to ClickZ News, HighBeam plans to begin offering its new blog content tool in late January or early February for $19.95 a month or $99 a year. Full Article

officer University Procurement Officers’ Use of Technology When Seeking Information By Published On :: 2016-05-19 The transition from printed to electronic sources of information has resulted in a profound change to the way procurement officers seek information. Furthermore, in the past decade there have been additional technological revolutions that are expected to further affect the procurement process. In this paper, we conduct a survey among forty nine university procurement officers in Israel to examine to what extent procurement officers have adapted to smartphones and tablets by testing how frequently officers use notebooks, smartphones, and tablets for work-related and leisure purposes. We find that while officers prefer electronic sources of information over printed sources of information, officers have not yet adapted to the later technological advances (i.e., smartphones and tablets). Notebooks are more frequently used than either smartphones or tablets for work-related and leisure purposes. One explanation behind this result is that officers are not skilled in using smartphone and tablets applications. This implies that training officers in the use of these devices may improve their performance. Full Article
officer The Informing Needs of Procurement Officers in Israel By Published On :: 2017-06-18 Aim/Purpose: To develop and introduce a questionnaire that investigates the informing needs, information-seeking behavior, and supplier selection of procurement officers in Israel. The questionnaire’s internal consistency reliability is given. Additionally, we describe the demographic description of the procurement officers in Israel. Background: Procurement science is an important field that affects firms’ profits in the private sector and is significant to growth, innovation, sustainability, and welfare in the public sector. There is little research about the informing needs of procurement officers in general and particularly in Israel. Methodology: A quantitative questionnaire that is sent to all the procurement officers in Israel’s procuring association. Contribution: The questionnaire that is developed in this paper may be used by other researchers and practitioners to evaluate the information needs of procurement officers. Findings: The typical procurement officer is male, with a bachelor degree and is digitally proficient. Recommendations for Practitioners: The procuring side can use the questionnaire to develop better tools for obtaining information efficiently. The supplying side can use this knowledge to improve its exposure to potential customers and address its customer’s needs better. Recommendation for Researchers: The questionnaire can address theoretical questions such as how digital literacy affects the procuring process and provide empirical findings about active research areas such as supplier selection and information-seeking behavior. Future Research: Future research will examine the relationship between the various variables and demographic features to understand why specific information needs and information-seeking behaviors arise.
